As such, I introduced Performance-based budgeting, designed the existing Fiscal Rule, modernized the Public Procurement system, co-formulate the draft Fiscal Reform and prepared several pieces of legislation that were finally approved in Congress. I am currently member of the Board of the Central Bank of Costa Rica where we analyze and adopt decisions on monetary and exchange rate policies. In the private sector, my experience includes 14 years of work as Director of the Consulting Department of Sanigest Internacional and as freelance consultant. My professional experience includes positions at both the public and the private sector for about 2 decades. I am a professional with significant expertise in three critical dimensions: technical, quantitative and political. This includes both the understanding of key macroeconomic phenomena (fiscal and monetary) and microeconomic policies (sectoral reforms, especially in the social sector), the application of statistical and econometric models for evidence generation and the formulation of policy recommendations. List of individual experiences in consulting projects

1. Review of public sector health expenditures, including recommendations for efficiency gains and improvements in equity, and development of National Health Accounts

World Bank/Sanigest Internacional St. Lucia January-August 2020 The main objective of the project was established as “to conduct a review of the public sector health expenditures during the period of five years (2013 to 2018) and make recommendations for efficiency gains and improvements in equity and development of national health accounts”. Individually speaking, the key tasks to develop included: a) Establish baseline data and framework for analyzing healthcare expenditure; b) Analyze how healthcare expenditure conformed to budgets and the medium term strategies of government in the context of current account and budget deficits; c) Evaluate the economy, efficiency and effectiveness of healthcare expenditure and any related potential for savings; d) To monitor the allocation expenditure to deliver needed healthcare services to the vulnerable population and d) To address the availability of revenues to meet the resource requirements of the health sector. 2. Preparation of country Project Document for “Improving synergies between social protection and

Public Finance Management” ILO-UNICEF Angola January-February 2020 The two-month task included a desk review and a field visit to prepare and submit the Project Document (PRODOC) of the European Union funded project. The general objective was defined as “to increase the population's universal social protection coverage in partner countries preferably but not limited to those benefiting from EU funded budget support operations”. In this regard, the consultancy gathered documentary information and interviewed a series of stakeholders to identify key interventions, expected targets and potential risks, among other components of the PRODOC. 3. Social health insurance expert mission for the Health Insurance Board of Nepal ILO-GIZ Nepal December, 2019 This was an exploratory mission with four objectives in mind. The first one was to present the rationale for conducting an actuarial valuation of a social health insurance scheme, the prerequisites and the possible policy use of the results to the national stakeholders. This included presenting the specific process and ILO tools used to conduct an actuarial valuation of social health insurance. Second, to rapidly assess the architecture and administration of the social health insurance scheme (key functions – affiliation, revenue collection, pooling, purchasing) and identify processes or bottlenecks which have a likely impact on the current cost structure. The third objective consisted in assessing the availability of data and agree with national counterparts on the process and schedule for data collection. Finally, the assignment requested the preparation of a work plan to conduct the actuarial valuation of the social health insurance scheme and suggest concrete entry points for the facilitation of the relative policy process. 4. Update of entry fees to Protected Wild Areas Biofin/UNDP and the National System for Wild Areas Costa Rica November, 2019-May, 2020 The consultancy aims at updating admission fees to Wild Areas in Costa Rica. To proceed, a team of experts would conduct a fieldwork for data collection at the park level in order to later estimate the willingness to pay by foreign and national visitors. Besides this, the team has three additional tasks: 1) an assessment of existing administrative revenue collection mechanisms that the National System has in place to facilitate visitors payments; 2) a methodological proposal to calculate fees for the Permits of Use in National Heritage Areas; 3) an update of the methodology for pricing the cost of administrative services that allow the delivery of special permits, registries, publications, certifications and similar products. 5. Economic Commission for Latin America and the Caribbean Costa Rica October, 2019-April, 2020 The assignment consisted in the preparation of a Costa Rican case study on the recent performance of its contributory pension regimen. As such, the document contemplated three sections: a) the institutional framework of the Costa Rican pension system; b) public spending in pensions and c) sustainability and financial projections of the Costa Rican models. 6. Development of a copayment model for the Network of Care EuroSocial and Technical Secretariat of the Network of Care Costa Rica October 2019- March 2020 The project aims at developing a copayment scheme to allow the Government of Costa Rica subsidy care services to non-poor families. In addition, the technical assistance included a cost estimation (from public and private sources) of covering an initial 18,000 children, a review of international experiences dealing with the same situation (i.e. preparation of a copayment model) and the definition of a series of topics to streghten the governance model. 7. Resource Mobilization and donor relations UNESCO Costa Rica and Guatemala July 2019-February, 2020 The consultant is expected to contribute to the mobilization of resources and partnerships building efforts by UNESCO San Jose and UNESCO Guatemala, with a focus on mobilizing funds for the implementation of the action plan on migration developed by both offices. This includes collecting donor intelligence about funding opportunities for Central America in the area of migration, advising the Director and the Head of Office on decentralized funding opportunities, ensuring the quality of project proposals and providing backstopping on the negotiation of funding agreements. 8. Social Protection Performance and Expenditure Review in Belize ILO/UNICEF/Ministry of Human Development and Poverty Belize May-August 2019 The objective of the consultancy is to conduct a Social Protection Performance and Expenditure Review (SPER) of Belize based on the ILO methodology. The main objectives of the SPER are: a) to identify the scope of social protection in terms of risks and needs covered as well as existing gaps in coverage (risks and needs not covered or insufficiently covered); b) to establish the costs in terms of annual expenditure and financing structures (i.e. the composition of the “income” of the social protection sector from different sources, such as social security contributions/general taxation, financing at different levels of the general government and private financing, domestic versus foreign financing) and c) to analyse the effectiveness of the performance of the existing social protection schemes in terms of its coverage. Coverage will be analysed both in terms of the proportion of the relevant population covered and in terms of the levels/quality of coverage (replacement rates etc.). 9. Measuring financing gaps for achieving 2030 Agenda in Social Protection at the country and regional

