Other colleagues joined in from home and had the opportunity to chat with the Scouts at the venue as well as those in other countries. “It was a Scouting Saturday joining JOTA-JOTI all the way from Kilifi County in Kenya. It was fun and nice meeting you all on the internet, from Ghana, Algeria, Indonesia, Ukraine, Pakistan, Chile, England, United States, Greece, Canada, Russia and my fellow country men and women. If I had wings, I could fly to see the great things that you do over there. Looking forward to have a great year ahead with lots of new connections. I am a proud Scout,” says Patrick Chiro from Kenya. In line with this year’s theme, the event really provided an opportunity for connecting Scouts from different corners of the world to each other in the spirit of brotherhood, fraternity and solidarity. This was evidenced with the connection the Scouts made with their counterparts from Tanzania, Ghana, Cote d’Ivoire, Australia, United Kingdom, Comoros, Italy, Indonesia, Algeria among others. Across the Africa Scout Region, similar events were hosted by different NSO/NSAs at their national headquarters or Scout groups. INVEST IN THE FUTURE OF AFRICA: JOIN THE AFRICA SCOUT FOUNDATION

As a tradition during the JOTA-JOTI weekend, every year the WSB Africa Support Centre hosts a Station at its premises located at Rowallan National Scouts Camp in Nairobi and invites Scouts to take part. This year the office partnered with the Kenya Scouts Association to bring together 81 young people (Scouts and a few Girl Guides) to take part in this historic event.

FOCUS ON NATIONAL SCOUT ORGANIZATIONS

Gambia Scout Association holds AGM

The Gambia Scout Association Interim Committee with support from the National Youth Council and the Ministry of Youth and Sports held an Annual General Meeting on 14th October 2017. The aim of the AGM was to gather participants from different regions in the country to talk about issues affecting Scouting in the country, as well as elect new Executive Committee members to run the affairs of the Association.

Speaking at the occasion, the representative from the Office of the Governor, Kabba Daffeh, said the AGM would serve as a step forward, noting that it would enable the Association to lay out their problems and map the way forward. “The Association has contributed immensely in improving the lives of the people, especially in the rural areas,” he added.

Deputy Permanent Secretary at the Ministry of Youth and Sports (MOYs), Abdoulie Bah, said it was now the right time for the Gambia Scout Association to rebuild what they lost in the previous regime, add-ing that the journey of the Association was rough, but it had now come to an end. Mr. Bah further urged the Scouts to serve the nation with honesty and determination, saying they should look at things affecting the society at large.

On his part, the Regional Director, Frederic Tutu Kama-Kama, said that for a National Scout Association to exist, they should not entirely depend on institutions for support. He called on the Association not to take their Scouting duties as an avenue for income generation, because it is a voluntary work. Zimbabwean Scouts Organize a Peace Walkathon

In the weekend of 27 – 29 October 2017, the Scouts Association of Zimbabwe organized a Scouts Peace Walkathon from Harare to Domboshawa. Recognizing the damage caused especially in rural and marginalized communities of East and Central Mashonaland, the Association came up with a project dubbed “Peace is Path” to contribute towards peace and environmental restoration.

This community project aims at promoting youth engagement and participation in decision making to drive sustainable socio-economic development in the community. It also seeks to contribute to the environmental restoration with a focus on afforestation and waste management. Through this project, orphans and marginalized communities will also receive support to improve their lives.

This walkathon was only one of the interventions planned in the project. Other activities include; peace and dialogue training for young people in affected communities, tree planting as well as donations of food, clothing and learning materials.

Ivorian Scouts Participate in French Volunteer Day

On 12 October 2017, the French Institute of Abidjan held a French Volunteer Day, which brought together nearly 1200 participants, to which the Association of Catholic Scouts of Ivory Coast took part. The event provided an opportunity for interactions, the Scouts actively took part in exchanges and networking with other volunteer organizations during the event.

The Scouts, led by Kone Crepin, Aka Arthur, Mrs. Kodjane, Jean Michela N’Guessan and Amoikon Dieudonnne, put up a stand where they explained Scouting’s social impact through the community activities they undertake with their members.

