1. DEFINITION OF TERMS

• The "Authority" shall mean the Jebel Ali Free Zone Authority. • The "Developer" shall mean the lessee or his authorized Agent who submits an

application to the "Authority" on behalf of the lessee. • The "Project" means the construction of a permanent building, any other civil work

on a leased property including any modifications or installations in pre-built facilities.

• "Permanent building" means a building designed and constructed with reinforced

concrete, or steel with block or metal cladding or other durable material. • "Temporary Building" means a building used as a site office or to house

construction equipment during the construction period. • "The Consultant" means a registered consultant holding a valid consulting

Engineers’ licence from the Dubai Economic Department. • "Regulations" mean these and other regulations issued by the "Authority". • The "Contractor" means a registered contractor holding a valid contracting licence

from the Dubai Economic Department. • "Habitable room" means a room used for office, shop, workshop or other purpose

involving occupation by human beings for continuous periods of time, but not including a W.C.

• "Welfare" or "Welfare facilities" shall mean ablution standards for personnel

working in buildings. • "Ventilation opening" includes any means of ventilation whether permanent or

closable and which opens directly on to the external air, such as openable parts of a window, louvers, ventilators, and any door opening directly to the external air. Any openings associated with mechanical systems are excluded.

• "Hazardous Goods" means:

(i) Any compressed, liquefied or dissolved gases. (ii) Any substance, which becomes dangerous by interaction with water or air. (iii) Any liquid substance with a flash point below 65°C. (iv) Any corrosive substance or a substance which emits poisonous concentrations

of fumes when heated. (v) Any substance liable to spontaneous combustion. (vi) Any substance, which readily emits heat or other harmful radiations when it

changes state or decomposes. (vii) Sheds, which contain vehicles, loaded with hazardous materials. (viii) Any other substance considered hazardous by the suppliers.

2. PROCEDURE FOR DEVELOPMENT OF PROJECTS 2.1 Procedure for obtaining a BUILDING PERMIT

A developer who intends to erect a permanent building or carry out any civil works such as pipelines, roads, tanks, earthworks etc., shall follow the following procedure:

a) After signing the lease agreement, he shall appoint a consultant who will act

on his behalf in all technical matters related to the design, construction, and completion of the project (see Appendix A1 - LETTER OF APPOINTMENT OF THE CONSULTANT).

b) At the same time the consultant shall apply to the service authorities, such as

Etisalat, Dubai Electricity and Water Authority (DEWA) for NO OBJECTION CERTIFICATES.

c) The consultant shall then apply to the Authority for a BUILDING PERMIT

stating the purpose for which the building is to be erected and with the submission requirements as stated in section 3 of these regulations.

d) A BUILDING PERMIT will be issued to the contractor if the submission

conforms to the regulations. e) A BUILDING PERMIT will be released after the developer pays BUILDING

PERMIT fees as mentioned below:

i. Dhs.3.00 per sq. m. of total floor area subject to a minimum of Dhs.500.00 for storage/warehousing developments.

ii. Dhs.3.00 per sq. m. of total floor area and a negotiated lump-sum

depending on the Authorities involvement for industries involving Technical or Manufacturing Processes.

f) A BUILDING PERMIT will be valid for one year from the date of issue

thereof, or for such other period as may be specified therein. If the construction of the building is not commenced within that period, the validity of the BUILDING PERMIT may be extended subject to acceptable reasons being provided and a revalidation fee as decided by the Authority will be levied.

Any deviations from the approved drawings or from the conditions laid

down in the BUILDING PERMIT will be allowed only if written consent of the Authority is obtained in advance.

2.2 Procedure for Construction

a) The developer shall appoint a contractor to execute the project. b) The Consultant shall visit the site and confirm the locations of existing services. c) The Authority, upon written request from the consultant, will permit the

contractor to mobilise prior to obtaining a Building Permit. After mobilisation

the contractor shall invite EHS-FZ department for inspection and obtain a certificate of conformity by submitting the “Contractor’s Environment, Health & Safety Form” (see Appendix A4)

d) The Contractor shall pay a refundable deposit of Dhs. 5,000.00 for plots up to

10,000 sq. m. area or such an amount as decided by the Authority for bigger plots. For carrying out modification works in JAFZA pre-built units the contractor shall pay a refundable deposit of Dhs 2,500.00

e) The Contractor shall demarcate the site as per the setting out plan prepared as

per the lease drawing. After demarcation and checking, the Consultant shall get the setting out of plot corners approved by the Authority as per Appendix B and instruct the Contractor to encase them in concrete.

f) The Consultant shall supervise the construction work and shall communicate

with the Authority regarding any problems arising on site. No direct communication from the contractor will be entertained by the Authority.

g) The Contractor shall execute the project strictly in accordance with the

approved drawings and regulations and ensure no damage to the Authority's property. Portacabin offices for the use of the contractor and consultant will be allowed only during the project construction stage, on receipt of a written undertaking that they would be removed upon completion of construction.

h) Any electrical circuits shown on the approved electrical drawings and

provided for the installation of machinery that may not be in position at the time of the building completion shall be terminated with suitably approved local isolating switches.

i) All electrical documents for the project shall be submitted to DEWA and

approval obtained. A copy of DEWA approved electrical documents shall be submitted to the JAFZA prior to requesting a Building Completion Inspection.

j) On completion, the Contractor shall clear all construction debris from the site.

All costs of clearing up operations shall be borne by the Contractor. k) The Authority will refund the deposit upon satisfactory completion and

clearance of the site.

2.3 Procedure for Completion

a) After completion of the building with the basic electrical, mechanical and fire protection installations and obtaining approval from DEWA and Etisalat, the consultant shall apply for a BUILDING COMPLETION CERTIFICATE with submission requirements as set out in section 3 of these regulations.

b) The Authority will inspect the building and issue a BUILDING

COMPLETION CERTIFICATE to the contractor if satisfied that the project has been completed in accordance with Approved Building Permit

c) DEWA shall provide power supply to the building only after the issue of the

BUILDING COMPLETION CERTIFICATE.

d) After obtaining a BUILDING COMPLETION CERTIFICATE and completing the installation and testing of machinery (with approvals from

EHS-FZ Dept) the developer shall then apply immediately to the EHS-FZ Department for an OPERATION FITNESS CERTIFICATE.

e) The facility may not be operated commercially unless an OPERATION

FITNESS CERTIFICATE is obtained.

2.4 Pre-Built Factory and Warehouse units and Offices

The Authority's approval must be obtained prior to carrying out any modifications to pre-built factory/warehouse units and offices. The Authority shall permit the lessee to construct office space up to 20% of warehouse area (102 sq.m.) without any rent increase and up to 40% of warehouse area (204 sq.m.) with rent increase. The lessee shall arrange to amend the lease with Free Zone Administration Department. The lessee shall ensure that the construction is of easily demountable type in order to minimise reinstatement costs. All drawings as per Section 3 shall be submitted to obtain a NO OBJECTION CERTIFICATE. The Building Permit fee for modifications will be Dhs.1.50/sq.m, subject to a minimum of Dhs.250.00. The modified premises shall be occupied only after obtaining a BUILDING COMPLETION CERTIFICATE. The developer shall provide a written undertaking that the premises will be reinstated to their original condition at the end of the lease period. No equipment other than A/C units shall be placed outside the leased warehouse/factory units without obtaining the permission of the Authority. Condensate A/c drain shall not be disposed off in loading/unloading areas. The facility may not be operated commercially unless an Operation Fitness Certificate is obtained.

3. SUBMISSION REQUIREMENTS FOR OBTAINING BUILDING PERMIT

AND COMPLETION CERTIFICATE

3.1a For obtaining a BUILDING PERMIT for development in a leased plot.

The consultant shall submit the following documents and drawings with an application for a BUILDING PERMIT (see Appendices A2 & A3) at Civil Engineering reception:

a) Letter of appointment of the consultant (See Appendix A1) and a copy

of consultancy agreement b) Consultant’s Engineers licence copy c) Lease drawing, NOC from DEWA (Electricity and Water) and Etisalat. d) Application for Building Permit (See Appendices A2 & A3) e) A covering letter briefly outlining the proposal together with a list of

drawings addressed to various departments as indicated below:

i) For Civil Dept: Architectural drawings - 2 Sets Structural drawings - 2 Sets Design calculations - 1 Set Soil Investigation Report - 1 Set ii) For Environmental, Architectural drawings - 1 Set Health & Safety Dept Plumbing & Drainage - 1 Set Proposed usage of building - 1 Set Process detail (Only for - 1 Set Manufacturing) Project Brief, Machinery Layout Material Safety Data Sheets iii) For Fire Dept: Architectural drawings - 1 Set Fire layout drawings - 3 Sets Proposed usage of building - 1 Set Process detail, Pipeline & Instrumentation (P&I) diagram - 1 Set (Only For Manufacturing) Electrical Documents shall be submitted to DEWA and approval obtained. Thereafter, a copy of the approved drawings shall be submitted to JAFZA for information. All drawings shall be signed by the Consultant, collated as mentioned above and folded to A4 size.

Note: Incomplete submissions will be returned without review and JAFZA will not be responsible for delays to the project as a result of an incomplete submission(s).

3.1b For Obtaining a Building Permit for minor modifications on a Leased Plot

The following documents and drawings shall be submitted at Civil Engineering reception.

