1. Postavka šeme PTNoiseKS1 The setting of scheme PTNoiseKS1

Šema ispitivanja osposobljenosti PTNoiseKS 1 je šema "podeljenog opsega". Laboratorije su, na odabranim lokacijama, uporedo merile nivo buke dva puta u kratkom vremenskom razmaku. Obzirom na isti izvor zvuka čiji se nivo meri u duplikatu, očekuju se slične merene vrednosti nivoa zvuka.

Kombinovanom obradom rezulata dva merenja, numeričkim i grafičkim tehnikama, rezultati laboratorija su prikazani i vrednovani, kako sa aspekta istinitosti, tako i preciznosti, uzimajući u obzir i procenjenu mernu nesigurnost rezultata merenja ekvivalentnog nivoa buke.

Proficiency testing scheme

PTNoiseKS 1 is a scheme of "split- level". Laboratories are simultaneously measured the noise level twice in a short period of time, at selected locations. Due to the same audio source whose levels measured in duplicate, it was expected similar measured values of the sound level. The combined treatment results of both measurements, using numerical and graphical techniques, laboratory results are presented and evaluated, both in terms of trueness, and precision, taking into account the estimated measurement uncertainty of the measurement results equivalent noise level.

2. Merna mesta Measuring points

Predmet ispitivanja je životna sredina.

Lokacije su pažljivo odabrane da suštinski simuliraju stvarna merenja na terenu.

Testiranje odabranih mernih mesta za međulaboratorijsko uporedno merenje buke u životnoj sredini, u svrhu potvrde pogodnosti lokacija kao predmeta ispitivanja šeme PTNoiseKS 1, izvedena su standardnom metodom SRPS ISO 1996-2:2010, koje je laboratorija Zavoda za javno zdravlje Kruševac akreditovala za svoja rutinska ispitivanja.

The testing item is environment. The locations are carefully

selected to essentially simulate actual field measurements.

Testing of selected measuring points for interlaboratory comparative measuring noise in the environment, in purpose to confirm suitability of locations as subject matter of schemes PTNoiseKS 1, were performed using the standard method SRPS ISO 1996-2:2010, which is a laboratory of the Institute of Public Health Krusevac accredited for their routine tests.


Adekvatnost mernih mesta je

potvrđena 08-09-2015, višestrukim merenjima u više tačaka na mernim mestima u okviru odabranih lokacija. Dobijene razlike vrednosti L Aeq (dB) su značajno manje od procenjene merne nesigurnosti metode za svako od mernih mesta.

Nivoi buke u životnoj sredini

mereni su na tri merna mesta sa sledećim karakteristikama:

Suitability of measuring points was confirmed september 08th 2015, by multiple measurements at multiple points on the measuring places within selected locations. Resulting differences of values of L Aeq (dB) are significantly less than the estimated measurement uncertainty for each of the measuring points.

were measured at three places with the following characteristics:

Park Slobodište Opis lokacije: Spomen park Slobodište je veliki parkovski kompleks koji se nalazi na južnoj periferiji grada, udaljen od stambenog naselja. Na lokaciji spomen parka nema izgrađenih objekata, kao ni saobraćajnice u neposrednoj blizini (slika 1).

Slobodiste park Description of the location: Memorial park Slobodiste is a large park complex located on the southern periphery of the city, far from residential area. There are no built structures at the location of a memorial park, as well as the roads in the proximity (Picture 1).


Merno mesto 1: Merenja su izvedena u centralnom delu Spomen parka Slobodište u amfiteatru prečnika oko 150 m. Merena je ambijentalna buka bez primarnih izvora zvuka. Aparati su bili linijski raspoređeni na platou amfiteatra na istoj visini od tla (slika 3).

Measuring place 1: Measurements were performed at the central part of the memorial park Slobodište, in the amphitheater, which diameter is approximately 150 m. The ambient noise was measured without primary sources of sounds. Measuring instruments were placed on the plateau of the amphitheater in linear order at the same height from the ground (Picture 3).

