Since starting the Container Refund Scheme four months ago, the program has encouraged residents to recycle their containers to receive a refund. Councillor Geoff McMullen, Portfolio Chair for Waste said the Maranoa community has done an excellent job by participating in the scheme, container by container. “With 1.18 million containers received, $118,000 has gone back to Maranoa residents,” Cr McMullen said. “This is a huge accomplishment for the community and Council is looking forward to Maranoa residents recycling another million eligible containers. “The Container Refund Scheme has now collected over 561,257,707 containers in Queensland since starting in November 2018.” The Mitchell Administration Office and the Roma Cartwright Street Administration Office are open Monday to Friday 9am to 4pm. Over 1 million containers received in the MaranoaThe Maranoa Drop-Off points have received a remarkable 1.18 million eligible containers since commencing the Container Refund Scheme in the Maranoa on Saturday, 23 February 2019.

Since starting the Container Refund Scheme four months ago, the program has encouraged residents to recycle their containers to receive a refund.

Councillor Geoff McMullen, Portfolio Chair for Waste said the Maranoa community has done an excellent job by participating in the scheme, container by container.

“With 1.18 million containers received, $118,000 has gone back to Maranoa residents,” Cr McMullen said.

“This is a huge accomplishment for the community and Council is looking forward to Maranoa residents recycling another million eligible containers.

“The Container Refund Scheme has now collected over 561,257,707 containers in Queensland since starting in November 2018.”

The Mitchell Administration Office and the Roma Cartwright Street Administration Office are open Monday to Friday 9am to 4pm. The Roma Refuse Site is open Wednesday to Friday 1pm to 4pm and Saturday 10am to 4pm.

Duke Street South Project complete!As part of the 2018/19 Capital Upgrade Program, Duke Street South (Roma Southern Road), Roma, was upgraded with the construction of an underground stormwater system, concrete kerb and channel and a 15.5m wide asphalt pavement, between Raglan Street (Warrego Highway) and Corfe Road.

Additional meeting planned for APLNG temporary workers accommodationCouncil and APLNG met again to discuss the matter of temporary workers accommodation facilities.

Discussions focused on detailed elements of potential outcomes with these to be considered further by both APLNG and Council.

While there were initially four meetings planned, there are still matters to be considered. Therefore, the parties have agreed to a further meeting.

Representatives of the Office of the Coordinator General were present as an observer.

APLNG representative Maceon Cooper and Cr David Schefe at the meeting on 27 June.

Council Meeting Snapshots Below are a number of highlights from the Council Meeting on 10 July.

Annual Show (Public) Holidays for 2020Council will make an application for Ministerial approval for the following special holidays:

• Friday, 8 May 2020 for the 2020 Roma Annual Show Holiday • Tuesday, 12 May 2020 for the 2020 Mitchell Annual Show Holiday.

Selective Inspection Program 2019Council approved a Selective Inspection Program to allow authorised persons to enter and inspect selected properties to monitor compliance with registration and regulated dog provisions. The program will commence on Monday, 2 September 2019 and conclude on Friday, 29 November 2019.

Where non-compliance is observed, remedial action will be sought and infringements issued.

Annual Valuation Consultation for the Maranoa RegionCouncil will recommend to the State Department of Natural Resources, Mines and Energy that an annual valuation be undertaken this financial year.

Container Collection AgreementCouncil entered into another three month agreement with Container Exchange Qld Ltd.

Roma’s Avenue of HeroesA proposal was accepted from The Last Post magazine to advertise the Avenue of Heroes in their upcoming special edition.

Australian Livestock Markets AssociationThe National Saleyards Exhibition will be held in Roma from Tuesday, 23 July 2019 to Thursday, 25 July 2019 with Council supporting the national event by providing charter services for transport of delegates to and from scheduled events.

Western Downs and Maranoa Silo Art TrailCouncil will provide a letter of support to the Wallumbilla Town Improvement Group for in principle support for a Scoping Study for the Regional Silo Art Trail Project.

