    A. The state attitude towards historical buildings:

    Are historical buildings listed?

    Yes. All objects of movable and immovable cultural heritage together with localities which correspond to raised

    criterions are listed into Cultural Properties Register.http://kvr.kpd.lt/heritage/Default.aspx?lang=en

    Who is appointed to the task? Is there a specific office/ministry? Which is its organization (central/local

    administration)? Which are the requirements one must have to work in the office?

    The significance of immovable cultural property and the valuable properties of objects or sites of cultural heritage

    shall be determined and the boundaries of territories shall be defined by the immovable cultural heritage

    assessment councils (hereinafter Assessment councils) formed. Object enlisting is curetted by Assessment

    councils i.e. evaluate if protection is needed or no, they have working regulation models, which are adopted

    According to the Law on Protection of Immovable Cultural Heritage, the Minister of Culture shall organize the state

    administration of the protection of immovable cultural heritage and be in charge thereof. He shall authorize the

    Department of Cultural Heritage under the Ministry of Culture (hereinafter the Department) to exercise

    protection functions.

    Specific immovable cultural heritage revelation is organized by the Department and Municipalities (NKPA 8

    article (nekilnojamojo kultros paveldo apsaugos statymas Law on Protection of Immovable Cultural Heritage).

    Assessment councils are founded under the Department (now there are three, there can be as much as needed)

    and under Municipalities. Object juridical status can be in following levels: Cultural Monument, protected by State,

    Professionals of the highest rank according to the proper field needed are working in those Assessment councils.

    (Assessment council is composed by 7 members. They must be certified according to the order of the Ministry of

    Culture in archeological, underwater, mythological, ethno-cultural, architectural, urban, landscape, engineer,

    historical, memorial, arts, sacral and green areas (hereinafter appropriate fields) immovable cultural heritage

    specialists, having expertise specialist qualification category, and scientists from appropriate fields).

    Which are the criteria followed in listing buildings?

    Age Qualification:

    Archeological until XVIII first quarter.

    Underwater precious characteristics objects and places more that 100 years.

    Ethnocultural, historical, sacral and precious characteristics objects and places more that 25 years.

    Mythological, architectural, urban, greenery, engineering, memorial, art, cultural expression preciouscharacteristics objects or places more than 50 years.

    Meaningfulness:

    Typological, importance, rareness, uniqueness.

    Selection is made by complex comparison of objects or places similar in importance level, according to the quantity

    of meaningful values in those criterions:

    Authenticity, (Priority to more authentic objects or places)

    Preservation possibility, (Priority to the ones who are already in preserved areas)

    Use, exposure and visiting possibilities (Priority to the ones which could conform adaptation to contemporary

    functions and programs)

    Personal manager initiatives (objects and places not owned to the state)

    Condition

    Objects and places must be selected as many as needed to secure appropriate amount of cultural heritage (taking

    in consideration natural disasters, preservation possibilities, social engagement, legitimate basis, financial funds

    Do they refer to international charters on historical building preservation?

    Yes.

    Which are the consequences? Are specific constraints provided?

    With the Venice Charter (often mentioned in Lithuania) was expanded historical building concept, fixed attention

    that they are composed not only by discreet buildings, but their groups, so that Lithuanian law defines objects as

    single integrated in complex and their locus. Object of the Charter historical cities and urban areas.

    The Washington Charter indicates steps, needed for cities and their area preservation, conservation and

    restoration as for their sprawl and harmonic adaptation to everyday life. This document states the demand that

    planning of the protection of historical cities and suburbs should be based on various kinds of analysis, andindicates main juridical, administrational and financial means, and finally highlight the importance of the relation

    between historical city and the whole city.

    Also there is a public participation in decision-making (the Aarchus Convention Convention on access to

    information, public participation in decision-making and access to justice in environmental matters)

    The demands of UNESCO are very vital in Lithuanian law.

    Each object has its own passport an act of an Assessment council), in which the most precious characteristics

    that must be protected are stated.

    According to the precious characteristics and location of the object (whether it is situated in preserved area or

    buffer zone) Municipalities and Regional divisions of the Department (there are 10 of them) present conclusions

    whether the design proposals of the managers wishing to manage objects of cultural heritage meet heritage

    protection requirements or not. This stands also for objects which are not listed as cultural heritage but are

    located in protected areas.

    Does the administration help the owners of historical buildings in some way (for example with tax relief)?

    Yes.

    1. According to the Law on Protection of Immovable Cultural Heritage (28 article),

    Expenses for maintenance operations of cultural heritage protection of a private property a state-

    protected and publicly accessible item of cultural heritage shall be reimbursed from the funds of the state budgetallocated for the maintenance of immovable cultural heritage in accordance with the procedure and by the

    amount approved by the Government or an institution authorized by it. The expenses shall be reimbursed taking

    account of the significance of the object and the importance of the carrying out of the operations required for the

    preservation of the object.

    Upon a decision of a municipal council, the Municipality may, from its budgetary funds, reimburse

    expenses on maintenance operations of an object of cultural heritage declared protected and not belonging to the

    Municipality by the right of ownership, but situated in its territory.

