RECOMMENDATION That the JLMBC receive and file the report regarding LIVEwell Program activities and updates for March and April 2020. DISCUSSION

A. Operational Updates On March 11, 2020, the World Health Organization declared the 2019 novel coronavirus (COVID-19)

outbreak a pandemic due to the rapid spread of the disease globally and its impact on public health. On March 12, 2020, in response to the outbreak, Los Angeles Mayor Garcetti issued Citywide COVID-19 guidelines to protect the City workforce while ensuring continuity of operations. These guidelines

included directing General Managers of City departments to develop emergency COVID-19 telecommuting plans for their workforce and for employees to implement social distancing of six feet per person.

In support of COVID-19 safety precautions, the Personnel Department, Employee Benefits Division implemented the following measures effective mid-March 2020:

All in-person LIVEwell Program classes and events have been cancelled until further notice as follows:

All LIVEwell Program classes including cooking demonstrations and vision pop-up clinics scheduled in March, in-person seminars scheduled in April, and onsite fitness classes scheduled

in May were cancelled.

All LIVEwell Local events in which LIVEwell Program staff visit directly with employees at various City locations have been cancelled.

The annual LIVEwell wellness festival scheduled on June 9, 2020 has been postponed to a date to be determined.

While the current COVID-19 pandemic poses a challenge for the LIVEwell Program to continue its very

successful in-person events and activities, staff has been working directly with the wellness Third-Party

Administrator, Limeade to promote the versatility of the LIVEwell.la online wellness platform and mobile app among the City’s workforce, many of who are now telecommuting. One of the key

advantages of LIVEwell.la is that it provides many opportunities for employees to participate in wellness activities and challenges that are convenient for them on their own time and within their busy schedules. Staff has been working directly with Limeade to develop custom activities within LIVEwell.la

to encourage employees to keep physically active and connected to their friends and families during this unprecedented time. Sample activities include “Stay Social with Virtual Lunches” that allows employees to earn points for hosting a virtual lunch with coworkers, family, and/or friends and “Natural Healing – Spend Quality Time Outdoors” that allows employees to earn points for spending 30 minutes

outdoors one day a week. Staff has been promoting various activities such as these via the monthly LIVEwell newsletter to encourage employees to enroll in LIVEwell.la and take advantage of this convenient resource to create and maintain healthy behaviors.

Additionally, staff has been working with LAwell Program health plan provider, Anthem to assess

options for providing virtual online classes to City employees through a web/teleconference medium such as Zoom or WebEx. Staff also plans to reschedule any previously planned classes and events once the City workforce can resume in-person operations.

B. Engagement and Activities Update

(1) Communications

On March 4, 2020, Employee Benefits Division (EBD) staff released the March 2020 monthly LIVEwell Program Newsletter (Attachment A) via Citywide email. The newsletter’s theme was healthy nutrition

and provided information including a recipe for a plant-based breakfast burrito and tips on how employees could incorporate plant-based meals into their daily lives. The newsletter also promoted the vision pop-up clinics and cooking demonstrations at various City locations. The monthly LIVEwell.la

testimonial featured an employee from LACERS who joined LIVEwell.la to partake in wellness activities that could be done in the workplace, including “Stand Up and Stretch” and “Clear Your Workspace to Clear Your Mind.” She further added that LIVEwell.la has inspired her to improve her health, nutrition,

and sleep habits, and that she enjoys collecting points and receiving rewards for her wellness achievements.

On April 15, 2020, staff released the April 2020 monthly LIVEwell Program newsletter (Attachment B)

via Citywide email. The newsletter’s theme was “LIVEwell Resources to Support You During COVID-19” and featured information and practical tips, including LIVEwell.la activities related to nutrition, exercise, and sleep for supporting a healthy immune system to defend against illness. The newsletter

also included a healthy smoothie recipe and provided resources and tips on how to telecommute successfully, exercise at home, and stay connected to family and friends while practi cing social distancing.

(2) Regular Events: Classes, Clinics, and Webinars The following provides a summary of Wellness Program events and activities that occurred in March

2020 prior to the cancellation of classes and events for the remainder of fiscal year 2019-20 due to the COVID-19 pandemic.