1. Application for Building Permit (see Appendix A3) 2. Architectural drawings (Plan, sections and details) - 2 Sets 3. Structural drawings - 2 Sets 4. Structural design calculations and soil report - 1 Set 5. Elec. Layout drawings, Load schedule, Single line diagram - 2 Sets 6. Fire layout drawings - 2 Sets 7. Plumbing and drainage drawings - 2 Sets 8. Brief write up of the usage of area, Process detail, etc 9. Project brief, Machinery layouts etc - 1 Set

(Process detail, Machinery layout and Plumbing and drainage to be submitted only if applicable.)

NOTE: - Only relevant documents shall be submitted and incomplete submissions will be returned without review and JAFZA will not be responsible for delays due to incomplete submissions.

General Guidelines

1. Setting out plan shall clearly identify any additional service lines like drainage,

etc. 2. Complete existing floor plans with the proposal identified clearly shall be

submitted. 3. Detailed plan, elevation, and section for the proposed modification with clear

details of windows, air ventilation, etc., shall be submitted. 4. Fire fighting layout drawing shall clearly show smoke detectors, hydrant

location/relocation. 5. Electrical drawings shall include:

5.1. Proposed lighting/small power layout of the extended areas. 5.2. Existing single line diagram modified to show the proposed new loads. 5.3. Any additional lighting and power shall be fed from a new distribution board

making use of existing spare ways in MDB or SMDB 5.4. Load schedule of all proposed new DB's. 5.5. For major modification involving the use of existing spare power available or

for requirement of additional power supply the electrical drawings shall be submitted to DEWA for approval.

6. The project brief shall comprise: -

6.1. The usage of the modified area. 6.2. For any effluent in the process, the quality of the effluent shall be provided in

writing. 6.3. Layout of the machinery, if applicable

7. Drawings shall be collated as mentioned above and folded to A4 size.

3.2a For Obtaining a NOC for Modification in JAFZA’s Pre-Built Warehouse Units.

The following drawings & documents shall be submitted at Civil Engineering reception.

1. Architectural drawings (Plans, sections and details) - 2 sets

2. Structural drawings * - 2 sets

3. Structural design calculations* - 1 set

4. Elect Layout drawings, Load schedule, Single Line Diagram- 2 sets

5. Fire layout drawings - 2 sets

6. Brief write up of the usage of area, Process detail, Project brief,

7. Machinery Layout ** - 1 set

8. "Drainage drawings" and "Material Safety Data Sheets" (where applicable)

* Applicable only for mezzanine proposal. ** Applicable only for manufacturing / hazardous storage.

NOTE: - Only relevant documents shall be submitted and incomplete submissions will be returned without review and JAFZA will not be responsible for delays due to incomplete submissions.

General Guidelines 1. Floor plan shall clearly show existing & proposed additional offices with all

dimensions. Proposed partitions shall be clearly identified. 2. Detailed plan, elevation, and section for the proposed partitions with clear

details of windows, air ventilation, etc shall be submitted. 3. Structural drawings and design calculations are applicable for addition of

mezzanine floor. 4. Fire fighting layout drawing shall clearly show smoke detectors, hydrant

location/relocation. 5. Electrical drawings shall include:

5.1. Proposed lighting/small power layout of the extended areas. 5.2. Existing single line diagram modified to show the proposed new loads. 5.3. Any additional lighting and power shall be fed from a new distribution

board making use of existing spare ways in JAFZA MDB. 5.4. Load schedule of all proposed new DB’s.

6. The project brief shall comprise: -

6.1. The usage of the partitioned area. (For storage, processing &

manufacturing). 6.2. For any effluent in the process, the quality of the effluent shall be

submitted in writing. 6.3. Layout of the machinery, if applicable

7. If the total area of office space exceeds 20% of the warehouse area (20% of

510=102m2), an additional rent of 10% will have to be paid by the lessee. The maximum space that can be converted for office use shall not exceed 40% of the warehouse area (204 m2).

3.2b For Obtaining a NOC for Modification in JAFZA’s Lease Office Buildings (LOBs) The following documents and drawings shall be submitted at Civil Engineering Reception: I. Architectural drawings (Floor Plan, ceiling plan, section and details) - 2 Sets

II. Electrical Drawing - 2 Sets

III. Fire Layout Drawings - 2 Sets NOTE:- Only relevant documents shall be submitted and incomplete submissions will be returned without review and JAFZA will not be responsible for delays due to incomplete submission.

General Guidelines Complete existing floor plans with proposed partitions identified clearly. Detailed plan, elevation, section for the proposed partitions with clear details of windows air ventilation, etc. Fire fighting layout drawing shall clearly show smoke detectors, hydrant /Hose Reels, Fire Alarm panel/Bells, break glass units, fire extinguishers, Fire Exit Doors/Fire rated doors etc location/relocation. Electrical drawings shall include: 1. Existing lighting and small power layout drawings revised to show the proposed

modifications. 2. Existing Load schedule of affected DB’s revised to show proposed modified /

additional loads (if required only). 3.3 For commencing construction

The following documents are to be submitted in order to commence construction: a) A covering letter.

b) Notice of Intent duly signed and stamped (See Appendix B1/B2).

c) Certificate of conformity from EHS-FZ Dept (only for land development).

d) Revised drawings resolving Authority’s comments, if any, on previous submissions.

3.4a For obtaining BUILDING COMPLETION CERTIFICATE for development on a

leased plot

The following documents are to be submitted prior to inviting JAFZA for final Inspection to obtain a BUILDING COMPLETION CERTIFICATE:

a. Letter from the consultant reporting the completion of the building as per the

approved drawings.

b. Application for BUILDING COMPLETION CERTIFICATE.(see Appendix A5)

c. As Built Documents/Drawings/Certificates.

i. For Civil Dept. Site Plan - 1 set Floor Plan - 1 set Copy of Fire & Perils Insurance for the building - 1 set Etisalat’s Completion Certificate For Lead-Ins at JAFZA - 1 set ii. For Electrical Dept. Electrical lighting small power layout, Load schedule, Single line diagram - 1 set Appendix ‘D’ duly completed- 1 set (After receipt of DEWA approval)

iii. For Fire Dept. Site layout - 1 set

Fire protection layout - 1 set Completion Certificate for installation, Commissioning & testing of Fire alarm & protection. (Refer to JAFZA portal

for format) - 1 set

iv. For EHS-FZ Dept. Site layout - 1 set Floor Plan - 1 set Drainage layout - 1 set d. Inspection certificate from a third party inspection agency approved by the

Authority for the following types of work: (if applicable)

i. Storage tanks and pipe lines wherever deemed necessary by the Authority. ii. Lifting equipment. iii. Pressure vessels and any other equipment as deemed necessary by the

Authority. Documents shall be collated as mentioned above and folded to A4 size The premises shall not be occupied for the purpose of conducting business until the BUILDING COMPLETION CERTIFICATE has been obtained.

3.4b For obtaining BUILDING COMPLETION CERTIFICATE for modification in JAFZA’s

Pre-built warehouse units.

The following documents shall be submitted prior to inviting JAFZA for final inspection to obtain BUILDING COMPLETION CERTIFICATE.

a) Letter from the consultant reporting the substantial completion of works as per

the approved drawings. b) Application for BUILDING COMPLETION CERTIFICATE . (See Appendix A5) c) Documents/Drawings.

i. For Civil Dept. Floor Plan - 1 set ii. For Electrical Dept. Electrical lighting small power layout, Load schedule, Single line diagram - 1 set Appendix ‘D’ duly completed - 1 set

iii. For Fire Dept. Fire protection layout - 1 set Completion Certificate for installation, Commissioning & testing of Fire alarm

& protection (Refer to JAFZA portal for format) - 1 set

iv. For EHS-FZ Dept. Floor Plan - 1 set Drainage layout - 1 set d) Inspection certificate from a third party inspection agency approved by the

Authority for the following types of work (If applicable):

i. Storage tanks and pipe lines wherever deemed necessary by the Authority.

ii. Lifting equipment. iii. Pressure vessels and any other equipment as deemed necessary by the

Authority. Only relevant documents shall be submitted and shall be collated as mentioned above. The modified area shall be occupied only after obtaining the BUILDING COMPLETION CERTIFICATE

3.5 For obtaining OPERATION FITNESS CERTIFICATE

The following documents are to be submitted to obtain an OPERATION FITNESS CERTIFICATE:

a) Drawings showing as-built layout of machinery and brief description of the

process (if applicable).

b) A method statement indicating how site safety will be maintained following the energization of the power supply, which in some cases may be at high voltage. This shall include a proforma of the proposed "Permit to Work", the

nomination of the persons responsible for the site safety, authorized persons and authorized key holders.

c) On approval of the machinery details, layout and related drawings and on

commencement of the operations, the client shall contact EHS-FZ Dept. to carry out the inspections towards issuance of an Operation Fitness Certificate.

4. POWERS OF THE AUTHORITY

4.1 At the discretion of the Authority the BUILDING PERMIT may be cancelled or suspended if:

a) Work was carried out in contravention of the conditions of the BUILDING

PERMIT or of any regulations issued by the Authority. b) It is subsequently revealed that the BUILDING PERMIT was issued on the

basis of erroneous information supplied by the developer or his agent.

4.2 BUILDING PERMITS will not be withheld unreasonably, but the Authority shall have the discretionary power, when issuing a BUILDING PERMIT, to attach such special conditions thereto as related to all or any of the following matters:

a) Filling or excavation within the plot. b) Construction of boundary walls or fences. c) Construction of the external appearance of the building, in relation to fitness

for its intended purpose and location. d) Disposal of soil, wastes and rain water. e) Health and safety of personnel and environmental conditions of the

workplace and surroundings. f) The engineering standards to which any process installation is constructed.