    Upon the request of the institutions in charge of protection, the managers of the conserved structures

    under protection shall, in accordance with the procedure laid down by the Minister of Culture, be reimbursed

    mothballing expenses.

    Reimbursement shall be paid to the manager of an object of cultural heritage declared protected, where

    the established or tightened activity restrictions prohibiting previous activities actually reduce the profit obtained

    by the manager. The procedure for calculating and paying reimbursement shall be laid down by the Government

    or an institution authorized by it.

    2. If the object is owned by Catholic Church then there is a possibility to get finance for the restoration,

    conservation, maintenance or up-keeping from the budget of the Agreement between the Holy See and the

    3. Private individuals can ask the finance for their objects management from the Heritage Management

    Programme (there enters cultural heritage applied research, emergency thread elimination, conservation,

    B. How does the planning on historical building work?

    Must the plan on architectures listed as historical building follow specific authorization trail ?

    Yes, works must be carried out according to the guidelines from the Department of Cultural Heritage and Heritage

    According to the Law on Protection of Immovable Cultural Heritage, the Department presents conclusions whether

    the design proposals of the managers wishing to manage objects of cultural heritage meet heritage protection

    requirements within one month of the submission.

    Do architects need a specific training in order to plan the intervention on historical buildings?

    Yes. Only certified specialist can work in cultural heritage objects, their level depends on which level of protection

    object has (i.e. Cultural monument, protected by State, or Registered).

    There were 315 certifications (new ones - 191, extended - 124, abolished - 3) in 2010.

    Is there any form of control of the intervention on historical buildings if they are not listed as historical

    buildings?

    Intervention is supervised by The State Territorial Planning and Construction Inspectorate under the Ministry of

    Environment and Its Regional divisions, Departments territorial divisions and Municipalities. The legitimate rights

    to stop interventions have previously mentioned Inspectorate and Department.

    C. Which is the attitude towards the historical city centre/old town?

    Who is in charge of controlling the intervention on the historical centre (local/central administration, the

    relationship between them)?

    E.g. Vilnius Old Town Vilnius City Municipality and Vilnius Territorial Division of the Department. Both institutions

    issues permissions, first Municipality, later Department. Both of them supervise. Now there are debates about

    highlighting and dividing some functions of those institutions.

    How does the town planning cope with the historical city centre?

    Various. There is an effort to preserve panoramas, skyline, control new construction in preserved zones, although

    final results are varying.

    D. An example of an intervention that I consider meaningful of the attitude towardshistorical building preservation in my own country:

    Liubavas Manor Water Mill Museum, Conservation (LiubavasDvaro Malunas, restauracija-koncervavimas)

    General note about term Preservation in Lithuania :

    It is one of Architectural Heritage management type. It is a mean by which preserves objects authenticity, its

    volume, preparing it for longer protection and exposition (remontas, konservavimas).

    Project name: Liubavas Manor water millhouse restoration and adaptation to cultural and public needs.

    Location: LITHUANIA next to capital Vilnius , Liubavas Village

    "This example vernacular architecture, in use until 1975, survived a difficult period of neglect. The restoration is

    very modest inside and outside. It is done with love and care. With it comes a book embedding the mill in a

    thorough way into its historical and landscape context. The jury is very pleased with the fact that the mill is being

    cared for now in a way that allows it to be a little anchor point for retelling and revaluating the interesting history

    of the area."

    Liubavas watermill is one of the few buildings remaining from the former Liubavas Manor. Compact, rectangular

    volume, two floors with attic. The overall aim of the project was to preserve the watermill and to make it

    accessible to the public through its adaptation to a museum.

    The watermill, a construction of cleaved stone, with red clay brick cornice was built in 1902. It stands out by its

    architecture, its engineering and aesthetic value. The building had not been in use for many years and was under

    risk oftotal ruin. Hence, it required urgent and complex efforts of conservation and restoration. The building itself,

    the technological equipment and specific landscape characteristics have been thoroughly restored to retain the

    authentic values of the watermill. Traditional techniques and building materials, typical to the period of

    construction of the building, were used. A thorough research enabled to achieve maximum level of authenticity.

    Moreover, it provided with material for an exhibition, which has been designed and installed in the final phase of

    the project.

    Inhabitants of Liubavas felt privilege mills generator provided them electric current even before general

    electrification (First Lithuanian power plant 1892 in Rietavas, 1903 public central power station in Vilnius). Until1975 was dwelled by old aged miller from Tartokai. A bit later movies were displayed in the Mill. Wednesday

    was a day of Cinema.

    Building is lent to public institution Europos parkas. Building is listed cultural heritage listed in 2009-11-18. Has a

    regional protection level, listed as a part of complex of Liubavas Manor. It has precious characteristics assignation

    for engineer and architectural meaning as important. It was financed by Lithuanian Republic, Island, Lichtensteinand Norway by financial mechanism of European Economical space.

    6. The goal of creating a museum where milling machines and present Liubavas Manors History by strategy which

    was to preserve as much authenticity as possible. For that materials and technologies traditional (lime mortar,

    stone, old clay bricks, wood, lime wash etc.) woodworkers, cabinetmakers, masons, whitesmiths, stove masters

    and other traditional arts representatives and researchers contributed so that the spirit of XIX XX junction was

    present.
