Featuring the City of Surprise

Clean Cities goes to Washington

Located about 45 minutes from downtown Phoenix, Surprise is a

charming community surrounded by mountain park lands, a

regional lake and pristine, open Sonoran desert. The City of

Surprise is one of the fastest growing cities in Maricopa County

with 115,000 residents. The town was just one square mile of

farmland back in 1938 when Flora Mae Statler founded it.

According to Statler’s daughter, Elizabeth Wusich Stoft, the city

got its name when her mother commented "she would be

surprised if the town ever amounted to much." With the town’s

success, she would undeniably be surprised!

Sustainable Surprise

Air Quality Surprise city leaders are fully committed to

go green. The Surprise City Council has

approved a PM-10 Dust Control Ordinance,

in accordance with state law which requires

city, county and state agencies to adopt

compliance measures.

Transportation Surprise Fleet Management crews are busy

maintaining the city's Public Works fleet of

more than 200 vehicles. Their work includes

phasing in alternative fuel vehicles to reduce

emissions. Currently Surprise has several

dual-switch vehicles that can run on cleaner-

burning alternative fuels, when such options

become more readily-available. The Sanitation

trucks and street sweepers in Surprise also run

on an 80/20 blend of gasoline, designed to

reduce emissions.

Valley Metro offers one Express trip from

Surprise (running multiple times a day) to

downtown Phoenix on Route 571. This route

travels from the Surprise Park and Ride lot on

the south side of Bell Road, east of Grand

Avenue to the bus stop at Greenway Rd @

Surprise Elementary School and on to 1st Ave

@ Van Buren and then 18th Ave @ Adams.

Operation of this route is week days only.

Solar Surprise As part of an ongoing commitment to

sustainability, the Surprise city council

unanimously approved an ordinance that

waives all permitting fees for residents and

businesses that adopt solar technology. The

waiver applies to residential or commercial

installation of solar photovoltaic or solar

thermal systems. This action comes on the

heels of Surprise being named a "Greening

Greater Phoenix Community," by the Greater

Phoenix Economic Council. Waiving the fees

reduces the overall cost of installing

photovoltaic systems by $275. Photovoltaic

systems include typical solar collection panels

that are used to generate electricity in a home

or business. Thermal systems include

technology used in large generating facilities.

Surprise is a proud member of the Greater

Phoenix Economic Council’s "Greening

Greater Phoenix Initiative," a regional effort to

attract more solar and other sustainable

businesses to the Valley. Surprise was

included in the Greening Greater Phoenix

Initiative due to its availability of green sites,

which includes a commitment to build in infill

areas, and designating areas inside the

community that would serve well as cluster

sites for environmental employers.

Valley Metro Ridership Increases

5.1% in 2011-12

Phoenix, AZ Valley Metro experienced a 5.1% increase in annual regional transit ridership over the same period one year ago, calculated annually from July 1 to June 30, at more than 71 million boardings. Light rail ridership was the highest recorded at more than 13.5 million annual boardings. Besides using transit to get to work and school, people are taking light rail to community and sporting events, which is contributing to days of record-breaking ridership. There were 62,227 light rail boardings on the day of the Diamondbacks home opener game on April 6, 2012 as compared to an average daily ridership of about 42,000 passengers. Due to a stronger local economy and higher gas prices during this time period, bus service has experienced increases in ridership nearly every month over the same time one year ago. A snapshot of the ridership is shown below.

Tempe Street Car Update

Tempe Streetcar is a result of a three-year study that evaluated high-capacity transit improvements to support Tempe and Chandler and enhance the existing, regional transit network. In addition to streetcars, the study also called for a bus rapid transit line on Rural Road to Chandler; it will be implemented as funding becomes available.

In 2012, METRO and the City of Tempe met frequently with a Community Working Group, made up of residents and business owners along the proposed line, to further define the project. The group, guided by the project’s technical team, reviewed and debated various options for streetcar track and stop locations along Mill and Ash Avenues. The group’s recommendations for how and where the streetcars will travel and stop were approved by Tempe City Council.

