Dear Mrs. and Mr. Silberg,
As the Member of Parliament for Hamilton Centre, I am proud to send my congratulations to you for being honoured at this year’s Annual Negev Dinner.
Since you arrived in Canada in 1977, you have made a tremendous impact on our community. Through your work as pharmacists and business owners, theHealth Matters show, your extensive support for the Jewish National Fund, orthe many hours volunteered at Shalom Village and many other organizations,causes and charities, your efforts have made this community a better place, andthe recognition by the JNF at this Negev Dinner is certainly well-deserved.
Elie Wiesel, writer, activist, Holocaust survivor and Nobel Laureate, wrote, “This is the duty of our generation as we enter the twenty-first century – solidarity with the weak, the persecuted, the lonely, the sick, and those in despair. It is expressed by the desire to give a noble and humanizing meaning to a community in which all members will define themselves not by their ownidentity but by that of others.”
It is in that noble spirit that you have given us so much, and we thank you for it.

On behalf of all of us at Temple Anshe Sholom, it I my pleasure toextend our warmest greetings and a hearty mazal tov to Shirley andHilton Silberg for their well deserved honour at the 2009 Jewish NationalFund Negev Dinner.
It states in Sefer Hasidim that, “when a community does not appreciate agood leader, they get a weak leader.” The Hamilton Jewish communityhas an honourable history of fostering strong communal leadership. TheJewish National Fund, through its annual Negev Dinner, helps us torecognize and appreciate that leadership, both of the JNF itself and thecommunity at large. Certainly the Silbergs, through their outstandingcontributions to the JNF, the JCC, Beth Jacob Synagogue, ShalomVillage and many other communal organizations, epitomize the strengthof spirit and depth of commitment that defines good, strong leadership.Our community is blessed to have then among us. May they be blessedfor all they accomplish on our behalf.

It is my pleasure to congratulate Shirley and Hilton Silberg on behalf ofHamilton’s Out of the Cold on being the 2009 Negev Dinner Honorees.
For nine years, Shirley has been a committed and valuable volunteer cook for our food and shelter program which each year serves thousands of guests who otherwise would not be able to meet their basic needs. Her education and expertisein the fields of nutrition and pharmacology are called upon often and her willingness to do just about anything to maintain our standards and meet our challenges in a jovial manner and distinctive accent is simply inspiring! Shirley has even enlisted Hilton who now gives of his time doing late night security shiftswatching over our homeless guests.
The Silbergs’ involvement brings them great satisfaction and also is a testimony to their commitment to strengthening our larger community.

Sea, there is a major Research and
Development Station called Yair. It is
one of a network of agricultural R&D
stations developed and supported by
KKL-JNF and Israeli government
ministries throughout the country.

The proceeds from this evening’s dinner in tribute toShirley and Hilton Silberg will be used to convert oneof the hothouses at the station into an agriculturaltourism centre for visitors travelling the Arava highway.Facilities will include an auditorium, a cafeteria,meeting space, displays of agricultural products fromthe region, and explanations of the R&D workundertaken in the region. There will also be a specialsection devoted to KKL-JNF agricultural R&D activitiesin general, and those at the Yair Station in particular.Tours from the centre will take visitors to thegreenhouses where they will show visitors howhothouse farming is done.
KKL-JNF established the Yair R&D Station in 1986.The research activities are undertaken jointly by KKL-JNF researchers, Ministry of Agriculture advisers,Volcani Institute scientists, commercial companies, andmarketing organizations. However, the fascinating andpioneering work at Yair Station has remained largelyunknown to the general public. The Visitor Centre will
showcase the work done at the Station, its researchachievements and KKL-JNF's work in general in aninteresting and accessible manner.
The Station focuses on encouraging the developmentof modern agriculture in the region as a key basis for community development. The lessons learned inthe region have had a profound impact on Israeliagriculture. Improving agriculture in the Arava regionalso furthers the goal of resettling people in the Negevto take pressure off the population density in thecentre of the country.
A few of the Research projects in progress at the YairStation are:
• Aquaculture – focusing on studying the breedingand growing of ornamental fish. The Arava exportsmillions of ornamental fish annually
• Organic Agriculture – in response to global demandfor organic produce, the Yair station is currentlygrowing a wide variety of orchard fruit, vegetablesand herbs.