Below are a number of highlights from the Council Meeting on 26 June.

Surat State Emergency Service (SES)Council provided permission for the construction of a shed and placement of an accommodation donga on vacant land located behind the Surat Shire Hall for the purposes of accommodating the Surat SES Group.

KHB Young Life Foundation DonationCouncil accepted KHB Construction Pty Ltd’s donation of a half basketball court approximately 10m x 10m at the Mitchell Youth Precinct. A basketball cage and hoop will be purchased by Council. The project will be included in the Mitchell Memorial Park Master Planning.

Glen Arden Road Gravel Resheet An amendment to expand the scope of the Glen Arden Road Gravel Project to include additional gravel resheeting from Ch 12.10 to Ch 17.74 was endorsed and takes into account the additional contributions provided by relevant CSG proponents.

Roma Saleyards Prime SalesPrime Sales will be held on a fortnightly basis from Thursday, 4 July 2019 until Monday, 30 September 2019, as per the request from the Roma Livestock Agents Association.

Tender 19023 – Lease of Land MitchellJ & B Stanton were selected as the recommended Tenderer for the Lease of Lot 2 on DUB5333 for a period of two years if the final terms are acceptable.

Purchase of Prime MoverCouncil will procure a second hand 2017 Western Star Prime Mover from Pengelly Trucks and Trailers.

Principal Cycle Network PlanCouncil received a request from Transport and Main Roads’ Transport Strategy and Planning Branch to conduct a review of the Priority Routes Map for Roma and has taken the opportunity to provide feedback.

PROJECT UPDATES

Construction of Roma Saleyards Multi-Purpose Facility in full swingWith the construction of the Multi-Purpose Facility and Stud Stock Arena well underway, Roma Saleyards users are seeing increased activity around the Saleyards.

There has been a huge amount of progress on the Multi-Purpose Facility project with the first concrete pour for the floor of the Interpretive Centre. All concreting finishing for the Multi-Purpose Facility is being conducted by local business Allwood Building Services.

Allwood Building Services Director Les Allwood said we are currently in the early stages of preparing and pouring the foundations for the Stud Stock Arena and starting the suspended deck pours. We currently have four employees on site but at times can have up to ten being such a large project.

“It is great to see Hutchinson Builders as the Principal Contractor engaging local sub-contractors to carry out components of this project. It is always great to have work locally, so by them providing us with this opportunity helps keep locals employed,” Mr Allwood said.

So far, the project has seen key activities completed including the first blocks being laid in the undercroft area of the new Administration Building, the completion of the block work and foundation beam, placement of in ground services and exhibition platform earthworks to the Stud Arena.

Federal Member for Maranoa David Littleproud said the multi-purpose facility will boost the local economy and give beef producers more options when it comes to marketing and selling their cattle.

“Roma is Australia’s largest cattle selling centre and I look forward to seeing its continued growth after the development is completed,” Mr Littleproud said.

“This modern facility will enhance sales opportunities with its digital infrastructure and the interpretive centre will be an important asset explaining how the cattle industry works to passing tourists.”

Councillor Peter Flynn, Portfolio Chair for the Roma Saleyards said it is great to see the progress of this major project coming along smoothly.

“It is spectacular to see the development and the outline of some of the buildings all coming together. It really is great to see this project unfold,” Cr Flynn said.

Once the concrete slab has been completed, construction of the building frames will commence, including an Administration Building, Interpretive Centre, Canteen and a Multipurpose Room.

The multi-million dollar project will take place in 3 stages:• Stage 1 - Construction of the Multi-Purpose Facility which includes an

Administration Centre, amenities, canteen and the Interpretive Centre is anticipated to be completed by December 2019 with fitout works to begin after construction works are completed.

• Stage 2 – Demolition of existing buildings• Stage 3 – The construction of the Stud Stock Selling arena which will

seat 263 people and will provide state of the art audio visual facilities.

