The Neighborhood Stabilization Corporation ("NSC") is a subsidiary of the Neighborhood Assistance Corporation of America ("NACA") and will be providing the services in the future that NACA has been providing. For purposes of this application, the information provided here.in as NSC is the performance and activities previously provided by NACA.

NSC is the preeminent non-profit housing counseling organization. NSC provides neighborhood stabilization initiatives geared towards low- to moderate-income people and communities. With collaborative efforts between NSC and the private sector, government, and civil society institutions, NSC has unmatched counseling and results, and is well suited to maximize the objectives set forth herein to homeowners in Washington who are at risk of foreclosure.

NSC provides counseling services pursuant to the NFMC and other programs administered by HUD. NSC's experience will be an asset, enabling NSC to perform as a capable and effective partner by administering foreclosure prevention services in Washington.

HomeSave The project proposed will meet two critical needs for Washington. The first being HomeSave which focuses on addressing the foreclosure crisis by utilizing national industry standards in providing long-term solutions for tens of thousands of homeowners with an unaffordable mortgage. NACA has the foreclosure prevention counselors in place to handle a large volume of homeowners in need. The partnerships in place provides struggling homeowners with direct access to lenders and investors through to work out loan modifications. This is done through the Save the Dream events which bring homeowners and lenders face to face to negotiate a loan modification. This is done through counseling and submission of a loan modification packet electronically and on site negotiation with the servicer and investor underwriters. Homeowners can get on spot solutions during these unprecedented events.

E. Describe the demographics of the consumers you serve. Please provide supporting data or statistics.

For the most recent reporting period, which covers the counseling period from October 1, 2010 to June 30, 2011, 59% of housing counseling services were administered to Black and Hispanic clients. During this counseling period, housing counseling services were provided to a total of 233,202 families, 27% of which, 63,535 total clients, were Hispanic, and 32% of which, 75,030 total clients, were Black.

As a grant recipient in the State of Washington, as can be seen by reviewing the diversity found within the pool clients counseled by NSC to date, NSC will continue to administer highly-effective foreclosure prevention counseling services to Washington homeowners from a broad range of diverse cultural, ethnic, racial, and financial backgrounds.

F. Describe the geographic scope of your project.

As a recipient of a grant from the Washington Consumer Foreclosure Remedies Fund Committee, NSC will expand its national services to service the state of Washington. This will include opening at least one branch office, have remote counselors available to provide services state-wide and have two of NACA's unprecedented American Dream Events.

This provides unprecedented access to the residents in Washington state. Homeowners would have access to counselors either face to face or by phone. In either instance they would be provided with comprehensive counseling. In addition, Washington residents would be under the agreements NSC has with all the major lenders and investors. These provide solutions where homeowners save hundreds and sometimes over a thousand dollars a month in their mortgage payment with interest rates permanently reduced to a low at 2% and sometimes the outstanding principal reduced by tens of thousands of dollars to achieve a Dermanent affordable Davment.

G. Identify the total number of consumers you expect to serve during the life of this grant.

We expect to serve over 5,000 consumers during the life of this grant. This is a conservative estimate. We are the largest and most effective organization in the country in providing solutions to homeowners at risk of foreclosure. To date we have done 79 American Dream Events over the past four years. These events attract tens of thousands of homeowners. With the Servicers and investors on-site and providing same-day solutions, the word gets out and more and more people come over the five days. The agreements with the largest Servicers and investors provide unprecedented solutions encouraging many more homeowners to participate in the program.

H. Ifthis is not a new project, describe what changes are being made to an existing project.

As a recipient of a grant from the Washington Consumer Foreclosure Remedies Fund Committee, this project will be an expansion of current services. NSC has administered such services to Washington since 2008. As such, NSC intends to continue its success of administering effective housing counseling and foreclosure prevention services to Washington homeowners as well as expand the purchase opportunities with newly developed and improved partnerships with lenders.

