Speaking from experience, taking the time to look your best is essential because when you look and feel your best you’re getting your day off to a great start!

People also react to you in a more positive way. I think the saying “You never get a second chance to make a first impression” couldn’t be a more accurate statement!

Having been in the entertainment business for over 20 years it has helped me understand the relationship between feeling and looking good and what it takes to get there. You could be the most beautiful person on the outside but if you don’t take care of your health, eventually it will catch up to you. When you focus on your health you naturally look, eat & sleep better, because you feel good.

I’d like to teach people the art of relaxing. It must be learned and practiced on a regular basis, by doing this I believe it would improve the quality of life. “I love being able to make people look and feel their best,” says Monique, “Beauty starts from the inside out. Feeling good and loving yourself is the key to happiness.”

Running a business like I have with my Spa, I have found these principles to be helpful because it is very demanding being a business owner and a mom. I make time to exercise, eat well and spend quality time with my family & friends. It is important to balance these things in your life. I work on these

things every day. It takes a lot of will power and is not easy but very rewarding. Reading a good book or sharing a laugh and walk with friends or playing scrabble with my kids are some of my favorite things I find very relaxing.

I challenge you to start doing something different today to help you look and feel better. Baby steps, I have found are the best way to incorporate any change, whether it be a new hair style, make-up color, excising, eating more vegetables or fruit, starting a hobby you’ve always wanted to try, or one of my favorites , having a spa service… the list is endless. Make a list of your favorite things and then just do it!!

We all know that during the colder months we tend to cover up our midsection with sweaters and jackets. We tend to stay inside more often and exercise less, which causes us to burn less calories

throughout the day. That is why autumn and winter are the two seasons that cause people to put on extra pounds. We have just hit the hotter months and putting on shorts and bathing suits may not be as appealing as it was last year or the year before.

There is still time to tighten up your body, skin and mind. We are going to take preventative actions as well as shed a few pounds along the way. We are going to be conscious of our intakes and our outtakes. You will be proud to wear your shorter shorts and tank tops as well as walk along the beach with just your shorts or bathing suits.

1. Eat clean food such as lean proteins, complex carbohydrates, fruits and vegetables and healthy fats.

2. Eat six small meals of clean foods daily to keep your metabolism charged. This prevents insulin levels from spiking, which protects you against the urge to overeat or binge.

3. Exercise at least three to four times per week.

4. Do not skip breakfast. You burn calories at a slower rate when you sleep. A healthy breakfast jump starts your metabolism.

5. Reduce calorie intake from empty sources such as processed foods. Simple sugars digest quickly and cause insulin and blood sugars to spike which leaves you feeling hungry more often.

6. Join an exercise club or form your own with a few friends. Running, jogging, walking, skiing or mountain biking are all fun outdoor winter sports.

7. Do not go past the point of hunger. This triggers a starvation response in your metabolism and forces it to slow down.

8. Pack a lunch filled with nutritional choices. You are more likely to eat healthy when you brown bag it.

9. Eat wisely when dining out. Ask for no butter, sauces or gravies on your food.

10. Do two to three sets of 25 crunches every other morning before starting your day.

11. Do two to three sets of 15 push ups every other morning before starting your day.

12. Eat four to eight servings of fruits and vegetables a day. They are low in calories and are filling.

13. Avoid alcohol. One gram of alcohol equals seven calories.

14. Do at least four 30 minute cardio workouts per week at a moderate intensity to burn fat as your fuel.

15. Eat a healthy snack before grocery shopping and before any event that will have a lot of food.

16. Do three sets of 20 lunges and 20 squats twice a week. After each set, hold a wall squat for 20 seconds.

17. Eliminate refined foods such as white sugar and white flour from your diet.

18. Drink plenty of cold water. Thirst is often mistaken for hunger. The small amount of energy required to raise the cold water to equal your body temperature helps burn calories.

19. Do not use food as an emotional crutch. People turn to comfort foods when they feel stressed. Fight the urge with a healthy alternative such as exercise.

