August 14, 2020 Re: Pierre/Fort Pierre Missouri River Bridge Pre-Bid Meeting To Whom It May Concern, A pre-bid meeting for the Pierre/Fort Pierre Missouri River Bridge project is being held on September 1st, 2020 at 9:30am CST in Pierre, SD. Interested contracting parties are invited to attend the meeting in-person at the Ramkota Hotel (Amphitheater II) in Pierre, or virtually via the Microsoft Teams Meeting Link provided below. We do ask anyone attending in-person follow CDC and social distancing guidelines for COVID-19. This meeting will include a presentation of the project covering topics such as the overall scope of work, design aspects & architectural features, permit requirements, traffic control, and contract time. There will be an opportunity for contractors to present questions to Department staff, consultants, and other project stakeholders. In addition, at the conclusion of the meeting, an on-site tour of the project will be offered to those attending in-person. Attendance is not a requirement, but all interested contracting parties are strongly encouraged to attend. SUPPLYING AS BUILT PLANS
If the traffic signal system or roadway lighting systems are constructed differently than what is stated in the plans, the Contractor must supply as built plans to the Engineer and a copy must be sent to the Traffic Design Engineer. The as built plans may include conduit layouts, wiring diagrams, or other drawings depicting the changes from the original plans.
INCIDENTAL WORK
Incidental work includes, but is not limited to, the restoration of all disturbed areas to the satisfaction of the Engineer.
SHOP DRAWING AND CATALOG CUTS SUBMITTALS
The Contractor will submit shop drawings and catalog cuts in accordance with Section 985 of the Specifications.

ON-SITE INSPECTION
An on-site inspection of the traffic signals will be conducted before acceptance of the project, once the traffic signals are completed and operational. The on-site inspection must be conducted by the Project Engineer or Region Traffic Engineer with the Contractor, City of Fort Pierre Public Works Director, and the Traffic Design Engineer present.
TEMPORARY LIGHTING
Roadway lighting will be maintained throughout construction. During Phases 1 and 2 of construction the existing roadway luminaires will be utilized. During phase 3 the new roadway luminaires will be utilized. A temporary service will be needed to provide power to luminaires on the Pierre side and bridge portion of the projects. Temporary light poles will be provided at locations where new luminaires are not available until after phase 3. During Phase 4 of construction the new roadway luminaires will be utilized.
Coordinate location of temporary electrical service with the City of Pierre Utility Department. The City contact for Pierre is Brad Palmer at (605) 773-3067.
Temporary locations are provided for LC4, LC6, LC8, and LC10 in Fort Pierre portion of work and are designated as TLC4, TLC4, TLC6, TLC8, and TLC10. Temporary overhead power will be provided from LC3 to TLC10 along north side of roadway.
Temporary locations are provided for LC11, LC12, LC14, LC15, LC16, and LC17 in Pierre portion of work and are designated as TLC11, TLC12, TLC14, TLC15, TLC16, and TLC17. Temporary overhead power will be provided from new service to TLC11, from TLC11 to TLC17 along north side of roadway and from TLC3 to JL17 (Utilized conduit past JL17 for lights on bridge.)
Temporary light locations are approximate and can be adjusted slightly to facilitate construction. Temporary lights shall be services by overhead power connecting between light poles.
All cost to provide temporary lighting shall be incidental to the to the lump sum contract unit price for “Miscellaneous, Electrical”.
SALVAGE SIGNAL EQUIPMENT
Existing signal equipment will be salvaged and delivered to the City of Fort Pierre (08 East 2nd Ave. Fort Pierre, South Dakota) by the Contractor. The Contractor must notify the City 5 days before the delivery of the salvaged signal equipment. The City contact is Rick Hahn at (605) 223-7690. Contractor will use caution during the salvaging of equipment. Any damage to salvaged signal equipment will be replaced by the Contractor at no additional cost to the State.
All costs for work involved in the salvage and delivery of the existing signal equipment will be incidental to the contract lump sum price for “Salvage Signal Equipment”.

