As cancer incidence increases and new treatments allow us to significantly improve survival, the Trust will face increasing pressure on its services, facilities and staff, in particular its capacity to deliver on the national 62 day and two-week targets. This also presents the Trust with a workforce challenge to recruit and retain trained staff, and to adapt its workforce to reflect the increasingly complex delivery of cancer care using the latest technology and precision treatments. The Royal Marsden has a strong track record of financial performance, and has been given a low risk rating by its regulator, NHS Improvement, since its inception as an NHS Foundation Trust on 1 April 2004. It was one of the first 20 NHS Foundation Trusts in the country, and has a well-developed governance structure with a high-quality Board and a Council of Governors. However, the economic climate and the cost of delivering healthcare – especially for a cancer centre – means that financial sustainability over the next five years remains a significant challenge.

The Leadership Team At the Royal Marsden NHS Foundation Trust, the hospital management structure is organised into four divisions: Cancer Services, Clinical Services, Private Care and Clinical Research. Each division is managed by a Divisional Director supported by a number of Clinical Business Unit teams, which differ slightly by division. The service divisions are supported by corporate functions such as Finance, Workforce, Marketing and Communications, Information and Performance, and Estates. The Executive Directors along with the Divisional Directors, Directors of the corporate functions and Managing Director of The Royal Marsden Cancer Charity comprise the Leadership Team of The Royal Marsden. ICR The ICR is the academic partner of The Royal Marsden. ICR is a College of the University of London. It was established in 1909 to investigate the causes of cancer and develop new strategies for its prevention, diagnosis, treatment and cure and is now a centre of excellence employing some of the world’s leading scientists working on cutting edge research. The ICR is on two sites located adjacent to both the Chelsea and Sutton sites of T he Royal Marsden and is closely integrated with the NHS clinical provision.

1. Job summary

The postholder is responsible for the overall delivery of patient care in the Division and is the

operational and strategic lead. The Division is one of five Divisions central to the running and

functioning of the Trust. As the Director of Operations the post holder will be the most senior

manager within the Division reporting directly to the Managing Director. The post holder will sit as

a formal member of the Trust Leadership Team.

The postholder is required to work with medical, clinical, commercial and administrative

colleagues at all levels within Private Care and the Trust, and will maintain constructive service

relationships with all stakeholders

The postholder will be expected to support and develop active working relations with relevant

national and international organisations including: private healthcare insurers, funders and

providers, embassies and other governmental and non-governmental bodies to promote our

services and support our growth strategy.

2. Key areas of responsibility

Strategic leadership for implementation of the Private Care strategy

2.1 The operational delivery of the Division’s business plan, including the achievement of performance and financial targets, with a consistent focus on the highest standards of treatment and care with the Divisional Nurse Director.

2.2 Site strategy development including Cavendish Square (a new private patient site in Central London), Chelsea, Sutton and Kingston.

2.3 Ensuring organisational progress against the Divisions risk register and governance objectives, including effective management of incidents and complaints.

2.4 Provide leadership and direction for all of the operational activities of the Division, with the authority to make operational and policy decisions as required.

2.5 Provide expert advice to the Managing Director, Trust Board and its Executive Team on all appropriate operational issues.

2.6 Work with the Transformation Board, Surgical Strategy and other Trust-wide initiatives to embed continuous service improvement.

2.7 Support closer working with Clinical Research and the Trust’s research strategy wherever possible.

2.8 Contribute to ensuring that the corporate aims and vision of the Trust are achieved.

2.9 Set the vision with the Managing Director and determine the objectives of Private Care, monitor performance against these and take corrective action where appropriate.

2.10 Lead, manage and develop a culture and environment where safe and high quality patient care is consistently delivered across Private Care.

2.11 Lead Private Care in the planning of service developments (including capital development) which most appropriately meet the needs of patients and achieve the maximum service return on the resources invested.

2.12 Take responsibility for strategy and policy development related to Private Care including the implementation of any legislative requirements and risk management arrangements.

2.13 Work with all staff to develop changes in clinical practice through the development of research and evidence-based practice which compliments the Trust Five Year Strategy; promote effective leadership by empowering individuals to take appropriate decisions and encourage team working.

2.14 In conjunction with others, agree capacity and efficiency plans and be responsible for delivering agreed activity levels to enhance performance.

2.15 Work with key partner originations (e.g. RM Partners and ICR) to ensure successful collaboration in the fields of cancer service and research.

2.16 To participate in Director on-call rota.

2.17 Deputise where appropriate for the Managing Director.

3. Performance and resource management

3.1 Lead the development of strategic plans for departments within Private Care and the creation of business plans to support service delivery.

3.2 Agree activity levels and produce capacity plans for Private Care which achieve delivery of key targets.

3.3 Advise on, and where appropriate to ensure implementation of, new practice/ developments within Private Care which may have an impact on the effective and efficient delivery of activity targets.

3.4 Ensure full compliance with the statutory responsibilities of the Trust for Health and Safety and fire safety regulations.

3.5 Ensure that effective operational management arrangements are in place.

3.6 Ensure delivery of efficient and productive work processes and systems top meet/ exceed local/ national targets.

3.7 Ensure cohesive working practices within the division and in collaboration with other Divisions and services of the Trust.

3.8 Ensure business objectives are met, including those derived from local SLAs and Trust Business Plan.

3.9 Ensure Private Care is able to meet all national and local performance standards taking corrective action where necessary.

3.10 In conjunction with others, agree capacity and efficiency plans and be responsible for delivering agreed activity levels to enhance performance.

3.11 Contribute to the establishment and monitoring of internal and external standards to maintain, monitor and improve patient safety and quality of care.