20. When you feel good, reward yourself with a new pair of running shoes, workout clothes, ipod music or share your excitement with a friend. Do not reward yourself with a piece of cake or other unhealthy foods.

21. Write your goals down on a piece of note paper and place it where you will see it everyday. Place personal affirmations on your goal sheet. walk with friends or playing scrabble with my kids are some of my favorite things I find very relaxing.

1. 1 cup nonfat cottage cheese

2. 2 cups air popped popcorn

3. 10 frozen grapes

4. small protein bar

5. 6 hard boiled egg whites

T he Temecula Valley Chamber of Commerce staff would like to take this opportunity to express our sincerest appreciation for the contributions of each of our Board of Directors. We are grateful for their

It is through the support of these individuals that we are able to continue to strengthen our programs, and develop new and innovative projects to serve our members and the community.

The following is a brief profile on each of the members of the TVCC Board of Directors.

Isaac Lizarraga, Partner/General Manager, rancho Ford LincolnIsaac presently serves on the board of directors of the TVCC as Chairman of the Board, He is a founding board member of the Southwest California Legislative Council, a legislative advocacy group for the Temecula, Murrieta, Lake Elsinore and Wildomar Chambers. He has served 10 years as President of the Temecula Valley Auto Dealers Association, and is currently its Treasurer. Isaac has a Masters degree in Business Administration from the University of Southern California and an undergraduate degree in History and Economics from U.C. San Diego. He has been an auto dealer in Temecula and resident of the valley for the past 18 years. He has been married for 27 years and has raised six children. Isaac believes that a strong business community fosters strong family values, strong community involvement, and improves the quality of life.

With all the changes that have occurred in the past few years, there is one constant that hasn’t changed at the dealership, It is the major reason that Rancho Ford Lincoln has been in business for 28 years. It is the understanding that the dealership is a part of the community that it serves. Jeff Kurtz, General Manager, The Promenade In TemeculaAs the General Manager of Promenade Temecula, Jeff Kurtz is responsible for a variety of behind-the-scenes action. He obtained the ICSC designation for Certified Shopping Center Manager CSM in 2002. Jeff resides in Riverside with his wife Beth and three children. He is an active member of The Boys Scouts of America with his son Jeffrey Jr. and is an Executive Board Director for the Boy’s & Girl’s Clubs of Southwest County and a Director First Vice Chair for the Temecula Valley Chamber of Commerce.

When asked about the future, Kurtz responds that he hopes to remain at the helm of Promenade Temecula for a long time and looks to even relocate someday soon to live in Temecula. “Temecula is a wonderful place to live, work and play. And I hope to be a part of this outstanding community for a long time.”

Tony berardino, vice President, Cornerstone E&S Insurance ServicesTony moved with his family to Temecula in 1985 and helped run one of the first hardware stores in Temecula, a family owned business from 1985-2000. In 2000, he started a new career and became the Vice President of Cornerstone E&S Insurance Services in Temecula, a wholesale insurance brokerage distributing insurance to agencies in California, Arizona, Nevada and Oregon. Tony strongly believes in giving back to the community and has spent many hours volunteering for numerous charitable and civic events including, Taste of

Tony has been a Rotarian for the past 25 years and currently a member of The Old Town Temecula Rotary Club. In honor of his outstanding volunteerism, Tony was recognized by the City of Temecula. Jerry Konchar, Chief Financial Officer, Pechanga Development CorporationJerry is the Chief Financial Officer of Pechanga Development Corporation, the parent company to the Pechanga Resort & Casino and all of Pechanga’s affiliated business entities. He oversees business and financial matters as they relate to all business operations, construction and diversification and has direct reporting to the Board of Directors.

Pechanga Resort & Casino is the largest casino in the Western United States and has a larger gaming floor than any casino in Las Vegas with over 3,800 slot machines, 132 table games, a 43 table poker room, 8 full service restaurants, food court, 3 night clubs, 1,200 seat theater, 517 room hotel and a world class golf course and clubhouse.

