PRESIDENT'S COMMENTSPresident Paul McInnis summarized his two year term in office. Henoted the references to the "Points of Emphasis" both in the NCAARule Book during the last two years and his references to thamin his"President's Letter" in the last two NIHOA Officials Directories. Itwas evident th~asa result of emphasizing the needs to "clean upthe game" in the last two years, both in meetings of Chapters and atthe various clinics, that sustantial progress has been made.Of prime importance during the past year, Paul noted, that an on-icesession has become an integral part of the co-sponsored NIHOAjECACRegional Clinics. Paul also noted that a review of the variousrules used by NIHOA officials have been reviewed at each clinic.Further, that the differences between the various rules. i.e.;NCAA, AHAUS, Federation and various league modifications have beenmade part of the clinic agendas.

Paul,in closing, expressed his thanks and appreciation to theother officers and membership for their help and assistance duringhis administration.MULTIPLE RULES DISCUSSIONDuring a detailed discussion on the various rules used it wasemphasized that the NIHOA Chapters must be in a position to providethe customers or clients with the services they require. It isimperative to have training programs for officials and Chapters musthave officials available to use the rules the customer wants. Inessence, NIHOA and its Chapters must educate, train and supplyofficials in sufficient quantity to administer whichever set of rulesthe. college, high school or league require. It was noted that mostNIHOA officials currently carry three different rule books in theirbag.Reference was made to the Massachusetts Secondary Schools adoptingthe Federation Rules. It wasalso indicated that the Federationusually has it's rules meeting prior to the NCAA rules meeting andtheir~are still many differences between the two sets of rules. Overthe years attempts to meet with the Federation have not beensuccessful. However, attempts will be made to meet with the Federation.(It is anticipated that a Federation representative will be invited tothe NCAA Rules Meeting in 1988.)MAINE CHAPTER I'l'EGOTIATIONSWITH STATE PRINCIPAL'S ASSOCIATIONDirectors from the Maine Chapter related the difficulties during thepast season with their secondary schools Principals Association.Newspaper articles relative to a possible "strike" by the Maineofficials were distributed for review. Although Maine officialsdid officiate the ·~i~ games involved durin~ the past season theyexpect to enter into further negotiations to clarify their positionwith their principal's association.

-J-TRANSFER OF MEMBERSHIP REQUIREMENTSThe North Shore Mass. Chapter requested an interpretation ofthe transfer of membership requirements as specified in the NIHOAConstitution and and By-Laws.The inquiry was addressed by Secretary-Treasurer Tom Lynch_ HortonShaw_ most recent chairman of the Constitutional Committee (forrevisions made in 1984) and past NIHOA President Bill Reynoldsduring whose presidential term the constitution and by laws werereviewed and updated. Each stated that under Article XVII(previously Article XVII~)Paragraph 4. in order for a member totransfer to a new Chapter he must change his domicile.ELECTION OF OFFICERSThe fOllbwing officers were elected:

INSURANCEThe insurance committee is still investigating possible alternativesto the National Sports Officials Group Insurance Trust and abetter arrangement than the $18.00 per member for litigationcoverage only.PRESENTATION TO PAUL McINNISPaul McInnis was presented a special NIHOA plaque by the membershipcommerating his two-year term as president and in appreciation ofhis efforts and accomplishments during his term of-officeoPRESIDENT BOB HAYDEN'S INAUGURAL COMMENTSBob noted he was NIHOA President NO. 25 in the Jl years of NIHOA'Sexistence and his Chapter, Western Pen st.y Lvan.i a was the lJth Chapterto be represented by a NIHOA president. Bob reviewed the membershipbase of NIHOA, noted particuliarly the changes in the last tenyears as NIHOA into its regional clinic activities, the influx ofthe Federation rules into high school hockey, NIHOA's interfacingwith AHAUS and NIHOA's position with the NCAA on rule changerecommendations and interpretations. Bob indicated that he wouldmake copies of his inauguration speech available to all chapters.PROPOSED BUDGETAgain, this year a single Annual Budget plan was prposed andapproved with NO INCREASE IN DUES. The proposed budget reflecteda total of $15,600 in expenses and would provide essentially thesame services as in the previous year. Although a membershiploss is expected (BuCkeye West Ohio Chapter has disbanded) andtotal revenues would be less, $lJ,OOO_ budgetary savings duringthe past year have left a checkbook balance of over $7900.

1988 ANNUAL ~lliETINGLake Pacid, New York was selected as the site of the 1988 AnnualDirectors Meeting. Date and time to be coincident with the NCAAPlayoffs.ANNUAL CHAPTER REPORTSTime did not permit each chapter summarizing thei~activities as hasbeen done in many previous annual meetings. Ten Chapters did,however,submit written summaries of their activities, membership requirements,officiating areas, etc. (It is hoped to build a NIHOA matrix orprofile from these reports. All Chapters are encouraged to submitan activity report to the NIHOA Secretary-Treasurer annually.)FIFTH ANNUAL DIRECTORS LUNCHEONOver forty (40) members and guests attended the fifth>annual luncheonfollowing the meeting. Eark F. Hoerner, M. D., from the HockeyEquipment Certification Committee (HECC) was the guest speaker.Dr. Hoernerpresented a most informative talk on the organization andobjectives of HECC.OTHER MEETING NOTESOn Friday and Saturday evenings March 13 and 14 many members attended the \\ECAC semi-finals and finals at the Boston Garden and the Hockey Eastsemi-final and finals at he Garden on Sunday and Monday the 15th and 16th.