With Scouting set to grow its membership worldwide to 100 million by 2023, the Scouts of Ivory Coast have set out to promote Scouting across the entire country and to increase the number of volunteers that are committed to create a better world. Read more at https://www.scout.org/node/383551

Scouts of Niger Launch Girls Empowerment Programme

During the celebration of the International Day of the Girl Child, the Baden Powell Foyer of the Niger Scouts Association was launched with the support of the NGO, Terres des Hommes Italy. This programme aims at empowering at least twenty girls in Koira Tegui through sewing and literacy activities. The ultimate goal is to contribute to the improvement of the living conditions of the local community, through the empowerment of girls who are a fundamental pillar of society.

Improved Visibility of the Niger Scout Association

As part of the reinforcement of the communications of the Niger Scouts Association, the NSO has initiated a project to develop and disseminate a National Communications Plan with support from the Alliance of Law and Health.

The first activity, a two-day workshop bringing together the Scouts and leaders from different parts of the country, was held at the National Training and Information Center for Scouts in Niger. During the workshop, participants went through; a presentation on communication and its various elements, group work on strengths, weaknesses, challenges and opportunities and presentation and amendment of the draft communication plan to develop a final draft.

This project will see the Niger Scouts Association come up with a communication plan that responds to current realities, and which will help improve the image of the Association at the national level, drive increase in membership and thus contribute to the achievement of the WOSM vision 2023. Scouts South Africa Launches Scouting in Schools Internship Programme

Scouts South Africa is bringing out a new class of interns who will work with the organization in different schools for a year. There are 29 active interns in 15 different schools across the country. Through the internship programme, unemployed youth who have not had a job since completing their matriculation, are recruited and placed in different schools as Scout leaders. Scouting experience, however, is not necessary.

The internship programme is a game changing venture for the Scouts because the programme tends to focus on youth. “This particular initiative fills quite a big gap for youth in the 18 to 25 age group,” said Scouts Western Cape Regional Commissioner Paddy Milner.

The programme is set up to make interns more marketable when entering the job market by helping them gain skills and experience by training them in Scouting methodology, by giving them organizational, planning skills and many other skills that are needed for working in the outdoors and working with kids, things like first aid, hiking, leadership, mountaineering and map reading among others.

Twenty-one-year-old Wardah Dollie from Grassy Park will finish her internship in November and believes the skills she learned have prepared her for the workforce. “I must be able (to use) what I’ve learned here outside my workplace one day and I’ll hopefully be skilled enough and confident enough to guide and do the job that I’d like to do,” Ms Dollie said.

The new programme is beneficial on both ends - for pupils being recruited and for the interns. Pupils now have a sanctuary to go to after school and interns are able to improve their leadership skills. The after-school space is a vulnerable space for youngsters. By establishing Scout groups at schools, we are able to combat this and develop leadership among youth.

The programme is now serving just over 700 children and 50 interns will soon enter the job market. Since the beginning of the Scouting in Schools Programme, the organization has increased its membership by 20 percent. More: www.iol.co.za/athlone-news/news/scouts-in-school-10138585

World Organization of the Scout Movement (WOSM) Constitution – August 2017 Edition

The amendments to the WOSM Constitution, as adopted by the 41st World Scout Conference in Baku, Azerbaijan, were consolidated by the World Scout Bureau and endorsed by the World Scout Committee at its meeting in Kenya earlier this month.

The updated edition of the WOSM Constitution in English and French is now available at https://www.scout.org/constitution. This new edition replaces any former edition and is considered in force as of the approval of the said amendments on 17 August 2017.

Africa Scout Day Celebrations, Zimbabwe 2018

The 2018 Africa Scout day celebrations will be held from 7th to 10th March 2018 at Ruwa Scout Park in Harare, Zimbabwe located about 30 kilometres from Harare International Airport in Harare, Zimbabwe. The theme for the event is “Uniting young people through Scouting.”

While the Africa Scout Day celebrations are open to all Scouts and Scouters from all over Africa as well as to their partners from across the world, it is recommended that participants from outside Zimbabwe should be at least 14 years old. This is a camping event and all participants should bring their camping gear.

World Scout Committee Seeks Inspiration from Baden Powell’s PAXTU

The World Scout Committee elected at the 41st World Scout Conference in August 2017 converged in Nyeri, Kenya for their induction workshop. The three-day event took place at Outspan Hotel, which houses Baden Powell’s last home. Also present at the workshop were the six Youth Advisors to the World Scout Committee, representative of the World Scout Foundation, Secretary General and Treasurer of WOSM, some Senior staff of the World Scout Bureau and Chairpersons or Vice-Chairpersons of the Regional Scout Committees.