Before moving to Temecula from Ohio he was CEO of the 5th largest industrial scale manufacturing, sales and service company in the U.S.

His public accounting experience included being a Partner and Managing Partner of a practice office of KMG Main Hurdman (currently KPMG LLP). In addition to office responsibilities, he performed quality control reviews of other practice offices throughout the U.S. in both the audit and tax areas and taught national in-house tax and management training courses.

He received his Bachelor of Business Administration degree with an Accounting major from Kent State University, Kent, OH, and a Chartered Financial Consultant designation from The American College, Bryn Mawr, PA.

He and his wife Mary have a home in Temecula’s Wine Country.

Janet Scott, bank of America home Loans, builder DivisionJanet has lived and worked in the Temecula area since 1987. She and her family have been actively involved in the community ever since. She continues to embrace a long list of community projects and service clubs in the region. She is a founding member of the CRC (Community Recreation Center), Temecula Sports Park and joined Temecula Valley Chamber of Commerce in 1989.

as a Board of Director for the past 15 years, Janet currently holds the secretary position on the Executive Board.

For the past 19 years, Janet has been a highly successful mortgage banker specializing in the very competitive new home builder construction industry. She currently oversees lending operations for builder communities throughout California.

Nancy Austin, CCIM, vice President, Newmark Grubb Knight Frank, Commercial real Estate Services Nancy is currently a member of the Temecula Valley Chamber Board of Directors and previously served as Treasurer on the Executive Committee. After moving to Temecula in 1993, Nancy immediately became involved in life and business in the Temecula Valley. She understands through direct experience the benefits and challenges of small business owners. She has spent nearly 24 years in the commercial real estate industry. During this time, Nancy has owned her own commercial real estate business as well as functioned as an independent contractor with other commercial real estate companies. Upon Nancy’s return to

Nancy has been a member of Sunrise Temecula Rotary Club serving as chairperson for five years of one of their most successful fund raising programs. Peter baker, Assistant vice President of business Development and Managed Care for Loma Linda University Medical Center-MurrietaPeter Baker, Assistant Vice President of Business Development and Managed Care for Loma Linda University Medical Center-Murrieta, joined the project in February of 2010 and has grown his role to include leadership over their outpatient services, which include wound care, rehabilitation, oncology, diagnostic imaging and pharmacy; and oversight of internal departments such as nutritional services and radiology. Peter holds his law degree and master’s degree in business administration but it was his service as a student missionary in the far east that influenced him to go into a healthcare field. Peter has been an integral part in the success of the launch of the newly opened 106 bed acute care facility by delivering a proactive relationship-based approach to contracting and managed care development. The hospital opened the first and only open heart surgery program, including interventional cath lab procedures, in this Temecula/Murrieta region. Peter is leading other exciting service line development such as Bariatric surgery, Cardiovascular, Neuroscience, Orthopedics and Interventional Radiology.

brian Connors, Director of Marketing, Southwest healthcare SystemBrian Connors is a native of Southern California, born in the coastal community of La Jolla. Brian graduated from San Diego State University in 1989 with a degree in marketing. Since then, Brian has worked for 2 different full service ad agencies with clients ranging from healthcare to retail. He is now the Director of Marketing for Southwest Healthcare System which manages both Inland Valley Medical Center in Wildomar and Rancho Springs Medical Center in Murrieta. Universal Health Services, which owns Southwest Healthcare, is in the midst of developing the new Temecula Valley Hospital located on South 79. Brian has been married for 26 years, has three beautiful girls and has lived in Murrieta for 22 years.