4.3 The Authority is empowered to change, amend, replace and/or update the regulations without notice. It is the developer's responsibility to obtain updated regulations.

4.4 It is the responsibility of the developer to apply the up-to-date regulations, Free

Zone Rules, etc. that may supersede ones mentioned in these regulations. 4.5 The Authority reserves the right to reject the appointment of consultants or

contractors for particular jobs if they are not deemed competent enough to fulfil the related responsibilities.

4.6 The Authority reserves the right to levy fines for breach of regulations and to

suspend a consultant or a contractor for non-compliance with the regulations.

5. RESPONSIBILITIES AND DISPUTES

5.1 Neither the checking of the drawings, nor the checking of the structural calculations, nor inspection of the work during the progress of construction, shall be construed in any way to impose responsibility and/or liability on the Authority or their agents. The developer and his agents shall remain entirely responsible for all errors in the design and execution of the project and for the stability and safety of construction during the progress of the works and after completion.

5.2 All complaints and disputes concerning BUILDING PERMITS and the erection of

buildings shall be referred to the Authority. It shall be noted however that the Authority will not arbitrate disputes between developers their consultants or contractors. All such disputes shall be settled through the Dubai Civil Courts.

6. FITNESS OF MATERIALS

6.1 All materials used in any construction shall be of a suitable nature and quality in relation to the purposes for which they are used. Buildings shall have a minimum design life of twenty years.

6.2 All materials shall conform to UAE/Gulf standards, British standards, International

standards or any other standards approved by the Authority. 6.3 The Authority shall be permitted to take without charge such samples of the

materials used in the works as may be necessary to ascertain whether they comply with these regulations.

6.4 The Authority is empowered to order the opening-up of work to ascertain whether

materials and/or workmanship, which have been covered-in during subsequent building operations, are of the standard required by these regulations.

7. SITE AND SERVICES 7.1 General

a) The developer shall apply to the following departments for services connections.

i. Dubai Electricity and Water Authority (Electricity Division) for

electricity connection. ii. Dubai Electricity and Water Authority (Water Division) for water

connection. iii. Etisalat for telephone and related services. iv. The Authority for connection to the drainage network if available. v. The Authority for connection to Fire main Network System, if available.

b) The developer shall provide the following:

i. Unimpeded road access not less than 5.5 m wide to all buildings and

facilities. Roads shall be of sufficient standard for use by fire tenders (any septic tank, manhole located in this road shall be of heavy duty) and shall be adequately illuminated.

ii. Sewerage and water services to all habitable buildings. iii. Where applicable, a fenced-off reserve of appropriate size for siting the

Authority's electrical supply terminal point, with a padlock able access gate towards the road, recessed into the perimeter fencing of the plot.

iv. Electrical power distribution installations in compliance with IEE,

DEWA and JAFZA regulations. v. Adequate fire fighting facilities. vi. Surface water drainage and disposal. vii. Perimeter fence to the leased area. viii. Sign board displaying the name of the company, as registered in the

lease agreement, to the approval of the Authority. 7.2 Water Supply and Drainage

a) All tanks for reception or disposal of sewage from any building shall be

adequately vented and impervious to liquid either internally or externally. b) Drains and sewers must be of durable material and construction and

watertight under all conditions. The internal diameter of any soil drain shall not be less than 100 mm.

c) Drains shall be laid in straight lines between changes of direction or gradient.

The Maximum distance between inspection chambers shall be 30 m.

Inspection chambers shall be provided at every point of change of direction. Top inspection chambers shall be adequately vented to fresh air. Any soil ventilation pipe within 5 m (measured horizontally) from any window shall extend to not less than 1 m above the window head.

d) All installations shall be subject to testing in accordance with appropriate

Regulations. e) Building drainage shall be designed and constructed in accordance with the

requirements of BS 8301 or an equivalent standard approved by the Authority.

f) Linear soakaways are preferred to circular soakaways to achieve better

permeability/percolation. We advise the installation of a linear soakaways as per EHS-FZ guidelines. Septic tank details shall comply with JAFZA standard Guidelines.

g) The linear soakaway shall not be located in the 5.5m vehicular access area.

The soil above the linear soakaway shall not be compacted and protected from vehicular access by a raised kerbstone, the same to be shown in the relevant drawing. A raised kerbstone shall be provided around the linear soakaway. EHS-FZ department shall be invited for inspection during laying of liners and their approval obtained prior to back filling.

h) Design and installation of small sewage treatment plants shall comply with

BS 6297 or an equivalent standard approved by the Authority. i) Water supply installations shall comply with relevant British Standards or an

equivalent standard approved by the Authority and the requirements of DEWA - Water Division and any house connection charges shall be paid by the developer.

j) Water storage tanks, to relevant British Standards or an equivalent standard

approved by the Authority, shall be provided with a minimum capacity of one day's storage and additional storage required for fire fighting systems in accordance with JAFZA Fire department’s requirements. for each development.

k) Wherever there is a sewage network within the Free Zone, the developer is

required to connect into it, the charges for which will be according to the tariff available with EHS-FZ department (see also sec 7.4 of Free Zone Rules). These charges may be reviewed from time to time and the developer is advised to contact EHS-FZ department to obtain the latest tariff. In case such network is not available, the developer is required to construct a septic tank and soakaway. (Refer to Environmental Control Rules and Requirements, IIIrd. Edition, 2002). Provision for future connection to JAFZA drainage networks shall be provided.

l) Developers are required to have an industrial waste system within their plot

separate from their domestic waste system. No drains from industrial processes will be allowed to discharge into the dock, soakaway, or the Authority's drainage network without treatment to standards acceptable to the Authority (refer to Environmental Control Requirements and Standards for Prevention of Pollution). The developer will have to pay a one-time connection charge of Dhs. 25,000.00 and according to tariff for the effluent

discharged into the line (see also sec 7.5 of Free Zone Rules). These charges may be reviewed from time to time and the developer is advised to contact EHS-FZ department to obtain the latest tariff.

7.3 Industrial Drainage

a. A proper holding tank with liquid tight liner (preferably 2mm HDPE liner) of

suitable capacity (minimum 3 days capacity). shall be provided for the collection/storage of any industrial wastewater generated from the operations.

b. Proper spillage collection facility for the spillages, which could occur in the

liquid chemical storage/ production area to be provided. c. Fire water drainage provision shall be provided for chemical storage

warehouses. d. The drainage networks for industrial/ domestic drainage shall always be

separate & drainage drawings for extensions/modifications shall include existing drainage networks.

e. The A/C drains to be discharged into a properly designed soak pit or domestic

drainage network.

8. DESIGN OF BUILDINGS: REQUIREMENTS AND STANDARDS

8.1 The building is to be so constructed that the combined dead, imposed and wind

loads are safely transmitted to the ground without deformation and deflection of any part of the building, and without such ground movement impairing the stability of any part of another building. The building stability shall not be impaired by subsoil movement due to swelling or shrinking. Portacabins will not be allowed as permanent structures.

8.2 Structures shall be designed in accordance with the current British Standard Codes

of Practice, and shall comply with the Authority's durability requirements mentioned in this section. Listed below are some British standards applicable to Building design and construction:

BS 6399 : Part 1 : Code of Practice for dead and imposed loads. BS 6399 : Part 3 : Code of Practice for imposed roof loads. CP3 : Chapter V : Part 2 : Wind loads. BS 5628 : Code of practice for use of masonry. BS 449 : Specification for the use of structural steel in buildings. BS 3692 : Specification for ISO metric precision hexagon bolts, screws and nuts - Metric units. BS 4232 : Specification for surface finish of blast-cleaned steel for painting. BS 4604 : Specification for the use of high strength friction grip bolts in structural steelwork - Metric series. BS 5950 : Structural use of steelwork in buildings. BS 8004 : Code of practice for foundations. BS 8007 : Code of practice for the structural use of concrete for retaining aqueous liquids. BS 8110 : Structural use of concrete. Structures that are designed in accordance with the established current codes of practice of other countries may be accepted; prior approval of the Authority shall be sought in such cases. Basic design wind speed shall not be less than 45 m/s.

8.3 The following are minimum requirements for structural steelwork:

a) Minimum thickness of material for main and secondary structural members

shall be 6mm and 4mm respectively unless the member is a hot rolled section complying with BS4 and BS4848, or similar approved standards.

b) Painting shall be epoxy-based paint with a minimum DFT of 240 microns for

internal surfaces and 270 microns for external surfaces or equivalent. c) All bolts excluding anchor bolts shall be galvanized.

8.4 The following are minimum requirements for concrete in superstructure:

a) Minimum cement content shall be 370 Kg/M3. b) Maximum free water/cement ratio shall be 0.45. c) Minimum 28 days characteristic cube strength shall be 30N/mm2. d) Maximum chloride content (as NaCl ) in any mix shall not exceed 0.3% by

weight of cement for reinforced concrete and 0.12% by weight of cement for mass concrete.

8.5 The following are particular minimum requirements for concrete in contact with

soil ( substructure):

a) Minimum 28 days characteristic cube strength shall be 40N/mm2. b) All reinforced concrete members shall be protected with a 1.5-mm thick

proprietary self-adhesive bituminous membrane or equivalent and protected with 4-mm thick plywood prior to backfilling.

c) Clear concrete cover to reinforcement shall be not less than 75 mm for

footings and 50mm for columns, beams, slabs and walls. d) Moderate Sulphate resisting cement (Tri-calcium aluminate in the range of

4% - 8%) shall be used in reinforced concrete members. Most locally (Dubai) produced ordinary Portland cements are in this category. Sulphate resisting cement shall be used in all mass concrete structures. Recommendations of the soil investigation report shall also be taken into account.

