Dear Sheriff Arthur, and Major Susie Doyel, Director of Administration:

First, thank you for your letter dated June 27, 2012, in response to my third FOIA request of “23 December a.d. 2011”, “27 January a.d. 2012”, and “20 June in the Year of Our Lord Jesus 2012”, with your letter and carrying the Centon brand “thumb drive” of the Videos that could have revealed the bloody assault of 12 year old Ashlie O’Brien by your Arlington Deputy Neptuno Mendez-Ventura that happened on 7 December a.d. 2011 on the fourth floor of the Arlington Courthouse, and since then the focus of months of cover-up.

On 08 June a.d. 2012, I was a speaker in Las Vegas along with former Governor James Gilmore, mass mail pioneer Richard Viguerie, and NRA President David Keene, also speakers there, as well as “America’s Favorite Sheriff”, Joe Arpaio of Phoenix as a main draw. Folks at the conference were given souvenirs of the pink underwear issued to inmates of his jail. Do you have something similar?

Being a former Navy Special Duty Cryptology Officer stationed in the Crystal City area of Arlington and at Wards Circle at what is now the headquarters for the Department of Homeland Security, I notice “fingerprints of communication” on your envelope that I received on 3 July before I spoke that evening at an event with Congressman Forbes and Governor McDonnell in Smithfield, Virginia, your envelope containing your 27 June letter and 20 June 2012 thumb drive was Postage Metered “JUN 29 2012” from zip code 22201, and postmarked “06/30/12” on the front of the envelope, but then re-post metered on the back, mailed from zip 20166 on “07/02/2012”.

From my experience as a former Navy Inspector General staff officer evaluating the Administration of Navy units, Major Doyel, as Director of Administration, you may be wise to explore why there are delays and re-mailings of your U.S. Postal Service mailings causing delays of 5 days from 27 June to 2 July. Also, on the unit you provided to me, the male USB port was bent so it would not fit into the computer’s female USB port. Some “corrective surgery” fixed that unfit unit problem.

However, the three .AVI files on the thumb drive when I tried to view them on my vintage a.d. 2007 MacBook even though upgraded to the current OS X 10.7.4 version of Lion, showed me nothing but digitally scrambled images. Not to be foiled by technology, I called in my MIT engineer friend to open them on his computer to view the three videos. With the help of the MIT engineer, further “forensic” analysis of the videos revealed some other “interesting” information pointing to “Official” ARLINGTON EVIDENCE TAMPERING.

The time stamps on the videos began on or about 1745 and ended at 1844 on 7 December 2011, for a 59 minute difference. However two of the videos had been cut so they were only about 34 minutes in duration. Who cut each video, what was cut and why the cuts?

Further, the date stamps on the files created on 07 December 2011 indicate they were modified on 08 December 2011, and then printed onto the thumb drive at 3:19 PM on 20 June 2012, apparently in response to my loudly spoken, third FOIA request with a crowd of witnesses in the Sheriff’s Office waiting room on 20 June a.d. 2012 when Deputy Gonyea was sent out of the inner office to try to silence me, and yet the files were not mailed by your Office on 20 June, 21 June, or 22 June, with my testifying on Monday, 25 June, nor before the five day trial presided over by retired judge Ben Kendrick was closed on 26 June a.d. 2012. Did some Bar member tell you to delay? The reason I ask is that judge Kendrick has ever since 19 April 2011 delayed or ignored an Order signed by Chief Justice Kinser regarding corruption in the Courts of Winchester, Virginia, where the former Commonwealth Attorney Paul Thomson is now in Federal Prison.

Finally, my MIT engineer friend and I analyzed the three video files you provided. The Lobby video was 147.2 MB in size, at full quality. The Waiting Area Video 1 is 45. 5 MB, the Waiting Area Video 2 is 40.8 MB in size, both video compressed and lower quality. As a restated FOIA request, would you please provide the full quality, non-altered, non-edited videos for Waiting Area Video 1 and 2?