SUBSURFACE
Subsurface investigations were conducted within the project limits in March of 2017 and October 2018. Subsurface conditions throughout the project area consist of 12-20 feet of sandy silt overlaying sand with occasional interbedded silts, clays and trace gravels. At the time of the investigations, groundwater was encountered at elevations varying from 1420 to 1426. Luminaires LC6-LC13 will be placed within either new or existing embankment fill material. Existing embankment material consists of brown to gray clay to clay silt. It is anticipated that new embankment fill material will be of a similar composition to the existing embankment fill.
Due to the proximity of proposed footing locations (LC11-LC14) to newly installed storm sewer it is anticipated that caving will occur. To mitigate construction issues and provide the footing with necessary lateral support, casing will be required. Permanent casing must extend to a depth equal to or greater than the adjacent storm sewer excavation, or temporary casing may be used, set to the caved depth with the outside annulus backfilled with controlled density fill prior to placement of concrete for the cylindrical footing.
Casing must be of sufficient strength to withstand handling and installation procedures. The casing material may consist of sonotube, corrugated metal pipe, pvc, smooth metal pipe or any other material as approved by the Engineer.
Construction activities will be sequenced in a manner such that utility excavations within 10 feet of any proposed footing will be completed and backfilled prior to excavation of cylindrical footings. Backfill of excavations within 10 feet of proposed footings must be with cohesive material approved by the Engineer placed in loose lifts not to exceed 6 inches and compacted according to the Specified Density Method.
During construction of the cylindrical footings, concrete placement operations should closely follow excavation procedures. Groundwater is anticipated to be encountered within the excavations for EA2 and EA3 and near the bottom of other excavations. The longer the excavations are left open the more likely caving may occur.
Concrete must not be dropped through standing water. If water is present in the excavation it will be removed prior to concrete placement or the concrete must be tremied.
POLES
Cantilever traffic signal supports, including anchor bolts, must be designed for fatigue in accordance with Fatigue Importance Category III without galloping and truck induced gusts.
Signal pole luminaire extensions will have a 50-ft mounting height with 8-ft arms.
Lighting unit LA1-LA28 will have a mounting height of 27 Ft. with 6 Ft. arm.LA1-LA28 will be Phillips Lumen model.Lighting unit LC1-LC17 will have a mounting height of 50 Ft. with 8 Ft. arm.Lighting unit LD1-LD10 will have a mounting height of 15 Ft.
Luminaire poles will be designed to include loadings created by banners that are 2 feet wide by 7 feet long, mounted 15 feet from the bottom of the pole to the bottom of the banner. (LA’s and LC’s)

Luminaire Pole LA (odd numbered) is a concrete bump out mounted pole. Refer to Section E of the plans for mounting details.

The Conductor Jackets for the multiconductor control cables must be color coded in accordance with ICEA S-73-532 Table E2.
SIGNAL BACKPLATES
All new vehicle signal heads will have backplates with retroreflective border. The vehicle signal head backplates must have a factory applied 3-inch wide yellow retroreflective border. Sheeting for the border will be Type IX or XI in conformance with ASTM D4956. Signal backplates may be aluminum.
Signal backplates will extend not less than 5 inches from the edge of the signal head at the top, bottom, and sides. The bottom of the backplate on vehicle signal faces mounted directly above pedestrian signal indications must be sized to permit the separate adjustment of the vehicle and pedestrian signal indication and may be less than 4 inches.
All costs involved with furnishing and installing backplates with retroreflective border for the new vehicle signal heads will be incidental to the contract unit price per each for “3 Section Vehicle Signal Head” and “5 Section Vehicle Signal Head”.
CONTROLLER PROGRAMMING
Existing controllers will be reprogrammed to use the patterns and timings specified on the Signal Timing Sheets by a qualified technician. Costs for reprogramming the controllers will be incidental to the contract lump sum price for “Miscellaneous, Electrical”.
The Contractor must furnish the Road Design Office with a copy of the data programmed into the controller prior to the full operation of the controller for approval. The address is as follows:

