In June 2008, Asian Development Bank agreed to provide the Government of Nepal a grant of US$ 25 million and Government of Nepal to finance US $ 6.2 million for the purpose of enhancing the ICT facilities in Nepal. The total project investment cost is estimated at US$ 31.2 million. The project envisage in providing;

The Government has requested for cancellation of rural e-community component due to its duplicate efforts from other government and private institutions .This component covers particularly remote areas via the improvement of rural connectivity using wireless broadband networks in 38 specific districts for the purpose of mobilizing community for increased social economic activities using village network portal and Tele-centers. This initiative is in process of being addressed by different initiatives of the Government of Nepal, NTA and telecom providers. Regarding the rural telecommunications, telecom providers are already present in all 75 districts of the country and, additionally, there are specialized rural telecom providers who have been licensed under the pre-condition that they started services in specific rural areas. Thus , during the last review mission ,the ADB and government had agreed to cancel the component and reallocate the adequate budget in Government Network and NID component .The grant reallocation was approved on 21 March 2013 and canceled the rural e-Community component . Accordingly the project comprises with the following components.

Government network (government information and data centre, government groupware);

e-Government applications (enterprise architect and standards, database for national identification system, e-governance in the PSC, e-governance application for land records management and on-line vehicle registration and driving licenses and renewal process); and

Human resource development of e-governance (builds awareness, knowledge, skills of stakeholder, establish computer laboratories for capacity building.

E-government encompasses a wide range of applications and services that requires and facilitates inter-departmental communication and co-operation within the government. A major goal of e-Government promoting improved interaction between the government agencies (G2G), Government to Business or Industry (G2B) and most significantly Government to Citizen (G2C) services and encouraging efficiency and cost saving.

In order to support the new application critical to the success of e-Government initiatives, a integrated approach with robust network infrastructure is needed that can deliver the performance, flexibility and scalability that the Government can rely for many years to come.

Status:

The Supply of Equipment, Installation, and Commissioning Communications and Government Network Set-Up Training and Capacity Development, Operation Testing and UAT of Lot 1 and Lot 2 equipment was completed. The roll out system is under the process. The National Portal was installed in the respective equipment. The equipment of groupware was shipped on 16 Sep 13.The application is being customized. The disbursement of Lot1 and Lot 2 was completed and 97 % physical progress has been reached. 90 % payment of Lot3 has been disbursed.

The NITC first publication for bid submission of additional hardware was made on 16 Sep 2013 in National Daily News Paper. However the first bid was canceled due to some technical reason .The NiTC published for re-bid submission for the second time on 12 February.

The contract was awarded to Infinite Computer Solutions (India)Pvt.Ltd on 12 Feb 2013. The stage of project initiation of ‘As is’ ,’To be’ and ‘Business Process Reengineering ‘ was finalized . Several meeting and workshop was held with multi stakeholder. The feedback and comment form was distributed to the related various personnel .Accordingly, the SRS was completed and demo version of the application was also completed from the part of the contractor .The feedback form has been provided to the personnel of the PSC to acquire the comment and suggestion on the application. The feedback has been provided by the personnel of PSC. Accordingly the contractor has incorporated the comment made by PSC .The Observation tour has been made for 5 personnel out of 20 . 10 % advance payment and payment against completion of SRS was disbursed. Near about 50% physical progress has been made by PSC.