8.6 The design and construction of pipelines, storage tanks, boilers, cranes, lifting

equipment and pressure vessels shall be checked and certified by an independent third party inspection agency approved by the Authority.

9. GENERAL PLANNING REQUIREMENTS

9.1 All parts of buildings shall lie within plot boundaries and shall not occupy more than 60% of the site unless otherwise permitted in the approval of the application.

9.2 The site layout shall allow for a minimum set back of 5.5 m from all boundaries. 9.3 In all buildings the height of each floor measured from the finished floor level to the

ceiling shall not be less than:

a) Offices : Ground floor 2.5 m. b) Light Industry & Warehouses : 4 m. c) Heavy Industry : 4 m unless otherwise specified by the Authority. d) Obnoxious Trades : same as (c)

9.4 No direct access to the Port main distributor road and dual carriageway will be

allowed. 9.5 The site layout shall allow for loading and unloading of vehicles to take place

within the boundary. Adequate parking spaces shall be provided within the plot limits.

9.6 Access to the plot shall clear all existing services in the service corridor and the cost

of any relocations or modifications shall be borne by the developer. 9.7 The finished floor level of any building shall be not less than 300 mm above the

approach road level. 9.8 The finished level of any paved road, parking or footpath within the boundary shall

be not less than 150 mm above the approach road level and shall have a fall towards the road. Any earthwork (filling or cutting) shall be restricted to the plot limits.

9.9 The developer is encouraged to allocate a small part of land within the plot

boundary (preferably in front and along the perimeter) for greenery and landscaping, as this is considered highly desirable by the Authority. No greenery and landscaping will be permitted outside the leased plot.

9.10 Access to the plot across service corridors shall be paved after installation of service

ducts and protection of the existing services to the Authority's approval. All costs shall be borne by the developer.

9.11 Space for electrical sub-station and other services as required by the concerned

service authorities shall be provided within the plot limits.

10. FENCING

The developer is to provide perimeter fencing to define the boundary of the property and to provide the degree of security that is consistent with the operations proposed. Generally the fencing utilised on the Port Area complies with the following specifications: a) Intermediate posts shall be set into concrete bases 300 mm x 300 mm x 600 mm deep

and straining and end posts set into concrete bases 450 mm x 450 mm x 800 mm deep.

b) Intermediate posts to be steel tube 60.3 mm x 2.9-mm wall thickness, strainers and

end posts to be 76.1 mm x 4.5-mm wall thickness, galvanized with zinc to a thickness of 55 microns and coated with polyester resin to a total resin thickness of 300 microns.

c) Fencing height shall be 2.4 m. d) Crank size shall be 500 mm. Mesh shall be carried 300 mm below ground level and

the first straining wire shall be 60 mm above ground level. e) All components to be galvanized and coated to the same standard as posts. f) Gates to be set into 500 mm x 500 mm x 1000 mm deep concrete bases unless the

size of the gate is such that a larger base is deemed necessary. The developer may propose an alternative, similar to one detailed above, for approval. In particular circumstances, the Authority may insist that the fence be covered with nylon fabric. In such cases, the fence design shall be substantiated with calculations. Necessary earth retaining structures and proper measures to prevent discharge of surface drainage to adjoining plots shall be provided along the plot boundary where required and to suit site conditions.

11. FIRE PROTECTION: 11.1 Extent

a) All the fire protection requirements stipulated hereunder are based almost on functional requirements and do not encompass detailed dimensional and technical specifications. The same shall be applicable to construction/erection of any building/structure/plant; alteration/modification or extension of any of the existing building/structure/plant; and change of activity/use.

b) The requirements are mandatory.

c) Relevant and current statutes and regulations of UAE/Dubai Governments shall be

applicable. d) DPA/JAFZA has adopted National Fire Protection Association (NFPA) USA and its

companion Codes/standards as guides for practices so that appropriate, consistent and currently effective fire protection coverage is provided to the buildings/structures/plants in FZ areas. Therefore, all the Fire Protection arrangements/ systems shall primarily meet the recommendations contained in relevant NFPA codes/publications/standards.

e) An express consent of DPA/JAFZA Fire Dept. shall be obtained for application of

the standards and codes of practices other than that of NFPA where it is absolutely necessary for achievement of any of the functional fire protection requirements that are recommended by the Fire Department.

f) All the requirements and recommendations of DPA/JAFZA Fire Dept (being the

approving authority having jurisdiction) shall be strictly complied with.

g) Certain requirements and recommendations (that may not be expressed in NFPA codes/publications/standards) that are necessarily recommended by the Fire Department on a case-by-case basis shall be complied with notwithstanding mere compliance with NFPA codes/publications/standards.

h) Where appropriate & necessary, certification/approval by UAE/Dubai Civil

Defence authorities shall be applicable. 11.2 Fire Risk Assessment/Analysis: -

DPA/JAFZA approved Risk Assessment consultants shall include the following points in their Fire Risk Assessment/Analysis Report: -

a) Fire hazard identification. b) Severity analysis/Fire & Explosion Index (F & EI) and Toxicity Index (TI).

c) Scenario development.

d) Probability analysis.

e) Risk monitoring (if the risk is acceptable).

f) Identification of environmental problems that are related to fire protection.

g) Risk reduction analysis (if the risk is not acceptable). systems & methods and recommendations to prevent and/or reduce them to the acceptable level(s).

Guideline - Notes

i. The scale that measures severity such as death, injuries, property damage, and areas reached by flames shall be specified.

ii. Calculations specifying the severity measure used for a particular fire shall be

included.

iii. Active and passive fire protection measures shall be included.

11.3. Plans/Fire Layout Drawings:

The plans/Fire Layout Drawings shall cover the following points/details: - a) To be clear and legible. b) Necessary/requisite details, point of compass, scale and date.

c) Indicate limits of boundary wall.

d) Indicate all buildings/structures/plants, door and window openings, and future

expansion/extensions.

e) Plans for storied buildings/structures/plants shall include plans of each storey and its sectional elevations. Also, the locations of staircases, landing valves/hydrants and fire access details shall be indicated.

f) Layout of fixed fire fighting installations.

g) Layout of fire detection & fire alarm systems.

h) Locations of fire extinguishers, exits & emergency lights/escape lighting luminaries.

i) Use of fire safety symbols as per NFPA 170.

Guideline - Notes

i. The site layout shall normally allow for a minimum setback of 5.5 Mtrs. from all

boundaries so as to maintain/permit necessary and natural fire break. ii. The building/structure/plant shall be accessible to fire tenders and other emergency

vehicles. iii. Unobstructed layout of building/structure/plant for easy fire fighting.

iv. Emergency lights/escape lighting luminaries shall be sited near each exit door and

at the points where it is necessary to emphasis the position of safety equipment and potential hazards ( i.e. near intersection of corridors, exit doors, staircase flights, change of direction, change of floor level, fire fighting equipment, fire alarm call points and outside final exits).

11.4. Hazard Classification: -

Fire protection coverage and means of escape/egress shall be provided depending on the type of occupancy and hazard classification [broad] as below: -

a) For industrial occupancy –

i) General Industrial Occupancy ii) Special Purpose Industrial Occupancy and

iii) High hazard Industrial Occupancy.

b) For storage occupancy –

i) Light Hazard ii) Ordinary Hazard

iii) High/extra Hazard.

Guideline - Note Multi-storied/high-rise buildings, Tank Farms, Spheres, Bullets and other special structures shall be dealt with separately as per R. A. Study Report/relevant NFPA Codes/Fire Dept requirements/ recommendations.

11.5. Building Design :-

a) General Requirement: - Every building/structure/plant shall be constructed, arranged, equipped, maintained, and operated to avoid undue danger to the occupants from fire, smoke, fumes, or resulting panics. Guideline - Notes

i. Restrict materials used in contents and furnishings to reduce heat release rate and

smoke generation rate & to prevent unusual toxic hazard relative to quantity of smoke generated.

ii. Add fire retardants to materials to slow growth of heat release rate.

iii. Use of fire-resistive barriers to slow spread of fire to large secondary items.

iv. Restrict total fuel load to limit contents based in total fuel potential.

v. Restrict linings of rooms to prevent rapid flame spread (Restrict wall coverings,

ceiling coverings, and floor coverings).

vi. Restrict materials in concealed spaces (Restrict concealed combustibles and concealed space linings).

vii. Use construction barriers to block fire spread between zones (wall assemblies, ceiling/floor assemblies, barriers between occupied and concealed places, fire-stopping in concealed spaces and exterior barriers to vertical spread between floors).

viii. Design doors and windows to block fire spread between zones (Fire door

assemblies and window restrictions to block fire spread between buildings/structures/plants).

ix. Separate buildings/structures/plants enough to prevent fire spread between

them.

x. Regulate design and operation of systems for heating, venting, and air conditioning to prevent their serving as mechanism to transfer smoke and gases into uncontaminated occupied areas. (This shall also permit shut off of air movement in fires).

xi. Plug vertical and horizontal utility openings (pipes, cable ducts, AC ducts and

cables) and peep-through (at doors, columns & beams) by suitable fire resistive sealant.

xii. Consider compartmentation to contain spread of fire/smoke/heat.

b) Means of Escape /Egress :

i. Every building/structure /plant shall be provided with safest means of escape/egress and other safeguards of kinds, numbers, locations and capacities appropriate to the individual building or structure with due regard to type of occupancy, the capabilities of the occupants, number of persons exposed, the fire protection available, the type of construction of the building or structure and other factors necessary to provide all occupants with a reasonable degree of safety.

ii. Adequate means of escape/egress shall be provided in every

building/structure/plant, where the size, area of occupancy and other arrangements [that are likely to endanger the occupants attempting to use a single means of escape/egress] are blocked by fire or smoke. All such means of escape/egress shall be so arranged to minimize the possibility of theirs being rendered impassable by the same emergency conditions.

iii. Every exit stairway and other vertical openings between floors of a

building/structure/plant shall be suitably enclosed or protected as necessary to afford reasonable safety to occupants while using the means of escape/egress and to prevent the spread of fire, smoke or fumes through the vertical openings from floor to floor before the occupants have reached the nearest exit.