3.12 Contribute to the Trust’s transformation plans and efficiency targets.

3.13 Work with Finance to ensure services are appropriately costed and priced for the market.

3.14 Plan specialist service bids and business cases in conjunction with multi-disciplinary teams and Head of Commercial Finance and submit in line with Trust/external requirements

3.15 Work with Finance, the Divisions and other providers to ensure Service Level Agreements (SLAs) are effectively implemented and managed

3.16 Monitor income and expenditure. Identify causes of variance and ensure the timely reporting of significant issues. Devise remedial action plans where appropriate.

3.17 Review and authorise out of hours payments, agency staff usage and on-call payments

3.18 Ensure maintenance and supply contracts are reviewed to ensure value for money and quality of service provision.

3.19 Actively contribute to the Trust’s annual business planning and strategic review process.

3.20 Be aware of latest best practice, thinking and service delivery elsewhere.

4. Human resource management

4.1 Further develop a culture where empowerment is the norm and decision making is allocated to appropriate levels, allowing every individual to feel able to make a valuable contribution.

4.2 Ensure that effective appraisal and personal development planning mechanisms within the Private Care Division and that corporate workforce targets are met.

4.3 Ensure mechanisms are in place for effective staff engagement and that there are year-on-year improvements in staff survey results.

4.4 Ensure the right calibre of individuals are recruited and retained with necessary training knowledge and expertise to perform an outstanding role.

4.5 In conjunction with Private Care leads, agree job plans and appraisals with consultant medical staff and ensure that effective arrangements are established to engage doctors and other clinical professionals in the planning and management of services.

4.6 Ensure workforce planning is in place for development of new and existing services, undertaking appropriate staffing or skill mix reviews where appropriate, and in partnership with Human Resources.

4.7 Promote staff education and development opportunities throughout the Division in line with overall objectives of the Division and individual educational requirements.

4.8 Lead or participate in disciplinary, grievance or other employee relations investigations or hearings.

4.9 Adhere to all Trust HR policies and procedures ensuring compliance with employment legislation and regulations at all time. Compliance with the Trust’s Diversity and Equality Strategy, and Improving Working Lives should also be adhered to with measures taken to embed this into the division.

5. Communications and relationships

5.1 Develop and maintain productive relationships using effective pro-active communication mechanisms with staff maximising the opportunity for staff involvement.

5.2 Maximise opportunities to promote work and achievements of the division.

5.4 Develop excellent relationships with clinicians to ensure that professional staff have an opportunity to influence the planning, management and development of services within Private Care.

5.3 Develop effective partnerships with other Divisions and corporate functions in order to develop the Trust business strategy and operations of the Trust.

5.4 Develop productive relationships with all external stakeholders including CCGs, NHS Commissioning Board outposts and any other Local Authorities.

5.5 Investigate and action complaints made by members of staff, the public, patients’ representatives or other groups/people, including undertaking face-to-face meetings with patients, their relatives or carers.

6. Governance

6.1 To be fully involved in the integrated governance framework within the Division ensuring systems and processes are in place to provide the required assurance to the Trust Board.

6.2 Review and maintain clinical standards alongside the Divisional Clinical Leads and Divisional Nurse Director in order to ensure the highest standards are achieved and that relevant national policies and objectives in relation to clinical governance are achieved.

6.3 Ensure full compliance within the Division with the Trust’s complaints and litigation procedures, taking action where necessary to improve the quality of service to patients.

6.4 Monitor performance against NHSLA requirements and initiate appropriate actions to ensure plans are in place for ongoing improvement.

6.5 Take overall responsibility within the Division for ensuring compliance with Health & Safety regulations.

6.6 Initiate and review serious incident investigations, participate in panels, implement and monitor resulting actions plans, ensuring patient and employee safety.

6.7 Co-ordinate and support research and development activity within the Division ensuring research governance standards are adhered to.

6.8 Provide service lead for clinical records management and ensure that statutory and Trust requirements for record keeping are met.

6.9 Lead on complaints with the service manager who will co-ordinate and/or draft responses, and devise remedial action plans where appropriate. This may include face-to-face meetings with all parties (including patients) as necessary.

6.10 Ensure serious incidents are investigated and oversee the implementation of corrective action plans.

6.11 All governance and performance functions are translated through service lines.

6.12 Review standards and policies across all sites to ensure equity and continuity.

6.13 Develop, implement and report on clinical governance objectives for the service

Appendix 1 - Main terms and conditions

Salary £110k - Very Senior Manager

Base The post holder will be expected to work across all sites (London: Chelsea; Surrey: Sutton and Wallington)

Additional terms and conditions

1. Confidentiality and Data Protection Act/GDPR

1.1 On appointment, you may be given access to confidential information which must only be disclosed to parties entitled to receive it. Information obtained during the course of employment should not be used for any purpose other than that intended. Unauthorised disclosure of information is a disciplinary offence.

1.2 All employees of The Royal Marsden NHS Foundation Trust must not, without prior permission, disclose any information regarding patients or staff (please also see the Trust’s policy on Whistleblowing). In instances where it is known that a member of staff has communicated information to unauthorised persons, those staff will be liable to dismissal. Moreover, the Data Protection Act 1998 also renders an individual liable for prosecution in the event of unauthorised disclosure of information.

1.3 All employees are expected to comply with the requirements of the GDPR (General Data Protection Regulations which come into effect on 25 May 2018.

2. Safeguarding and Wellbeing of Children and Vulnerable Adults

5. Emergency Planning

5.1 In accordance with the Trust's responsibilities under the Civil Contingencies Act 2004 all staff are required to undertake work and alternative duties as reasonably directed at variable locations in the event of and for the duration of a significant internal incident, major incident or pandemic.