Land Records Information Management System

To improve land record management and service delivery to citizens and to introduce user-friendly applications for accessing and updating land records documents

Objectives:• to improve the existing record management system with the

application of IT• to introduce online service in the land revenue offices for efficient

and effective delivery of services• to integrate national data on land records for better planning• To provide LIN ( Land Identification Number) number to the land

owner to view their land record on online request

Land Records Information Management System

Status: The contract was awarded to RMSI Pvt.Ltd on 1 April 2013.The

stage of project initiation of ‘As is’ ,’To be’ and ‘Business Process Reengineering ‘ was finalized .Several meeting and workshop was held with multi stakeholder. The feedback and comment form was distributed to the related various personnel . Accordingly, the SRS(Software Requirement Specification ) was completed and among three build the first build of application is being finalized by this month. The observation tour was completed. DOLRM is also incorporating some cases in their application learnt from the observation tour. The process of digitization has initiated in 7 LRO. The comprehension test case scenario process was also completed. In the mean time the process of exceptional handling is also covering. The DOLRM is initiating for hardware procurement and network design. 10 % advance payment , payment against observation tour and payment against SRS was disbursed. More than 50% physical progress has been made by DOLRM.

Electronic Driving License and Vehicle Registration System

The project aims to computerized for vehicle registration and driving license system .

Objectives:

This system will setup personalization center to distribute the smart cardfor driving license anticipating to be replaced the existing normal card . To request the driving license on online registration.To view the vehicle record of the owner through online sytem .

Electronic Driving License and Vehicle Registration System

Status:

The contract was signed with Madras Security printers Pvt.Ltd .Consequently, the 10% advance amount has been requested to the ADB as per the terms of payment which was already disbursed on 8 Jan 2014.

The office of Contractor was established in the premises of DOTM and commenced the task of the project. The contractor has also submitted the initial system study report. The contractor is initiating the system analysis process.

Government Enterprise Architecture (GEA)

What is GEA?Government Enterprise Architecture (GEA) is a guidelines and architecture

principles for data interoperability between departments and also efficient government service delivery to citizens and business in a country. The principles are drawn from business services and technology services perspective.

The GEA is therefore, performs assessment of each department to understand the business functions of each from G2G, G2C and G2B perspective. Subsequently studying best practices from various countries the business process re-engineering is advised, if required.

The business process re-engineering would involve adopting the best practices recommendations and then implementing the technological parameters to deliver the current and new business practices through a common platform called the GEA to the citizens and services.

Government Enterprise Architecture (GEA)

Objectives & Scope:

• To establish Government Enterprise Architecture based on SOA (Service Oriented Architecture principles) .It is independent of any vendor or product or technology .

• To develop and deploy Government e-Service Portal which will be hosted at Government Integrated Data Center (GIDC), National Information Technology Center (NITC).

• To assist other implementing agencies to develop their e-Service Applications in compliance to the GEA

• To map at least one legacy system into new architecture

Status:GEA and NEGIF was developed and uploaded in the NITC web Site .

The NITC is developing a National Policy operating guidelines for GEA and NEGIF .

The national portal is launched in October, 2013 .

The project will build awareness, knowledge and skill of the key stakeholders in ICT governance. It aims to help in improving efficiency in delivery of e-services to the community.

Objective: • Build awareness, knowledge and skills of the key

development of new teaching materials etc.• Share experience and knowledge to promote e-

The hardware equipment was delivered and is being installed in al the government institutions . The completion of installation is being presumed by end of the February

10 % Advance of the Imprest fund was deposited and forwarded to all the Institutions proportionately. The TOT training (Training program in Thailand – May 22- June 2, Information Communication for e-Governance) for Government personnel along with the personnel of EA was conducted. The training institutions are preparing the TNA and curriculum Development .The National Center for Education performed the training (Three-day Orientation Course on ICT and e-Governance) for Joint Secretary Level. The national training for health center performed the training ( Three-day Orientation Course on ICT and e-Governance ) . LDTA has accomplished the several TNA for VDC, DDC and municipalities. Staff college also developed some TNA. PTA conducted 5 TNA workshops. PTC completed the TNA and designed the course. NCED conducted workshop for training material development .NPA completed the computer basic training course .Accordingly, the training institutions are initiating to prepare the training curriculum as required during the TNA. Almost 600 personnel were trained as of now by all the training institution. The female participants are also participating in the multiple training courses. Near about 60% physical progress has been made by MOGA .