• Researchers are investigating: options for the nourishment of plants; various plant protection issues; soil alternatives for vegetables; hydroponics and new technologies aimed atimproving climatic conditions in the greenhouses.
• The Research Station conducts studies to prevent soildiseases in vegetables and flowers. They are also involved in working to quarantine pests such as the date palm weevil and the Mediterranean fruit fly. Protecting farmers’produce from pest infestations is critical in ensuring success in exporting their crops.
The Yair Research and Development Centre, ideally locatedalong the Arava Highway which connects the Dead Sea, Be’erSheva, and Eilat, is visible from the highway. The Visitor’s Centre will entice Israeli families and tourists to Israel to enjoy a break, and stop at the centre. They will than have theopportunity to learn firsthand about hothouse farming and the many other innovative projects and initiatives beingdeveloped in this otherwise arid land.

The Jewish National Fund – Keren Kayemeth
LeIsrael – was founded in 1901 to purchase land
for the return of the Jewish people to its ancient
homeland. In the 108 years since its creation, the
organization has worked tirelessly to restore the
land, to enhance and foster environmental quality
and to nurture Zionist values.

JEWISH NATIONAL FUND
The JNF-KKL has always championed the principle of
sustainable development, the meaning of which can be found
within the organization’s very name “Keren Kayemeth”
(“kayamut” is Hebrew for sustainability). Its allocation of
lands and natural resources in Israel is based on the use of
“interest” on the “principal” that nature provides, together
with meticulous protection of the “principal” for the future.
Since Israel achieved Statehood in 1948, JNF’s achievements
have included planting more than 240 million trees,
reclaiming more than 300,000 acres of land for agriculture,
housing and industry, creating over 1,100 rural villages,
building more than 4,000 miles of roads through
mountainous and desert terrain and establishing some 450
regional parks throughout the country.
Largely as a result of the afforestation programme, Israel was
the only country in the world which had more trees at the
end of the 20th century than it did at the beginning. These
trees enrich and conserve the soil against wind and water
erosion, something which is of paramount importance in a
semi-arid country such as Israel.
Israel is also acknowledged as a world leader in water
conservation and recycling. Two thirds of Israel’s land is
desert and rain falls only for about 50 days a year, between
November and March. Some parts of the Negev are particularly
arid, receiving only 25 mm of rain per year. JNF has built
water reservoirs and dams all over the country with a total of
more than 100 million cubic metres – about six percent of
Israel’s annual water consumption.
Over the years, reservoir technology has become
incomparably more effective and sophisticated, thanks
to Research and Development being conducted by
JNF-KKL and its partners and to lessons learned from
actual experience in building them. The construction work
provides economic support for a wide variety of industries

involved in the physical, technical, practical and operative
maintenance of their infrastructure, such as the plastic-sheet
sealing industry, water pipes, filters, pumps, irrigation systems,
control systems and fences.
Effluents - partly purified sewage water - are stored in reservoirs,
too, instead of simply flowing freely into the environment. This
prevents the pollution of rivers, soil, and underground water
sources as well as the Mediterranean, Lake Kinneret, the Dead
Sea and the Red Sea. The effluents, which contain many
fertilizers, are used for agricultural irrigation in places with little
rain, enabling intensive, profitable agriculture even in regions
where there would otherwise be no agriculture at all. Now,
because water is available, there can even be two-and-a-half
growth cycles in a year.
The reservoirs are scattered all over Israel. They add beauty to
the scenery, provide a habitat for many birds and fish, create
ecological hubs and also provide an environment that delights
the eyes and the souls of local residents, farmers, hikers and all
other visitors.
Protection of natural resources and ensuring the quality of life for
all residents of Israel and their descendants continues to be one of
JNF-KKL’s environmental objectives. Sustainable development
constitutes the natural continuation of the organization’s historic
role: protection of the land and its development for the benefit of
the entire people, today and tomorrow.
JNF-KKL is closely involved in a national project to replace toxic
chemicals which are presently used with owls and kestrels. They
would eat the small rodents which plaque many agricultural
fields. For the last few years, the farmers in the Bet She’an Valley
have been working with JNF-KKL to develop proper nesting boxes
for the predatory birds. Professional instructors have shown the
farmers where best to place the boxes; today, there are 650 pairs of

