RE: HRTO Subcommittee Meeting – August 10, 2010 An HRTO Subcommittee meeting—including a tour of the Virginia Modeling and Simulation (VMASC) facility—will be held from 9:30 a.m. – 11:30 a.m. on Tuesday, August 10, 2010, at VMASC, 1030 University Blvd., Suffolk (686-6200). 1. Public Comment Period 2. Summary Minutes of June 15, 2010 Meeting Minutes of the last HRTO meeting are attached. Attachment 2 Recommended Action: Approval 3. Identifying Effective ITS Projects The HRTPO’s FY10 Unified Planning Work Program (UPWP) included the following work task: “The HRTPO staff will work closely with VDOT and the HRTO Subcommittee to identify the most potentially effective projects in the ITS Strategic Plan for consideration by VDOT for inclusion in the SYIP and for consideration by HRTPO for inclusion in the TIP.” At the April HRTO meeting, Stephany Hanshaw of VDOT requested HRTO input concerning VDOT’s candidate ITS projects. Rob Case will present a table of results of a survey distributed to HRTO members. Recommended Action: Approve table for forwarding to VDOT. 4. Cityworks Software Presentation Robert Lewis will report on the City of Suffolk’s usage of Cityworks software to manage assets. According to the Cityworks website www.azteca.com: “Created especially for organizations facing the challenge of managing capital assets and infrastructure, Cityworks is uniquely designed to fully leverage your investment in GIS without costly duplication of data, risky synchronization or integration. Coupled with ESRI’s ArcGIS software,
Cityworks provides a complete solution for managing your assets, maintenance and property.” 5. Old Business Lane Closure Notification Rob Case will ask the subcommittee to report on usage of the VDOT Lane Closure Form emailed to members on 7-9-10 in accordance with HRTO action at its April meeting. ITS Project Inventory Having received needed inventory changes from members, Keith Nichols will report on the completion of the process of updating the Hampton Roads inventory. Attachment 5 VDOT’s Hurricane Lane Reversal Plan Rob Case will report on recent TTAC action, recent TTS action, and the implications of current VDOT hurricane analysis (Ph III). 6. New Business 7. FYI The June newsletter of Va. Beach’s TMC is attached. Attachment 7 8. Next Meeting Schedule and Agenda Items The next HRTO meeting is scheduled for Tuesday October 12, 2010 (9:30 a.m. – 11:30am) at Virginia Beach’s TOC. 9. Tour of VMASC VMASC staff will provide the subcommittee with a tour of the VMASC facility. According to the VMASC website www.vmasc.odu.edu: “[VMASC] is a multi-disciplinary research center of Old Dominion University. VMASC supports the University’s Modeling & Simulation (M&S) degree programs, offering M&S Bachelors, Masters and Ph.D. degrees to students across the Colleges of Engineering and Technology, Sciences, Education, and Business. • Summary Minutes of April 20, 2010 Meeting
o Minutes were approved as presented.
• VDOT’s Hurricane Lane Reversal Plan (2008)
At the March 3, 2010 TTAC meeting, the committee requested that HRTO review the VDOT plan, develop any recommendations for improvement, and report them to TTAC. At the April 20, 2010 HRTO meeting, following a presentation of VDOT’s Hurricane Lane Reversal Plan by VDOT and a presentation of analysis and recommendations by HRTPO staff, the subcommittee approved a motion supporting VDOT’s current study of US 58 reversal and recommending that US 58 be reversed during evacuations. In addition, the subcommittee asked staff for further analysis prior to the subcommittee taking a position on leaving the MMMBT open during evacuations.
Robert Case, HRTPO Principal Transportation Engineer, presented new analysis of the VDOT plan with recommendations, and lead a discussion of HRTO’s desired next-steps.
o The overall timeline for lane reversal will begin with the report of Tropical Storm force winds (Stephen Boyce has a copy of this timeline).
o The suggestion was made that perhaps through VITA a messaging system should be developed. This could possibly be a radio station that does nothing but give direction to vehicles attempting to evacuate.
o During a lane reversal, the following will take place:
• All westbound exits will be open as usual.
• All vehicles on I-64 EB will be swept and cleared up to 295.
• In addition to VDOT contractors, there will be a law enforcement presence on the road, consisting of State Police and National Guardsmen.

o Concerns:
• Would towing services be unavailable in the event of a hurricane evacuation? Answer: Fourteen wreckers are contracted.
• An evacuation may be called when it is unnecessary due to the margin of error on the storm track. This situation could be improved significantly by decreasing total evacuation time.
• Lane reversal would cost approximately 7 million dollars.
• The model includes only local population and local tourists, i.e. it does not include northeast North Carolina residents or tourists.
o Reversing US 58/560
• How many hours are saved by reversing Route 58/460? Answer: Approximately 13 hours. This significantly decreases the margin of error in storm tracking.
o Leaving the MMMBT open:
• It was originally decided to close the MMMBT during evacuation due to concerns about the merge point at I-64 and I-664. Due to six lanes receiving five incoming lanes, this should not be a problem.
• Leaving the MMMBT open would save seven hours, however it adds seven hours to the Peninsula evacuation time.
• There would be no construction and no cost to leave the MMMBT open as part of the evacuation plan.
• Stephen Boyce: Traffic control is a major issue. To leave the MMMBT open, traffic control would be required through barrels, barriers and personnel. Right now, acquiring enough personnel would be difficult.
• Lane reversal may be unattainable right now due to the economy, but leaving the MMMBT open could be a quick solution.
• Should VDOT/VDEM be asked to examine the costs and benefits of leaving the MMMBT open during hurricane evacuation, as a recommendation from the HRTO?
Gary Walton made a motion that this recommendation be sent to VDOT/VDEM. Motion received a second.
Discussion was held suggesting VDOT/VDEM make use of the research already done by HRTPO staff concerning opening the MMMBT.