level (SDG Target 1.3) ILO Worldwide April-July 2019 The overall objective of the project is to develop a methodology and create a database to estimate the financial gaps for achieving SDG 1.3 of the 2030 Agenda for Sustainable Development for a total of 80 countries in Africa, Asia and Latin America and the Caribbean. The methodology, data collection and the database, will be based on an assessment of the cost of a given social protection floor package, as well as public expenditures currently allocated to financing the floor. A set of variables, indicators and parameters for applying the methodology will be collected and used to perform the necessary calculations. 10. Design of a Costing Exercise of the Network of Care and Infant Development and its implementation

The project has two broad components, say, the definition of service delivery mechanisms through which the country may achieve universal coverage and a review of the different costing models (and the corresponding rates) currently in place. 11. Technical assistance to strengthen COSEFIN´s Public Budgets Working Group (GTPP) for the

regional discussion on the formulation of program-based, performance-oriented budgets and the implementation of financial instruments in the medium and long runs.

COSEFIN Central America and Dominican Republic November 2018- June 2019 The key objective of the work is to strengthen the work of the GTPP in order to promote the adoption, design and implementation of Performance-Based Budgets. In these regards, the consultancy includes an initial diagnosis of the current situation of PBB models in Central America and Dominican Republic, a literature review of successful cases in Latin America and Europe and the preparation of a step-by-step guide for the implementation of PBB. 12. Feasibility study for the establishment of a pension regime of the compulsory social protection

system to maritime workers Cape Verde INPS October 2018-January 2019 The aim of this work was the preparation of a financial feasibility analysis for the establishment of a special pension regime for maritime workers. The consultancy included a literature review, the preparation of a health profile to compare with other workers and the development of the financial model. 13. Preparation of financial scenarios for a better allocation of the benefits that the Fundo Mutualista

received Cape Verde ILO May-July 2018 The consultant La asignación tuvo como objetivo la preparación de una serie de escenarios de política que permita a los hacedores de política y a organismos internacionales replantear el funcionamiento del Fundo o la asignación monetaria del beneficio. 14. Proposal of essential healthcare packages, fundamental inputs for the actuarial assessments of a

health insurance scheme and next steps for the establishment of a universal health insurance in Mozambique

Mozambique ILO September-December 2018 The main objective of the consultancy is the preparation of one or several packages of health services in a context of financial sustainability. As such, it includes the assessment of Mozambique´s health profile, the definition of different package of services using a Life Cycle Approach, the cost estimation of such alternatives, a fiscal space assessment and the delivery of two workshops for discussing theoretical foundations and policy recommendations. 15. Strengthening and extension of the National Network of Care and Infant Development (REDCUDI) Costa Rica Asociación Programa Centroamericano para la Sostenibilidad Democrática-IDB February 2018-May 2018 The project consists in the preparation of an Excel-based model for costing the policy objective of increasing coverage of the REDCUDI (Early Childhood Development Network) among children aged 0-12 years old. The estimations considered expansion of the CEN-CINAI (Nutritional and Integral Care Centers) and private sector facilities in 95 districts of high or very high socioeconomic priority during 5 years. The results yielded a 6,500 coverage increase with a cumulative financial effect equivalent to 0.02% of GDP during the define time span. 19. Regional Study on Budget Rigidities (Chapter Costa Rica) Costa Rica World Bank March, 2018-June, 2018 The World Bank commissioned two case studies (Colombia and Costa Rica) on the characteristics and effects of budget inflexibility in the management of the fiscal policy. The document included related topics as the main sources of budget rigidities in Costa Rica, existing fiscal rules, characteristics of the mandatory spending, effects in fiscal policy decisions and alternative policy options to enhance flexibility. 20. Institutional Management Assessment of EsSalud Peru ILO April 2018-September 2018 This is a two-part study aimed at evaluating the managerial condition of EsSalud, the social health insurance scheme of Peru. The first part of the consult ancy developed an assessment of the management model of EsSalud using a three-dimension methodology: macro, meso and micro management. Then, the second part collaborated with ILO-Geneva in the design and development of an actuarial model to estimate financial scenarios of the insurance for the next decade. Costing of Package of Services, Mesoamérica 2015 Belize May 2011-August 2011 IADB- Bill and Melinda Gates Foundation Slim Foundation The main objective of this Project is the estimation of both the unit cost and the total cost of each intervention that the Plan would finance in Belize. In addition, a cost-benefit analysis will be conducted. Finally, the consultant will provide recommendation on the more cost-effective methods to deliver the different services, based on the information collected and the corresponding estimations. To proceed, the consultant paid a field visit to Belize to collect health utilization and cost data from both government agencies and health facilities. The assignment had two parts. During the first part, the team collected information about the macroeconomic and business conditions of each country, its epidemiologic and population profiles and health financing aspects. Also, data about the existing social security schemes, the industrial organization of the insurance market and. All the information was analyzed using an integrated methodology that ranks countries. The second part of the work consisted in the collection of costs of medical procedures and detailed information about prepaid schemes in the region. A methodology to evaluate desirability of investing was constructed. 68. DRG Feasibility Latin America and The Caribbean, Middle East and Eastern Europe Countries Project Director The assignment aimed at preparing a pre-feasibility study to analyze the possibility of introducing DRG’s system in the target nations.