predator birds in the area. Over the next three years, the project
will be expanded into the Hula Valley, the Golan, the Acre Valley,
Lachish, the central and western Negev and the Jordan Valley.
JNF-KKL continues to provide recreational areas and cycling trails
to improve the quality of life for all residents. In August 2008,
for instance, at a special sports day in the Carmel region’s Ofer
Forest, the Carmel cycle path was dedicated in memory of six
infantrymen from the 7002 Reservists’ Brigade who had been
killed in the line of duty. The cycle path will provide welcome
relaxation for many of the men’s comrades and their families.
In recent months, JNF-KKL experts have helped the people of
East Timor with their reforestation program. JNF-KKL are also
working with Canada’s First Nations community in Grand Rapids,
Manitoba to create a greenhouse program that will allow them to
grow their own fruit and vegetables year round, thus benefiting
their community in many ways.
Environmental issues such as these continue to plague the planet,
and JNF-KKL is always willing to share its knowledge with others,
in order to improve life for everyone. The project selected by our
Hamilton honorees to build a Visitors’ Centre at the Yair R &D
Station is totally consistent with the goals of the JNF to share its
expertise with others and to improve the environment in which
we all live. All these activities are excellent examples of ways in
which Jews and non-Jews around the world continue to partner
with the people of Israel in their common quest for harmony,
beauty, the highest quality of life and ultimately, ‘shalom’ – peace.
Thank you for helping JNF-KKL continue to turn vision into reality.

BiographyHilton and Shirley
silberg
Hilton and Shirley both grew up in Durban,
South Africa.
Shirley’s grandparents immigrated from England
and Romania. Her maternal grandfather Aaron
Cohen, stowed away on a ship from London, England
to Durban as a teenager. He established himself as a
prominent business man in Durban, and was
instrumental in building the orthodox synagogue,
and remained an integral part of Durban shul life.

Shirley’s parents Max and Isabel Gitlin were married in
1942, and had 3 children Brian, Barbara and Shirley.
Max was a specialist in physical medicine (similar to a
sports medicine doctor today) and Isabel ran the practice.
From a young age Shirley was known as ‘carrot tops’ as she
had flaming red hair (something that attracted Hilton years
later) and was a ‘tomboy’, once falling out of a tree and
breaking her arm. Being the baby, the family legend is that she
was always doing things she shouldn’t have, but somehow, was
never reprimanded.
In school Shirley was very active. She captained her
school netball team and was on the field hockey and
swimming team. Shirley in fact, was instrumental in
designing her Carmel College (the Hebrew day school)
summer uniform. Her acting debut in Toad of Toad Hall
was an indication of her artistic skills as she landed the part
of a turkey and her lines were ‘gobble, gobble, gobble”.
Needless to say, her acting career was short!!
Shirley has always loved animals and remembers epic
birthday parties for her dogs complete with party hats,
streamers and chocolate cake.
Shirley was always involved in Jewish life. She attended
Habonim (Durban) for many years and was a Madricha for
a few years and at eighteen, soon after matriculating, she
visited Israel for the first time.
Hilton’s grandparents all immigrated from Lithuania and
his mother Brina’s parents settled in Johannesburg, and
Sam’s parents settled in Pretoria.
Sam and Brina were married in 1947 and moved from
Johannesburg to Durban where Sam built a successful career
in the retail furniture business. They had four children Sheryl,
Hilton, Lynn and Brett.
Hilton also was very active in sports playing soccer,
cricket and swimming for his school. In those days in South

Africa, in addition to school sports there, were club sports after school.
Hilton played soccer for a variety of teams, and for two seasons
captained the Durban Maccabi soccer team.
In addition, Hilton at age eleven and his sister Lynn started competitive
ballroom dancing. Hilton at age sixteen and Lynn, became the South
African Juvenile Ballroom Champions and runners up in the Latin
American Championship.
Hilton was an entrepreneur from a young age. After high school, he
started a DJ service and ran the business through the first few years of
pharmacy school.
Hilton was also very active in Jewish life in Durban. He attended
Habonim (Durban North) for many years and was a madrich as well.
Despite the fact that, the Jewish community was not very large, and
that Hilton & Shirley were both active in Habonim and attended many
Jewish functions they only met when they both entered the Natal
Pharmacy School in Durban.
They met in first year and started ‘going out’ at the end of that year.