Guideline - Notes

i) Doors of small individual rooms such as offices are not considered as exits

unless they actually lead directly to the open air. ii) Doors of large rooms are considered to be exits. iii) An interior passageway does not become part of an exit until it is enclosed as a

fire compartment with at least half an hour fire resistance.

iv) Where an external stairway exists it shall be ensured that the use of it at the time

of fire is not prejudiced by smoke and flame issuing from openings (e.g. Windows, doors) in the external face of the building.

v) Internal stairways [as means of escape/egress] shall be suitably enclosed or

protected as necessary to afford reasonable safety to occupants and to prevent spread of fire, smoke or fumes through the vertical stairway opening.

vi) Lifts, escalators, and revolving doors not to be considered as “EXITS.” vii) Adequate capacity of all escapes route paths/passageways. viii) Protection for escape paths/passageways:-

♦ Mark/signpost.

♦ Mark exit paths/passageways clearly and light them.

♦ Restrict fuel loads and finishes in exit paths/passageways.

♦ Enclose stairways.

ix) Use construction barriers to keep fire out. x) Use smoke control methods to protect atmosphere in exit paths. xi) Escape to outside or to protected place or adequate defense of places where

occupants should remain. xii) Avoidance of makeshift security arrangements.

11.6. Fire Detection & Fire Alarm Systems:- Every building/structure/plant shall be provided with suitable fire detection / alarm systems capable of enabling early detection of fire and warning occupants of the existence of fire. These systems shall be electronically interfaced with DPA/JAFZA Emergency Control Centre (ECC) monitoring system through a digital communicator.

11.7. Fire Control/Suppression

a) Portable Fire Extinguishers:-

Every building/structure/plant shall be provided with portable fire extinguishers of types, capacities, numbers, and locations appropriate to the individual building or structure with due regard to the character of its occupancy. All the fire extinguishers shall conform to the standards currently approved by UAE/Civil Defence authorities.

b) Fixed Fire Fighting Installations/Systems:- Every building/structure/plant shall be provided with fixed fire fighting installations/systems on the basis of (i) the recommendations contained in R. A. Study report and (ii) the recommendations of DPA/JAFZA Fire Dept. The fixed fire fighting installations/systems, so recommended, shall mostly include [but not limited to] the following:-

i. Hose Reel. ii. Sprinkler including Early Suppression Fast Response (ESFR) sprinklers system iii. Water Spray System iv. Automatic Smoke/Heat/ Flame/Low Explosive Limit (LEL) Detectors. v. Smoke and heat ventilation system. vi. Deluge foam or water sprinkler & foam or water spray systems. vii. Closed-Head foam water sprinkler system. viii. Total flooding systems (of appropriate extinguishing agent (s).) ix. Foam Pourer System. x. Foam/Water monitors. xi. Hydrants and Hose Boxes. xii. Fire Pumps & xiii. Fire Water Tanks.

11.8. Certification/Approval

a. All the fire extinguishers and fixed fire fighting installations/systems shall be of

the types, make(s) and brands currently certified/approved by UAE/Dubai Civil Defence authorities.

b. Certification of completion pertaining to fire extinguishers and fire protection

installations/systems [including fire detection & fire alarm systems] shall be made in the prescribed formats (refer to DPA/JAFZA Fire Dept.) and submitted prior to building completion.

12. VENTILATION AND AIR CONDITIONING

12.1 The design of walls and roof shall take into account Ventilation and Air conditioning requirements. The purpose is to limit the accumulation of moisture and pollutants which originate in the building and which would otherwise become a health hazard. An adequate supply of fresh air is necessary to ensure the health and comfort of the occupants of buildings and to limit condensation.

12.2 The objective is to provide a means of:

a) Extracting moisture (e.g., from a kitchen). b) Occasional rapid ventilation (for the dilution of pollutants and moisture). c) Achieving background ventilation.

12.3 Habitable rooms will comply if there is either:

a) For rapid ventilation - one or more ventilating openings with total area of at

least 1/20 floor area of room with some part of the opening at least 1.75 m above floor level, or

b) For background ventilation - opening(s) with a total ventilation area not less

than 4000 mm2 with opening secure and draughts avoided.

12.4 Ventilation of kitchens will comply if there is both:

a) Mechanical extract - extract rate not less than 20 Air changes per hour. b) Background ventilation - either opening(s) not less than 4000 mm2 or

mechanical ventilation operating continuously to give nominally one air change per hour.

c) Hood extract system shall be designed based on latest ASHRAE Guidelines.

12.5 Ventilation of common spaces will be acceptable if opening(s) with a total area of at

least 1/50 of common space floor area are provided. If the common space is internal and for access only, it may be ventilated mechanically (1 ach).

12.6 Ventilation for bathrooms can be provided by mechanical extraction at 6 Air

changes per hour, which may be operated intermittently. 12.7 WC’s may be ventilated by either rapid ventilation (openings at least 1/20 floor

area with part at least 1.75 m above floor) or mechanical extraction (6 ach which may be operated intermittently and with a 15 minutes overrun).

12.8 Ventilating a habitable room through an adjoining space: Two habitable rooms may be considered a single room for ventilating purposes if

there is a permanent opening between which is equal to at least 1/20 combined floor area.

A habitable room may be ventilated through an adjoining space if:

a) The adjoining space is a conservatory or a similar space and b) There is an opening (which may be closable) between the room and the space,

with an area not less than 1/20th of the combined floor areas and c) There is a ventilation opening(s) in the room and the space together, or in the

space alone, equal to at least 1/20th of the combined floor areas and with a part of the ventilation opening area at least 1.75 m above the floor level and for background ventilation there are openings to the space and between the space and room each having not less than 4000 mm2 area.

12.9 Alternative approaches:

The movement of air may be activated by such means as the operation of the door

of the compartment, the operation of the lighting or by independent manual control. However, there shall be an overrun of at least 15 minutes after the use of the compartment.

A recommended alternative approach to meeting the performance requirements is

contained in BS 5720:1979 Code of Practice for mechanical ventilation and air conditioning in buildings and BS 5250:1989 Code of Practice: the control of condensation in buildings (Clauses 9.8 and 9.9)

12.10 The ventilation of industrial buildings shall be in accordance with latest editions of

ASHRAE/CIBSE standards. 12.11 Design and installation of all air conditioning and ventilation systems shall be in

accordance with current guidelines of ASHRAE (American Society of Heating, Refrigeration and Air conditioning Engineers).

13. COMMERCIAL AND INDUSTRIAL REFRIGERATING PLANTS 13.1 Refrigeration Systems - General

Design, installation and operation of all refrigeration systems shall be in

accordance with BS 4434; Part 1: 1980 - Specification For Requirements For Refrigeration Safety.

13.2 Refrigeration Systems using Ammonia as a Refrigerant

a) Design, installation and operation of all systems utilising Ammonia shall be in

accordance with BS 4434 as above and as amplified in the following British Institute of Refrigeration Guidelines:

(i) Part I - Design and Construction of Systems using Ammonia as a

Refrigerant. (ii) Part II - Commissioning and Maintenance.

b) Ammonia shall not be used as a direct Refrigerant for air-conditioning of

habitable areas.

c) All areas containing ammonia refrigerating plant and/or systems shall have a suitable ammonia gas detection system fitted to the approval of the Authority.

d) The developer shall hold and maintain suitable positive pressure breathing

apparatus for instant rescue to the approval of the Authority.

e) It is recommended that ammonia refrigeration systems be classified during installation and operation by a recognised classification society such as Lloyds Register, Bureau Veritas etc.

13.3 Cold Stores, Chill Stores, Cool Stores

The design, erection and maintenance of cold stores, chill stores and cool stores

shall be in accordance with the British Institute of Refrigeration Code of Practice for Cold Store Construction.

14. ELECTRICAL INSTALLATIONS 14.1 Application for Electric Power Supply

a) The prospective developer shall clearly indicate on his questionnaire submitted to the Authority, the maximum INSTALLED CAPACITY in KVA, required for his operations on the property he intends to lease from the Authority.

b) While applying for a licence, the developer shall confirm requirements of

electric power at the appropriate space on the application form.

c) Along with the above application, the developer shall also submit the 'P' form (Consumer's Request for Power Supply), (see Appendix C), duly completed in all respects.

14.2 Application to Dubai Electricity & Water Authority (DEWA)

a) Upon signing a lease for the allotted plot, the developer shall apply to DEWA

for his power and water connections.

b) The terms and conditions for supply of electricity and water to the developer's premises shall be as stipulated on DEWA's composite application form attached as Appendix 'E'. (Only format attached. The developer shall obtain original form from DEWA for submission).

