    The dalo sold in the market is not asgood as it's supposed to be.These were the words of AgricultureMinistry acting permanent secretaryUraia Waibuta.He said they were not really surprised

    companies, will work closely with thePacic Fishing Company in Levuka onthe construction of a new cold storagefacility.According to the US-based company,the new facility would replace the

    Employees Given Choice For FNPF DeductionEmployers will pay 10 per cent asmandatory contribution towards their

    employees retirement savings.The contribution is an increase of twoper cent from the previous eight percent employers contribution.An employees contribution on theother hand remain the same at eight percent as per according to their wagesand salary.This was part of FijiFirst Governments

    manifesto and will enable employees toaccumulate retirement savings much faster.

    FNPF chief executive, Aisake Taito saidFNPF believes this would create moreopportunities for contributing membersto boost their retirement savings.This means, employers will adhereto the new contribution rate, startingwith January 2015 wages, due end ofFebruary 2015, Mr Taito said.Also, compulsory members (those

    in employment) can choose to paymore than the mandatory 8 per cent

    contributions from their wages.Requests will be assessed by theemployer and FNPF to ensurethat members are still within thenancial commitment ratio as per theEmployment Relations Promulgation.The maximum additional contributionsthat a member can opt for, is inclusiveof excess contributions; which is

    paid by some employers as pemployees benet.

    Members who will be deducting addcontributions towards their accounts will need to decide on wthese deductions are to be directed tPreserved or General Account.The general account can be accfor early or pre-retirement withdrwhilst the Preserved Accounreserved for retirement.

    Fijians, The World's Happiest PeopleGlobal happiness survey shows Fijians are the world's most content

    A study surveying people in 65countries has found happiness is on therise globally, with Fiji leading the way.The research by polling organisationWIN/Gallup found 70 per cent of the

    64,000 respondents were content withtheir life, a 10 per cent increase fromlast year.The group's annual global End ofYear survey explores the outlook,expectations, views and beliefs of

    people across the globe.This year, researchers asked a sampleof people from each country to ratetheir happiness, and whether thecoming year would be better or worsethan the last.Respondents were also asked abouttheir country's economic prosperity,and whether they would go to war fortheir country.Fiji was by far the happiest country inthe world: 93 per cent of respondents

    said that they were either happy or veryhappy.The Pacic nation was followed, atsome distance, by Finland, where 80

    per cent said they were content.Iraq the world's unhappiest nationThe world's unhappiest country wasIraq, where approximately one inthree people said that they were either

    unhappy or very unhappy.Overall, 70 per cent of surveyrespondents said that they were happy,up 10 per cent from 2013.Just six per cent declared themselves to

    be unhappy, compared to last year's 12per cent.And despite Fijians expressing suchhappiness, the Oceania region wasamong the least content, with 14 percent responding that they were eitherunhappy or very unhappy.Africa appeared to be the happiestregion in 2014 with 83 per cent ofthose surveyed across the continent

    being content, followed by Asia with77 per cent.Africa and Asia were also the mostoptimistic about next year.

    Nigeria proved to be the most positivecountry about 2015 with 85 per cent ofrespondents thinking it will be better,whereas Lebanon was most pessimistic

    with more than half believing it will beworse.

    Nigeria also overwhelmingly believed2015 would be a year of economic

    prosperity, while western Europeanswere pessimistic about their economies.Italians least willing to go to war fortheir countryIn the year that has marked the

    centenary of the start of World War I,60 per cent of global respondents saidthey would be willing to take up armsfor their country, while 27 per centwould not.