Hilton on his soccer team, later to captain theDurban Maccabi soccer team
and, after they received their pharmacy licenses, married in
1974 just before Hilton started doing his mandatory one year
army service.
He traveled around South Africa to four different army camps
and since Shirley was able to move with him across the country,
they were never apart for more than a few weeks.
Soon after Hilton completed his year’s service Hilton and
Shirley embarked on a 10 months backpacking trip around
Europe, Israel ,the United States and Canada. The trip
culminated in Montreal for the 1976 Olympic Games. That
was when the seeds of immigrating to Canada were planted.
On their return to South Africa they started their efforts to be
accepted to Canada.
After being rejected as immigrants three times, Hilton drove
from Johannesburg to the Canadian Embassy in Pretoria, and
staged a mini ‘sit-in’ until he convinced the immigration officers
to see him. After the meeting, and with a sponsorship letter
from a Jewish family in Toronto, the officer overturned the
rejection and the Silbergs arrived in Canada in August 1977.
They attended the University of Toronto Pharmacy School for
two years in order to have their qualifications recognized in
Canada – attending classes from 9am until 2pm and then
working form 3pm until 11pm at a retail pharmacy owned by
their Canadian sponsors.
Mark was born in 1979 at Mount Sinai Hospital in Toronto.
They both received Canadian accreditation in 1980 and
worked in Scarborough until 1981. Then they opened the
Amherst Pharmacy in Dundas, with their partners, the families
who had sponsored them to Canada.
The Silbergs were welcomed into the Hamilton/Dundas
Jewish community. In fact Hilton was talked into playing
in the Hamilton Jewish Men’s Baseball League soon after
moving here.
Maxine was born in 1981 and Brad was born in 1982, soon
after they bought out their partners and changed the store’s name
to Hiltons Pharmacy.

In 1987 Shoppers Drug Mart bought Hilton’s Pharmacy and Hilton
and Shirley operated two franchises in Dundas for the next four years.
In 1992, Hilton and Shirley left “Shoppers” behind to open their
first DayNight Pharmacy on the east Hamilton Mountain. It was the
first pharmacy in Hamilton to stay open until midnight. Hilton and
Shirley realized that to really help people you couldn’t do it on
bankers’ hours, Hilton took on City Hall and won an amendment to
a long standing by-law that would now allow DayNight Pharmacy to
help people even after work. The victory for patients also allowed
DayNight Pharmacy to really live up to its name.
Throughout the years, the pharmacy grew into a chain of five
incredibly successful stores.
The success caught the eye of Katz Group Canada and in the fall of
2007, Hilton and Shirley sold their business to the pharmacy giant
under the Rexall Pharma Plus brand.
Hilton has served the Hamilton Community with commitment,
humour and heart. He served on the Dundas Community Services

Board. He is a great supporter of the Hamilton JCC and for 4
years, chaired the Walk for Israel. He has volunteered with the
Hamilton North End Breakfast Program and has sat on the Beth
Jacob Board of Directors, the Shalom Village Board of Directors
and the Shalom Village Foundation Board. He is the immediate
Past President of JNF Hamilton, and has been co-chair of the
JNF Negev Dinner Advertising Committee. Shirley has also been
an active contributor to the Hamilton Jewish Community for
many years. Her involvement has included volunteering at the
Hamilton JCC programs, the Hamilton North End Breakfast
Program, being a cook at the ‘Out of the Cold’ program since its
inception and volunteering at Goldie’s Place day program for
adults at Shalom Village. As a volunteer at the JNF, Shirley was
instrumental in the development of the reserved seating concept
at the Negev Dinner in Hamilton and she chaired the seating
committee and dinner committee for many years.
Semi-retirement has not slowed the Silbergs down at all. In
fact they’re busier than ever with community efforts, new
projects and as local media celebrities on the hit radio show
Rexall Radio Health Matters heard weekdays from noon to 1pm
on Hamilton’s heritage News Talk station 900CHML. Their
philosophy on life is very simple “give first of yourself and you
will always be rewarded. Rewarded with the feeling that comes