Classes In March 2020, staff coordinated a total of five healthy cooking demonstrations at four City locations. The demonstration focused on preparing quick and easy healthy meals “on the go.” The chef provided

four easy to make healthy recipes and provided a live demonstration of how to prepare pistachio pesto zucchini noodles and a “No-Bake” protein bar (Attachment C). Participants were provided samples of the noodles and protein bar to try. The chef also provided healthy meal planning tips and tricks

(Attachment D). A total of 128 employees attended the cooking demonstrations. The chart below indicates the distribution of participants by location.

In response to the JLMBC’s request to collect feedback from City employees who participate in LIVEwell Program classes, staff worked with Anthem to develop a user survey for collecting fee dback at the conclusion of a wellness class. The first survey was conducted as part of the March 2020 cooking

demonstrations. About 62% of participants completed the survey. Overall, the survey feedback was

very positive with 98.7% of attendees who completed the survey indicating that the class experience was valuable, 97.5% indicating that the class increased their understanding of healthy cooking, and

93.7% indicating they are confident that they can make a behavior change to cook and eat healthier. Survey comments provided by participants were also very positive. Sample comments included, “Fantastic class. Wish more classes were offered.”, “Very informative on healthy food.”, and “The live

demonstration makes the idea of cooking less daunting.” Staff plans to reschedule the remainder of the cooking demonstrations that were cancelled once in-person operations can resume. Special Events

LIVEwell Local In a continuing effort to increase enrollment on the new LIVEwell.la online wellness

platform and engage City employees with the various resources offered by the LIVEwell Program, EBD staff and onsite engagement specialists from Limeade participated in one LIVEwell Local event during March 2020.

On March 4, 2020, staff set up a LIVEwell table during the Personnel Department’s Red Cross Blood Drive at the Medical Services building. Staff interacted with 25 employees and provided information on LIVEwell Program events and activities and provided a free gift incentive to three employees who

enrolled into the LIVEwell.la online wellness platform.

(3) Engagement Results

In fiscal year 2019-20, staff set a goal of 10,000 total member engagements. As of April 30, 2020, total fiscal year 2019-20 member engagements is 5,201. As all in-person LIVEwell Program events and

activities have been cancelled through the end of the fiscal year, staff anticipates that this goal will not be met. (4) 2020 LIVEwell Program Strategic Plan

As previously reported, staff was scheduled to present the 2020 LIVEwell Program strategic plan in conjunction with the 2019 annual employee wellness survey results at the Wellness Subcommittee

meeting. That meeting was anticipated to be scheduled in March 2020. Due to the COVID-19 pandemic, the meeting was subsequently postponed until further notice. Staff is currently working on updating the 2020 LIVEwell Program strategic plan to incorporate changes in LIVEwell programming elements

due to the impact of COVID-19. Staff anticipates the next Wellness Subcommittee will be scheduled in June 2020.

C. Wellness Online Member Platform LIVEwell.la User Registrations Update Staff in consultation with Limeade, developed the attached fiscal year 2019-20 goals and strategies for

measuring member engagement and utilization of LIVEwell.la (Attachment E) that was presented to the Committee at its December 5, 2019 meeting. Since the launch of LIVEwell.la in August 2019, staff and the City’s onsite engagement specialists from Limeade have been very active staffing tables through LIVEwell Local and LIVEwell Program classes to register employees on LIVEwell.la. This

technique has proven to be successful in increasing user account registrations on a monthly basis with

LIVEwell.la user registrations reaching 9% of eligible users as of April 24, 2020, an increase of one percent from the last update provided to the Committee at its March 5, 2020 meeting.

The COVID-19 pandemic, however, has caused all LIVEwell Local and LIVEwell Program classes and events to be cancelled until further notice. As a result, LIVEwell.la user registrations has been

significantly impacted by the inability of staff and Limeade’s onsite engagement specialists to directly engage with City employees at their worksite locations. Staff is currently reassessing its communications and engagement plan as part of the overall 2020 LIVEwell Program strategic plan and developing new strategies, including more frequent and customized emails, a redesigned LIVEwell

Program website, and targeted LIVEwell.la activities to engage with City employees while they are telecommuting. Staff will continue to assess how COVID-19 will impact achieving the three metric goals outlined in Attachment E and provide an update at the Committee’s next meeting.

Plant-based eating is becoming a popular way to reap many health benefits. In fact, according to the American Heart Association, eating a plant-based meal every now and then can help you lower your cholesterol and improve your heart health.