14.3 Mode of Power Supply

a) A Terminal Point of allotted capacity will be installed by DEWA at each leased site. Where applicable, a gated and segregated reserve of appropriate area is to be provided by the Tenant within the boundary of his legal property for the siting of the Terminal Point. This enclosure shall be recessed into and alongside the outer periphery of the leased property and its exact location and size shall be determined by DEWA.

b) Electricity supply will be provided either at 11000 volts, 50 HZ or 380 Volts,

50 HZ at the discretion of DEWA.

c) Metering and Isolation facilities will form part of the Terminal Point equipment and access to these facilities will be strictly at the control of DEWA.

d) The developer will be responsible for terminating all his power offtake cables

at this Terminal Point. He will be further responsible for all the electrical works within the leased property.

e) Due to administrative, technical and safety reasons, only one power

connection will be provided per lease agreement unless special arrangements have been agreed with DEWA.

f) Capacities greater than 1500 KVA are generally provided only through

dedicated feeders. Necessary special arrangements for the provision of dedicated feeders shall be agreed with DEWA.

14.4 General Requirements Generally all installations shall comply with DPA GENERAL ELECTRICAL

SPECIFICATIONS FOR BUILDINGS, a copy of which is available upon request from our Engineering Division office.

a. Any temporary power supply for site services during construction shall be the

responsibility of the developer, but will have to be approved by the DEWA.

b. If Standby Generators are used, these must be connected to the electrical distribution system only through an approved electrical and mechanical interlocking device, to prevent paralleling of generator supply to incoming mains.

c. Neutral earthing arrangements shall be compatible with the existing earthing

system of the DEWA electrical distribution network.

d. The Vector Group of any power distribution transformers used shall conform to the requirements of the Authority's power system.

e. On entranceways across the Authority's service corridors, cables shall be routed

through UPVC Ducts and sufficient number of spare ducts shall be provided. Any existing cables in such areas shall be split ducted by the developer.

f. Materials, design and workmanship for all electrical installations shall be in

strict accordance with the current regulations and to acceptable International standards similar to the British Standard Codes of Practice. DEWA being the source supplier of electric power, any installation by the tenant shall not contravene the regulations laid down by that Authority. The guiding principles shall be as laid out in the IEE Wiring Regulations, 16th Edition (BS 7671:1992).

g) Any 11KV switchgear used shall comply with the current edition of BS 5311

(1976) and 5227 (1984) or approved equivalent. Generally switchgear, which is metal, clad and utilises withdrawable circuit breaker trucks having an integral earthing facility with essential foolproof interlocks shall conform to the requirements of the Authority. No concession will be granted against this requirement and details of developer's proposals in this respect shall be submitted for approval before ordering the switchgear. The technical specification of 11KV switchgear and transformers supplied and installed by the developer shall be submitted to DEWA for approval prior to installation.

14.5 Procedure for Main Power Supply from DEWA.

a) The developer shall submit the following documents to enable the Authority to assess and approve the electrical installations.

i. Specifications of all major materials to be used. ii. Drawings showing sufficient details of the electrical systems. e.g., Single

line diagrams, layout, load schedule, power factor correction arrangements etc.

iii. Catalogues of all switchgear and major equipments.

b) In view of the long lead-time for electrical equipment, it is necessary that an early approach be made to the Authority with above details of the electrical requirements. The procedure is listed in Appendix H.

14.6 Completion Certificate

a) The developer shall ensure the following prior to inviting the Authority for a completion inspection:

i. The civil works for the buildings, or that building proposed to be

occupied, are completed. ii. The main electrical incoming supply arrangements are completed. iii. Fire fighting equipment, detection and protection installations are

completed. iv. The electrical installation for the building(s) is completed. v. The perimeter fence has been erected. vi. Site clearance has been effected so that access to the building(s) is

unimpeded. vii. The documentation submission by the developer is complete in all

respects and approved by the Authority. viii. A method statement be submitted by the developer indicating how site

safety will be maintained following the energization of the power supply, which in some cases may be at high voltage.

This shall include a proforma of the proposed "Permit-to-Work", the

nomination of the person responsible for the site safety, authorized persons and authorized key holders.

ix. Any electrical circuits shown on the approved electrical drawings and

provided for the installation of machinery which may not be in position at the time of the building completion, shall be terminated in suitably approved local isolating switches/terminal boxes.

b) The Authority shall then inspect the premises and if the results are

satisfactory the Authority will issue a BUILDING COMPLETION CERTIFICATE with which the developer may approach DEWA for immediate action to connect the developer's electrical system to the power supply from the Authority.

c) The above energization will be probationary for a period of time, to be

determined by the Authority, to allow the developer to install and commission his production facilities and to rectify any shortcomings pointed out by the Authority. The developer will not be permitted to undertake any commercial operations during this period.

d) The developer shall not lay electrical cables, conduits, trunking etc. on the

floor surface for the purpose of supplying power to machines or other apparatus. Suitable alternative methods must be employed.

e) Upon completion of installation of production equipment, machinery etc., the developer shall submit all necessary documentation as per the regulations and invite the Authority for final inspection.

f) The Authority shall then inspect the production equipment, machinery

installation, buildings etc., and issue the Operational Fitness Certificate if satisfied.

14.7 Energization of Power Supply

The energization of the electrical system shall be subject to the following conditions: a) Construction and installation work of all basic structural facilities have been

completed and tested. b) All required documentation has been submitted and approved by the

Authority. c) All site facilities have been inspected and deemed satisfactory and a

"Building Completion Certificate" has been issued by the Authority. d) All payments as defined under article 14.2 have been made. e) Energization shall be deemed permanent only after the issue of an "Operation

Fitness Certificate". f) The Authority shall not be liable in any manner whatsoever, for any

consequences arising out of the developer's use of the electrical energy. g) The developer shall be fully responsible for the maintenance, safe operation

and security of his installations and the safety of personnel. h) The Authority reserves the right to withdraw power supply unconditionally

in the event of:

i. Evident misuse of energy. (Unauthorized connection, manufacture of unlicensed goods, etc.)

ii. Non-compliance with regulations. iii. Default in paying any dues/charges within the prescribed period.

(including charges for any other services provided by Authority).

i) A reconnection fee as determined by DEWA would be payable for reconnection of power supply withdrawn for any of the above reasons.

14.8 Indemnity to the Authority

Though all efforts will be made by the Authority to maintain the quality and continuity of power supply, it will assume no responsibility, in any manner whatsoever, for any consequences arising out of an unexpected degradation/failure of the power supply. If continuity of power is essential for the safe operation of the facility, it shall be the responsibility of the developer to provide suitable stand-by power supply arrangements in the event of rare mains supply failures.

14.9 Power Factor Correction and Under Voltage Protection

The internal electrical distribution system at the developer's premises shall comply with DEWA's General Guidelines for Power Factor Correction and Under Voltage Protection (see Appendix F).

15. LIGHTING

15.1 Artificial lighting to habitable rooms shall be to Standards stipulated in IEE Regulations.

15.2 Emergency, battery operated lighting shall be provided at entrances, escape

stairways and lobbies. Emergency power supply for these areas shall be independent of other lighting and power sources. Emergency lights shall also be provided to give sufficient illumination on essential control stations for the safe operation or shut down of plant and machinery so as to avert danger in the event of a power failure.

15.3 Lighting installations at warehouses/industrial areas/offices and other common

purpose areas shall comply with the requirements of current British Standards or equivalent Standards approved by the Authority.

15.4 The lighting illuminance levels shall be as indicated in Appendix G.

16. TELEPHONE INSTALLATIONS

16.1 The following requirements shall be complied with by the developer for the provision of a satisfactory cabling access and distribution system.

a) 2 X 100 dia. PVC underground lead in ducts with draw rope at a minimum

depth of 750 mm from finished ground level shall be provided. The duct including draw rope shall extend to a position not less than 0.5 metres outside the plot boundary. Any intermediate jointing/inspection chambers shall be provided as per the requirements and to the approval of ETISALAT.

b) An appropriate area or areas to be set aside for the location of termination

boxes, distribution frames, or P.A.B.X. equipment etc. This may vary from a vacant wall in a secure room to a complete room depending on the telephone requirements of the building.

c) A comprehensive system of horizontal and vertical cable trays and/or

conduits from the external cable termination point (see 16.1b) to telephone points throughout the building shall be provided. Flush fitting telephone outlet sockets of an approved type shall be provided in appropriate locations. The cable trays or conduits are to be for the exclusive use of Etisalat and are to be designed within guidelines set out by Etisalat.

16.2 Detailed design information will be made available by ETISALAT to Project

Consultants and Engineers. Please contact on telephone No. 2022450 between the hours of 0730 and 1400 Saturdays to Wednesdays and 0730 to 1200 on Thursdays for more details on item nos. 16.1a,b and c and any new requirement.

16.3 If any underground telephone plant exists it shall be protected. The Etisalat Plant

Protection officer shall be contacted on tel. No. 2022414.

17. WELFARE AND SANITATION

17.1 Every habitable building must include provision of sanitary facilities, unless otherwise permitted by the Authority. These facilities must include the provision of at least one W.C. with no direct access from a habitable room.

17.2 Sanitary facilities shall be provided at rates not less than the following:-

Offices, Workshops Men (a) where no urinals are provided:

: up to 100 men - 1 WC and 1 wash hand basin for every

10 or part thereof. Men (b) where urinals are provided:

: up to 100 men - 1 WC for every 25 or part thereof - 1 urinal and 1 wash basin for every 10 or part thereof.

Women:

: up to 100 women - 1 WC and 1 wash hand basin for every 10 or part thereof.