I. Describe how net benefit or positive outcomes can be measured at the end of the project.

We are a results focused organization. We have created a state-of-the-art paperless Client Management System ("CMS") called NACA-Lynx that is used to ensure that counseling activities are closely supervised and that counseling results are measured in a timely manner. This ensures that counselors are providing clients with all of the necessary information at each counseling session and that we are able monitor and ensure affordable outcomes for the homeowners.

NACA-Lynx has hard-coded safeguards in place to ensure the effective delivery of foreclosure assistance including the review of individual client files by NSC management; and corroboration with data produced as a part of NSC's operational practices.

NACA-Lynx tracks client progress while enabling quick and accurate record validation, enabling management to perform high levels of quality control and file review on each file. Technoloav and suoervisor oversiaht are instrumental in monitorina nerformance and

As noted previously, this grant must be used to provide additional services and not merely replace existing services or supplant existing funding. No current salaries or benefits may be funded using grants provided by the AGO unless expressly and explicitly granted, in advance and in writing, by the Committee. The Committee reserves the right to request a more detailed budget prior to selection.

B. What percent of your total project budget does this funding request represent?

The grant NSC is requesting from the Washington Consumer Foreclosure Remedies Fund Committee, in the amount of $2,189,920, represents 50% of the total project budget.

C. If the project will be funded in part from other sources, identify those sources and the funding amounts.

NACA will provide the additional funds from its own resources. A portion may come to grants obtained through NFMC and HUD as listed above. Also, funds would come from Servicers and investors where we provide services and affordable solutions. For some of the Servicers we are paid approximately five hundred dollars when a homeowner obtains an affordable solution and makes their mortgage payments on time for three months.

VI. PROJECT ADMINISTRATION

A. Identify within your organization who will be directly responsible for the following project components: (a) administration, (b) fiscal, (c) service delivery. Attach a current resume for the agency director, and the lead project staff person, and a current agency organizational chart.

Detria Austin Russell, NSC's National Operations Director, will be responsible for administering and managing the delivery for foreclosure prevention and housing counseling services to Washington homeowners.

Stella Marques-Murray, NSC's Accounting Director, is responsible for the oversight of fiscal matters relating to foreclosure prevention and housing counseling services provided to homeowners in the State of Washington.

B. Describe what steps your organization will take to ensure that the project will serve its intended purposes and be completed on time.

NSC will hire and train a Washington staff consisting of 6 Counselors and 3 Office Managers, and 3 Office Administrators who will administer and supervise housing counseling services provided to Washington homeowners who at risk of losing their homes to foreclosure. In studying the May 2012 State of Washington foreclosure totals, NSC will direct the majority of its foreclosure prevention counseling resources to homeowners residing in three Washington Counties ... King County, Pierce County, and Shohomish County.

In May 2012,650 homes entered foreclosure in King County, Washington. In May, one home in every 1,310 King County homes entered foreclosure ..

In May 201,592 Pierce County homes entered foreclosure, a rate of one home for every 550 homes (nearly twice the foreclosure rate of King County).

C. Describe how you plan to measure and evaluate the success of your project and include samples of evaluation tools if available.

NACA-Lynx has systems and controls in place which enable NSC's counselors to confirm that counseled clients' restructured home loans are affordable, while also corroborating, through reviewed client documentation accessible to counselors in NACA-Lynx, the accuracy of client financials. Additionally, client files are reviewed by NSC supervisors and by NSC's QC Department in order to ensure that counselors are sufficiently working with clients to develop long-term mortgage sustainability.

NACA-Lynx provides real-time data, which proves to be instrumental in monitoring client progress. File disposition and file status are monitored in NACA-Lynx. NACA-Lynx also determines what pending actions, if any, will be necessary to take for each file. Counselors are required to update NACA-Lynx files no less than every 30 days. NACA-Lynx is utilized by NSC for all counseling activities, with outcomes measured in real time. Constant updating and reporting enables project directors and managers to respond to file shortcominas at both the individual level and the branch level and if necessarv. to