    Western Europeans were the mostreticent, with one quarter saying theywould ght.In contrast, around 77 per cent of peoplefrom the Arab countries of Middle Eastand North Africa said they would bewilling to ght for their countries.Despite being widely recognised fortheir neutrality, 39 per cent of people

    from Switzerland said they wouprepared to go to war for their coIt was the Italians who proved least willing to bear arms for country with 68 per cent revealing

    Laisenia Qarase Gets HalfMillion, Wants More

    Former Prime Minister LaiseniaQarase has received a cheque of morethan $500,000 from the BainimaramaGovernment for his pension

    entitlements.Mr Qarase conrmed that hehas received a cheque from theGovernment.However, he said this amount was onlya portion of what was due to himSources within Government conrmedthat Mr Qarase has been paid $584,000.Mr Qarase refused to conrm theamount.I conrm that I have received acheque which is from the pension thatwas owed to me.But, this is just part of what I amowed. There were other entitlements

    which I believe are still owing.Mr Qarase, who is currently inMavana, Lau, said he wanted to knowhow Government nalised the payoutgure for him.

    I will have to check the calculationswhen I get back.Finance Minister and Attorney-GeneralAiyaz Sayed-Khaiyum had earlierinformed Parliament that Mr Qarasewould be paid his pension.Mr Qarase was the SosoqosoqoDuavata ni Lewenivanua (SDL)Government Prime Minister replacedin the 2006 takeover.He was subsequently convicted ofabuse of ofce and sentenced to ayear in jail. He was unable to standin this years election because of hisconviction.But he was a leading and controversialcampaigner for the Social DemocraticLiberal Party (SODELPA), the

    successor to the SDL.Questions were raised over whetherhe or party leader Ro Teimumu Kepaled the SODELPA campaign. Hiscomments about the Muslim holy

    book, TheKoran, caused anger.In the 2015 Budget, there has been anallocation to increase the pension of allformer Prime Ministers of Fiji.

    Now that the Budget has been passedin Parliament, former prime ministerswill see an increase in their pensions.

    None of the former prime ministerschose to comment on this increase intheir pension entitlements.

    Rent Freeze Order OnResidential Rents Has Bee

    ExtendedThe rent freeze order on residentialrents has been extended for anotheryear.

    Minister for Industry, Trade andTourism, Faiyaz Koya said basedon the advice received from the FijiCommerce Commission, the freezehas been extended till December 31st2015.Koya said his ministry has extended theCommerce (Rent Increase Restrictionand Ground Rent) Order for anotheryear to maintain a certain level ofcontrol which would ensure the fairtreatment of tenants.He added that Government also hasan obligation to ensure that both thelandlord and tenant are protected.Koya said this year the Ministry forIndustry, Trade and Tourism, theFiji Commerce Commission and the

    Solicitor Generals Ofce will worktowards developing a ResidentialTenancy Law that will provideappropriate level of protection to

    tenants and also ensure that the inof landlords are protected.

    Over 77,000 People Beneted From Poverty AlleviatioSchemes

    More than 77,000 beneted fromthe various social welfare schemesoffered by Fiji's Ministry of Poverty

    Alleviation in 2014.A further 200 families were skilledtrained and encouraged to venture

    into small business as a means to earnincome under the Welfare to WorkfareProgram.In 2014, more than 18,000 people wereassisted under the Poverty Benet

    Scheme, 11,615 senior citizens assistedthrough its Social Pension Scheme,42,475 individuals catered for underthe Bus Fare Subsidies, and morethan 5000 children provided for underthe ministry's Care and ProtectionProgram.Minister for Poverty Alleviation, RosyAkbar says all these welfare programscontinues in 2015, with it changesin payment of some of the welfareallowances.The changes include the monthlyFood Voucher payment increased to$50, Poverty Benet Scheme (PBS)allowances reduced by $10 and themonthly Social Pension Scheme

    payment increased to $50.