17.3 Hot and cold water services shall be provided to wash hand basins. 17.4 Drinking water shall be provided from a potable supply, with one point per 50

persons or as agreed with the Authority. 17.5 Trapped floor gullies or drainage channels shall be provided in ablutions to enable

all areas to be washed down, cleaned and drained. 17.6 All finished internal surfaces of ablutions shall be non-absorbent and cleanable. 17.7 The construction of cubicles, where provided shall not impede the free movement

of air within ablution buildings. 17.8 Water closets, urinals and wash hand basins shall have a smooth and readily

cleanable non-absorbent surface. They shall be constructed and fitted to discharge through an effective trap of suitable dimensions and thence without storage to a pipe or drain. The flushing apparatus for a water closet or urinal shall be capable of effective cleaning of the receptacle.

17.9 Soil pipes and waste pipes shall be of adequate size for their purposes but in no case

shall the internal diameter be less than the internal diameter of the outlet of any appliance which discharges into it. Refer to the Health and Safety manual for details.

17.10 Ventilation pipes shall be of adequate size for their purpose but in no case shall be

less than 50 mm internal diameter. They shall be carried upwards to such a height and so positioned as not to transmit foul air in such a manner as to become prejudicial to health.

17.11 Permission must be obtained from the Authority for the siting of any manhole within any building. Where permission is given such manholes must have a double seal, screwed-down cover.

18. RAINWATER DRAINAGE

18.1 The system for carrying rainwater from a roof shall be adequate. The system shall carry the flow to an outfall, minimise the risk of blockage or leakage and be accessible for cleaning the blockages.

18.2 Every exposed roof, canopy or building shall be finished with a gradient of at least

1:80 which shall direct the rainwater to suitable channels, gutters, outlet or downpipes.

18.3 Every channel, gutter, outlet or downpipe shall be:

a) Made of durable materials with suitable watertight joints b) Of adequate size c) Securely attached to the building d) Fixed to a gradient of at least 1:50.

18.4 Rainwater shall not be discharged into the septic tank or soakaway, the Authority’s

drainage system, where existing, or the adjacent plot. 18.5 All rainwater shall be either drained into a specially constructed soakaway or into

the approach road. 18.6 The rainfall data received from Meteorological Department of Dubai International

Airport indicate that a rainfall of 60 mm per hour for periods up to 20 minutes can occur during heavy thunderstorms. The frequency of such storms is difficult to assess but the table of 24-hour extreme rainfall and rainfall returns in Appendix I may give some indication.

18.7 All surface water drainage shall be dispersed off to JAFZA’s road corridor and

measures to prevent dispersal of surface water towards adjacent plots shall be provided.

19. MESS AND KITCHEN:

19.1 A mess and kitchen if required shall be constructed of fire resisting materials and comply with standards required by the Authority.

19.2 Floors and walls shall be impervious to moisture and capable of being cleaned by

washing down. Floors shall be hard-surfaced, non-absorbent & adequately drained. They shall be constructed with waterproof, non-absorbent washable materials without fissures or crevices.

19.3 Walls shall be tiled to a height of 2.1m above floor level with ceramic tiles. Internal

walls shall be smooth, waterproof, resistant to fracture, light coloured and readily cleanable. (See also Food Establishment Guidelines for more details)

19.4 Drains shall incorporate grease and pea (rice) traps and interceptors. 19.5 Working surfaces for preparation of food are to be of stainless steel or other

approved impervious material to facilitate cleaning and maintenance of hygienic conditions.

19.6 Mechanical extraction with exhaust hoods and fans shall be provided to all areas

involving cooking activities i.e. stoves, gas rings, tandoors etc. 19.7 Gas pipes to cookers, rings etc., shall be laid in an approved manner with approved

materials i.e. copper or steel tubing, permanent joints, minimum flexible hose. 19.8 Kitchens shall be fitted with recommended fire extinguishers as decided by the Fire

Officer. 19.9 Layout and construction details of any temporary canteen required during the

period of construction shall be approved by the Authority. (See also Health & Safety Manual, Chapter 3, Food Control)

20. REFUSE DISPOSAL

20.1 Refuse containers must be sited on the ground floor in a place directly accessible to a road, and remote from habitable areas.

20.2 Containers in the form of a chamber constructed in the building, whether it is to

contain bulk refuse or dustbins shall be constructed of non-combustible materials and the inner surface shall be impervious to moisture. Where the chamber is to receive refuse in bulk, the floor is to be laid to a fall towards a trapped gulley.

20.3 Where a large quantity of refuse is to be expected the owner may be required to

install an incinerator for the disposal of refuse on the site or to arrange for the disposal of refuse in some other manner to the approval of the Authority. Early consultation with the Authority is recommended where any large quantity of refuse is anticipated.

21. BUILDING OPERATIONS

21.1 The Authority shall have free and uninterrupted access to the site of the works at all times of the day and night.

21.2 No work may be commenced unless a BUILDING PERMIT has been issued. 21.3 All building operations shall be confined within the boundary wall or fence of the

plot. All sites shall be enclosed with a temporary hoarding during the period of construction displaying the names of the developer, consultant and the contractor. A layout indicating the temporary fencing and sign board details shall be submitted for approval.

21.4 The developer shall obtain the Authority's approval for the siting of all buildings,

sheds and temporary works for the construction of the new development and shall satisfy the Authority in respect of adequate provisions for safety, prevention of health hazards (e.g. sanitation and drainage disposal) and siting of such structures and shall maintain them to these standards for the duration of the building works. Their demolition or removal shall be within a stated time in the Permit, and the site of such works shall be reinstated to the satisfaction of the Authority.

21.5 Where required by the Authority, artificial lighting shall be provided to illuminate

any obstruction, excavation or temporary fence within the site boundary. Protective barriers shall be provided where necessary.

21.6 No excavation, earthwork or other building operation shall be undertaken which

will affect the stability of an existing building. The developer and his Agent shall be entirely responsible for any damage to existing buildings due to the building operations.

21.7 The developer or his Agent shall give not less than 24 hours notice of the date of all

or any of the following stages:

a) Concreting of foundations, the consultant shall ensure that the formation is compacted and shall submit necessary compaction test results.

b) Concreting of columns, tie beams, retaining walls and roof slabs. c) The completion of the structural steel frame and prior to false ceiling (if

applicable). The consultant shall confirm in writing that he has checked and approved the alignment of the completed steel framework.

d) Readiness for testing of electrical system and connection to electrical

distribution system. e) Completion of the building for issue of the BUILDING COMPLETION

CERTIFICATE. 21.8 The consultant's representative shall be present on site at the requested date and

time and during concreting. Failure to comply with the above will result in imposition of fines as per Free Zone Rules section 14.4 and subsequently suspension of the consultant from operating in the Free Zone.

21.9 The consultant shall review and approve the method statement for erection of steel

structure and forward a copy to JAFZA.

21.10 The developer or his Agent operating on site shall ensure that all works are

adequately supervised. 21.11 A copy of the Building Permit and approved drawings signed by the consultant and

the contractor shall be kept on site during building operations. 21.12 Any deviation from the approved drawings shall be approved by the Authority

prior to commencement of construction. 21.13 Any contravention of the approved drawings, or commencement of any operation

without prior approval shall result in a fine of Dhs. 500/- for the first contravention and Dhs. 2,000/- for any subsequent ones and/or suspension from operating in the Free Zone.

22. ENVIRONMENT, HEALTH AND SAFETY REQUIREMENTS.

a. Proper extraction/filtration systems shall be provided for airborne emissions from the proposed machine/operations. The extraction/filtration ducting shall extend to a height of not less than 3 mts. above the roof ridge with appropriate sampling/access points. The efficiency of the extraction/ filtration system shall be assessed during the Operation Fitness Inspections.

b. All conveyor belts shall be fully enclosed to prevent dust generation

c. A proper holding tank with liquid tight liner (preferably 2mm HDPE liner) of

suitable capacity (minimum 3 days capacity) shall be provided for the collection/storage of any industrial wastewater generated from the operations.

d. Proper facility for collection of spillage occurring in the liquid chemical storage/

production area shall be provided.

e. The construction of any boiler, heat, oven, etc., shall comply with JAFZA’s guidelines.

f. The drainage networks for industrial/ domestic drainage shall always be

separate & drainage drawings for extensions/modifications shall clearly indicate existing drainage networks.

g. The A/C drains shall be discharged into a properly designed soakpit or

domestic drainage network.

h. Provision for future connection to JAFZA drainage networks shall be provided.

i. A proper domestic waste skip facility shall be provided. The domestic waste handling facility shall have proper/free access for vehicular movement and the proposed paving/roadbase shall be proper to enable the same. Our standard requirements are:

i. A walled enclosure with minimum 6 feet high walls on three sides.

Internal floor dimensions 5.5m x 4.5 m. Entrance shall be on the longer side of the facility.

ii. Concrete flooring with adequate slopes towards a floor trap.

iii. Drainage provision leading to an independent soakaway.

iv. Suitable water tap connection within the enclosure.

v. Location of the structure shall be away from the office/warehouse

entrances with proper access for pick-up vehicles.

No cooking facilities are allowed in the FZ Company premises. The underground storage of fuel shall adhere to the following EHS requirements:

a) The underground tanks shall be encased with concrete.

b) A proper leak detection system shall be installed to detect any leakage.