DETECTOR LOOP WIRE SPLICING
Detector loop wire splices will be made using wire nuts over soldered connections and sealed in 3M Scotchcast 3570G-N connector sealing packs or an approved equal.
The drain wire of the TSP cable will be left unattached to the ground lug in the traffic signal controller.
WIRE SPLICING FOR LIGHTING
All wire splices for lighting will be made using TE Connectivity GTAP connectors, NSI Industries Polaris Blue connectors, or an approved equal.
ACCESSIBLE PEDESTRIAN SIGNAL
The work will consist of furnishing and installing accessible pedestrian signals (APS). Each APS will consist of an interactive vibrotactile pedestrian pushbutton with speaker, an informational sign, a latching light emitting diode (LED) indicator light, a solid state electronic control board, a power supply, wiring, and all necessary mounting hardware. The operation and performance
of the APS units must meet the requirements of MUTCD Sections 4E.08 to 4E.13. and the applicable sections of NEMA Standards Publication TS-2.
The APS units will operate using only 2 wires and be capable of supporting a minimum of 16 push button stations.
All mounting fasteners must be stainless steel; all threads must be coated with anti-seize compound meeting the requirements of USA Dept. of Defense specification MIL-PRF-907F.
The push button component of APS must meet the requirements of Section 985.1 S of the Specifications except that all housings and external hardware must be aluminum, powder coated yellow.
The APS control unit must include capability to monitor the push buttons and pedestrian signal head displays. Conflicts will cause the channel to be powered off.
The APS control unit must include capability to monitor communications with the push buttons. Communication faults will automatically reset the control unit.
Two licensed copies of any APS programming software must be furnished. All software programming, firmware updates, and audio message programming of the APS will be through USB port or Ethernet connection.
All costs for furnishing and installing the accessible pedestrian signal including labor, materials, and equipment, will be incidental to the contract unit price per each for “Accessible Pedestrian Signal”.

CONDUIT EXPANSION JOINTS
Expansion joints at the bridge ends shall be as detailed in the plans.
All costs to provide the expansion joints will be incidental to the contract unit price per foot for “2” Rigid Conduit, Schedule 40, 2” Rigid Galvanized Steel Conduit, or 3” Rigid Galvanized Steel Conduit” going thru the expansion joint.
CONDUIT LAYOUT NOTES
1. All existing conductors between the following will be removed:EJB9 to EJB11, EJB11 to EJB12, EJB11 to EA3, EJB11 to EJB6, EJB16 to EJB17, EJB11 to EJB13, EJB13 to EA2, EJB13 to EJB14, EJB13 to EJB15, EJB15 to EJB22, EJB7 to EJB6. EJB6 to EJB5, EJB5 to EJB2. All costs for work involved in the removal of existing conductors will be incidental to the contract lump sum price for “Remove Signal Equipment”.
2. Junction boxes EJB6, EJB11, EJB12, EJB13, and EJB14 are to be removed. All costs for work involved in the removal of existing junction boxes will be incidental to the contract lump sum price for “Remove Signal Equipment”.
3. Conduits to be removed can be abandoned in place under paved areas. In areas of pavement removal, the conduits will be removed, and the ends capped at end of abandonment. All costs for work involved in the removal of existing conduit will be incidental to the contract lump sum price for “Remove Signal Equipment”.
4. Intercept (Cut existing conduit and couple to new conduit) conduit run from EJB9 to EJB11 and adjust to JB1. Construct JB1 over conduit between EJB11 and EJB16. See location on plans. All costs for work involved in the intercepting conduit will be incidental to the contract lump sum price for “Remove Signal Equipment”.
5. Intercept (Cut existing conduit and couple to new conduit) conduit run from EJB11 to EJB13 and adjust to JB2. See location on plans. Also extend conduit from removed EJB11 to JB1. All costs for work involved in the intercepting conduit will be incidental to the contract lump sum price for “Remove Signal Equipment”.
6. All costs to remove conductors and junction boxes and adjust conduits will be incidental to the contract unit price per foot for "2" Rigid Conduit, Schedule 40".
7. At locations noted to “Install Junction Box to intercept conduit” install new junction box over existing conduit. All costs for work involved in the intercepting conduit will be incidental to the contract lump sum price for “Remove Signal Equipment”.
8. At locations noted to “Adjust to JB3” make minor adjustment of existing conduit to align with new junction box (JB3). All costs for work involved in the adjustment of conduit will be incidental to the contract lump sum price for “Remove Signal Equipment”.

