CARTA DEL PRESIDENTE / LETTER FROM THE PRESIDENT
Hilando oportunidadesWeaving opportunities
QUERIDOS AMIGOS,
Hilemos oportunidades!
DEAR FRIENDS
We know and recognize that mining is facing
a difficult year. Global demand for commodities
produced by our mines has dropped. China, the
main destination of our copper is consolidating an
economic slowdown that affects us directly. At the
same time, social conflicts hold back the viability
of several mining projects needed by our economy.
However, we cannot forget that Peru is bigger
than its problems and that as representatives of
the Peruvian private sector, we must focus on the
opportunities and always look to the future.
The Canada Peru Chamber of Commerce
was chosen by the Minister of Production, Piero
Ghezzi to present the benefits of the new law on
innovation and scientific research, which offers
interesting opportunities for those companies
that are committed to promoting innovation and
technology. This edition of Dialogue reminds us
that many of these businesses committed to
innovation are mining companies, which through
their corporate social responsibility projects
contribute to the economic diversification of
several areas in our country.
Also, the Pan American Games that will be
held in Toronto in July of this year encourage
us to think about the opportunities that will be
generated for the infrastructure related to sports
in Peru in the following years, since Lima will host
this important event in 2019. Through its federal
government and the provinces, Canada bid $ 1
billion Canadian dollars in infrastructure projects
that were designed, financed and executed
through an innovative model of public and private
partnerships.
Let’s open the opportunity to apply good
practices and learn from those local or Canadian
models that are a valuable contribution to the
present time.
Let’s weave opportunities!

diversificación productiva a través
de la promoción de la innovación
empresarial, el Ministerio de la
Producción propuso la Ley que
introduce innovative methods in
the textile industry of the rural
communities of Corani in Puno.
This CSR project financed research
methods to reduce alpaca mortality,
trained women artisans in the
selection of these animals and
collaborated with the Technical
University of Eindhoven of Holland
and the University of Linköping in
Sweden in order to make smart
clothing combining alpaca and silver
fibers.
The clothing that contains alpaca
fiber and silver is softer and lighter
to the touch. While silver provides
its antiseptic properties, making
these garments antibacterial,
alpaca fiber contributes with its
remarkable thermal capacity, which
is 7 times greater than sheep fiber.
This perfect union makes smart
clothes a unique piece that can cost
between 300 and 1500 US dollars
in American and European markets.
It is estimated that the potential of
smart clothing in the world market
will reach 53 billion dollars in 2019.
These promising figures open the
opportunity for these communities
to raise their incomes significantly
and with that, their quality of life.
INCENTIVES TO REPLICATE THIS
GOOD PRACTICE
Considering the CSR project
implemented by Bear Creek, it is
recognized that the investment in
innovation and scientific research
contributes significantly to the
country. In Peru the percentage
of investment in research and
development reached a poor 0.1%
of the GDP, so this type of projects
contributes positively to innovation.
Given these low percentages
and the strategy of the Peruvian
Government in place to facilitate
the diversification of production
through the promotion of
business innovation, the Ministry
of Production announced the

Innovation, Scientific Research and

Esperamos
que así sea.

was passed by Congress in February
of this year and aims at increasing
private investment in innovation,
research and business development
through a tax deduction. This law
allows a deduction of up to 175%
of the expenditure incurred by the
company in the field of research and
development, thereby reducing their
income tax.
The debate with several of
the members of the Canada
Peru Chamber of Commerce is
whether CSR projects that have
a component of innovation and
technology that are financed by
companies in industries such as
mining, construction and energy
can be recognized under this law.
The Bear Creek project is a perfect
example of how a mining company
can contribute to innovation and
technological development in
a sector that is not necessarily
linked to mining such as the textile
industry. The Canada Peru Chamber
of Commerce not only encouraged
its members to explore this law
at one of its events, but it also
requested the Minister of Production
that CSR projects that contribute to
innovation and scientific research
should be recognized under this law.
Let’s hope it does.