Bunded areas shall be provided for all overground fuel/chemical/ wastewater tanks, designed to hold 110% capacity of the largest tank volume. A walled enclosure with minimum 6 feet high walls with glazed ceramic tiles on three sides for car washing areas to be provided. Proper painting booth is to be constructed with proper extraction/filtration systems for painting activities. The flooring and trench of the chemical storage warehouse shall be lined with chemical/ acid resistant coating Firewater drainage provision shall be provided for chemical storage warehouses. Schedule of finishes for chemical/refinery laboratories shall meet relevant international standards such as Caltex Engg. Specifications GPS-R2 and surface finishes shall have the following function properties:

a. Chemical Resistance b. Mechanical Strength c. Scratch Resistance d. Non-absorption of materials e. Heat Resistance f. Ease of cleaning & Decontamination g. Life Expectancy h. Ease of repair & maintenance i. Prevention of static charge

Since all types of acids, alkalis and flammable materials are used in the laboratory, the schedule of finishes shall be selected with consideration to the above. Use of ceramic tiles is recommended as the most suitable material since it meets/withstands all the above requirements. For further details Refer Environmental Control Rules & Requirements, IIIrd. CONSUMER’S REQUEST FOR POWER SUPPLY

THIS FORM IS DESIGNED TO ENABLE THE FREE ZONE AUTHORITY TO INSTALL THE CORRECT CABLE AND EQUIPMENT TO SERVE YOUR FACILITY. IT IS THEREFORE REQUIRED TO BE COMPLETED IN DETAIL BY A QUALIFIED ELECTRICAL ENGINEER/CONSULTANT SO THAT A FULL UNDERSTANDING OF YOUR INSTALLATION IS PRESENTED. THE ‘TOTAL CAPACITY REQUESTED’ IN KVA AS ENTERED ON THIS FORM WILL BE CONSIDERED AS YOUR FULL AND FINAL REQUIREMENT. A LATER AMENDMENT THEREON WILL GENERALLY NOT BE ACCEPTED BY THE AUTHORITY. IF, FOR SOME REASON, AN AMENDMENT BECOMES NECESSARY AT A LATER STAGE, THEN THE AUTHORITY RESERVES THE RIGHT TO REAPPRAISE THE PROJECT FOR ITS ACCEPTABILITY/ADEQUACY OF LEASE TERMS. FOR EXAMPLE, STARTING OF MOTORS IS LIMITED TO DRIVES OF 22 KW CAPACITY ON A 150 KVA SUPPLY, WHEREAS FOR REDUCED CURRENT STARTING METHODS, THIS LIMIT IS 40 KW. THE TOTAL INSTALLED CAPACITY OF ELECTRIC MOTOR DRIVES IS LIMITED TO 64 KW ON A 150 KVA SUPPLY, INCLUDING AIR CONDITIONING. IF THERE IS A REQUIREMENT FOR GREATER THAN 22 KW FOR DIRECT-ON-LINE STARTING, OR GREATER THAN 40 KW FOR REDUCED CURRENT STARTING, THEN THE CAPACITY OF THE SUPPLY WILL HAVE TO BE OF SUITABLE HIGHER RATING. IF SPACE ON THIS FORM IS NOT SUFFICIENT TO LIST ALL EQUIPMENT, PLEASE SUBMIT DETAILS ON A SEPARATE SHEET. FOR LARGER INSTALLATIONS, THE AUTHORITY SHALL BE CONSULTED REGARDING POWER FACTOR CORRECTION MEASURES. A SPECIMEN COMPLETED FORM IS AVAILABLE FOR YOUR GUIDANCE. Introduction i. The forms of Completion, Inspection and Testing required by Part 7 shall be made out

and signed by competent persons in respect of the design, construction, inspection and testing of the work.

ii. Competent persons will, as appropriate to their function under i) above, have a sound

knowledge and experience relevant to the nature of the installation undertaken and to the technical standards set down in the Wiring Regulations, be fully versed in the inspection and testing procedures contained in the Regulations and employ adequate testing equipment.

testing, whether in relation to new work or further work on an existing installation. iv. When making out and signing a form on behalf of a company or other business entity,

2. The signatures appended are those of the persons authorised by the companies executing the

work of design, construction and inspection and testing respectively. A signatory authorised to

certify more than one category of work shall sign in each of the appropriate places.

TERMS AND CONDITIONS FOR SUPPLY OF ELECTRICITY & WATER

In applying for the supply of electricity & water the Consumer specifically agrees to comply with the following rules and regulations and any further rules and regulations that DEWA may introduce from time to time. 1. REGULATIONS FOR ELECTRICAL WIRING INSTALLATIONS :

Rules & Regulations for Electrical installations. Approved Code of Practice and Regulations for Substations are available to consumers and must be observed and complied with at all times.

2. SUPPLY LINES AND EQUIPMENT : DEWA may require the Consumer to provide facilities for and to contribute towards the service charges of supply lines and

equipment and the laying and installation of the same as may be required to provide the supply. Such charges shall be payable in advance. The lines and equipment will remain the property of DEWA and may be used to supply other consumers.

3. TESTS, WARRANTY AND IDEMNITY : 1. DEWA may inspect and test all installations before connecting the supply. The Consumer shall inform DEWA well in

advance of any new installation or any extension or alteration to any existing installation so that DEWA may conduct further inspections and tests if it deems it necessary.

2. Commencement of the supply does not imply or constitute any warranty by DEWA as to the fitness of the installation or as to whether or not the installation is properly built or suitable for the Consumer’s purpose. The Consumer hereby agrees to indemnify DEWA against any loss or damage arising from any defect in the installation or any use thereof proper or otherwise.

4. ACCESS TO CONSUMER’S PREMISES : Representatives of DEWA shall be entitled to enter the Consumer’s premises at all reasonable times (save in case of

emergency when they may enter at any time) for purposes connected with the supply. 5. MAINTENANCE :

1. The Consumer shall maintain the installation up to the point of supply to the satisfaction of DEWA and shall take all steps necessary to protect and keep safe DEWA’s supply lines and equipment and shall immediately report any defect in or damage to any of DEWA’s lines or equipment.

2. Subject as aforesaid the Consumer shall not carry out any works to or interfere or tamper with the said supply lines and equipment.

3. When three phases are provided for giving electric supply, the distribution of power in the Consumer’s installation should be balanced between all of the Phases as evenly as practicable.

6. INTERRUPTIONS AND FLUCTUATIONS : DEWA may disconnect the supply for the purposes of maintenance, testing or for any other purpose whatsoever connected with the safe or efficient working of the system. DEWA shall not be liable for any loss or damage whatsoever consequential or otherwise suffered by the Consumer as a result of any such disconnection, fluctuation, over-voltage, or loss of one or more phases of the electric supply.

7. METERING : Meters will be made available to the Consumer provided always that:

The Consumer shall pay to DEWA the service charges of any repairs or replacement of any meters lost destroyed or

damaged whether by fire or otherwise: 4. If at any time any metering equipment fails to record consumption or if DEWA’s representative cannot gain access to any

meter to record consumption or there has been an error in computing the consumption and billed accordingly. 5. Any difference between DEWA and the Consumer as regards the proper operation of a meter or estimated consumption

it shall be settled amicably but in the absence of amicable settlement DEWA’s decision shall be final. 9. CHARGES :

The service charges for the supply shall be in accordance with DEWA’s tariff in force from time to time and shall be paid by Consumer on demand.

9. SECURITY DEPOSITS : The Consumer shall provide to DEWA an interest free deposit as security for the payment of the said charges in such amount

as DEWA shall determine. 10. DISCONNECTION :

1. DEWA may withhold or disconnect the supply at any time in the event of any breach by the Consumer of any of these terms and conditions or violation of the provisions of Act No.2/94, or any other enforceable law, or in case of any misuse of the supply in a manner that interferes or is likely to interfere with the efficient supply to the Consumer or to any other Consumer.

2. The Cost of disconnection and any reconnection, in addition to any other legal entitlements, which shall be at the discretion of DEWA, shall be borne by the Consumer.

11. LIABILITY OF LANDLORD : 1. The Landlord shall remain wholly liable for the performance of all of these terms and conditions until termination in

accordance with clause 12 and notwithstanding any disposal by lease or licence of the premises supplied to any third party and whether or not such third party has successfully applied for a supply of electricity & water by separate connection or transfer.

2. The right to the supply may not be assigned by the Landlord. 12. TERMINATION : Should either the Consumer or DEWA wish to terminate the supply each shall give the other not less than seven (7) days’

written notice unless otherwise warranted. DEWA shall be entitled to continue to charge the Consumer until the effective date of such notice.

13. FORCE MAJEURE : The obligations of each of the parties hereto shall be suspended for the period of and to the extent that such party is prevented

or hindered from complying therewith by force majeure which means any unforeseeable cause beyond the reasonable control of such party including (without limitation) strikes, civil disturbances, war, imposition of governmental decrees and regulations, act of God or force of nature such as lightning, storm, flood, fire, earthquake etc.

14. GOVERNMENT LAW : The laws of Dubai shall govern the contract herein for the supply of electricity and water to the Consumer.

PROCEDURE FOR MAIN POWER SUPPLY CONNECTION FOR FREE ZONE COMPANIES (LAND LEASE ONLY) AFTER RECEIVING

BUILDING PERMIT FROM JAFZA. Tenants / Consultant on behalf of Tenants to arrange for the following:

1. Obtain Building NOC from DEWA.

2. Submit load schedules and drawings to DEWA Consumer Services Department and obtain DEWA’s approval.

3. Obtain NOC from JAFZA for permanent power supply.

4. Register application with DEWA after getting item (2) & (3) above.

5. Receive cost estimate from DEWA.

6. Make payment to DEWA (Allow DEWA approx. 8 weeks to complete necessary installation, after date of payment.

7. After inspection of the project arrange for inspection by JAFZA and DEWA (Electrical Division) and clear all snags raised during inspections.