Slobodište amfiteatar Opis lokacije: Lokacijski je isto mesto kao i spomen park Slobodište (slika 1). Merno mesto 2: Merenja su izvedena u centralnom delu spomen parka Slobodište u amfiteatru prečnika oko 150m. Meren je nivo buke od veštačkog izvora (motorna prskalica marke “STIHL SR 420” snage 2,6 kW) koji je smešten na platou amfiteatra, na udaljenosti od 13 m, dok su aparati bili raspoređeni u blagom polukrugu na istoj udaljenosti od izvora i istoj visini od tla (slika 4).

Slobodiste amphitheater Description of the location: The location is the same location as memorial park Slobodiste (Picture 1). Measuring place 2: Measurements were performed at the central part of the memorial park Slobodište, in the amphitheater, which diameter is approximately 150 m. It was measured noise level that came from artificial source (motor sprayer brand "STIHL SR 420" power 2,6 kW), which is located on the plateau of the amphitheater, at a distance of 13 m, while the measuring instruments were placed in a slight semicircle, at the same distance from the source and the same height from the ground (Picture 4).

Bruski put Opis lokacije: Gradska saobraćajnica Bruski put sa četiri kolovozne trake u dva smera koja je deo magistralnog pravca prema Blacu i Prištini. U delu saobraćajnice gde su vršena merenja nema izgrađenih objekata i okružena je većim zelenim površinama (slika 2). Merno mesto 3: Merenja su izvedena na 4,5 m od ivice kolovoza saobraćajnice prekoputa ulaznog platoa spomen parka Slobodište (slika 5). Primarni izvor buke je saobraćaj sa pomenute saobraćajnice.

Road to Brus Description of the location: Road to Brus is city road with four-lane in two directions, which is part of the main road to the Blace and Prishtina. The measurements were performed at part of the road with no buildings and with large green areas aroud it (Picture 2). Measuring place 3: The measurements were performed at 4,5 m from the edge of the road across the entrance plateau of memorial park Slobodište (Figure 5). The primary source of noise is traffic from the road to Brus.


3. Ispitivanja i laboratorije Tests and laboratories

U međulaboratorijskom ispitivanju učestvovalo je 30 laboratorija. Većina laboratorija učesnica je akreditovana prema standardu ISO/IEC 17025 za merenje buke u životnoj sredini. Pored ovih laboratorija, učešće su uzele i laboratorije koje su u pripremnoj fazi akreditacije.

An interlaboratory study involved 30 laboratories. Most of the participating laboratories are accredited according to ISO/IEC 17025 standard for measuring noise in the environment. Besides these laboratories, there were several laboratories which are in the preparatory phase of the accreditation process.

Sve laboratorije koje su

učestvovale u šemi ispitivanja osposobljenosti PTNoiseKS 1/2015 koristile su svoju mernu opremu (kopije uverenja o etaloniranju su dostavljene provajderu pre početka sprovođenja šeme). Sve laboratorije primenjuju metodu merenja SRPS ISO 1996-2:2010, (odnosno ISO 1996-2:2007).

All laboratories which participated in the proficiency testing scheme PTNoiseKS 1/2015 were using their measuring equipments (copies of certificates of calibration were delivered to provider before implementation of scheme). All laboratories apply the measurement method SRPS ISO 1996-2:2010 (respectively ISO 1996-2: 2007).

4. Vrednovanje rezultata Evaluation of the results - statističko modelovanje - statistical modeling

Vrednovanje perfomansi učesnika u šemi ispitivanja osposobljenosti PTNoiseKS 1 zasniva se na poređenju pojedinačnih rezultata merenja nivoa ekvivalenta buke (L Aeq) u odnosu na dodeljenu (nominalnu) vrednost, koja je uspostavljena iz rezultata dobijenih konsenzusom nakon završetka merenja.

Evaluation of participants performance in the proficiency testing scheme PTNoiseKS 1 is based on a comparison of individual measurement results equivalent noise level (L Aeq) in relation to the assigned (nominal) value, which is established from the results obtained by consensus after the end of measurements.

Kako bi se minimizirao uticaj ekstremnih rezultata, za nominalnu vrednost uzeta je medijana iz rezultata merenja laboratorija nakon eliminacije ekstrema primenom testa po Grubb-u za jedan ekstrem (za nivo od 5%) i primenom testa po Grubb-u za dva ekstrema (za nivo od 1%).