SOCIOS / PARTNERS
CLAVES DEL EXITO / KEYS TO SUCCESS
82 años y Mario Alvarado Pflucker, gerente general corporativo
On June 22 of this year, the Graña y Montero Group
celebrated 82 years and Mario Alvarado Pflucker, corporate
general manager of the Group tells us that the key to
success of this multinational company is the style of how
they do things. “Our base is the corporate values of quality,
performance, reliability and efficiency. Through these pillars,
our qualities are transmitted: respect for people, teamwork, the
importance of ethics in our actions and the vision to the future.”
However, the style of doing things only acquires meaning if it is
known why things are done.
Graña y Montero Group is committed to generating and sharing
the wealth generated by its businesses. That is the recipe for
success: in its 82 years of history, it has always been clear from
the beginning what they do it, how they do it, and why they do it.
Dr. Jaakko Poyry, a native of Finland founded Pöyry
Group in 1958. The first project was a sulfate pulp mill,
a product that is used for paper production. Its growth
throughout the past years has been fast, advancing
from the forest industry to energy, infrastructure,
the environmental sector, mining and metallurgy,
hydroelectric production, traffic management systems,
waste management and water treatment and sewage.
The vision of this company is that engineering is at its core
and sustainability its essence. The concept of Engineering
balanced sustainability ™ is a trademark of Pöyry. This
company finds solutions to improve the effectiveness
of the supply chain of energy, water and materials while
ensuring the profitability of the investment.

del esquema de APPs. El modelo DBF
reconoce que los proyectos volverán
a manos de las instituciones locales y
los municipios después de los juegos.
Se analizó una serie de proyectos
que eran viables bajo este modelo de

las instalaciones de los Juegos
han sido entregadas por debajo del

UNA VISIÓN A LARGO PLAZO
Un aspecto importante del
desarrollo de la infraestructura
no sólo fue la creación de nuevas
edificaciones, sino también la mejora
de las instalaciones existentes para
satisfacer las necesidades tanto
de los Juegos Panamericanos, así
como las necesidades de recreación
a largo plazo de las comunidades e
instituciones locales. El objetivo de
esta visión a largo plazo es asegurar
que después de los Juegos, una
variedad de universidades públicas
podrán disponer de nuevos espacios
que servirán a sus estudiantes,
profesores y residentes. Además, los
municipios locales tendrán centros
de recreación de usos múltiples para
sus comunidades.
Asimismo, los gobiernos
federales y provinciales identificaron
las oportunidades a largo plazo
que este nuevo desarrollo de
infraestructura ofrece y destinaron
aproximadamente $ 70 millones
para la operación y capital de
mantenimiento a largo plazo

A series of projects that were viable
under this PPP model were analyzed

In addition, the federal and
provincial governments identified
the long-term opportunities that
this new infrastructure development

These funds will ensure that Canada
can continue hosting international
sporting events, while offering a top of
the line training to develop high-calibre
athletes.
The Games have also served
to stimulate complementary
infrastructure projects in the Province
of Ontario. While not a Games’ specific
project, the development of the
Union Pearson Express Train, linking
Toronto’s international airport with
the city’s downtown, was planned to
open prior to the Games. Furthermore,
the Toronto’s subway system was also
extended to areas that would host Pan
Am venues and facilities.
IT’S PERU’S TURN!
As Peru gets ready to host the 2019
Pan American and Parapan Games,
the various levels of government are
provided an wonderful opportunity
to strengthen not only the sports
and recreation infrastructure in
the city, but also complementary
infrastructure, such as roads, and
transportation that will lead to a
positive legacy for the games. While
2019 is rapidly approaching, the
Toronto experience provides many
positive lessons for Peru’s organizing
committee, including the incredible
success of the DBF PPP model.
Just like Canada opened its doors

