THE House of Representatives has approved on third and final reading a bill imposing life imprisonment to people engaged in illegal logging in the country.

House Bill 5485, authored by Rep. Rufus B. Rodri-guez (2nd District, Cagayan de Oro City) shall provide protection, rehabilitation and sustainable management of the country’s forests.

Under the proposed Sustainable Forest Management Act of 2011, harvesting, gathering or collecting timber or other forest products from any forestland with a mar-ket value of more than P500,000 and without authority from the Secretary of the Department of Environment and Natural Resources (DENR) will be declared illegal punishable with life imprisonment.

Rodriguez said any person who shall buy logs, flitches and lumber from economic saboteurs and use them in government infrastructure projects will also get life imprisonment.

ShelterBox is an interna-tional disaster relief charity organization specializing in emergency shelter which provides life-saving supplies to families around the world who are adversely affected by disasters at the time they need it most.

It has responded to earthquakes, volcanic erup-tions, floods, hurricanes, tsunamis, conflicts and other emergencies; pro-viding shelter, warmth and dignity following more than 150 disasters in over 75 countries.

Through its local affili-ate, ShelterBox Philippines Foundation, Inc. (SBP), it has deployed to date 3,722 Disaster Relief Boxes to about 38,000 victims dis-placed by typhoons in the past three years offering shelter; warmth; comfort; and dignity at a cost P160 million in disaster areas in Ilocos Norte, Ilocos Sur, La Union, Benguet, Pangas-inan, Pampanga, Bulacan, Isabela, Rizal, Bicol, Iligan City and Cagayan de Oro City.

ShelterBox helps house Sendong victimsCAGAYAN de Oro City––ShelterBox Inter-national is deploying shelters for families in Iligan and Cagayan de Oro rendered homeless by the recent Sendong calam-ity with the help of Rotarians and other volunteers.

Governor Fe “Bing” Juarez, a member of ShelterBox Philippines Inc. Board of Trustees, said the organiza-tion contacted Rotarians for the ocular inspection of the affected areas following ShelterBox International’s call to its affiliate chapters based in the United King-dom, Australia and USA.

“Rotarians from both cities briefed SBP Chair and Founder PDG Jesus Nicdao and PP Abner Tayco, a member of the ShelterBox Response Team (SRT), on the situation on the ground and toured them to the affected areas and various evacuation centers,” Ms. Juarez said. “Right away, they committed to deploy shelter boxes in a govern-ment designated area in Tambo Bus Terminal area in Iligan City and immediately delivered 80 ShelterBoxes on December 23 for this purpose.”

Rotary District Governor Nominee George Hamoy reports that 60 tents are now up and occupied by qualified beneficiaries at the Tambo Terminal ShelterBox Village

in Iligan City. Volunteers from the Philippine Army, Rotarians and Rotaractors will continue to complete installation of the 80 tents on site, he added.

“The assistance we have had from Rotary has been invaluable here,” said PDG Nicdao. “It is possible for Abner and me to set up the tents ourselves but it would have been a much slower process. Now that we have shown the Rotarians how to do it, they will be able to help us set up camps rapidly. This will allow families who have lost everything to soon begin to rebuild their lives, offering them shelter, warmth and dignity.”

Though Rotarians were taught how to assemble the tents, their participation has been limited to support, like providing provisions for the Marines/Navy, student ca-dets and Police, PDG Juarez said. RC Club of Cagayan de Oro (Mother Club) Presi-dent and City Councilor Ian Mark Nacaya and PE Mar Paano are in charge of supervising the area.

As of January 1, 2012, some 317 ShelterBox tents of 409 units delivered aboard BRP Bacolod City on De-cember 20 have been de-ployed with the assistance of the 73rd Naval Reserve Group, 8th Marine Brigade under 1L.t Tito Ranara;

Cagayan de Oro City Police Office (COCPO) ; Philip-pine Navy, student cadets from Capitol University and Rotarians from various clubs in Cagayan de Oro at the 3.5 hectare ShelterBox Village in Sitio Calaanan Phase 2, Barangay Canitoan.

The DWSD said the Ca-laanan relocation site can accommodate up to 1,900 homeless families displaced by Sendong but the number of tents to be put up depends on the space available in the 3.5 has. relocation site.