Funding for this project has been provided by the Australian Government through the Building Better Regions Fund program ($3,961,482), the Queensland Government under Building our Regions ($3,698,983), Saleyards Reserves ($324,855) and the balance from Maranoa Regional Council.

Work commences on Stage 1 of the Yuleba Cobb & Co Park RedevelopmentWorks on the Yuleba Cobb & Co Park Redevelopment Project Stage 1 has kicked off and is scheduled to be completed in time for the Cobb & Co Festival happening in August this year.

This redevelopment is the first stage of the Yuleba Cobb & Co Park Master Plan which was adopted in April 2019.

Councillor Puddy Chandler, Portfolio Chair for Tourism said that the Master Plan provides a long-term vision for the Cobb & Co Park, identifying the look and functionality into the future.

“The Cobb & Co Park Redevelopment Project will see the transformation of the park on Warrego Highway in Yuleba into a space for tourists and locals to enjoy,” Cr Chandler said.

“Stage 1 will focus on the land directly adjacent to Perry Street and will replace the existing infrastructure. This will include new park furniture featuring a picnic table and shelter, water fountain and banner poles.

“The park furniture has been kindly donated by the Yuleba Development Group, through funding received from Santos and MPC Kinetic as part of their community grant programs.”

Future developments of the Master Plan will allow for short stay camping, formal car parking, picnic shelters and footpaths throughout the site.

Final stages of Roma’s Cemetery fencing to be completedAfter receiving funding from the Queensland Government through the Works for Queensland Program, Council is able to complete the final stage of the Roma Cemetery fencing.

The final stages include 238m of new PVC fencing along Lewis Street South to the Newbon Street intersection. Works are planned to be delivered during the months of July and August.

Councillor Geoff McMullen, Portfolio Chair for Towns and Surrounds said Council is extremely pleased that we received this funding to be able to complete the fencing around the cemetery.

“The Roma Cemetery is an important place for many residents in the Maranoa, and to be able to upgrade fencing has created a more inviting place to remember our lost loved ones,” Cr McMullen said.

“These improvements will be enjoyed for many more years to come.”

The project is jointly funded, with contributions from Maranoa Regional Council and Queensland Government’s $600 million Works for Queensland Program.

Council takes home fourth gold at Annual Reporting AwardsCouncil has once again struck gold, securing its fourth Gold in a row at the Australasian Reporting Awards (ARA) in Melbourne last month.

Having achieved a Gold award for the last three Annual Reports, Council has successfully upheld a high standard of reporting, addressing the demanding ARA criteria and demonstrating overall excellence for its 2017/18 Annual Report.

Deputy Mayor Jan Chambers, who was in attendance at the awards with Councillor Wendy Newman, said she was thrilled Council had once again achieved a gold standard.

“It is a challenging task, summarising the year’s highs and lows into an annual report that is transparent, balanced and accountable. We enter into the awards to benchmark ourselves against other government, private and public sector organisations in Australia and internationally,” Cr Chambers said.

“We are incredibly proud to have reached this Gold standard for the fourth year in a row, and we congratulate all of the staff for their ongoing commitment and dedication to ensuring we are reaching the highest standard in reporting.”

The ARA is a not-for-profit organisation run by volunteer professionals that encourages a high standard of communication when it comes to financial and business information in the form of an annual report.

Small Business Week - Big success!Small Business Week was an educational opportunity for residents and businesses to learn more about the technology that can assist with the day-to-day operations of small businesses.

The free workshops covered everything from bookkeeping basics to scheduling and time management apps. The sessions discussed funding grants available for businesses in the Maranoa, as well as locally available solutions.

Councillor David Schefe, Portfolio Chair for Local Business, said having Rachel Nixon Bookkeeping and ConnectAg deliver the workshops made for truly local events for Small Business Week.

“The sessions in Mitchell, Injune and Surat were very well received by our business communities, with the workshops presenting important information to help our Maranoa businesses grow and develop,” Cr Schefe said.