Los Juegos también han
servido para estimular proyectos de
infraestructuras complementarias en
la Provincia de Ontario. Si bien no es
un proyecto específico de los Juegos,
el desarrollo del tren expreso “Union
Pearson”, que une el aeropuerto
internacional de Toronto con el centro
de la ciudad, fue planeado para que
empiece a operar antes de los Juegos.
Por otra parte, el sistema de metro
de Toronto también se extendió a
las zonas que albergarán las sedes e
instalaciones de los Juegos.
¡ES EL TURNO DE PERÚ!
Ya que el Perú se prepara para
acoger los Juegos Panamericanos
y Parapanamericanos del 2019, los
distintos niveles de gobierno tienen
una maravillosa oportunidad para
fortalecer no sólo la infraestructura
deportiva y recreativa en Lima,
sino también la infraestructura
complementaria, como las
carreteras y el transporte que
conducirá a un legado positivo para
los juegos. Mientras que el 2019 se
acerca rápidamente, la experiencia
de Toronto ofrece muchas lecciones
positivas para el comité organizador
del Perú, incluyendo el increíble
éxito del modelo DBF - APP. Al
igual que Canadá abrió sus puertas
a los socios internacionales para
la realización de estos proyectos,
los organizadores en el Perú, así
como empresas locales deben
mirar a las empresas canadienses
como socios claves para ayudar a
entregar estos proyectos de manera
puntual y dentro del presupuesto
de los Juegos Panamericanos y
Parapanamericanos. La Cámara
de Comercio Canadá Perú celebra
la oportunidad de fomentar los
contactos que podrían llevar a estas
asociaciones.

EDC’S AS A PARTNER FOR GROWTH
“Signs of growth are appearing everywhere in Peru
right now, from mega infrastructure projects to expansive
initiatives in the mining and agriculture sectors,” said
Rafael Castillo, EDC’s new Regional Manager based in Lima.
“EDC wants to be a partner in that growth by providing
Peruvian companies with the financing they need to grow
and continue driving the economy forward.”
EDC’s work in Peru begins at understanding the
business needs and objectives of Peruvian companies
in order to better identify qualified Canadian suppliers
that meet their interests, from both a quality and price
standpoint. In this way, EDC not only serves as financiers,
but also as a partner for growth. Last year, EDC served

mining.
“Peru has a lot of untapped opportunities and we think
that Canadian competences and knowhow match very well
Peru’s current needs,” says Castillo. “So an important part
of my job will be to connect Canadian suppliers with those
opportunities.”
PERU: A LAND OF OPPORTUNITIES
This year, the World Bank Doing Business study ranked
Peru in 35th place in the world (Canada ranked 16th), a
rise of 9 spots from 2013. This ranking places Peru as the
2nd country in Latin American where doing business is the
easiest. Despite Peru’s reduced economic growth caused
mainly by a reduction in commodity prices, Peru’s stock as
a country ready and willing to do business with Canadian
companies continues to rise.

COMERCIO / TRADE
“The Andean region is definitely a bright
area of the continent. The region continues
to show solid growth, political stability
and a growing middle class, so as a result,
countries such as Peru are receiving more
and more foreign direct investment,” says
Ian Tobman, EDC economist. “In fact, over
the past 10 years, foreign direct investment
in Peru has gone from $2.5 billion to close to
$9 billion.”
Because it is rich in natural resources,
Peru’s economy relies heavily on its mining
sector. As a consequence, the sector is
leading an aggressive program to increase
its mineral reserve base. As a direct result,
these mine expansions and modernizations
are boosting the demand for mining
equipment and services. In addition, there
is an increasing need to implement new technologies,
upgrade outdated equipment and improve production
methods, which should lead to opportunities for Canadian
companies that offer the latest technology applicable to
the mining sector.
The Canadian Government estimates that there are
currently 80 to 100 mining supply companies in Peru. As
a result, Canada has created a strong supply chain in the
Peruvian mining industry, and many of them have seen
significant growth since arriving. In fact, Canada is a major
investor in the mining sector and many mining service
companies have established offices in the country.
In addition to mining, Canadian companies operating
in the infrastructure, technology and renewable energy
sectors are now taking notice
of Peru. Right now, Peru’s
infrastructure gap is estimated
at over $80 billion. With a new
Private Public Partnership
(PPP) business model in place,
the doors are open to foreign
companies.
Without a doubt, Peru
continues to be seen as a land
of opportunities for Canadian
companies and EDC will be
a key partner in the years to
come to further the already
strong commercial partnership
between these countries.

