    WelcomeWe Welcome YouOn behal o the New England Section, welcome to

    the 2010 IE Northeastern District Annual Meeting in

    beautiul and historic Portland, Maine. Frommers ravel

    Guides named Portland one o the top twelve surpris-

    ing, thriving and emerging world travel destinations. In

    October 2009, Bon Appetit magazine named Portland

    as Americas Foodiest Small own. Portland is a beauti-

    ully compact city. From anywhere on the Peninsula, it is

    a short distance to the waterront with its splendid views,

    nestled against the cobblestone streets o the Old Port.

    From there, a leisurely stroll through the center o the

    business district takes you to the Arts District, crowned by

    the world-class Portland Museum o Art.

    Te host hotel is the Portland Regency, located within the

    Old Port retail district at the Portland waterront. Te Re-

    gency was invited by the National rust o Historic Preser-

    vation to become a distinguished member o the Historic

    Hotels o America because o its preservation o a histori-

    cally signifcant building and its superior service. It oers

    an attractive site or experiencing Portland and the Maine

    Coast --- the rooms are comortable, the ood is excellent,

    the meeting acilities satisy our needs, there is an on-site

    spa, and the Old Port attractions are only a ew steps rom

    the ront door. Te Old Port is a charming, cobble-stoned

    quarter renowned or its award-winning restaurants, lively

    pubs, and world-caliber shops and galleries.

    Te local arrangements committee has worked diligently

    to develop rewarding, educational, and un technical, so-

    cial, and companion programs. Te technical program in

    cludes ten sessions on current hot topics such as complet

    streets, saety, innovative technologies, sustainable trans-portation projects, and ties between land use and transpo

    tation. Full descriptions o the technical session speaker

    presentations are on the District meeting website and wi

    be printed in the registered delegate packet distributed

    at the meeting. On Wednesday, delegates will have the

    opportunity to attend an advanced Synchro/Simra c

    workshop and take technical tours o the Maine urnpik

    Authority Operations Center and Maines Eastern rail.

    Te social program tees o Wednesday with a 9-hole

    scramble at Riverside Municipal Gol Course and a wel-come reception on board a Casco Bay Lines erry. At the

    Tursday morning breakast, the three IE vice presiden

    tial candidates will talk about their goals and plans or th

    uture o IE. During the day, the companion program

    will include a tour o the Portland Museum o Art and a

    meal and shopping in Freeport. Te annual awards ban-

    quet that evening will conclude with Down East enterta

    ment, ayuh.

    Tis workshop is or experienced Synchro users who are

    interested in becoming power users. It will explore the ull

    unctionality and versatility o the Synchro and Simra-

    fc tra c modeling sotware, as well as new eatures and

    capabilities in Synchro 7 that were not available in earlier

    versions. Registrants will be invited to e-mail John beore

    the workshop date with their specifc technical questions

    and goals or the workshop, and he will incorporate as

    many as possible into his presentation and demonstrations

    or the class.

    Students will receive a comprehensive reerence handout

    to take home, but there will be no hands-on computer

    use other than by John o the projector screen. Lunch is

    Mr. Ibarguen actively particpated in the development o

    the new AASHO Highway Saety Manual, which allows

    engineers to select cost-eective treatments and strategies

    or dierent crash types. He will present a strategic over-

    view o the recently issued manual. Mr. Belz will ollow

    with a technical users perspective, presenting case studies

    in which he used the manual to mitigate real-world high-

    way saety hazards on Maine roads. Tere will be plenty

    o time or questions, comments, and active discussion by

    session attendees.

    Session 6. FHWA CURVE ADVISORY SPEED

    Workshop Leader and Facilitator: R. Milstead, PE,

    It is estimated that hal o all speeding roadway departure

    crashes occur on curves. Advisory speeds that are not con-

    sistent can be a contributing actor. Tis workshop will

    cover guidelines or determining when an advisory speed

    is needed, criteria or identiying the appropriate advisory

    speed, an engineering study method or determining the

    advisory speed, and guidelines or selecting other curve-related tra c control devices.