“Attendees were a mixture of shop front and Agricultural businesses. The workshops helped to identify strengths and weaknesses in our small regional businesses and provide helpful suggestions regarding ways to improve their businesses moving forward.

“The sessions were also an opportunity to further discuss directly with businesses the benefits of registering under the My Maranoa Business program.

“With our Local Business Star Rating system now well and truly up and running, our local businesses across the region are embracing the model so they can proudly display that they are a truly local business.”

Funding was received through the Queensland Small Business Week 2019 program.

Selective Inspection Program to commence in SeptemberWith the 2019 Selective Inspection Program scheduled for September, residents are advised to register their dog/s now to avoid a $266 fine.

The annual program that encourages responsible animal ownership, will commence Monday, 2 September 2019 and conclude Friday, 29 November 2019. The program will allow authorised persons to enter and inspect selected properties to assess compliance in designated town areas with the State Government’s Animal Management (Cats & Dogs) Act 2008 for dog registration and regulated dog provisions.

Councillor David Schefe said last year’s Selective Inspection Program, which was conducted from August to October, saw an impressive 53% increase in registrations from the year before, with 321 new registrations and 408 renewals.

“The likelihood of a pet owner being reunited with their pet if it is lost or stolen increases significantly if it is registered and microchipped,” Cr Schefe said.

“Our hope is that this year’s Selective Inspection Program will see another spike in registrations and renewals, improving our data and therefore allowing our Community Safety team to reunite the animals that find themselves impounded this financial year.”

State legislation requires that all dogs over 12 weeks be both registered and microchipped.

Registration Renewals are due on 30 June each year. If you are a new or existing dog owner and are yet to register your dog, please be a responsible pet owner and register your dog at any of Council’s Customer Service Centres.

Council receives funding for Mitchell boreWorks will commence on a new $1 million bore in Mitchell next year after Council received $600,000 from the State Government’s Local Government Grants and Subsidies Program (Council will be providing the remaining funding of $400,000).

Councillor David Schefe, Portfolio Chair for Utilities said the new bore will become the primary water source for Mitchell residents and businesses improving water flows, water pressure and fire-fighting capacity.

“With the placement of the new bore (adjacent to the southern reservoir on Mitchell St George Road), it will feed directly into the southern reservoir which is able to feed water to the town by gravity, reducing energy costs significantly,” Cr Schefe said.

“The two other bores currently in Mitchell will then provide a backup supply for the town, especially during the peak summer period.”

The Mitchell Bore project is a joint initiative of Maranoa Regional Council and the Queensland Government.

Big Rig scores big from Tripadvisor and tourism events QueenslandCouncil is proud to announce The Big Rig received two significant awards:

• Tourism and Events Queensland (TEQ) has identified The Big Rig as a Best of Queensland Experience, and

• The Big Rig and The Night Show has received a 2019 Certificate of Excellence by TripAdvisor.

Councillor Puddy Chandler, Portfolio Chair for Tourism said the results reflect the amazing work our tourism team and volunteers do and that The Big Rig is delivering an exceptional visitor experience.

“In order to receive a 2019 Certificate of Excellence there must be consistently great reviews earned on TripAdvisor, the world’s largest travel site,” Cr Chandler said.

“Best of Queensland Experiences are prioritised across TEQ’s marketing and activities including priority placement on their website - Queensland.com. The Big Rig is now also listed on TEQ’s preferred operator database used by the TEQ team when planning marketing activities.

“These incredible awards will further promote the great things our region has to offer visitors.”

Expressions of Interest - 43 Gabba Stadium Lights, SuratCouncil is calling for submissions from Surat not-for-profit sporting clubs and community groups interested in 43 Gabba Stadium lights donated from the Gabba Lighting Tower Upgrade Project.

The successful Surat not-for-profit sporting club or community group will receive 43 Gabba Stadium lights that were originally only used for specific occasions and are estimated to have plenty of use left in them.