The World Scout Committee is the executive body of the World Organization of the Scout Movement (WOSM). It is responsible for the implementation of the resolutions of the World Scout Conference and for acting on its behalf between its meetings. The committee is elected for a three-year term. The purpose of the workshop was to get the committee acquainted with its work, rules of procedure and to get an update on the progress made by the previous committee and where they need to begin from.

For the new Committee to begin its work in Nyeri, was not only symbolic but inspiring as well. Baden Powell, the founder of Scouting chose to spend the last years of his life in this town situated in the central highlands of Kenya, facing the Mount Kenya. It is also in Nyeri that Baden Powell together with his wife Olave are buried.

Speaking at the start of the workshop, the Chairperson of the Committee, Craig Turpie noted that it felt special to be in Nyeri. “Having been endowed with the responsibility to lead this movement of over 40 million people around the world, what better place could one find the inspiration they need than from the founder’s home?” he posed.

“Bringing the new World Scout Committee to Nyeri was a deliberate decision taken to enable the members to not only see the place where the founder lived and chose to be buried, and to pay him tribute, but most importantly to reflect and be inspired by his work. The committee’s role is critical to the growth and development of Scouting and hence such inspiration would go a long way in giving them impetus to fulfill their mandate,” said Ahmad Alhendawi, the Secretary General of WOSM.

Central to the committee’s work over the 2017-2020 triennium will be to continue the work of leading the movement towards the achievement of Vision 2023 which anticipates that “By 2023 Scouting will be the world’s leading educational youth movement, enabling 100 million young people to be active citizens creating positive change in their communities and in the world based on shared values.” Through this Scouting will achieve growth, unity, impact and influence.Read more at https://www.scout.org/node/382406

120 young people from Africa and Europe gathered in Abidjan, Côte d’Ivoire, from 9-11 October 2017 to take part in the 4th Africa-Europe Youth Summit. The delegates drawn from National Youth Councils, youth organizations and the African diaspora youth living in Europe engaged in debate, with a view to develop recommendations and solutions to put forward to the Heads of State at the 5th AU-EU Summit, also to be held in Abidjan, from 29-30 November 2017.

The World Organization of the Scout Movement (WOSM) was represented at the summit by a joint team of four people. Jo Deman, a member of the World Scout Committee representing the European Youth Forum as a main partner; Nelson Opany, Communications and Public Relations Officer at World Scout Bureau Africa Support Centre, as part of the Drafting Committee working to frame the discussions and develop the Summit declaration; and two Europeans (a volunteer and

an external youth representative) Sonia Abbondio (Italy) and Nandesh Patel (United Kingdom) as participants. Also present was Nkaya Edna, a member of Association des Scouts et Guides du Congo (Congo-Brazzaville) - a potential member of WOSM.

During the summit the WOSM participants had the chance to share their own points of view, to speak up and let their voice be heard by Heads of States of the African Union and European Union.

The two Scouts participants actively contributed to the discussions and final recommendations. They also also showcased 2 projects: Unguvu project and Amahoro-Amani project as examples of best practices in the collaboration between youth organizations in Africa and Europe. The opportunity was a good way to let other people understand how Scouts are really engaged in implementing the cooperation among our continents, and above all, by giving the possibility to the youth to share their opinions and feel part of todays society as engaged actors.

The outcomes of the 4th Africa-Europe Youth Summit is detailed in Declaration developed by the participants to be put forward to Heads of States and Governments that will be meeting at the 5th AU-EU Summit in November. FROM THE WORLD SCOUT BUREAU

The 8th Africa Scout Youth Forum and the 17th Africa Scout Conference will take place from 4th to 6th and from 7th to 10th September 2018 respectively in Harare, Zimbabwe under the joint theme of “Africa Scouting: Building the Foundation for Sustainable Development.”

The Africa Scout Conference is the governing organ of the Africa Scout Region. It takes place every three years and formulates the general policy of the region through resolutions. It elects members of the Africa Scout Committee – the executive organ of the Africa Scout Region.

The Africa Scout Youth Forum takes place every three years in conjunction with the Africa Scout Conference. The event provides an opportunity for youth members of Africa Scouting to discuss different issues and many participants are also delegates at the Africa Scout Conference. The aim of the Youth Forum is to provide a learning platform and to increase youth participation in decision-making processes at regional level.
