Motiv Power System modifies the Ford E-450 chassis to make all-electric battery-powered emission-free vehicles. Motiv Power Systems, Inc. certifies that all modifications made to the vehicle comply with the relevant Title 49 CFR FMVSS standards. Modifications made to the chassis do not change the incomplete vehicle manufacturer (Ford) rated GVWR or tire size. Modifications made to the incomplete vehicle The original Ford E-450 incomplete vehicle chassis has been modified to be an all-electric battery-powered emission-free vehicle. Major modifications to the original Ford E-450 incomplete chassis include:

• Removal of original gasoline motor, transmission, driveshaft, complete fuel system, exhaust system.

• Installation of electric traction motor, driveshaft, and electric driveshaft park brake.

• Replacement of engine-powered equipment (hydraulic pumps for steering and brake power assist, heater, 12 volt charging system) with electrical units

• Replace the PCM/ECU engine controller function with the Motiv Electric Powertrain Control Unit

Description 571.101 – Controls and displays This standard specifies performance requirements for location, identification, color, and illumination of motor vehicle controls, telltales and indicators. Ford, the OEM, certifies that the chassis as delivered to Motiv complies with this requirement. Motiv has integrated the Ford incomplete vehicle dashboard with the Motiv all-electric powertrain. None of the indicators or illuminators listed in FMVSS 571.101 (section 5.6 Conditions tables 1 & 2) have been modified from the installed dashboard and all indicator lights are used as originally defined. The dashboard fuel gauge is used to display electrical charge remaining in such a manner as to provide a subjective estimate of range remaining as required. The tachometer is relabeled to display electrical power to the motor for this single forward gear vehicle. The original and relabeled tachometers are shown in Figure 2 below.

The engine oil pressure gauge on the dashboard is not used. The vehicle will remain compliant with this requirement if the final vehicle manufacturer does not modify the operation of the dashboard instruments, instrument lighting, or visibility of telltale warning lights.

571.102 – Transmission shift position sequence, starter interlock, and transmission braking effect This article requires that the vehicle - use a standard shift sequence - lock out the starter in drive modes - provide different transmission braking effect on multi-gear vehicles. This vehicle has been modified to have only one forward gear. Replacing a sequential shift selector, Motiv provides a push button shift selector in a standard location to the right of the steering wheel. The shift pattern is a standard, accepted P-N-D-R pattern with illuminated selection display. The electronic push-button shift mode selector is shown in Figure 3 below.

This all electric vehicle has no starter. Starter lock-out is not applicable. Because this vehicle has only one forward gear, no differential braking effect is required as defined in this requirement. Supplementary braking effect is provided by regenerative braking through the electric motor in drive and reverse modes. The vehicle will remain compliant with this requirement if the final vehicle manufacturer does not modify the type, location, or visibility of the shift mode selector. 571.103 -- Windshield defrosting and defogging systems Requires that all vehicles must have some form of heat and/or dehumidifying defroster/defogger. Performance tests/standards are not defined for vehicles over 10,000 pounds. A 20K BTU/185°F rated electric coolant heater replaces the original engine waste heat system to provide heated coolant fluid in a closed loop to the body heating and

defrosting system through standard compliant automotive heater hose. Heat control is provided through the Motiv body connector integration point. The vehicle will be in compliance with this requirement if the body builder connects the heater hoses up to a compliant defrosting module and integrates this module into the Motiv body connector as specified in the Motiv Body Builder document (PN 900-103837-01) 571.105 - Hydraulic and electric brake systems This requirement specifies brake integrity and performance for hydraulic and electrically operated service brake systems. The incomplete vehicle manufacturer certifies that the vehicle fully complies with these requirements for the specified GVWR if the following are not modified/altered: • Service or parking brake system • Antilock brake system • Wheels and tires • Brake system indicator lamp and wiring • Brake system reservoir labeling • Suspension ride height or spring rate • Hydro-boost or Hydro-max system • Power steering pump and lines • Engine Belt Drive System • Addition of a tag axle • The Second Unit Body (SUB) weight is at least 889 kilograms (1960 lbs). • The SUB center of gravity is forward of the centerline of the rear axle. • The chassis wheelbase has not been modified shorter than the shortest nor longer