The Environmental Assessment (EA) and preparation of federal grant applications has also begun. The EA will evaluate the project’s potential impacts on a variety of factors including noise and vibration, air and water quality, traffic and parking and historic and archaeological resources. A Draft EA will be available for public review in 2012.

Scottsdale’s Hospitality Trolley is renewed for another season

The Scottsdale City Council voted to renew the Hospitality Route trolley services

for another peak visitor season, but only if the private sector pays its share of the

cost. The council specified that the renewal wouldn't be executed until

sponsorships from local businesses totaled at least $60,000 to cover the

remaining cost. The Hospitality Route, a public-private partnership, debuted in

2011 to link visitors staying at the city's major resorts and hotels with downtown

events, entertainment venues, shopping and restaurants. In 2012, the second

year in operation, the route again provided service to event centers such as the

Barrett-Jackson Museum, Scottsdale Stadium, Scottsdale Museum of

Contemporary Art, WestWorld and the Tournament Players Club Golf Course.

Railroad Crew Transportation

Company Rides Clean with Propane Autogas

A leading provider of safe, reliable and green railroad crew

transportation and business solutions is saving carbon emissions and

cutting costs with propane autogas.

Renzenberger, Inc., based in Lenexa, Kan., recently purchased 10 new

2012 ROUSH CleanTech propane autogas fueled Ford E-350 shuttle

vans for their California fleet. Estimates show the vehicles will eliminate

nearly 400,000 pounds in carbon dioxide emissions per year and save

approximately $14,500 per vehicle in fuel costs by running on clean,

domestically produced and environmentally friendly propane autogas.

To celebrate the unveiling of these new alternative fuel vehicles, the company held an event entitled “Less Traffic, Lower Emissions — Crew

Transportation Company Rides Clean with Propane Autogas,” where executives from Renzenberger and ROUSH CleanTech demonstrated the benefits that propane autogas will deliver both to the company and the community in which they operate. Renzenberger travels in excess of 60 million miles each year transporting railroad, oil and gas, and manufacturing employees to their work sites. The propane autogas vehicles transport BNSF employees as well as United Furniture Industries employees traveling twice daily between San Bernardino and Victorville. According to Renzenberger’s president, the company plans to add 200 more propane autogas vehicles to their fleet within the next two years.

Waste Management of Arizona

Expands Natural Gas-Powered Fleet And Opens Mesa CNG Fueling Station

On August 22, 2012 Waste Management of Arizona, in partnership with PetroCard, held a grand opening in Mesa for a new compressed natural gas (CNG) Clean N’Green fueling station, increasing the region’s access to the clean-burning fuel. Waste Management also presented its new fleet of 26 natural gas-powered collection vehicles dedicated to servicing the City of Chandler from the company’s San Tan Hauling and Transfer Station site.

Joining Waste Management and PetroCard at the event were representatives from the Cities of Chandler and Mesa, Maricopa County, State of Arizona, fueling station construction partner ET Environmental, and several area organizations.

“This is a great example of a public/private partnership that both fills the need of a community and serves East Valley residents and businesses who have embraced compressed natural gas as an alternative fuel,” said City of Mesa Mayor Scott Smith.

The San Tan CNG fueling infrastructure refuels Waste Management’s City of Chandler dedicated CNG fleet and sells CNG to the public, including commercial fleets as well as retail consumers with CNG-equipped vehicles. The WM collection trucks use a slow-fill method, which carry approximately 70 diesel gallon equivalents (DGE) of CNG – a capacity that allows them to run for 10 to 12 hours and complete a typical day’s waste or recycling collection route. The public accessible fueling station, serving commercial and consumer vehicles, has fast-fill capability installed. Waste Management currently operates 30 CNG-powered collection vehicles in Arizona and will be rolling out additional CNG-powered collection vehicles in the area in 2013. “Since natural gas-powered collection trucks run cleaner and quieter, we’ve made the commitment to use more in our local operations and support our community by opening a public CNG station to enable broader regional access to this clean fuel,” said Scott Bradley, Waste Management Four Corners Area Vice President. “We are dedicated to providing our customers with outstanding service while doing business in the most sustainable manner possible.”