SURFACE MOUNTED JUNCTION BOXES
Surface mounted junction boxes SMJB1–SMJB28 must have a fuse holder for underdeck luminaires.
Surface mounted junction boxes SMJB1–SMJB28 must be equipped with a terminal block having a minimum of 24 positions and be UL approved.
Surface mounted junction boxes will be attached to the bridge using 3/16” x 2” concrete screws.
All costs for the surface mounted junction box, fuse holders, and terminal blocks will be incidental to the contract unit price per each for “Surface Mounted Junction Box”.
Junction boxes must be provided with a divider to separate power from non-power as required per NEC.
SPECIAL ELECTRICAL JUNCTION BOXES
Special Electrical boxes (SEJB1-SEJB14) will be flush mounted inside bridge barrier as detailed in the plans. Each box will be provided with a divider to separate power from non-power as required per NEC.
All costs for the special electrical junction box, fuse holders, and terminal blocks will be incidental to the contract unit price per each for “Special Electrical Junction Box”.
TYPE 4 ELECTRICAL JUNCTION BOX
Type 4 Electrical boxes will be in accordance with SDDOT Standard Plate 635.65 except that they shall be a minimum of 36” deep.
UTILITY PULL BOXES
Pull boxes JU2 and JU3 connecting to empty 4” conduit for future utility use will be a 30”x24”x6” NEMA Type 4 pull box. See detail. Pull box must be one of the following types, or an approved equal:

PERMANENT VEHICAL CLASSIFICATION SYSTEM ONLY USING INDUCTIVE TRAFFIC LOOPS
The contractor will install on US 14 East and West bound, approximately Station 36+10, just west of the new Missouri River Bridge. (The SDDOT Engineer will determine the exact location) one permanent vehicle axle classification system only using inductive traffic loops (Peek Traffic Inc Model ADR 6000 or approved equal). The system must classify vehicles to the FHWA Schedule F format with an accuracy of greater than 95%.
The system will include:
A. 8 (2 per lane) standard inductive traffic loops which must meet NEMA TS-2 Environmental Specifications. The 8 inductive traffic loops will be installed by sawing or routing them into the top of the roadway surface after the PCC concrete surfacing is completed. A representative of the SDDOT Office of Inventory Management - Traffic Section will be on site and direct the installation of the inductive loops. The SDDOT Engineer will determine if the weather is acceptable to install inductive loops (40 F and rising and no rain) and no loops will be allowed to be installed after November 1. All saw cuts must be cleaned to the satisfaction of the SDDOT Engineer before sealing the cuts. The contractor will provide all supplies necessary for complete installation of the loops including wire, loops, sealant, numbering loops by location, etc.
B. 8 (2 per lane) advanced IRDIS inductive axle detection loops. The 8 IRDIS inductive axle detection loops will be installed by sawing or routing them into the top of the roadway surface after the PCC concrete surfacing is completed. A representative of the supplier of the IRDIS inductive axle detection loops (ACT Traffic Solutions 1-952-288-4830 or approved equal) will be on site and direct the installation of the IRDIS inductive axle detection loops and the Contractor will complete this installation in a continuous manner (no time delays). The SDDOT Engineer will determine if the weather is acceptable to install inductive loops (40 F and rising and no rain) and no loops will be installed after November 1. All saw cuts must be cleaned to the satisfaction of the SDDOT Engineer before sealing the cuts. The Contractor will provide the supplier and SDDOT at least a two week notice of the dates of this installation. Sheet L32 shows the general layout for each lane sets of inductive and IRDIS loops. Sheet L32 shows some general details of the installation of the IRDIS inductive axle detection loops.
C. Cabinet Requirements
There is a current electronics cabinet installed on the south side (right behind the guard rail). The existing cabinet will be removed by the SDDOT and the PCC base will be removed and disposed of by the contractor. A new electronics cabinet will be installed on a new PCC concrete base on the north side right of way line. The new cabinet and base will have a water drain hole in the lowest corner of the cabinet and thru the concrete base so that water will freely drain from the cabinet. The new cabinet door will be located on the north side of the cabinet. A small concrete pad (2’X3’X6”) will be poured in front of the base so a person can have something to stand on while accessing the inside of the cabinet. The contractor will install new 110 V AC (100 Amp) electric service to the electronics cabinet. The contractor will provide a Sierra Wireless RV50X cell phone modem to be used in the new electronics cabinet. The contractor will pay for all charges (installation and connect fees, lighting surge suppression, supplies, etc.) for the electric and cell phone modem to be installed into the new electronics cabinet. The new electric service wires cannot be installed in the same conduit as loop wire. Inductive loop wire with a protective jacket will be installed in all saw cut loops in the pavement.
Home run shielded wire will be stranded 14AWG with DC resistance < 3.0 ohms per 1000 feet and has cross-link polyethylene insulation (XHHW).
The new cabinet will be aluminum and will be supplied with the following installed items:
1. TYPE 4B base mount (SMF) aluminum two shelf cabinet with fan and thermostat and a cabinet light controlled by a door switch. Each cabinet will be fitted with a #2 Corbin style lock and 2 keys.
2. Lightning surge suppression and terminal blocks for eight (8) inductive loops must be fitted.
3. AC Power panel with two (2) switch type circuit breakers. The AC power panel must have a plastic cover.
4. GFI duplex outlet, ACP340 line protector.
D. The contractor will provide and install underground 3/4-inch conduit to a depth at least 24 inches below ground from the edge of the roadway to 2 electrical junction box (type II) located 2 feet off the edge of each shoulder and then through 2 inch conduit into the new electronics cabinet. The Contractor will provide the SDDOT Office of Inventory Management at least a two week notice of the dates of the conduit installation. The supplier of the IRDIS loops will do the wiring of the electronics. Sheet L32 shows a general layout and specifications of how to connect the loops to the conduit.
E. The Contractor will purchase from the supplier of the IRDIS inductive axle detection loops all necessary hardware to support Peek Viper Software (must have enough storage to store 30 days of data files) to make the system operational including all equipment to retrieve data by remote telemetry. The supplier will install electronics, software and hardware and initialize the system. After the supplier determines the system to be operational then the SDDOT Office of Inventory Management - Traffic Section will conduct a manual classification using a road tube classifier for 48 hours and/or a 4 to 6-hour visual classification to quality check the 95% accuracy of the system.
F. 2” Conduit used for the vehicle classification system must be 2" Rigid Conduit, Schedule 40. A buried cable marker will be placed in the trench for the conduit as indicated on Standard Plate 635.76. Cost of the marker will be incidental to the contract unit price per each for "Permanent Vehicle Classification System".
G. The basis of payment for the Permanent Vehicle Classification System will be the contract item "Permanent Vehicle Classification System". All costs associated with furnishing and installing a working vehicle classification system will be incidental to the contract unit price per each for "Permanent Vehicle Classification System".

Conduits and bushings may project 2½ inches to 6 inches above footing for fixed base poles but shall not project above the slip plane or fracture plane for breakaway poles.
Conduits shall be sealed water-tight during all phases of construction until poles ore in place.
The anchor rods shall fit inside the reinforcing steel cage. If the anchor rods designed by the Pole Manufacturer do not fit, contact the Office of Bridge Design for footing redesign. No additional payment will be mode for the redesigned footing.
Costs of conduit and conduit bushings shown on footing detail shal I be incidental to the footing bid item(sl.
The pole shall not be installed until the concrete has attained design strength (4000 psi>.
The contour of the area surrounding the breakaway pole shall be flat, though not necessarily level for a distance of 5 feet in all directions. The Contractor may be required to provide finish grading at some breakaway pole locations.