Leslie Doherty, Owner/President, Leslie A. Doherty, CPALeslie moved to the Temecula Valley in 1999 with her husband, Mike and her son and daughter. During the past 13 years, Leslie has worked for large accounting firms, was a partner in a smaller accounting practice, and, three years ago, established her own accounting firm. As a CPA, she works with many small to medium businesses in the area, all from various industries, and is aware through her work with her clients and her own experience, the unique situations faced by businesses in the Temecula area. She assists her clients with everything from bookkeeping, budgeting and tax planning, specialized financial reporting and tax compliance, as well as Corporate, Individual, Fiduciary, and Non-Profit tax preparation. Leslie values and appreciates all of the relationships that she has built with her clients and peers in the community. She also believes in the importance of supporting organizations that contribute to the quality of life for the residents in the Temecula Valley. In addition to serving on the Board of Directors of the Temecula Valley Chamber of Commerce, she serves as Treasurer of Dorland Mountain Arts Colony, All from the Heart, Inc., and The Seth Foundation. In her spare time, Leslie enjoys spending time with friends and family especially with her new granddaughter.

LouEllen Ficke, Chief Financial Officer, Commerce bank of Temecula valleyLouEllen gave up “paradise” to come back to Southern California and specifically the Temecula Valley in January of 2007. After helping establish and open the first new state bank in Hawaii in 28 years, LouEllen returned to help organize and open Commerce Bank of Temecula Valley.

Her previous experience with banks in Hemet and North San Diego County convinced her Temecula Valley had the greatest potential for a bank to be successful and also provide the quality of life and the proximity to her family that she was looking for personally.

She believes small community banks are defined by their customer service and involvement in the success of their communities. As the person in charge of staffing the bank’s headquarters, she set out to create a team that would use the latest technology to provide an old fashioned human touch. “When a person walks into the bank, we should know their name, their business needs and anticipate what we can do to assist them in being successful. We opened the bank in a tough economic time, but we have never lost sight of the need to provide satisfaction to our customers. This has allowed us to grow and now prosper as things have improved.”

When LouEllen is not helping in the community she devotes her time to her two daughters, Kristi and Patricia and especially her grandkids. She was blessed with a new granddaughter, EliaGrace, in August 2011 and is currently expanding the horizons of her eight year old grandson, Riley, with trips to Bass Pro Shops and Cirque Du Soleil.

Kimberly Freize-Uhler, Owner, Clear blue PromotionsKimberly Freize-Uhler is the owner of Clear Blue Promotions, a promotional products and corporate apparel company. Kimberly has been an active member of the Temecula Valley Chamber of Commerce and surrounding business communities for almost twenty years. Through her participation on several of the Temecula Valley Chamber of Commerce committees and recently as a Board of Director for the TVCC she has a unique understanding of the goals of the Temecula Valley Chamber as well as the challenges it faces. Kimberly believes in the efforts, support and positive outcomes the TVCC provides to its’ members and the community. She is a long time member of the Temecula Noon Rotary Club, is on the Board of Directors for the Boys and Girls Clubs of Southwest County and is a member of the Professional Women’s Roundtable. She has worked with several fundraisers and Non-profits throughout the city as they work to support the citizens of the Temecula Valley. Kimberly and her husband Rich have two children.

Jann Gentry, Owner, Gentry StudiosJann Gentry has worked as commercial photographer, skillful entrepreneur and avid volunteer in our region since 2001. Her award-winning photography has evolved over time to include art of the valley as well as intriguing portraits of people and story-telling scenes. In addition, Jann is the CEO/President of Modal Logic, Inc. Publishers and puts out two magazines, The Business Scene for executives, owners and managers in business and Vintage Scene, a premium lifestyle magazine for readers 55 and over.

For the valley she loves, she’s involved herself in numerous non-profits, she volunteers for Komen Race for the Cure; she is on the board of trustees for Oak Grove Center; Jann is on the board of 2Peas in a Pod (a Tennessee for-profit corporation); a member of the Professional Photographers of America.

Jann’s education includes a degree in public relations, a degree in advertising design and masters study in business administration. She worked 15 years as professional fund developer for private education, medical field, neighborhood redevelopment corporation.

Jann is a strong believer in the work the Temecula Chamber does and has been an active member for over 8 years. She has served as co-chair of the Membership committee and has been a member of the Special Events committee. She has assisted in many special projects from chairing the Ambassadors program to presenting workshops and even developing advanced training for chamber members. Jann has worked closely with others to help institute the retention program and is a past Ambassador of the Year. In addition, Jann worked closely with Chamber staff to develop several events including the Coffee Connection, Power Networking and the new Professional Leadership Series.