    Another change sees the age eligibilityfor the Social Pension Scheme furtherreduced from 70 to 68 in July."The disabled and elderly aged 60years and above will also continue to beassisted with an allocation of $150,000for the Bus Fare Subsidies to ease thecosts of travel," Akbar said."The Care and Protection Program has

    being indenitely suspended withoutpay.However, Mrs Kumar said the issue wasdated back to October and questionedwhy she was not investigated then.She said this was a clear indication of

    personal vendetta against her.The suspension is issued regardinga case at .. College where

    the particular school principalwas exercising lethargy and theMathematics teacher did not know herwork, she said.I could be sent on leave because Ihave some pending leave and I nevertook my leave.Normally, the procedure is that yousend the person on leave if there is aserious problem but this is not a serious

    problem.Dr Reddy said had Mrs Kumar beeninnocent then she would have attendedthe meeting and defended herself sincethe PSC provided her a chance torespond to the allegations against her.

    Mrs Kumar said: This is a lie, I wasnever investigated, the report given tome was not from PSC but from DeputySecretary for Education.I am not scared of investigation; Iam willing to go for an investigation

    provided that the minister vacates hisofce because he is likely to inuencethe investigation. He has agenda.Mrs Kumar said she would write to thePSC and withdraw her resignation for afull and fair investigation to take place.She said if it was a ght of who wasinnocent and who was guilty, then shewas ready to prove her innocence.

    Australian Man Denied BailOver $30M Heroin Haul

    Edmonton Mass Murder: Victims Identied, All DiedOf Gunshot Wounds

    Court documents show gunman threatened to kill wife and family in 2012

    Edmonton police have identied thevictims in this weeks mass murder,saying Phu Lams shooting rampage

    claimed the life of his common-lawpartner, several of her family members including her eight-year-old son andthree-year old niece and a familyfriend.Lam, who took his own life after thekillings, appears to have spared thelives of a one-year-old and an eight-month-old baby who may have been inthe north Edmonton home at the timeof the deadly attack.Lam's common-law partner, Thuy TienTruong, 35, was slain along with herson, her sister, her parents, her nieceand a friend at a north Edmontonhome between 3:45 a.m. and 8 a.m. onSunday, police said.Police identied the victims after

    Thursdays autopsies, but noted they werestill struggling to gure out the motivebehind the shocking slayings. Truongand Lam may have been estranged,Acting Deputy Chief Mark Neufeld saidat a news conference Friday."We will chase down everything wecan to try and nd out the reasons why,

    place prior to Mr. Lam dropping offthose two children," Neufeld said."So theres a very good possibilitythat those two young children were inthe house, in the north end, when thehomicides took place. And yes, forwhatever reason, the two children werespared."The victims are: Thuy Tien Truong, 35, partner of

    Phu Lam (known as Tien Truong). Elvis Lam, 8, son of Thuy-Tien

    Truong. Thanh Ha Thi Truong, 33, sister ofThuy Tien Truong (known as HaTruong).

    Valentina Nguyen, 3, daughterof Ha Thi Truong, niece of TienTruong.

    Thi Dau Le, 55, mother of ThuyTien and Thanh Ha Thi Truong.

    Van Dang Truong, 55, estrangedhusband of Thi Dau Le and fatherof Thuy Tien and Thanh Ha ThiTruong.

    Viet Nguyen, 41, friend of ThuyTien Truong.

    Neufeld also outlined the timeline ofthe case. Tien Truong nished her lastshift at work at 2 a.m. Sunday. Her

    sister Ha Truong sent a text messagefrom the north-end home at 3:45.Tien Truong and her mother failed

    to show up at work at 8 a.m. Sunday.When Ha Truong's estranged husbandknocked on the door at that time, noone answered. He also noticed a blackSUV parked outside.The black SUV was seen brieyoutside the home around 9:45 a.m.Monday. Lam dropped off the twoyounger children at a relative's home15 minutes later.Later that afternoon, Lam went to ahome in southwest Edmonton. He leftaround 6 p.m. and went to the homeof Cyndi Duong. Duong was shotand killed around 6:50 p.m. Policefound her shortly afterwards whileresponding to a weapons complaint.

    around 11 p.m. Monday. The SUV ledpolice to the VN Express Restaurant inFort Saskatchewan, he said.The gun used in the slayings wasregistered in British Columbia in 1997and stolen from Surrey in 2006.     Cost Of BecomingCanadian Has Gone Up