than the longest wheelbase of each model (GVWR) offered. • Vertical distance from the center of gravity (CGv) of the completed vehicle to the

ground is 1219 mm (48 inches) or less for GVWs up to 22,000 lbs. Vertical distance from the CGv of the completed vehicle to the ground is 1270 mm (50 inches) or less for 24,000 lbs and 26,000 lbs GVWs.

• The maximum OEM chassis GAWR and GVWR are not exceeded with the vehicle weight at Unloaded Vehicle Weight + Passenger Load.

• The service or parking brake pedal assembly operation is not restricted by any alteration or added components.

Motiv makes the following modifications 1. Replace conventional engine driven belt drive with an electric motor.

Removal of the original drivetrain requires replacement of the belt drive to the OEM hydraulic pump. Motiv employs the original OEM hydraulic pump, but replaces the conventional belt drive with a speed-controlled electric drive motor to deliver

hydraulic flow at OEM specified rates. Operation of this motor is independent of the operation of the traction motor allowing for constant flow rates at all speeds.

2. Modification of parking brake assembly

The installed parking brake assembly is not modified. An additional driveshaft brake and electrical actuator are installed to provide a Park mode. This brake engages only when Park mode is selected from the shift mode selector or when the key is turned off. The brake is automatically released when the vehicle is placed in neutral, drive, or reverse modes.

Motiv makes no modifications to the ABS system, brake sensors, or control circuitry. The electric traction motor regenerative braking system is inactive when the vehicle is in Neutral drive mode, thereby not part of the Service Brake System as defined by this standard. 571.124 – Accelerator control systems This standard establishes requirements for the return of a vehicle's throttle to the idle position when the driver removes the actuating force from the accelerator control, or in the event of a severance or disconnection in the accelerator control system. The OEM incomplete vehicle manufacturer certifies that the vehicle complies with this standard if: • No alterations are made to the accelerator pedal, mounting hardware, or other components of the accelerator control system as installed by Ford Motor Company. • No equipment is added, or existing equipment modified which would restrict operation of the accelerator control system. • No alterations are made to the Pedal Position Sensor and all associated hardware and wiring. Motiv does not alter the aforementioned aspects of the accelerator control systems with the exception of the wiring as described below. Motiv reroutes the harness from the OEM’s accelerator control into the Powertrain Control Unit (PCU) to detect signals as to enable precise regulation of power to the electric traction motor. With respect to this standard, this control provides motor “shutdown” as defined by this standard when the accelerator control is at its minimum “idle” position as well as when any out of range fault condition is detected. In addition, Motiv has implemented “brake-throttle override” (BTO) to override accelerator requests when the brake pedal is applied.

571.302 – Flammability of interior materials This standard specifies burn resistance requirements for materials used in the occupant compartments of motor vehicles. The only items installed within the interior of the vehicle by Motiv during the incomplete manufacturing phase are those applied to the OEM-provided dashboard. These are:

- A dashboard display mask over the tachometer - A shift selector compliant with Radio Technical Commission for Aeronautics

(RTCA) standard DO-160 Motiv provides a set of cabin safety and information labels to the final vehicle manufacturer for installation after final assembly. All labels discussed in this section meet the UL flammability rating of V-2. It is the responsibility of the final vehicle manufacturer to ensure any further compliance with this standard. 565.13 – Vehicle Identification number (VIN) The original VIN number and labeling provided by the OEM are not modified as part of the chassis modifications made by Motiv. Motiv includes the original VIN number on its intermediate vehicle manufacturer label installed on the final vehicle. Contact Motiv Power Systems