In order to minimize the influence of extreme results, the median value of the measurement results of laboratories, after elimination extreme values founded applying the tests by Grubb for one extreme (for the level of 5%) and for the two extremes (for level of 1%), is taken for the nominal value.

Rezultati laboratorija vrednovani su numeričkim i grafičkim statističkim tehnikama i to:

Gde je: Xi - rezultat laboratorije, X - nominalna vrednost (medijana, nakon eliminacije rezultata ekstrema testom po Grubb-u za jedan ekstrem za nivo 5% i/ili za dva ekstrema za nivo 1%), Srob - robusna srandardna devijacija.

Where is: Xi - the result of the laboratory, X - Nominal value (median value, after

the elimination of extremes of test results by Grubb for an extreme level of 5% and/or for the two extremes for the level of 1%), Srob - robust standard deviation.

Izračunate vrednosti Z skora treba tumačiti na sledeći način: Z ≤ 2,0 ukazuje na zadovoljavajuće performanse (ne daje nikakvo upozorenje), 2,0 < Z < 3,0 ukazuje na sumnjive performanse (signal upozorenja), Z ≥ 3,0 ukazuje na nezadovoljavajuće performanse (signal za preduzimanje mera).

The calculated of Z score values should be interpreted as follows: Z ≤ 2,0 indicates satisfactory performance (it does not give any warning) 2,0 <Z <3,0 indicates questionable performances (warning signal) Z ≥ 3,0 indicate unsatisfactory performance (signal for action measures).

2) Grafički, iz dijagrama po

Youden-u, u kome su na horizontalnoj X-osi prikazani rezultati laboratorija za prvo merenje, u odnosu na vrednosti drugog merenja koji su prikazani na vertikalnoj Y-osi. Obzirom da X i Y ose predstavljaju nominalne vrednosti, udaljeniji rezultati imaju manju istinitost.

2) Graphically, the diagram by Youden-in, in which the horizontal X-axis shows the results of the laboratory for the first measurement in relation to the value of the other measurements that are displayed on the vertical Y-axis. Since the X and Y axes represent nominal values, the more distant results have minor trueness.

Kružnice oko preseka nominalnih vrednosti opisuju interval od jedne, odnosno tri objedinjene standardne devijacije (Spooled), koje su kalkulisane iz podataka od dva merenja. Kroz presek nominalnih vrednosti prolazi linija sa nagibom od 450. - Tačke unutar prečnika kruga – predmet slučajnih grešaka. - Tačke blizu linije od 450 i unutar kruga 1S – rezultati su veoma precizni. - Tačke blizu linije od 450 i van kruga 3S – rezultati su precizni, ali su predmet uticaja sistematskih grešaka. - Tačke u levom gornjem, ili desnom donjem kvadratu i van kruga – grube greške.

A circle around the intersection of nominal values describe the interval between one and three pooled standard deviation (Spooled), which are calculated from the data of the two measurements. There is a line of the slope 450 throught the intersection of the nominal value. - Points inside diameter of the circle - the subject of random errors - Points near the line of 450 and the circle 1S - the results are very precise. - Points near the line of 450 and outside the circle 3S - the results are precise, but they are subject to the influence of systematic errors. - Points in the top left or right lower square and outside the circle – rough errors.

3) Grafički, vrednosti L Aeq sa procenjenim mernim nesigurnostima, a u odnosu na opseg koji obuhvata nominalna vrednost sa svojom pridruženom mernom nesigurnošću. Laboratorije, čije vrednosti L Aeq sa mernom nesigurnošću (dB) obuhvataju ovaj opseg, imaju korektno procenjenu mernu nesigurnost.

3) Graphically, the values of L Aeq with an estimated measurement uncertainties in relation to the range of the nominal value with its associated measurement uncertainty. Laboratories, whose values L Aeq, with measurement uncertainty (dB), are overlapped with this range, have reasonably estimated measurement uncertainty.