Region’s rural floodway upgrades completed!As part of Council’s 2018/19 Regional Floodway Program, funded by the Queensland Government’s Works for Queensland program, the construction of nine concrete floodways across a number rural roads is now complete!

The program included floodway improvements on a selection of rural roads across the Maranoa, including:

• Gunnewin East Road • Komine East Road• Retreat Road• Litani Road• Orallo Road (three floodways were constructed on Orallo Road)• Myall Downs Road• Glenearn Road.

Councillor Janelle Stanford, Portfolio Chair for Rural Roads, said it is great to see the works completed.

“The works have included the construction of concrete inverts, regrading and bitumen sealing of the road approaches and the installation of additional road signage, guide posts and depth markers at each site,” Cr Stanford said.

“Council is grateful for the State Government’s assistance to upgrade rural roads in our community. These upgrades will dramatically improve access for parts of Maranoa’s rural road network, reduce ongoing maintenance costs and ultimately improve the safety for our road users.

“We commend Council’s construction team for the quality of the works that were completed and the concerted effort that was required to complete the construction of these structures leading up to the end of the financial year.”

Local Government Minister Stirling Hinchliffe said the Works for Queensland program was making a positive impact in the Maranoa Region, kickstarting jobs and investment.

“These important resilience works show what can be achieved for the community when our two levels of government work together,” he said.

“It is part of the $4.08 million provided to Maranoa Regional Council through the Palaszczuk Government’s Works for Queensland program.”

“The Palaszczuk Government will continue to work with Maranoa Regional Council to deliver new infrastructure that supports safety, employment and liveability for the local community.”

The Regional Floodway Program has been funded by the Queensland Government’s $600 million Works for Queensland program.

Queensland Waste Levy - now in placeThe Queensland Government has developed a new waste management and resource recovery strategy to reduce the amount of waste we generate and grow the resource recovery and recycling industry by creating a waste levy for Queensland.

Starting 1 July 2019, operators of waste disposal sites within the levy zone are required to pay $75 per tonne for general waste, $155 per tonne for Category 1 regulated waste and $105 per tonne for Category 2 regulated waste (the applicable levy for waste disposed of at their landfill) to the Department of Environment and Science.

Maranoa Regional Council is one of 39 of 77 local government areas included in the levy zone. The levy zone covers around 90 per cent of Queensland’s population and is where the majority of waste is generated and disposed.

Councillor Geoff McMullen, Portfolio Chair for Waste said Queensland is creating waste faster than our population is growing and only recycling 45% of the waste that we produce.

“This levy is essential because Queensland had become a dumping ground for interstate rubbish since we were the only mainland state without a waste levy,” said Cr McMullen.

The waste levy will not affect the cost for residents putting out their kerbside wheelie-bins, however there will be an increased cost for disposal of waste at the refuse sites in the Maranoa region.

Businesses and residents are encouraged to look at how they can reduce waste. Separating waste streams and recycling as efficiently as possible will help decrease the amount of waste going to our landfills.

There will also be a financial benefit to landfill users who separate their waste. Anything separated that can be recovered will not attract a fee. However, if mixed waste is received, the user will be charged the highest of the fee categories applicable to the type of waste received for the full volume of waste.

The waste levy aims to:

• reduce waste to landfill

• encourage waste avoidance

• provide a source of funding to enable better resource recovery practices

• provide certainty and security of feedstocks for advanced technology

• facilitate industry investment in resource recovery infrastructure.

Apply for a Community Grant today!Council is calling for all Maranoa community and not-for-profit groups to apply for funding under the Community Grants Program Round 3.

The funding round is open from Thursday, 1 August 2019 and groups have until Monday, 30 September 2019 to submit their applications.

The three grant categories are:

• Small Grant (co-funded by Senex) – $500 - $3,000• Community Grant – $3,001 - $10,000• Major Grant – $10,001 - $20,000