SRT volunteer Abner Tayco said: “The evacua-tion site conditions are so unbearable, like the one in Macasandig Basketball

Court where there are 2,521 families. You cannot move to the other side without step-ping on someone’s sleeping mat, it is so dense. Children are the ones most affected.”

Joining the team last De-cember 31 was SRT volun-teer Arnold Kelly from New Zealand who has deployed to the region before. Arnold said: ‘The Philippines can certainly throw up chal-lenges for us in all aspects of our job.’ Arnold will be assisting with the ongo-ing needs assessment and delivery of aid in the area.

“Therefore, the bill seeks to restore our forest to its old grandeur and richness by implementing a plan for sustainable forest manage-ment,” Rodriguez stressed.

“The use of natural re-sources requires a balanc-ing act between present and future consumption, especially amidst scarcity and depletion,” Rep. Susan Yap (2nd District, Tarlact), one of the authors of the bill, said. “The government must be mindful of the needs of

Professionals (ILNAPOP), Binay announced that all the agencies under his Office will assist the victims of the said typhoon especially those who completely lost their homes.

He said that the National Housing Authority will see to it that all the affected families shall be relocated from the danger zones.

He added that building of houses in danger zones shall be prohibited throughout the country.

His office will closely coordinate with the local officials in assuring that

the typhoon victims are rehabilitated, he said.

ILNAPOP officers and members who met with the Vice President were headed by President Edito Seares.

The big group of APO Ranao officers and mem-bers who met and assisted the Vice President in the distribution of relief goods in the different evacua-tion centers was composed of President Tawantawan “Tanny” Cadabok, Secretary Solaiman Alip, Treasurer Fais Disomangcop, Director Dick Punguinaguina, Direc-tor Khalil Yusop, Director

and former Commercial Attache Rex Sansarona and many others.

Cheering APO Ranao officers and members loudly hailed Binay as the next President of the Philippines.

The Vice President jok-ingly said that those who clap the loudest may be appointed to his cabinet.

He was accompanied afterwards by most of the ILNAPOP and APO Ranao members to Cagayan de Oro City where he was reported to have also distributed relief goods to the typhoon victims there.

A RESOLUTIONDIRECTING THE COMMITTEE ON PUBLIC ORDER AND SAFETY TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE CURRENT SITUATION IN THE PHILIP-PINE NATIONAL POLICE WHEREIN THERE IS A SHORTAGE IN FIREARMS AND SOME POLICEMEN RESORT TO PURCHASING THEIR OWN FIREARMS

WHEREAS, according to the most recent National Statistical Coordination Board statistics, for 2009, 545 crimes committed in the Philippines per 100,000 people which is the highest it has ever been;

WHEREAS, this shows that now more than ever, we need a more efficient, ef-fective and visible police force to deter criminality;

WHEREAS, one problem that plagues our Philippine National Police (PNP) is the lack of equipment, more particularly firearms, that are needed to combat criminality in the country;

WHEREAS, according to Chief PNP Director General Nicanor Bartolome, a third of the 140,000-strong police force does not have government-issued firearms and he was quoted as saying that, “right now 66 percent [have] short firearms. Now you may wonder what the other 34 percent do. They buy their own handguns”;

WHEREAS, as for long arms, General Bartolome said their target is provide these to 70 percent of policemen only as the policy of the PNP is that not all police-men should be armed with long firearms and at present only 63 percent have government-issued long firearms;

WHEREAS, recent data from the PNP show that:

WHEREAS, it is clear that our PNP is definitely short-changed and it is trouble-some to know that our policemen have to purchase their own guns using their meager salaries just so they can perform their duties properly or that at the very start of their employment they may have to “beg, steal or borrow” in order to secure their handguns ;

WHEREAS, the government is duty bound or obligated to provide the handguns at the time the policeman starts work for them to effectively carry out their responsibilities;

WHEREAS, the problem becomes even more glaring if one considers the fact that the PNP estimates that there are at least 600,000 unlicensed firearms in the country that could potentially be used to commit crimes;

WHEREAS, there is a need to look into this situation and determine what can be done in order to aid our PNP specially considering that the PNP has a P2 billion a year modernization fund.

NOW THEREFORE, BE IT RESOLVED by the House of Representatives, to direct the Committee on Public Order and Safety to conduct an inquiry, in aid of legisla-tion, on the above issue and thus serve notice to all concerned, particularly the PNP and other agencies and entities which may shed light and resolve the issue.