5. Važni datumi Important dates

Plan aktivnosti je realizovan i podrazumevao je sledeće:

- Laboratorije su u Uputstvu za učesnike obaveštene o važnim datumima. - Merenja, na sva tri merna mesta, vršena su 29.09.2015. godine. Rezultati, izraženi kao L AeqT, su odmah nakon merenja upisivani u radni obrazac, koji je predat organizatoru. Napomena: Kod rezultata dostavljenih sa manje značajnih cifara, PT provajder je zadržao pravo da dopiše nulu iza poslednje decimale. Takođe, ako dostavljeni rezultati sadrže veći broj cifara od naznačenog, rezultati se zaokružuju, poštujući sva pravila zaokruživanja na značajne cifre.

Rezultati merenja sa procenjenim mernim nesigurnostima (nivo k = 2) organizatoru su dostavljeni elektronskom poštom u propisanoj formi na Izveštajnom obrascu do 06.09.2015. godine.

- Laboratories are informed about important dates in the Instructions for participants. - The measurements at all three places, were carried out september 29th 2015. The results, expressed as L AeqT, immediately after the measurements saved in a working form, which was submitted to organizer. Note: PT provider has reserved the right to add the zero behind the last decimal of the submitted results with lesser significant figures. Also, if submitted results have higher number of figures then specified, they will be rounded, respecting all the rules of rounding to significant figures.

The measurement results with the estimated measurement uncertainty (level k=2) organizers were submitted electronically at the prescribed way on the reporting form until september 06th 2015.

6. Poverljivost rezultata Confidentiality of results

Rezultati u ovom izveštaju su konačni rezultati i prikazani su pod šiframa laboratorija, koje su poznate samo laboratoriji učesnici i najužem timu u sprovođenju šeme.

The results in this report are the final results and they are shown under laboratory codes, which are known only to the participating laboratories and narrowest team in the implementation of the scheme.

8. Generalni zaključak General conclusion

Sve laboratorije izvode ispitivanja u skladu sa zahtevima metode. Iz svega gore navedenog se može zaključiti da se rezultati učesnica mogu međusobno porediti i ustanoviti međulaboratorijske razlike. Sve laboratorije učesnice ispitivanja su pokazale visok nivo stručnosti, ne praveći greške u rukovanju, kalibraciji opreme i merenjima. Na osnovu ove šeme ispitivanja osposobljenosti, može se zaključiti da laboratorije učesnice kvalitetno obavljaju merenje buke u životnoj sredini, ali i da ima prostora za poboljšanja, naročito kod izražavanja merne nesigurnosti. Kada je u pitanju istinitost rezultata, vrednosti merenja svih laboratorija su u opsegu prihvatljivih rezultata (100%). - Najmanje razlike u rezultatima laboratorije su pokazale u merenju linijskog izvora buke: apsolutna razlika L Aaqmax - L Aaqmin = 1,4 dB sa standardnim devijacijama od 0,32 i 0,36. - Kod tačkastog izvora buke apsolutna razlika je nešto viša: L Aaqmax - L Aaqmin = 1,6 dB sa standardnim devijacijama od 0,42 u oba merenja. - Najveće razlike u rezultatima laboratorije su pokazale kod merenja ambijentalne buke vrlo niskog nivoa: apsolutna razlika L Aaqmax - L Aaqmin = 1,7 dB sa standardnim devijacijama od 0,57 i 0,50.

All laboratories perform tests in accordance with the requirements of the method. From all the above it can be concluded that the results of the participants can be compared with each other and identify interlaboratory differences. All the participating laboratories showed a high level of expertise, with no errors in handling, calibration equipment and measurement. On the basis of this proficiency testing scheme, it can be concluded that the participating laboratories perform quality measuring noise in the environment, but also that there can be some improvements, especially with the expression of measuring uncertainity. As far as the trueness of the results, the measurement values of all laboratories are in the range of acceptable results (100%). - The smallest differences in the results laboratories showed in the measurement of line noise sources: the absolute difference L Aaqmax - L Aaqmin = 1,4 dB with a standard deviations of 0,32 and 0,36. - Absolute difference is slightly higher at point source noise: L Aaqmax - L Aaqmin = 1,6 dB with a standard deviation of 0,42 in both measurements. - The greatest differences in the results laboratories showed during the measuring a very low level of ambient noise: the absolute difference L Aaqmax - L Aaqmin = 1,7 dB with a standard deviations of 0,57 and 0,50.