Stress-Busting Smoothie – Today on the Community Feed!

Telecommute SuccessfullyMost of us who are telecommuting are experiencing what it’s like to work from home for the first time. Here are a few tips to help you telecommute successfully:

• Get into a routine. Maintain a level of regularity andconsistency by keeping your normal work routine butadjust as needed to being at home.

• Define your new “work clothes.” Our clothes help uscreate “chapters” in our days – dress in ways that helpyou signal when work begins and when work ends.

• Don’t work in bed (or on your sofa). Your bed and sofaare for lounging and relaxing. Get in the right mindsetto be productive. Sit upright at a desk and table.

• Stay active. When you take your breaks, get up and getactive! Do some stretches or move around the house.It’s a perk of being at home!

• Communication. Keep the lines of communication openand check in with your supervisor daily over phone,email, and/or chat.

Exercise at Home!Conduct a daily exercise routine. Self-quarantine doesn’t meanthat you need to be sedentary. Incorporating exercise into yourdaily routine reduces stress levels so that immune-supportingfunctions can operate as they’re supposed to.

According to The American Heart Association, adults should getat least 150 minutes of moderate-intensity aerobic activity perweek. But if you don’t want to “sweat” the numbers, just movemore! Find forms of exercise you like and will stick with.

While social distancing means staying at least six feet away from another person, it doesn’t mean you have to lose touch and stop having fun with family and friends. Here are a few creative ways to stay connected to family and friends while social distancing:

• Facetime or video call• Virtual work out• Virtual game or movie night• Virtual book club• Virtual craft night• Virtual cooking/baking session• Send cards or letters

1. Nutrition – Eat nutritious foods and boost your intake ofvegetables. Focus on foods dense in nutrients, as close to“whole” (meaning unprocessed) as possible, and loadedwith vegetables. LAwell Program provider Kaiser has aconvenient resource, kp.org/foodforhealth, providingvaluable nutrition guidance as well as many nutritiousand delicious recipes.

2. Exercise – Spend time outdoors. Mother nature can dowonders. Get some fresh air by taking a walk around theneighborhood in the morning and evening.

3. Sleep – Get a full night’s sleep every night. While the necessary amount of sleep variesfrom person to person, most adults need seven to eight hours a day. Check out thisinformation from the Cleveland Clinic with helpful guidance regarding getting enough sleep.

Roast Chicken Chili

Ingredients:• 4 cups chopped yellow onions• 1/8 cup good olive oil, plus extra for chicken• 1/8 cup minced garlic (2 cloves)• 2 red bell peppers, cored, seeded, and large-diced• 2 yellow bell peppers, cored, seeded, and large-diced• 1 teaspoon chili powder• 1 teaspoon ground cumin• 1/4 teaspoon dried red pepper flakes, or to taste• 1/4 teaspoon cayenne pepper, or to taste• 2 teaspoons kosher salt, plus more for chicken• 2 (28-ounce) cans whole peeled plum tomatoes in puree, undrained• 1/4 cup minced fresh basil leaves• Meat shredded from 1-5 lb roasted chicken

Directions:Cook the onions in the oil over medium-low heat for 10 to 15 minutes, untiltranslucent. Add the garlic and cook for 1 more minute. Add the bell peppers,chili powder, cumin, red pepper flakes, cayenne, and salt. Cook for 1 minute.Crush the tomatoes by hand and add to the pot with the basil and cookedshredded chicken. Bring to a boil, then reduce the heat and simmer, uncovered,for 30 minutes, stirring occasionally.

For serving:Chopped onions, corn chips, grated cheddar, sour cream

Pistachio Pesto with Zucchini Noodles

Ingredients:For the Pesto• 3 medium-sized lacinato [dino] kale leaves, torn from the stem• 1 small/medium garlic clove, peeled• 1/2 cup packed basil leaves• 1/2 cup roasted shelled pistachios• 1/2 lemon, zested• 2 teaspoons lemon juice• 1/3+ cup extra virgin olive oil• salt and pepper to tasteFor the Noodles• 4-5 small/medium zucchini, 1 1/2-inch diameter max• olive oil• lemon zest and pistachios, to top

