    BACKGROUND

    The First Meeting of the Association of Principals of Technical Institutions in India was held

    at Delhi Polytechnic Delhi on Mondey, 28th July 1941.

    Mr. John Sargent, M.A., C.I.E., Educational Commissioner with Government of India cum

    Joint Secretary; Department of Education, Health and Lands occupied the Chair.

    Principals from Delhi, Calcutta, Assam, Dhanbad, Bombay, Hyderabad, Agra, Pune, Howrah,Baroda, Karachi, Roorkee, Aligarh, Banaras, Patna, Lucknow were responsible for the

    preparation of APTI (I)'s Constitution and its Objectives.

    The Meeting of A.P.T.I. (I) held at the University of Mysore, Mysore on Monday 27th May1988 at 11.00 a.m. took a decision to wind up voluntarily in favour of a newly Registered

    Society under the name "Indian Society for Technical Education" (ISTE) which was

    already registered as a Society under the Societies Registration Act of 1860 on 21st May1968 in New Delhi.

    MANAGEMENT

    The affairs of the ISTE are managed by a National Executive Council consisting of:President,

    Vice Presidents,

    Honorary Treasurer

    Executive Secretary,

    Elected representatives of Sections,

    6 Nominated Members (atleast including one female member),

    6 Distinguished Invitees.

    (Two Vice-Presidents are elected every three years from amongst the Executive Council members)

    CODE OF CONDUCT

    The following Code of Professional Conduct and Ethics shall be applicable to office bearersand members of all categories of the Society:

    Members should at all times preserve the dignity and interest of the profession and of theSociety by maintaning a high standard of professional and personal conduct;

    They should work in the best interest of the Society; They should neither engage in personal advertisement, nor canvas for an appointment, nor

    take any action which is detrimental to sister Institutions;

    They should at all times endeavour to establish and maintain the best possible conditions ofservice for their colleagues and other staff;

    When a Member represents the Society, he should as far as possible state the policy of theSociety. If he has any disagreement with a policy of the Society, he may so inform theSociety. The Executive Council will then decide the further course of action (including thequestion of the Societys representation) that is to be taken.

    Where, having regard to this Code of Conduct a Member wishes to make a complaint againstanother Member of the Society, he should do so in writing to the Executive Council. If theExecutive Council is of the opinion that prima-facie case of infringement of the Code ofConduct has been established it will appoint a Committee for investigation. On the basis of thereport of the Committee, the Executive Council will take a final decision on the matter.

    FOR ENGINEERING TEACHERS DEALING WITH STUDENTS

    Deal justly and impartially with students regardless of their social, economic, regional andreligious background.

    Recognise the differences among students and seek to meet their individual needs. Encourage students to work for higher individual goals. Aid students to develop an

    understanding and appreciation not only of opportunities and benefits but also responsibilities.

    Inculcate in students respect for teachers, love towards fellow students and loyalty toinstitution and the country.

    Acquaint students with civic responsibilities and environmental protection. Never use students to solve his/her personal problems. Accept no remuneration for tutoring except in accordance with approved policies of

    Government / Institutions..

    DEALING WITH SOCIETY

    Adhere to any reasonable pattern of behaviour accepted by the Society for professionalpersons.

    Respect the community in which employed and be loyal to the institute system and the countr. Render possible assistance to the development of the Society and use your knowledge and

    skill for enhancement of human welfare.

    DEALING WITH EMPLOYER

    Strive to fulfill one's obligation to the Institute for maintaining a high level of professionalservice.

    Maintain the dignity and interest of the profession by maintaining high standard of professionaland personal conduct.

    Co-operate in the development and implementation of institutional policies and programmes. Conduct professional business through proper channel. Refrain from discussing confidential and official information with unauthorised persons. Accept no compensation from equipment suppliers and other agencies. Never engage in any

    gainful employment outside the institution where the employment affects adversely theprofessional status or standing with students, associates and society.

    GENERAL BEHAVIOUR

    Seek to make professional growth continuous by such procedures as study, research, andattending conferences, professional meetings and continuing education programmes.

    Make the teaching profession so attractive in ideals and practices that sincere and able youngmen / women want to enter it.

    Be punctual and regular in teaching work, correspondence with others and keepingappointments with other persons.

    Encourage one's fellow teachers to adhere to proper ethical behaviour. Speak constructively of other teachers but report honestly to responsible persons in matters

    involving the welfare of students, institution system and the profession.

    Maintain active membership in professional organisation and through participation, strive toattain the objectives that justify such organisations.

    Never engage in personal advertisement of canvass for an appointment. Never seek self-enhancement through expressing evaluations or comparisons damaging to

    other professional workers.

    ELIGIBILITY FOR MEMBERSHIP

    Bye-Laws 2 (ii) and (iii) of the Society read as under:

    (ii) Life Membership

    a) A person who satisfies the eligibility critera as mentioned in clause 2 (iii) maybecome a life member of ISTE by paying the admissible Life Membership fee as

    decided from time to time, by the Executive Council.

    (iii) Membership : Eligibility Criteria:

    a) Any person of Indian Origin or a foreign National holding a University

    Degree/Diploma or an equivalent qualification and who is/had been employed on the

    teaching faculty of a recognised technical institution; or a person having a technicalacademic qualification working in a Technical/Research Institute is ELIGIBLE forMembership

    b) Application for membership shall be made on the prescribed form of the Society.

    c) Application for Membership shall be recommended by a Life Member of the Society.

    d) Such application shall be approved the Executive Council or by an Office Bearer ofthe Society authorized by the Executive Council for this purpose before themembership is approved.

    e) The Executive Council shall bave the power to refuse admission to any applicantwithout assigning any reason.