Kim Kelliher, President, The Grapeline Wine Country Shuttle

A 15-year resident of Temecula and the city’s 2009 Citizen of the Year, Kim Kelliher is the co-owner and President of The Grapeline - a wine tour company that opened its shuttle doors in the Temecula Valley in 2002. The company has since opened Grapeline branches in Paso Robles and Santa Barbara wine country, as well as launched a sister company in Temecula, Stryder Transportation, that focuses on corporate, wedding and airport transport. Kelliher, while serving for 7 years as General Manager of The Grapeline through November 2011, has been active in local events such as the Balloon & Wine festival and various charitable organizations. In 2006, she joined the Rotary Club of Temecula and renewed the group’s involvement in an International student exchange program. She has continued as the Youth Exchange Coordinator for Rotary since that time, serving as counselor and/or “host mom” to high school exchange students from all over the world. Kelliher currently serves as Vice President of the Temecula noon Rotary and will be president of the club for the 2013-14 year. She says she loves being involved in Rotary, the Chamber, and the City because Temecula is a town with a great sense of community and pride. She’s honored to serve on the TVCC Board as a way to continue to help shape the bright future of this community. Kelliher and her husband of 21 years, John, have three teen-age sons.

Suzanne Lingold, California State University San Marcos, Temecula Campus Suzanne Lingold, Associate Dean in Extended Learning, California State University San Marcos Suzanne Lingold moved to Temecula in 2008 along with her daughter, when she was reassigned from the Cal State University San Marcos (CSUSM) location to open the CSUSM Temecula campus. Suzanne is a life-long learner and knows the value of education and how it can transform lives.

Suzanne’s involvement with extended learning programs began at the Oklahoma Center for Continuing Education at the University of Oklahoma while working on her Master’s in Adult Higher Education. She followed her interest in continuing education to Texas as Director of the Center for International & Continuing Education at the University of Texas-Pan American. While there managed two off-site centers, established Hidalgo Education Center through a partnership with the city of Hidalgo, and administered a $1.5 million Texas Smart Jobs grant, among other achievements.

As Assistant Dean in Extended Learning, Suzanne works to connect people and organizations with CSUSM Temecula for partnerships and collaborations. Starting with 50 nursing students in 2009, the university now boasts of 200 full-time students with more by fall. Currently there are five undergraduate and two master’s degree programs. In the fall, a

Bachelor of Science in Business Administration will be added and a Master of Business Administration in fall 2013.

Crystal Magon, Community relations Director, South Coast Winery resort & SpaWith over 25 years of experience in the marketing industry, Ms. Magon currently serves as the Community Relations Director for Temecula’s prized South Coast Winery Resort & Spa, winner of over 1,600 wine awards and medals. Her roles at South Coast Winery have spanned from new property launch planning, brand development and positioning strategies to print and online advertising, leisure and corporate sales, public relations and communication strategies. Komen For the Cure – Inland Empire Affiliate.

Lori D. Marruffo, President, virtual Outsourcing Solutions, Inc.Lori D. Marruffo, PHR relocated to Temecula from San Diego with her husband in 2007. She has supported the military community for the past 20 years as a naval spouse and mother.

Lori founded Virtual Outsourcing Solutions, Inc., “Your HR authority for CA” in 2008. VOS provides human resource consulting and outsourcing services to the business community to prevent labor law violations and lawsuits with a focus on increasing productivity through effective employee development.

Virtual Outsourcing Solutions, Inc. and Lori were recent nominees for the Temecula Valley Chamber of Commerce Sterling Business of the Year Award and Citizen of the Year Award for 2011.

Her passion for prevention through education is proven by the amount of time she donates teaching HR and Leadership related workshops to members of Chambers, Business Organizations, and the Small Business Development Center.

