    ike you, m concerned about the uture o our reat state. national recession has aected amilies all

    across Tennessee, and many olks are strulin to ind jobs that will pay enouh to keep ood on the tableand a shelter over their heads. m also concerned about our schools and the uture or Tennessee students,

    who rank 41st out o 50 states on national achievement tests. n 2008 alone, nearly 28,000 students dropped

    out o Tennessee hih schools, and just over a ith o adult Tennesseans have a bachelors deree.

    Were acin these challenes at a time when our state budet presents a bleak picture. arlier this year,

    Governor Bredesen described his inal budet as the most diicult hes ever prepared. However, because o

    the states current reliance on one-time money rom the ainy Day fund and ederal stimulus packae as well

    as onoin low revenue projections, next years budet will be even more challenin. akin matters worse

    is an dministration in Washinton determined to orce its aenda on mericans who dont want it and cant

    aord it.

    n spite o the challenes we ace, m optimistic because Tennessee is a resilient state with many unique

    advantaes. We have many key assets like no income tax that we can leverae or job creation, and some

    recent reorms and investments in education have provided a unique opportunity to transorm our schools.

    m also conident that the riht overnor can take our budet challenes and turn them into an opportunity

    to restructure state overnment and make it leaner and more eicient or the uture.

    from the very beinnin, my campain has been ocused on listenin, learnin, and proposin real solutions

    to brin jobs to Tennessee. arlier this year, my wie Crissy and spent three weeks on a statewide Jobs

    Tour, meetin with small business owners and economic development proessionals all across the state.

    The concerns heard most oten on the Tour and throuhout the campain involve the short supply o

    properly trained and educated workers in Tennessee. n pril, crisscrossed our state aain, this time visitin

    community collees, technoloy centers, and our-year institutions to learn more about what our state

    should be doin to prepare workers or a 21st century economy. We then launched a concentrated ocus on

    improvin K-12 education in order to make sure were raduatin more students who are prepared or colleeor a ood career.

    ve spent 20 years in business and another 6 as ayor o Knoxville. ve led in ood times, and ve led in

    Between a sluish economy and state revenue shortalls, rapidly depletin ederal stimulus money and a

    reliance on one-time money rom the states ainy Day fund, Tennessee is acin a budet crisis unlike any in

    modern memory. nd Washinton is makin it worse. Tennessee needs a overnor who has manaed diicult

    budets beore and who can uide us throuh this crisis.

    am the only candidate or overnor who has prepared, proposed, passed and implemented a budet the

    same way a overnor does.

    spent years watchin every penny and makin touh calls while operatin a successul Tennessee-based,

    national company. s ayor, ve tripled Knoxvilles ainy Day fund, lowered the debt by 25 percent,

    submitted seven balanced budets, reduced the number o city employees, and brouht Knoxvilles property

    tax rate to the lowest level in more than 50 years.

    know its not oin to be easy when the next overnor takes oice, but taxes are job killers. The last thin

    we should do is raise taxes on a population that is already strulin and a small business community that

    has been orced to cut back. am 100 percent opposed to a state income tax, and as overnor will veto anyattempt to enact one.

    Tennessee already has the hihest combined state and averae local sales tax rate in the nation and will not

    allow it to et any hiher. s overnor, will make sure the state lives within its means. s the only candidate

    with executive experience in business and overnment, m best prepared to orce the state to prioritize, make

    diicult cuts when we have to, and manae our state budet conservatively without more taxes.

    Tennessees K-12 education system is at a crossroads. Today, Tennessee

    Born and raised in Knoxville, Tennessee, Bill was blessed with parents who instilled their stron aith and

    work ethic in their children. s a youn man, Bill excelled in academics and sports and was a leader in student

    overnment. t the ae o 13, Bill ot a job pumpin as at a amily-owned service station, and quickly

    learned that runnin a small business took dilient hard work. When Bill was 16 years old, traedy struck his

    amily. The sudden, unexpected death o his mother marked a turnin point in his youn lie. Bills dad pulled

    the amily toether and they leaned on each other and on their aith to et throuh the touh days.

    Bill entered mory niversity in 1976, and on the irst day o class, met Crissy, a youn woman rom

    emphis who would later become his wie. While attendin collee in tlanta, Bill was a volunteer leader

    or oun ie, a Christian ministry that reaches out to adolescents. Durin the summers, Bill volunteered or

    the rassroots political campains o Howard Baker and amar lexander and ained a deep understandin

    o the type o principled leadership needed to overn.

    ter Bill raduated with a deree in History, Bill and Crissy married and moved to Knoxville, where Bill had

    areed, at his athers urin, to work or a couple o years manain his amilys small chain o as stations.

    n the early years, Bill spent lon days drivin all over the country identiyin, neotiatin and purchasin

    ood locations or new truck stops. While lots o politicians talk about creatin jobsBill Haslam has

    actually done it. When he irst went to work or the company, Pilot Corporation had 800 employees; today

    the company has approximately 14,000 employees in 39 states. Throuhout his time at Pilot, Bill sustained

    the companys rowth by allocatin resources wisely, manain the business conservatively, workin hard to

    increase sales and satisy customers. t was here that Bill ained the essential hands-on knowlede that makes

    the chie executive oicer o a complicated enterprise successul.

    n 2003, at the urin o many riends, he ran successully or ayor o Knoxville. The skills he honed in theprivate sector have helped make him an extremely eective ayor. Bill has balanced seven consecutive city

    budets and has insisted that city overnment ocus on providin key services in an eicient manner. Throuh

    his conservative iscal manaement, Knoxville has its lowest property tax rates in 50 years. Because Bill

    stronly believes that public oicials must be accountable or their decisions, he makes a point to reularly