    ISTE STUDENTS MEMBERSHIP

    Eligibility for Student Membership

    a) Any student (of full time/part-time course) enrolled in an AICTE approved Technical

    institution is eligible for student membership.

    b) Application for membership shall be made on the prescribed form of the Society.

    c) Every application for membership shall be recommended by the Head ofInstitute/Faculty Advisor of the ISTE Students Chapter concerned, collectively.

    d) The executive council shall have the power to refuse admission to any applicant without assigning any reason.

    e) Student Membership forwarded through ISTE chapters will only be entertained.

    f) Faculty Advisor/Student Chapters are requested to forward students forms in bulk

    with a combined DD in favour of ISTE, New Delhi at a time. Pl. avoid sending forms

    individually. Kindly collect form at a time and draw a single DD then Send it to ISTE.

    g) Minimum strength to establish ISTE student chapter in AICTE approved institution is

    200 students or 75% of annual intake at a time provided institute is institutional

    member of ISTE first.

    How to establish an ISTE chapter

    Step - 1 : The Institution, where the Chapter is to be established, must have been approved by theAICTE and also must be an Institutional Member of ISTE.

    Step - 2 : Enroll 25 or more faculties as ISTE life members by filling up the prescribed application formsand returning them to ISTE Headquarters alongwith the membership fee of Rs.3000/- by way ofa DD in favour ofISTE, New Delhi.

    Step - 3 : On receiving the above, ISTE office will send you the following :

    Individual Membership Receipts, Cards and Certificates (for life members only). Chapter Formation Certificate and Instructions to Chapters. Chapter share will be calculated at ISTE Headquarters and released only subject to

    submission of report of Chapter activities and an Audited Statement of Accounts.

    Step - 4 : On receipt of the above details, convene a meeting of the ISTE members to elect the following

    office bearers and send the list to ISTE Headquarters :

    Chairman Secretary-cum-Treasurer 3 to 7members from among life members

    Step - 5 : Arrange the inauguration of the Chapter in a befitting function and conduct the followingactivities :

    Lecture by Guest Faculty/Industry personality/local faculty returning from trainingprogrammes, seminars/local faculty.

    Training programme for a group of teachers by local/guest experts, i.e. computerawareness, CAD/CAM, teaching methods, project report writing, use of teaching aids,etc.

    Visits to work sites, industries, exhibitions, other institutions, R&D organisations. Quiz programmes, competitions. Organising programmes using course modules available with ISTE. The following course

    modules are available with the ISTE:

    Induction Training for Teachers Institutional Management Industry-Institute Interaction Strategic Planning for Institutional Development Performance Appraisal and Development System Leadership in Institutions TQM in Technical Education Women in Development Primary Management Skills Environmental Issues in Technical Education

    How to establish an ISTE students chapter

    Student Membership(Rules & Regulations)

    1. Student membership of ISTE is accepted only when ISTE Chapter in the institute is established.Individual membership forms or applications for student membership forwarded without the Chapterwill not be entertained.

    2. Any student (of full time/part-time courses) enrolled in an AICTE approved Technical Institution iseligible for student membership.

    3. Application for membership shall be made on the prescribed form of the Society.4. Every application for membership shall be recommended by the Head of Institute/Faculty Advisor of

    the ISTE Students Chapter concerned.5. The Executive Council shall have the power to refuse admission to any applicant without assigning

    any reason.6. Student Members who obtained student membership before 2006 shall continue to be governed as

    per old rules. From 2006 onwards students membership be obtained for 4 years/3 years.7. Student Chapters are requested to kindly collect student forms at a time and forward the

    membership form of the students collectively alongwith the list of student names with a combinedDD of students membership fee. The receipt of the payment made in respect of studentmembership will be issued in favour of Faculty Advisor/Principal of the concerned students chapters.

    Incentives to ISTE students chapters

    Best Student Chapter Prize

    An award consisting of a plaque and a certificate will be given to the best Students Chapter in each Section

    (provided there are at least 10 Students Chapters in the Section) based on their performance during the

    period January 1 to September 15 as judged by the concerned Section Managing Committee. The award willbe presented during the Annual Convention of ISTE Students.

    Best Student Award

    ISTE will be given a Best Student Award to one Student from each Students Chapter who is having the bestoverall performance as student a nd as a laeader as decided by a Committee appointed by the StudentsChapter Managing Committee. The name of the Student selected for the award MUST reach the ISTEheadquarters by September 15. The Award consisting of a Certificate and a Medallion will be presentedduring the Annual Convention of Students Chapter.

    Annual Convention of ISTE Students Members

    All ISTE Sections are requested to plan and organize an Annual Convention of student members of the ISTEin the Section during October/November. 5 to 10 or more members may be selected from each StudentsChapter to participate in the Convention. The Convention can be a two or three days programme with thefollowing activities.

    - Quiz programmes- Presentation of technical papers on selected themes- Cultural Programmes- Special addredd by einent professional, industrialists

    - Exhibition of project work- Design competition

    Financial support for the Convention may be sought from State Government, Universities, Industries andother Agencies.

    Note: The Principal/management of the Institution is requested to provide TA/DA to the ISTE StudentMembers, from the funds of the Institution ISTE Students Chapter, for attending the above-mentionedactivities.