Paul Nolta, Assistant Director, Inland Empire Small business Development CenterPaul Nolta joined the Inland Empire Small Business Development Center (SBDC) team in 2005. A veteran of the United States Air Force and a graduate of San Francisco State, he has an extensive background in financial analysis and business planning. Paul manages and provides business consulting services. Paul works closely with resource partners in Southwest Riverside County, including the Temecula Chamber of Commerce, City of Temecula, Murrieta Chamber of Commerce, City of San Jacinto, and Riverside County EDA; and he provides one on one counseling services in each location.

Paul is passionate about assisting current and aspiring entrepreneurs. He lives and works in the area and takes great pride in the numerous successes of local business expansions and start ups. We had another great turn out for our VYP Lunch and Learn at Temecula City Hall with Mayor Chuck Washington! A lot of work went into planning, and Chuck gave a very

informative talk about where the City of Temecula is at along with future plans. Afterwards, he provided a tour of City Hall which is a beautiful facility. We really appreciate Chuck taking time out of his schedule to talk with VYP and answer questions. We would also like to thank the City of Temecula for use of the conference room. Temecula is a great place to live and work as we further learned through Mayor Washington’s informative presentation. As local, state and national government agencies examine ways to create jobs and turn around the struggling economy, business incubation programs are featured prominently in the debate – as well

they should. For 50 years, incubators have been helping entrepreneurs turn their ideas into viable businesses, promoting innovation and creating jobs by providing emerging companies with business support services and resources tailored to young firms to increase their chances of success.

As any entrepreneur can attest, starting a new business isn’t an easy task. Most business owners know every detail of their product or service, but many lack all of the skills they need to turn their ideas into successful firms. Business incubation programs are uniquely positioned to help entrepreneurs access resources through the incubator, business community, local colleges and universities, and other business assistance programs to help them develop the skills they need to grow successful firms. And because incubator programs provide targeted business assistance to young firms at their earliest stages of development – when they’re most vulnerable – business incubators help support new ventures that have a greater-than-average chance of success.

Around the world, entrepreneurs are playing an increasingly important role in transforming economies. Rather than relying solely on efforts to attract existing businesses from other locations, many communities like Temecula are recognizing the need to help local residents build new businesses from the ground up through business incubators. “By focusing on developing a new generation of entrepreneurs – most of whom have ties to the local area – Temecula wants to build companies that will create jobs and spark economic growth in the region for years to come” stated Temecula Mayor Chuck Washington.

The City of Temecula plans to utilize a portion of the former City Hall building, located at 43200 Business Park Drive, as a small business incubator. With very little expense and opportunity to grow in the building, the City plans to modify the first floor of the building for office and meeting space for the incubator and

a business resource center. Councilmember Jeff Comerchero wants to “create space for young entrepreneurs to gather and bounce ideas off one another”. As such, the incubator space will be designed with bright colors, and collaboration and recreation areas, similar to the offices of many ‘dot coms’ such as Google and Facebook.

It is anticipated that incubator tenants will include high tech clients, since they lend themselves well to small spaces without a lot of equipment; however the City would encourage diversity among businesses using the incubator. The City is getting very positive feedback from the business community and plans to partner with California State University San Marcos (CSUSM), Mt. San Jacinto College (MSJC), the Temecula Valley Chamber of Commerce, the Economic Development Center of Southwest California (EDC), and the Inland Empire Small Business Development Center (SBDC). In addition, the City will look toward local businesses and professionals to offer their expertise to incubator clients.

Although business incubation is still a relatively new industry, programs around the world have racked up impressive results that demonstrate the important role incubators play in stimulating economic growth and creating jobs. For example, the National Business Incubation Association estimates that in 2005 alone, North American incubators assisted more than 27,000 start-up companies that provided full-time employment for more than 100,000 workers and generated annual revenue of more than $17 billion.

