• Conservation of a natural resource of the Andean Community withoutany economic outlay for its Member Countries.

• Training program for officials of Member Countries on satellite issues.
• Possibility of accessing a new orbital position.

The registration in the Andean Satellite Listbegan to be implemented in December 2009, withthe issuance of Resolution 1296.
65 satellites of 12 satellites operators areregistered to date, located in 48 satellite orbits.
DECISIÓN 707: TECHNICAL FACILITIES
AGREEMENT SGCAN - ARGENTINA
• Registration of satellites from third countries: ARSAT-1 and ARSAT-2.• Interinstitutional Agreement between SGCAN and the Secretary of
Modernization of Argentina.• Agreement signed on November 8th, 2018 between the Secretary of
Modernization of Argentina and the Secretary General of the AndeanCommunity.
• SGCAN: Facilitate registration in the Andean Satellite List Register of ARSAT-1and ARSAT-2 satellites.
• SMA: Provide authorization for the provision of satellite facilities and servicesfor SES-10 satellite of the Andean Satellite Network - Simon Bolivar 2.
• Decision 707 : Articles 3 and 7 Reciprocity principles.• Resolution N° 2045 SGCAN - 18 January 2019 - ARSAT-1 and ARSAT-2

53 Resolutions of the General Secretariat related to the AndeanSatellite List have been issued.
Objective: Need to have an effective procedure, simplified andfast (with due international regulatory compliance / ITU)
Main problems to be solved: change of commercial name,change of operators, transfer agreements between satelliteoperators, among other matters.
New topics: possibility of incorporating low orbit satellites.
Analysis of regulatory aspects within the Framework of theAndean Committee Telecommunications Authorities (CAATEL)

Advance in the construction of a futurevision of the Andean Community, whichprioritizes the work oriented to thesatisfaction of the needs of theirpopulation; among others, in thefollowing areas:
• Free transit of people.• Andean Digital Agenda: digital
transformation, connectivity,innovation, information andcommunications technologies.
• Digitalization of procedures.• Energy Interconnection between
Andean countries and other countriesin the region.