    Resolving to become a Canadiancitizen in 2015? Its going to be moreexpensive.For the second time in a year, theConservative government has hiked

    the fee it charges to make someone acitizen.The new price for processingcitizenship documents has been set at$530 as of Jan. 1, up from the formerlynew price set last February of $300.The government has been anglingto increase citizenship fees for sometime, arguing would-be citizens shouldcover more of the cost of processingtheir applications.In an analysis of the new fees,the Citizenship and ImmigrationDepartment says the higher price willallow it to recoup almost all of the$555 in costs.Put another way, the government saysthats an estimated $41 million it wont

    have to spend.In its analysis, the department saidthe fee jump may impose additionalnancial pressures on some people orfamilies.While the analysis assumes thatthere will not be a reduction in overalldemand for citizenship as a result ofthe fee increase, it is acknowledgedthat some may be required to delaytheir application as they will needmore time to save for the new fee, theanalysis says.Overall, in the long term, this willlikely not have a signicant impact on

    the uptake for citizenship.When citizenship processing fees wererst increased from $100 to $300 inFebruary, it was the rst time since1995 there had been a raise.

    Then, opposition politicians slammedthe jump for appearing haphazard,arguing no specic justication wasgiven for setting the new price.At the time, the government arguedraising the fee to cover the full cost of

    processing would be going too far.Increasing the service fees for grantand resumption applications to reect100 per cent cost recovery would haveimposed too large a fee increase andtoo much hardship on applicants, thedepartment said in its analysis for thatfee change.The new fee structure is in additionto the $100 right-of-citizenship feewhich gets returned if a citizenshipapplication is not accepted.

    accidents in underwear. So it is agood idea for the child to have some"successes" either in diapers or pull-ups before you put underwear on.With these thoughts in mind, we aregetting closer and closer to independenttoileting. Making sure your child is both

    physically and psychologically ready,and setting the stage are two of the mostimportant steps in toileting success!OK! We're ready to start toilet training!By the time you've nished with the

    preparation (discussions, videos,books), purchasing the potty chair andunderwear/pull-ups, most children willhave started making some associations

    between peeing/pooping and the potty.For some it may be peeing in his/her

    diaper, announcing that she needs to peeand running to the potty after the fact.For others, it may be actual successes onthe potty. And yet, for others it may bethe mere recognition of peeing in his/herdiaper. This is the time to start watchingyour child's body signals closely.Most children will have a tell tale stance,facial expression ("the look"), or routine(running to another room) when havinga bowel movement. When you noticethat your child is about to have a bowelmovement (especially helpful if there isa particular time of day your child doesit) this is the time to say "Shall we gosit on the potty?" If willing, take yourchild to the potty. Sometimes reading

    books will help your child relax while

    sitting on the potty. However, this mayalso end up being a "reading fest" so Iwould try to limit the book reading toonly what's necessary. Additionally,some children may want "privacy" andhelping them sit on the potty and thenleaving (letting them know that whenthey are done they should let you know)may prove the most successful.Recognizing when your child is urinatingis a bit harder. Some children, especiallyas they get older and are voiding lessfrequently, will stop momentarily to

    pee. Some will even squat. Frequentlywatching their uid intake is morehelpful. If your child has had a largeamount of uid, taking him/her to the

    will maximize success, and help yourchild recognize the connection betweenbladder fullness and peeing.Every child is different, and somechildren will be "bowel" trained before

    being "bladder" trained and vice versa.Whichever may be rst, keep in mindthat it is usually one before the other andnot both simultaneously. Additionally,day-time dryness almost always comes

    before night-time dryness and mayprecede it by several months.Now that the process has started, here aresome additional things to keep in mind:Patience! Patience! Patience!

    Toilet training is a big process. Someexperts feel that it is the rst and biggestdevelopmental step your child will take.The process generally takes severalweeks to several months to complete.

