TECHNICAL INSPECTION OF THE VEHICLES IN REPUBLIC OF
MACEDONIA AND ACTIVITIES FOR ADJUSTMENTS OF THE MACEDONIAN
WITH THE EUROPEAN REGULATIONS
Abstract
Today in Macedonia we face significant changes economical and political
which impose new specific demands in the development of the society, Everyday needs for
the fulfillment of the working, cultural and other life functions impose intensive usage of the
motor vehicles as a basic tool for fast, on-time and quality fulfillment of the human every day
needs, which on the other hand means increased density of vehicles, i.e. increased volume of
traffic on the roads.
The usage of the motor vehicles on the public roads, although has invaluable
benefit for people and society, carries great dangers. On the roads there are traffic accidents
in which thousands of people die every year (in 2011, only in Republic of Macedonia, 7025
people were hurt in accident; 172 of them died, and 6853 were injured) and a great material
damage is done. In most of the cases of the traffic accidents, the technical malfunction of the
vehicles is the cause for the accidents. Because of that a need is imposed to make technical
inspection of the vehicles that participate in the road traffic at least once a year. With the
participation of technically operable vehicles in the road traffic, a greater degree of safety is
achieved and the number of accidents caused by the factor vehicle is decreasing. Due to
reaching a greater degree of safety in traffic on the roads the need for technically operable
vehicles is imposed, with which they will contribute in the increase of the safety in traffic.
Republic of Macedonia as a candidate country for the European Union has an
obligation to adjust its legal regulations with the regulations of the European Union in the
development of the methodological aspects of the control of the state of the motor vehicles
through the so called Directives. It was needed to see which were the demands of the
Directives of the European Union which refer to the technical inspections and whether
Macedonia with its legal acts and subordinate regulations are close to the Directives.
The harmonization of the legal regulations in Republic of Macedonia with the
regulations of the Union are at the highest importance for further long-term observation and
improvement of the laws. Among other things, regulations should have been brought which

imply to the technical inspection of vehicles. For that purpose, a series of legal acts and
subordinate regulations were brought which directly and indirectly regulate this activity.
A special accent should further be given to the need and possibility for
imposition of criteria which refer to the assignment and formation of optimal number of
stations for technical inspection, through an adequate methodology which will aspect the
territorial organization and availability for the users in equal terms.
Only the application of the criteria from this area will lead to a positive trend
which is also followed by most of EU candidate-countries. Furthermore, the security aspect
will be complemented with efficient and modern system of criteria, which will satisfy the
strict laws and demands with a carefully planned politics and strategy and by that the
financial investments would be well-founded and will be in the interest of the owners of the
motor vehicles as users of the service, but also in the interest of the stations for technical
inspections as direct givers of the services.