IN an interview with ANC News, President Benigno “P-Noy” Aquino III said that he might pardon ex-prez Gloria Macapagal Arroyo if she showed remorse for the anomalies and scandals that had hounded her nine years in power. Yep, P-Noy told Gloria, “No remorse, no pardon!”

After seeing P-Noy’s interview on her TV in her detention suite at the Veteran Memorial Medical Center, Gloria went to work and wrote her New Year’s Resolution.

My investigative report-er James Macaquecquec, through his connections with Gloria’s jailers, got a copy of Gloria’s 2012 New Year’s Resolution and sent it to Global Balita.

My New Year’s Resolution

First of all, I would like to thank President Aquino for offering to pardon me provided that I showed re-morse for the anomalies and scandals during my presidency. I am glad that P-Noy is keeping up with the tradition that I established when I pardoned former President Erap Estrada after he was convicted of plunder in 2007. I did it then out of my Christian upbring-ing, “To err is human; to forgive is divine.” I have always felt that my ascen-sion to the presidency was a divine providence; thus, it was just natural for me to forgive those who erred.

But what bothers me is that P-Noy offered to pardon me even before I was convicted of bogus charges of election sabotage in 2007! How could I have sabotaged the elections in 2007 when I was not even a candidate? P-Noy claimed that I cheated because all the 12 candidates on the administration slate won in Maguindanao. Gloria’s New Year’s Resolution

won – it’s because of divine providence! There is no other reason. I did not err.

However, in the spirit of Christmas, I have decided to demonstrate that I’m still a human being prone to making mistakes just like anybody else. In the nine and a half years that I was President, I made a lot of grave mistakes, to wit:

1. I regret ousting Erap from the presidency in 2001. As his Vice President, I should have helped him succeed instead of plotting to remove him from office.

2. I regret appointing Leila de Lima as Chair-person of the Commission on Human Rights. Had I known that she would bite me like a pit bull, I would have sent her to Tawi-tawi instead.

3. I regret appointing Jun Lozada as technical consultant on the national broadband project. He turned out to be a whistle-blower and exposed all the anomalies involving the NBN-ZTE project. Now, he’s going to testify against me in court.

4. I regret not declaring martial law when I had a chance. If I did that I would still be in power and enjoy-ing life in theEnchanted Kingdom. Now, my life is confined to a hospital suite with no kitchen, no telephone, no computer, and I am not even allowed to use a mobile phone.

5. I regret not cheating P-Noy of the presidency in 2010 by fixing the Smart-martic automated election system. Mike promised me that if we did not cheat P-Noy, he would not prosecute us for graft and corruption. Mike was wrong!

6. I regret coming back from my trips to Spain and Switzerland. If I did not return, I would have been free as a bird in Portugal where there is no extradition treaty with the Philippines.

With my friend Merci Gutierrez impeached and re-signed as Ombudsman and my protector Chief Justice Renato Corona impeached and may soon be convicted in a Senate impeachment trial, I have come to terms with my fate.

With this silly gadget wrapped around my head and neck, I don’t have any options left except to put myself at the mercy of P-Noy. Yes, Mr. President, I am sorry for all the anomalies and scandals during my presidency. I was weak and indecisive and I allowed my husband Mike to the run the government the way he wanted it and did all those shenanigans. I tried to stop him but he became too powerful to be stopped. If there is one person who should go to jail, it’s Mike.

I hope that P-Noy would pardon me. In good faith, I resolve to do the following:

A. I will resign as Rep-resentative of Pampanga’s Second District.

B. I will not get involved in politics for the rest of my life.

C. I will ask Susan Roces for her forgiveness for cheat-ing her husband Fernando Poe Jr. of the presidency in 2004.

And since P-Noy only asked me to show remorse, I will keep the money I earned during my presidency.

quiao’s Canadian adviser and close confidante, said Peterson’s name was added to the possible list of op-ponents by the world’s top pound-for-pound fighter after their choices had been limited with the 90-day jail sentence given to Floyd Mayweather Jr.

“I’ve had a brief dis-cussion with Manny, and I’ve mentioned all of those

names to him, including Lamont Peterson. Lamont Peterson is a champion now, so he’s just another option,” said Koncz.