    Two steps forward, one step back.Don't be discouraged if you have a fewgood days followed by a few bad. Again,it's a process that's going to take time.Also keep in mind that when your childis tired or upset this is the most commontime for accidents or setbacks to occur.Know when to back offIf you are pushing too hard, your childmay "push" back with more accidentsand/or resistance. Take the control out ofthe issue and step back. It is ok to take afew days or even few weeks "off" . Yourchild will recognize the power struggle isgone and relax and respond to it.A nal word:As hard as it may be toadmit or realize, toilet training is trulyin the control of your child. All you can

    do is be supportive and encouragingand set the stage for success. Keep inmind that your child will probably betoilet trained when she is ready, NOTnecessarily when you are ready. If youare experiencing major difculties, itmay be time to sit back, re-examine thesituation and ask yourself if your childis truly ready (see article on readiness).If you are meeting up with a lot ofresistance in a child that is ready, it istime to examine those issues.While most children show signs of

    physical readiness to begin using the toiletas toddlers, usually between 18 monthsand 3 years of age, not all children havethe intellectual and/or psychologicalreadiness to be potty trained at this age.

    Signs of physical readiness can includeyour being able to tell when your childis about to urinate or have a bowelmovement by his facial expressions,

    posture or by what he says, stayingdry for at least 2 hours at a time, andhaving regular bowel movements.Signs of intellectual and psychologicalreadiness include being able tofollow simple instructions and beingcooperative, being uncomfortable withdirty diapers and wanting them to bechanged, recognizing when he has afull bladder or needs to have a bowelmovement, being able to tell you whenhe needs to urinate or have a bowelmovement, asking to use the potty chair,or asking to wear regular underwear.

    Things to avoid when toilet training yourchild, and help prevent resistance, arebeginning during a stressful time or periodof change in the family (moving, new

    baby, etc.), pushing your child too fast,and punishing mistakes (treat accidentsand mistakes lightly). Be sure to go at yourchild's pace and show strong encouragementand praise when he is successful.Even after he begins to use the potty,it is normal to have accidents and forhim to regress or relapse at times andrefuse to use the potty. The process of

    being fully potty trained, with yourchild recognizing when he has to go

    to the potty, physically goes to thebathroom and pulls down his pants,urinates or has a bowel movement inthe potty, and dresses himself, can taketime, often up to three to six months

    for most children. Having accidents oroccasionally refusing to use the potty isnormal and not considered resistance.While it is recommended that you don'tinsist that he sits on the potty and you should

    be prepared to delay training if he showsresistance, at some point if his resistanceto using the potty persists, especially afterhe is 3 -3 1/2 years old, then you shouldconsider him resistant to potty training andyou will need to change your methods.Early on in the training, especially if yourchild is less than 3 - 3 1/2 years old, resistanceshould be treated by just discontinuingtraining for a few weeks or a month andthen trying again. At this age (18 months to3 years), resistance is usually because yourchild just isn't ready to begin training.

    Potty training resistance usuallyoccurs because your child has had abad experience at some point duringpotty training, especially if he wasstarted before he was intellectually or

    psychologically ready. Other times,especially with strong willed orstubborn children, it may have nothingto do with your technique or timing,and you may have done nothing wrong.Reasons for developing a resistanceto

    potty training can include: being scared to sit on the potty

    chair ushing the toilet may have scared

    him from wanting to sit on thetoilet

    being pushed too early or fast

    before he was ready severepunishment for not using the pottyor being forced to sit on the potty

    inconsistent training, especiallyamong different caregivers

    he may have had a painful bowelmovement from being constipated. Ifthis is the case, treat his constipationand wait until he is having regular,soft bowel movements before you

    begin training again. or he may just be stubborn and

    is involved in a power strugglewith his parents and is using hiscontrol over where he has a bowelmovement

    he may enjoy the negative attentionhe gets from not using the potty or

    from having accidents although rare, there are medicalconditions that can make it difcultfor your child to hold in or de
