1.0 Revisions and Additions
1.1. Refer to Attached Drawing DM01 – Demolition & Relocation Exiting Equipment
The location of new ATS4 and existing EM4 is shown inside the Telephone Room.
1.2. Refer to Attached Drawing E02 – Single Line Diagram – New
Miscellaneous information provided and clouded on the drawing.
1.3. Refer to Attached Drawing E03 – First Floor Plan – South Block – New Power Layout
Separate power feeders to be connected from Main Distribution Panel DP-GEN-1 to two (2) New
Disconnect Switches for ATS3 and ATS4 located in the North Block.
1.4. Refer to Attached Drawing E04 – First Floor Plan – North Block – New Power Layout
Cable routing and Locations for new ATS4 and existing EM4 added.
1.5. Refer to Attached Drawing E05 – Roof Plan – South Block – New Power Layout
Location of transition box is changed due to space limitation between mechanical shaft and the roof
penthouse wall. Existing fire alarm junction box location is shown on the drawing. The new
generator power distribution panel is to be mounted on new generator unit as required by CSA282-
15.

1.7. General Clarifications
CSA282-15 refers to all of CSA Standard 282 (2015 revision) and its subsections complete.
2.0 Questions & Answers
2.1 Question:
Structural Drawing S01 shows the structural steel support for the new generator.
It shows the support steel anchored to the precast roof. Note 4 states roof penetrations to be sealed
and waterproofed. Please provide roofing details. Is there no insulation layer? Or tar and gravel
directly on precast as shown? Is there any existing roof warranty?
Answer:
The roofing system is tar and gravel directly on the cast in place concrete structure. Please note that
the roof is cast in place concrete and not precast.
The roof is not under warranty.
2.2 Question:
Who do we contact to arrange a secondary site visit with our subcontractors?
Answer: No secondary site visit is planned.
2.3 Question:
Demolition Drawing DM01 states “Remove concrete pad and restore floor to match adjacent room
floor condition”. Is this correct, adjacent room floor condition? Or was it meant to say “match
existing room floor condition”? Please clarify.
Answer:
Remove existing pad and restore floor to match existing room floor condition.
2.4 Question:
New Natural Gas Metering Station at 399 The West Mall - please confirm the following
assumptions:
a. Contractor to coordinate with Enbridge on the supply and installation of the new natural
gas supply line to the south-west corner of the building.
b. Cole Engineering has verified the line capacity with Enbridge.
c. Cole Engineering has verified that supply gas is available with Enbridge.
d. Cole Engineering has verified that installation is viable with Enbridge.
Answer:
Above assumptions are valid. Contact Person at Enbridge Gas will be additionally provided to
awarded contractor.
2.5 Question:
Please provide a contact at Enbridge Gas who is familiar with this project. Are the existing holes in
the Generator Room wall (adjacent to tunnel) to be sealed and fire-stopped?

Answer:
The sealing and fire-stopping of existing holes (adjacent to tunnel) are a part of Scope of Work
of this project.
2.6 Question:
Refer to Section 4, Electrical 1.2.1 - Please consider adding this to the schedule of pricing with an
allowance for this item. Due to the complexity of the power distribution system and industry
knowledge a third party vendor would need to do a site visit and substantial engineering to provide
a complete bid proposal. If other contractors do not do this study properly it will cause undue stress
for the COT at a later date. In my opinion this could be a $15,000 item.
Answer:
In the Pricing Form, the noted studies are included in the Pricing Form under Electrical, Item 1.
It should be noted that these studies are limited to the affected equipment and branches under
this project only (new and existing equipment). This includes the new Generator power supply
side and the plant normal hydro side.
2.7 Question:
Refer to Section Electrical 1.2.17 – Please confirm what if any review comments from ESA Plans
Approval and THESL could impact this project. Did THESL indicate that any fees would be
pending?
Answer:
ESA Plan Review has been completed and paid for. Applicable comments have been
incorporated into the Tender design contract documents.
2.8 Question:
Refer to Section 1.3.2.1 - Please confirm if all existing natural gas loads and pending future Genset
load requirements has been provided to Enbridge for their design calculations.
Answer:
Confirmed.
2.9 Question:
Refer to Section 1.3.2.1 - Please confirm that Enbridge has enough load volume capacity at the
street for a new dedicated line.
Answer:
Please see Answer to Question 2.4.
2.10 Question:
Refer to Section 1.3.2.1 - Please confirm the start and completion date for work required by
Enbridge as this will directly affect our construction schedule.
Answer:

2.11 Question:
Refer to Section 1.3.2.1 - Please confirm what the associated costs for works performed by
Enbridge will be.
Answer: Associated cost for works performed by Enbridge will be paid by General Contractor. Identify an
estimated price as part of Division 15, item 2 in Pricing Form, Section 3 – Tender Submission
package
2.12 Question:
Refer to Section 1.3.2.1 - Please confirm if the gas supply requirements will be a low psi supply or
a high pressure supply as this will directly affect the meter and PRV pricing. Past COT projects has
carried all these works under schedule of pricing with $30,000 allowances.
Answer:
The supply at Gas Meter will be standard 7” – 14” WC.
2.13 Question:
Refer to Section 1.3.2.1 - Please confirm how your potential design will meet current TSSA
regulations due to potential isolation from two different physical addresses.
Answer:
The current Gas Meter supply is at address 390 The West Mall.
The total gas supply from the 390 address to 399 The West Mall will be cut and capped.
Enbridge is to supply a new Gas Meter at address 399 The West Mall.
The 2 addresses are separated.
2.14 Question:
Refer to Section 15000, Item 2.2.4 - Can Taylor Pipe Support Systems be added as an acceptable
manufacturer of pipe hangers and supports?
Answer:
Taylor Pipe Supports is acceptable manufacturer.
2.15 Question:
Refer to Section 2 – Information for bidders 6.2.a states the Electrical Contractor shall be the
General Contractor and carry subcontractors for mechanical and civil work. R.B. Somerville is a
General Contractor, Mechanical Contractor and an Electrical Contractor. As a Mechanical
Contractor we have all required TSSA documentation and have a valid Electrical Contractor
License issued by the ESA. We do not have the required 10 year ESA requirement. For this project
we would use a subcontractor to conduct electrical works on the project. We have been working
with Toronto and Mississauga Hydro since the early 1990’s. Additionally We at Somerville have 5

current natural gas generator projects with the City of Toronto (see attached purchase orders). I
have also attached additional past similar projects for your review.
Please advise if we are we able to bid this job as a general contractor?
Answer: Construction work pertains to emergency generator replacement which is predominantly
electrical in nature and tie-in to existing facility electrical system and emergency system. The
Electrical Contractor shall be General Contractor and submit the bid for this Tender Call and carry all
required subcontractors for all other works such as mechanical, civil & structural work.
2.16 Question:
Refer to Drawing M01 – Drawing shows the existing 4” gas line at 300 building to be capped. Is
this correct? Is this line not servicing other equipment at 399 building? Please confirm.
Answer:
The gas supply line now passing through the tunnel under the street is to be cut and capped.
The full capacity required for the equipment of 399 The West Mall (Boiler, (2x) AC units and new
generator) will be supplied from the New Gas Meter to be installed at the South-West corner of the
399 The West Mall building.
2.17 Question:
Refer to Drawing M02 - It is noted on the drawing that the “new natural gas pipe supports c/w
roller and clamp”, yet in the specification 15000, item 2.2.2.2, there is no reference to a clamp with
the adjustable roller. Which are we to abide by, spec or drawing? If drawing, please provide
guidance as to what is acceptable manufacturer (make/model) for the clamp.
Answer:
Contractor to abide by spec 15000 item 2.2.2.2 – clamps are not mandatory.
2.18 Question:
Refer to Drawing M04 - Rerouting of existing gas line on the roof to the ACU’s: The sizes shown
on this drawing will require new piping thus negating the reuse of the existing piping (example:
drawing shows approx. 60 feet of 1” piping, yet there is only a minimum amount of existing 1”
piping). Are we allowed to simply bring the existing piping over from one side of the ACU’s to the
other side, all the while, keeping the pipe size runs the same as existing? Please confirm.
Answer:
Everywhere where required install new pipe in accordance with pipe sizes specified in drawing.
2.19 Question:
Refer to Drawing M04 - New 3” natural gas line from vertical shaft to standby generator: What is
the client’s preferred routing of this pipe? To run on top of the Penthouse roof parallel to the
existing 2” gas line, or to run inside the penthouse out through the wall? Please clarify.
Answer:
Existing pipe supplying boiler in penthouse to be cut above point where it enters down into the
penthouse roof, and reconnected with the new gas supply line leading from the New gas meter, onto

the rooftop, to the side of the penthouse along the wall to the roof of the penthouse and to the point
entering the penthouse roof.
2.20 Question:
Who will temporarily relocate and later bring back office shelves / cabinets in order to remove
existing generator?
Answer:
Work to be done by General Contractor. Work to be fully coordinated with Operational Staff of The
West Mall.