The City of Temecula acknowledges that an incubator program is a critical component of the entrepreneurial support infrastructure that has proven elsewhere to be significant generators of new jobs. Applications for businesses interested in participating in the incubator program will be available via the City’s website at www.cityoftemecula.org. NEW WiNE WAlk EXPEriENCE at promEnadE tEmECula giVEs guEsts a tastE oF CaliFornia WinE CountrY

P romenade Temecula has announced the opening of its all-new Wine Walk experience - a permanent installation in the center’s Main-Street-style outdoor plaza which will bring the history and culture of the

region’s prominent wineries to the center’s guests, according to Jeff Kurtz, General Manager for Promenade Temecula. Shoppers will have the opportunity to experience the new, artistically-designed vineyard gardens through a self-guided tour which is open to the public each day.

The installation is made up of a series of stylized shadowboxes featuring individual stories and historical information about each winery, the grapes grown and used, and the wines they produce. According to Kurtz, the Wine Walk experience is an authentic reflection of each winery, as grapevines from each winemaker have been planted alongside the correlating shadowboxes, providing shoppers with the added benefit of understanding how these grapes are grown, cultivated, and ultimately transformed into award-winning wines.

“The Temecula Valley is increasingly becoming ‘the’ destination for California wine, and we are fortunate to partner with such prominent local wineries to offer this new experience to our guests,” said Kurtz. “While Promenade Temecula is already an excellent destination for shopping, dining and entertainment, the addition of this new Wine Walk brings an interactive, educational and artistic element to our

shoppers. In essence, these are satellite vineyards of each winery, which guests can enjoy all in one place.”

Each of the six featured wineries in Promenade Temecula’s Wine Walk are located in the Temecula Wine region, which is comprised of 33,000 acres with more than 1,300 acres of planted grapes. Featured winemakers Include:

F riday, June 1, was the cut-off date in Sacramento for bills to pass from their house of origin or die. That means if a bill was introduced in the Senate, it had to be passed out of committee and passed

on the floor of the Senate to travel over to the Assembly for their consideration and vice-versa. During this process, some bills are just parked in a committee or ‘held under submission’ and simply die a quiet death without ever seeing the light of day. Other bills do come through committee review and, while many are voted down on party line votes, a surprising number survive that process to come to a full vote of the Senate or Assembly.

If you happen to be a Republican legislator in Sacramento, you have two chances of getting your bill through a committee and onto the floor - slim and none. On the other hand, if you are a Democratic legislator chances are whatever you write up in bill format will likely be passed. You could add the preface ‘As Introduced’ to your grocery list and odds are good it would pass - probably with a few amendments adding costly items you may have forgotten. That’s just the way it works.

Keeping that in mind, your Southwest California Legislative Council has made an effort to lend our support or opposition to bills in a bi-partisan and even-handed manner. After all, if all you do is oppose a legislators bills, they tend to tune you out. But if you support one bill while opposing another by the same author, they might at least consider your arguments in opposition and possibly amend the offensive language out of their bill. At least that’s the hope.

Sometimes those efforts go for naught as we ended up opposing 3 bills by Assembly Speaker Perez without finding a single bill of his we could support. We had better luck with

Senate President Pro-Tem Steinberg as we supported his efforts to identify a redevelopment funding source for low to moderate income housing (SB 654) even though we opposed two other bills of his on tort reform and mortgage reform. All three of his bills passed the Senate.

Senator Emmerson’s bill (SB 1655) to return Vehicle License Fees to Wildomar & Menifee seemed to be proceeding nicely until it hit a last minute snag in Committee and died. So Wildomar gets to live with the loss of 22% of their anticipated (and promised) revenue while Menifee tales their lumps losing 18%. Assemblyman Jeffries 5 year effort (ACA 1) to force the legislature to live by the rules they impose on others by making bills available to read at least 24 hours before requiring a vote was finally granted a 10 minute hearing in committee and killed.

Through the first half of the legislative year, the SWCLC has taken positions on 59 bills. Our ecumenical outreach resulted in supporting 31 bills while opposing 27. (If you’re doing the math, we adopted a ‘Watch’ position on 1 bill). Of the bills we opposed, 14 died either in committee or floor votes. Of those we supported, 14 died in committee or floor votes and 14 passed. A summary of these actions and how your legislators voted is available at www.SouthwestCA.biz.