The motion was voted on and passed.
o Funding Reversal of US 58/460
• Recommendation:
Allocate just-released $3.5 million in RSTP to the reversal.
Request remaining funding in the next SYIP (2012-2017).
• Discussion on this recommendation:
Is Tiger II funding appropriate? Answer: Probably not. It would be more likely available from Homeland Security.
Should we look elsewhere for funding?
It is always easier to leverage money with money.
Some of this funding may be supplemented by improvements the City of Suffolk makes.
• A motion was made that HRTO send the above recommendation to TTAC for consideration and approval.
The motion received a second.
• Discussion on motion
There is some concern about citizens’ opinions of funding. What if this money is spent and a hurricane never comes? Answer: What if a hurricane comes and this money was not spent for the improvement?
• The motion was voted on and passed.
o Should HRTO recommend that the Summary of Recommendations on HRTPO staff slide re: the 6-14-10 letter written by Stephen Kopczynski, York County Fire Chief/Coordinator of Emergency Management, to VDEM be moved forward to VDOT/VDEM for consideration and review?
• There was a motion made to move forward.
• The motion received a second.
• Discussion – none.
• The motion was voted on and passed.

• ITS Strategic Plan Project Inventory
At the April HRTO Subcommittee meeting Keith Nichols, HRTPO Senior Transportation Engineer, requested that localities examine the ITS Projects Inventory included within the current Hampton Roads ITS Strategic Plan and submit changes that needed to be made to their locality’s inventory. Based on each locality’s response, HRTPO staff has updated the ITS Projects Inventory and included the updated Inventory with this agenda.
Keith Nichols, HRTPO Senior Transportation Engineer, discussed the update to the Hampton Roads ITS Projects Inventory.
o It was suggested that the updated list be prioritized. Keith indicated that the next agenda item concerns prioritization.
o It was agreed that the list would be updated with just-received VDOT projects and be available for approval at the next HRTO meeting.
• Identifying Effective ITS Projects
The HRTPO’s FY10 Unified Planning Work Program (UPWP) includes the following work task:
“The HRTPO staff will work closely with VDOT and the HRTO Committee to identify the most potentially effective projects in the ITS Strategic Plan for consideration by VDOT for inclusion in the SYIP and for consideration by HRTPO for inclusion in the TIP.”
At the April HRTO meeting, Stephanie Shealey, HRTPO Transportation Engineer, presented her research on methods used by other MPOs to prioritize ITS projects, and Stephany Hanshaw of VDOT indicated that VDOT had a subset of ITS projects with regional implications for which the opinion of HRTO would be valuable.
Mr. Boyce, VDOT’s Acting HRTOC Facility Manager, brought the list to the meeting, and Keith Nichols, HRTPO Senior Transportation Engineer, briefly sought guidance from the HRTO concerning how best for HRTO and staff to complete this task.
o The projects on this list are proposed, not active.
o The committee was asked to rate these projects as low, medium, or high based on value to their city, and again based on regional importance.
o As committee members are rating projects, they are asked to also add/suggest projects that may have been overlooked.
o It was suggested that it may also be beneficial to see projects that have been completed in the past in order to see the cost and time related to those projects.

• ITS Architecture Workshop
As part of the use and maintenance of the Virginia ITS Architectures task, this 2-hour workshop (see attached agenda) was intended to be an initial refresher for the Hampton Roads region regarding its regional ITS architecture and the Virginia Statewide ITS Architecture. Some good examples of using architectures for project development (SYOIP, ARRA II, etc.) were shown. The workshop also laid out the agenda and schedule for the remainder of this task with emphasis on the use of VA architectures (training as well as FHWA-sponsored workshops), technical support, outreach, and updating/maintaining the regional ITS architectures. The Virginia ITS Architectures CD-ROM was made available to all workshop participants. Chris Francis, VDOT Central Office, conducted the workshop with assistance from Jeff Brummond of Iteris.

o There was no old business to be discussed.

TBD $1,000,000 Va Beach is developing its own traffic management system that will provide connectivity to all signals within the city. As part of the emergency interstate diversion plan, HRTOC would have the ability to directly communicate with city resources to handle additional traffic flow on city arterials. This will also provide the city with the ability to view and control HRTOC cameras within the city limits.

This topic involves the resolving signal timing issues at certain intersections based on citizen
suggestions and staff observations.

Once completed, this project will expand the City’s traffic signal network by installing 92 miles of fiber
optic cable, adding 39 closed circuit television cameras at high traffic intersections, adding vehicle
video detection equipment at 100 intersections and installing Emergency Vehicle Pre-emption at 26
critical intersections. Together, this will provide a 1 Gig Ethernet backbone that connects everything
back to the Traffic Management Center
