    INVITATIONTOBID

    Supply and Delivery of Office Furniture and Partition for the UPOU Offices

    The UP Open University (UPOU) through the Bids and Awards Committee (UPOU-BAC), intends toapply the sum of Five Hundred Seventy Five Thousand Pesos (PhP575,000.00) only, this being the ApprovedBudget for the Contract (ABC) for Supply and Delivery of Office Furniture and Partition for UPOUOffices (ITB Reference No. 16-07-002). Bids received in excess of the ABC shall be automatically rejected atbid opening.

    The UPOU now invites all interested PhilGEPS registered suppliers, manufacturer, dealers, andauthorized franchised dealers to submit bids for Supply and Delivery of Office Furniture and Partition forUPOU Offices. Delivery of goods is required fifteen (15) calendar days after receipt of the Purchase Order.Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, acontract similar to the project and equivalent to fifty percent (50%) of the ABC. The description of an eligiblebidder is contained in the bidding documents, particularly in Section II. Instructions to Bidders. Bidding isrestricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent(60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens ororganizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens,pursuant to RA 5183 and subject to Commonwealth Act 138.

    Bidding will be conducted through an open competitive bidding procedure using a non-discretionary

    pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,otherwise known as the Government Procurement Reform Act.

    A complete set of bidding documents may be purchased from the address below and upon payment of anon-refundable fee for the bidding documents in the amount of Six Hundred Pesos (PhP 600.00) only. It mayalso be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS)provided that bidders shall pay the non-refundable fee for the bidding documents not later than the submissionof their bids.

    Bids must be delivered to the address below. All bids must be accompanied by a bid security in theform and in the amount stated in ITB Clause 18.

    Bid opening shall be on 11 July 2016, 4:00 PM at UPOU Headquarters, Los Baos, Laguna. Bids willbe opened in the presence of the bidders representatives who choose to attend at the address below. Late bids

    shall not be accepted. UPOU reserves the right to accept or reject any bid, to annul the bidding process, and toreject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder orbidders.

    Interested bidders may obtain further information from the BAC Secretariat, Supply and PropertyManagement Office (SPMO), UPOU Headquarters, Los Baos, Laguna and inspect the bidding documents from8:00 AM to 5:00 PM Monday to Friday.