NEGOCIOS / BUSINESS
As part of its new and enhanced Corporate Social
Responsibility strategy, the Government of Canada
appointed a new CSR Counselor. The newly appointed
CSR Counselor is Mr. Steven Davidson, a knowledgeable
and experienced academic and practitioner who brings over 35
years of international experience in both the public and private
sectors.
Mr. Davidson visited Peru in the first weeks of June in
a week long mission to meet with various stakeholders,
including Canadian companies operating in Peru, Civil Society
Organizations and representatives of the Peruvian Government.
I had the wonderful opportunity of holding a one to one
meeting with him to discuss details of the new strategy and the
challenges ahead.
HUMAN RIGHTS AND GETTING COMMUNITIES INVOLVED
Since the enhanced strategy began with a statement related
to “Doing Business the Canadian Way”, my first question was:
“What does it mean, Doing Business the Canadian Way and what
values can we associated with that concept?”
Fairness, Justice, Equity, Respect and Dignity, Mr. Stevenson
replied.
He explained that the Government of Canada’s new approach
of CSR in the extractive industry was a shift towards a more
ethics based strategy, one where these values and respect for

Canada’s enhanced Corporate Social Responsibility (CSR)
Strategy, “Doing Business the Canadian Way: A Strategy
to Advance Corporate Social Responsibility in Canada’s
Extractive Sector Abroad” builds on experience and best
practices gained since the 2009 launch of Canada’s first
CSR strategy.
The enhanced strategy emphasizes the Government of Can-
ada’s expectation that Canadian companies should promote
Canadian values and operate abroad with the highest eth-
ical standards. It also outlines the Government’s initiatives
to help Canadian companies strengthen their CSR practices
and maximize the benefits their investments can provide to
those in host countries.

others are promoted. Therefore, the new strategy includes an
approach that is very closely linked with the promotion of human
rights.
We coincided on the fact that the key to an effective CSR
strategy depends not only on the level of involvement of the
communities that are benefited by it, but its timing as well. Mr.
Stevenson had very interesting suggestions in how to involve
communities to ensure that their right to a clean environment
is respected from the start. “A good practice could be to involve
communities in the elaboration of EIAs. Traditional knowledge
could contribute significantly to assess the quality of water or
soil, for example. Considering that these studies are oftentimes
contracted to consultancies, mining companies could include in
these contracts that communities should be involved somehow
in the elaboration of EIAs.”
PROMOTING LOCAL DEVELOPMENT SHOULD NOT REPLACE
THE ROLE OF THE GOVERNMENT
In our conversation, we talked about the fine line between
a mine’s role in promoting local development and the
misconceived responsibility that a mining company should
provide all the basic needs that a community may lack since
before the mining company came into the picture.
“Even though mining companies should resist the
temptation of becoming surrogate governments, they should be

