  • Message from Mr. Osamu Tsukamoto, President

    I assumed the office of President of Japan Coal Energy Center (JCOAL) on June 9, 2015 taking over from my predecessor Mr. Toru Namiki who had been making his strenuous endeavors in bolstering constructive relationships with a variety of key stakeholders in coal-related industry as well as governments.

    Having undergone the overwhelming impact by the East Japan Great Earthquake and Tsunami that hit Japan on March 11, 2012, Japan took two years in re-establishing its national energy plan through the 4th National Energy Plan (the Plan), which was approved by the Cabinet on April 11, 2014.

    The newly revised national energy policy that is indicated in the Plan defines coal as important as ever in the re-established national energy mix so that it remains to bolster Japanese economy as a base load generation resource in the national generation mix, situation of which will urge further dissemination and utilization of Clean Coal Technology (CCT) in the country, in view of climate change coming up as an imminent global issue.

    As one of the top runners with the world highest efficient power plants, Japan is committed to sharing its knowledge, experience and technology-CCT with rest of the world so that we will be able to tackle with climate change in concerted manner. I would like to mention that the Plan also refers to the significance of strategic enhancement of R&D and other measures to ensure the effective and sustainable coal utilization on a global scale.

    In the meantime, Subgroup of the Mining Sector of the Working Group on Resources and Fuels, for Commission for Integrated Energy Resources Study under Ministry of Economy, Trade and Industry of Japan (METI) has been discussing the same subject of sustainable and affordable utilization of coal, for which it says the following actions shall be required: Enhancement of transportation and infrastructure development, facilitation of R&D with focus on utilization of under-developed low rank coal, further enhancement of high-efficiency coal power generation technology, promotion of technology development for power generation by co-combustion of coal and biomass as well as acceleration of CCS development.

    If I may mention it, all these proposed actions and policy direction are what JCOAL has been proposing and trying to share with relevant stakeholders globally. Therefore the Plan and discussions and advice by the Commission have confirmed that what we have been doing so far is and what we will continuously engage in will be conducive to our national energy and coal policy and also to the global efforts for sustainable, affordable and effective utilization of coal that have been well initiated by METI.

    I do not forget to note that such mid-term coal policy proposals, etc. to support our government may not have well formulated without a variety of insightful ideas and advice weve obtained from our member companies and rest of domestic and international stakeholders.

    As aforementioned, CCT with its appropriate development and dissemination will provide us with one of crucial measures to address sustainable energy supply and CO2 emissions. We have to admit that we are facing a variety of barriers and issues in several aspects-from technology to finance and market. However, we are determined to take further steps in closely concerted cooperation with our global and domestic partners, which I believe will open the door to sustainable and affordable coal utilization.

    JCOAL, well versed in global situation of coal resources and coal utilization as well as related technologies, is going to even more active as the one and only organization in Japan with coverage of upstream to downstream of the coal sector, so that the world-cleanest coal utilization knowledge and experience Japan boasts can be well shared with many other countries that need sustainable coal utilization for their own development.

    Clean Coal Day 2014

    The symposium Clean Coal Day (CCD) was established in September 1992 as one of the activity for coal PA by the request of Agency for Natural Resources and Energy, METI. Its memorial day is scheduled September 5 annually.

    The following is the activities in 2014:

    1. Title Clean Coal Day

    2. Purpose Coal is on the higher ground to compare with other fossil fuel in its reserves, stable supply and economic efficiency and so it is expected to provide more amount used. Japan also considers the coal as an important energy to provide a stable supply and it is clearly mentioned in the Japans New Energy Policy that the coal should be used as an important energy resources for power supply. Therefore, when using the coal as fuel, the energy security with environmental friendly technologies should be kept considering the weak point of environment load that CO2 emission per unit volume is larger than other fossil fuel and it produces sulfur oxide, nitroxide and soot dusts. In this situation, Japan will strongly promote development and innovation of CCT and CCS to keep good and long relationship with many countries. Japan has environmental friendly latest CCT. Thus, Japanese technologies should be exported to many countries for zero-emission world. Sub-Title Clean Coal connects to the Future