Directions:Place a few inches of water in a large pot and bring to a boil. Prepare an ice bath[water + ice] in a mixing bowl. Once pot of water is boiling, place kale leaves inthe water for 30 seconds – 1 minute. Remove and immediately place in the icebath to halt cooking. Remove kale and pat dry.Place the garlic in your large food processor and turn on to mince. Add in thekale, basil, pistachios lemon zest, and lemon juice. Pulse about 20 times untilwell chopped.Turn processor on and slowly stream in the olive oil through the top. Scrapesides as needed and stream in more oil to reach your desired pestoconsistency. Add salt and pepper to taste and pulse a few more times.Place zucchini over a large bowl and use a julienne peeler [regular peeler forwide noodles, spiralizer, mandolin, etc.] to create the noodles. Drizzle a smallamount of olive oil on top and toss to coat. Spoon pesto over the noodles andtoss with your fingers or two forks to coat. Add more pesto as needed.

Grilled Veggie Frittata

Ingredients:• 1 1/2 tablespoons olive oil, divided• 2 medium Yukon Gold potatoes, peeled and diced (about 10 oz.)• 2 tablespoons 2% reduced-fat milk• 2 teaspoons chopped fresh oregano• 1/2 teaspoon kosher salt• 1/4 teaspoon freshly ground black pepper• 1/4 teaspoon crushed red pepper• 1 ounce Parmesan cheese, finely grated (about 1/3 cup)• 6 large eggs• 2 large egg whites• 2 cups grilled assorted vegetables (zucchini, asparagus, mushrooms, green• beans, carrots, etc)

Directions:Preheat broiler with oven rack in upper middle positionCombine 1 1/2 teaspoons oil and potatoes in a saute pan and cook with lid onuntil just tender. Uncover; cool slightly.Combine milk and next 7 ingredients in a bowl, stirring with a whisk.Heat remaining 1 tablespoon oil in a nonstick ovenproof skillet overmedium-high. Add potatoes; sauté 6 minutes or until browned. Reduce heat tomedium-low; add egg mixture, and cook 5 minutes. Top evenly with grilledvegetable mixture. Place pan in oven, and broil 3 minutes or until egg is set. Cutinto 8 wedges.

About this dish:Frittatas are a great canvas for leftover ingredients, especially grilled summer vegetables. We add them to the egg mixture just before it sets so the veggies don’t release too much moisture into the frittata. The potato also helps to absorb moisture and makes the dish feel hearty. You can swap the oregano for fresh basil or use a cheese with a bit more sharpness like Asiago or pecorino Romano. Serve for brunch, lunch, or dinner with goat cheese-topped crostini and a simple green salad.

No-Bake Protein Bars

Ingredients:• 1.5 cups gluten-free rolled oats, blended into a flour• 1/2 cup unsweetened/unflavored vegan protein powder• 1/2 cup rice crisp cereal• 1/4-1/2 teaspoon fine grain sea salt, to taste• 1/2 cup natural peanut butter, almond butter, or sunflower seed butter• 1/2 cup pure maple syrup• 1 teaspoon pure vanilla extract• 3 tablespoons mini dark chocolate chips• 1/2 tablespoon coconut oil

Directions:Line an 8-inch square pan with a piece of parchment paper. Mix the oat flour,protein powder, rice crisp, and salt together in a large bowl. Add in the nut/seed butter, maple syrup, and vanilla. Stir well to combine. If the mixture is a bit dry, add a splash of non-dairy milk and mix again. Press into pan and roll out with a pastry roller until smooth. Pop into the freezer.Melt the chocolate chips and coconut oil together in a small pot over low heat.When half of the chips have melted, remove from heat and stir until smooth.After freezing the bars for about 5-10 minutes, remove from freezer and sliceinto bars. Drizzle with melted chocolate and freeze again until set. Store in thefreezer for a week or longer in an air-tight freezer bag

Suggestions to Help You Get A Delicious, Easy, Healthy Meal at Home

• Check your calendar to know what type of meals to prepare (Using a slow-cooker vs roasting in the oven).

• Shop the parameter of the grocery store – the freshest and healthiest foods are there.

• Eat before grocery shopping, never go there hungry.

• Spending a couple hours out of your weekend to plan and prep meals will make your week easy-breezy. A bonus-if you have time make complete meals, double the recipe and freeze one.

• Look for recipes with 5 ingredients or less.

• Cook recipes you know and try one new recipe a week.

• Save the recipes you and your family like.

• Stock your pantry with the basics.