NEGOCIOS / BUSINESS
significativamente a lograrlo.
agents of positive change. When the mine leaves,
those communities should be better off than
when the mine came,” Mr. Stevenson pointed
out.
Unfortunately, I argued, in Peru the
presence of the government in areas where
the mining companies operate is very weak.
Mining companies often times become involved
in issues and frustrations that are between
the community and the local and national
governments, and that is a very dangerous
position to be trapped in. “The objective of a
mining company should be to become partners
in the path towards development,”Mr. Stevenson
highlighted in our conversation. He continued,
“And in that partnership, communities should
take charge or their own progress and growth.
Social and economic development projects
should be learning tools through which
communities can build better capacities to be active actors in
their own growth.”
INTERNATIONAL CSR STANDARDS, GUIDELINES AND
PRINCIPLES
Mr. Stevenson is very familiar with the history behind
the development of social, environmental and human right
standards that many mining companies apply to their
operations.
“Leaders and decision makers have been meeting since
the 90s to discuss ways how this industry could promote the
development of communities around mining operations. The
result has been the creation of several codes, standards, practices
and the undertaking of several international initiatives.” At the
international level there are many principles and guidelines that
promote the adoption of good practices by mining companies.
These guidelines include various performance standards, codes
of due diligence and reporting requirements1.
The challenge, I argue, is not only to apply these standards
in a way that could be relevant and applicable to Peru’s reality,
but also to gather the information in the field to feed into the
indicators established by these guidelines. That is precisely
why the CSR strategy of the Government of Canada and more
precisely the role of the CSR Counselor in Peru is very much
appreciated. Their guidance and recommendations could
provide a useful and relevant framework to gather information
on good practices that often times are not shared with the rest
of the actors in the sector. “There are wonderful good examples
out there” I mentioned, “the key is to analyze what worked and
share it with the rest of stakeholders.” I’m confident that the
Government of Canada’s new CSR strategy will contribute
significantly to do achieve that.
“Mining companies should be agents of positive change. When the mine leaves, those communities should be better off than when the mine came.”

HOMENAJE / TRIBUTE
THE SPIRIT OF TERRY FOX RUNS THROUGH LIMA
Terry Fox is synonymous of
Canadian courage. Despite
having a prosthetic leg,
Terry decided to run a marathon
across Canada in order to raise
funds for cancer research. It is
now 35 years that competitive
marathons and walks are held
in more than 60 countries to
remember his efforts. In Peru,
this beautiful legacy is replicated
by the Peruvian Association of
Canadian Alumni (APECAN),
conformed by Peruvian residents
who studied in this Canada.
Through a valuable alliance
with the Peruvian Cancer
Foundation and the support of the
Municipality of San Borja, the Run
and Walk of Hope will take place on
Sunday September 20 at 8.00 am in
the Pentagonito circuit in San Borja.
All proceeds will be given entirely to
the Peruvian Cancer Foundation.
APECAN calls for people
interested in contributing,
donating and / or participating
as well as companies that are
interested in promoting employee
participation in philanthropic
initiative. “It would be ideal if a
small, medium or large company
could take up this race and
promote it internally. This type of
activity could be framed within
a corporate social responsibility
strategy that seeks to strengthen
teams and forge values of
solidarity within a company, “ says
Evangelina Camborda, volunteer
and member of APECAN. “We
have a commemorative T-shirts
that could be adapted to potential
teams within companies,” she said.

Terry Fox es sinónimo de coraje
canadiense.
internamente. Este tipo de actividad
podría enmarcarse dentro de una
estrategia de responsabilidad
social empresarial que busque
fortalecer equipos y forjar valores de
solidaridad dentro de una empresa,”
comenta Evangelina Camborda,
voluntaria de la Carrera y miembro
de APECAN. “Tenemos a disposición

creciendo.

In the past years, Peru has become much
more than a tourist destination. Its
macroeconomic strength and political
stability as well as the mineral boom
spurred by the growth of China in the past
decade stimulated the arrival of foreign
investors. Many of these investors are
Canadian companies operating in the
mining sector and related industries.
Beyond mining, there are other
sectors including infrastructure,
technology and renewable energy
that are now the target of Canadian
investors. Only in 2014, Peru imported 25
million Canadians dollars in electronic
machinery and equipment from Canada,
which means that there is still an
interesting space for further growth.
Moreover, this interest was evident in
a recent commercial and educational
mission integrated by seven Canadian
companies in the technology industry,
led by the Telfer School of Management
of the University of Ottawa. This mission
identified Peru as a potential market for
building long-term commercial relations.
As part of this mission, the Canada