“We’ll continue to talk about him and the other options if Floyd’s out of the picture. Lamont Pe-terson’s just a name that’s been thrown out there, and Manny and I will consider him as another possibility. But we’re not going to sit down and have an in-depth conversation until I go back on January 8,” Konz added.

Koncz said Pacquiao eyes a possible ring return by May or June.

Freddie Roach, Pac-quiao’s Hall of Fame trainer, already said that he prefers to have Peterson as the Pacman’s next opponent.

“I think Lamont Peter-son is a great opponent for Manny Pacquiao if the fight (with Floyd Mayweather Jr.) does not happen,” said Roach, who, ironically, was also in Khan’s corner as chief trainer during the controversial loss to Peter-son. — JVP, GMA News

THERE is no stopping actress Erich Gonzales and Thai actor Mario Maurer from doing their much anticipated Star Cinema film.

In an interview with Push.com.ph, Gonzales said they will start shooting the movie next year.

“Tuloy na tuloy na po talaga siya. Next year na po siya magsa-start. Kumbaga tatapusin ko na lang po yung ‘Maria la del Barrio’ and mag-Star Magic Tour lang po kami tapos magsho-shoot na po kami ng movie,” she said.

Just like Maurer, Gonzales said she has an idea of how the story of their film would go.

“Noong first meeting po namin parang naging [story conference] na rin siya sa aming dalawa kasi nandoon na rin yung writers at inexplain sa amin yung story, yung tatakbuhin, kung saan kaming dalawa galing. Sobrang nakaka-excite at ang ganda po talaga ng story,” she said.

Asked how different would this be from her previous films, Gonzales said: “Kakaiba dahil po siguro unang-una kasi yung leading man ko Asian heartthrob tapos isho-shoot siya sa Thailand tapos dito din po. I know it’s going to be fun kasi si Direk Rory (Quintos) ang magdi-direct.”

Meanwhile, Gonzales is not worried her fans, who prefer Enchong Dee as her partner, would react nega-tively to her film with Maurer.

Gonzales and Dee have been paired for several tele-vision projects.

Erich Gonzales can’t wait to do film with Mario Maurer

HURRICANES and typhoons could contribute to other natural disasters that occur long after the rain and winds subside. A new study led by University of Miami (UM) scientist Shimon Wdowinski finds a link between earthquakes and tropical storms, and shows that they may have actually initiated some major temblors, including the recent 2010 quakes in Haiti and Taiwan.

“Very wet rain events are the trigger,” said Wdowinski, associate research professor at the UM Rosenstiel School of Marine and Atmospheric Science. “The heavy rain induces thousands of landslides and severe ero-sion, which removes ground material from the Earth’s surface, releasing the stress load and encouraging movement along faults ... the reduced load (can) unclamp the faults, which can promote an earthquake.”

Wdowinski and a colleague from Florida International University ana-lyzed data from major quakes in Taiwan and Haiti and found commonality between them, with a number of large earthquakes happening within the four years following a very wet tropical cyclone season.

Their research identified a handful of such instances from the past half-century: In Taiwan, the 2009 Morakot typhoon was followed by a magnitude 6.2 quake in 2009 and a 6.4 in 2010; Typhoon Herb in 1996 was followed by a 6.2 in 1998 and a 7.6 in 1999; 1969’s Typhoon Flossie was followed by a 6.2 in 1972; the 2010 7.0 magnitude earthquake in Haiti devastated the nation just a year-and-a-half after two hurricanes and two tropical storms drenched the island nation in the span of less than a month.

According to the researchers, earthquakes are only likely to be trig-gered by tropical cyclones - including hurricanes and typhoons - along so-called inclined faults, where one side is above the other.

A similar study, published in 2009 in the journal Nature, found a link between typhoons in Taiwan and “slow quakes” - less violent temblors that release their built-up pressure over the course of hours or days instead of a few seconds.

Both studies are tied to the theory of hydroseismicity, first put forth in 1987, that suggests a link between localized variations in rainfall and seismic activity. Some supporters of the hypothesis have called for the deployment of more stream gauging stations to one day complement earthquake monitoring and forecasting.

The researchers from the University of Miami and Florida International University say they plan to analyze patterns in other regions that suffer from tropical cyclones and earthquakes, such as the Philippines and Japan.
