The Institute of Chartered Accountants of Bangladesh (ICAB) organized this seminar. Mr. Salman F. Rahman, President, Bangladesh Association of Publicly Listed Companies (BAPLC) graced the occasion as Chief Guest. Mr. Matiul Islam FCA, Chairman, Industrial & Infrastructure Development Finance Company Limited conducted the Seminar as Session Chairman. Mr. Abdul Mannan, Professor University of Liberal Arts, Bangladesh and former Vice Chancellor, Chittagong University, Chittagong presented the keynote paper. Dr. Jamaluddin Ahmed FCA, President, ICAB offered an address of welcome to the audience and discussed in details the robust growth in entrepreneurship in Bangladesh which he said has given birth to the recent SME concept. Mr. Jamaluddin referred back to the era of Industrial Revolution that took place in the United Kingdom around the 18th Century and spread later to entire Europe and America and commented that great momentum was added to the development of entrepreneurship from that time all the world over. As for Bangladesh Mr. Jamal said that the real economic growth of the country started with the birth of Bangladesh as a sovereign state in 1971 when members of young generation who were running after clerkship during the reign of Pakistan started to promote them-selves as entrepreneurs. He said that achievement of Bangladesh as a rising economy and the recent official recognition of the Bangladesh economy rated as BB in the long term Mr. Salman F. Entrepreneurship the core Driving Force of Economy

Aseminar titled "EntrepreneurshipDevelopment in Bangladesh" was held atthe ICAB Auditorium on 8 April 2010.

The Institute of Chartered Accountants ofBangladesh (ICAB) organized this seminar.Mr. Salman F. Rahman, President, BangladeshAssociation of Publicly Listed Companies(BAPLC) graced the occasion as Chief Guest.Mr. Matiul Islam FCA, Chairman, Industrial &Infrastructure Development Finance CompanyLimited conducted the Seminar as SessionChairman.Mr. Abdul Mannan, Professor University of LiberalArts, Bangladesh and former Vice Chancellor,Chittagong University, Chittagong presented thekeynote paper.Dr. Jamaluddin Ahmed FCA, President, ICABoffered an address of welcome to the audience and

in Bangladesh which over the last fewdecades has generated a stable economyfor the 150 million people of the country.Mr. Salman F. Rahman in his speech asChief Guest expressed great optimismabout the role of the risingentrepreneurship in the country andnarrated his own life as a successfulentrepreneur. Mr. Rahman a self promotedbusinessman and a renowned personality inthe corporate sector highly lauded the roleof financial, non-financial and non-governmental organizations in promotingentrepreneurship which in turn has beencontributing greatly in strengthening thewheel of the economy. n

Adelegation of the Institute ofChartered Accountants ofBangladesh (ICAB) made a courtesy

call on Mr. Muhammad Faruk Khan, MP,Honorable Minister, Ministry of Commerce,GoB at his office on 29 April 2010. TheICAB delegation was led by Dr JamaluddinAhmed FCA, President-ICAB. Othermembers of the delegation were Mr Md

Abdus Salam FCA, Mr. Md. ShahjahanMajumder FCA, Vice Presidents and Mr. N IChowdhury FCA, Secretary-ICAB.The ICAB delegation apprised the Hon’bleMinister about the reforms undertaken by theInstitute under the Twinning Project in thefield of curriculum and examination system,quality assurance, practice and compliance ofstandards and codes in preparation and audit

of financial statements in the corporatesector. Dr. Jamal while exchanging viewswith the Minister informed him that theresponsibility network of the Institute and itsmembers has increased to unlimiteddimension. Dr. Jamal stated that theMemorandum of Understanding (MoU)signed in 2009 between the ICAB and theInstitute of Chartered Accountants inEngland and Wales (ICAEW) has elevatedICAB to the standards of world classInstitutes and has increased ICAB’s activitiesmanifold. So ICAB needs to enhance itsfacilities to student’s and members to renderand ensure more effective financial servicesto the nation. Dr. Jamal apprised the Ministerof the present accommodation problem of theInstitute and sought financial assistance tobuild an ICAB complex on a plot of landICAB is going to purchase from its ownresources. The Hon’ble Minister assured ofnecessary financial assistance to ICAB tobuild the proposed ICAB complex as ICABhas been playing a very constructive role asregulatory body of the accounting professionin the country in the capacity of anautonomous body of the Minister ofCommerce. n

Commerce Minister Assures ICAB of FinancialAssistance to Construct an ICAB Complex

An 6-member ICAB delegationheaded by Mr. Md. Abdus Salam,FCA, Vice president of the Institute

of Chartered Accountants of Bangladesh(ICAB) participated at the 13th South AsianFederation of Accountants (SAFA) BoardMeeting held on April 26-27, 2010 atColombo, Sri Lanka. Mr. Komal Bdr. Chitracar the new presidentof SAFA for the year 2010 presided over themeeting.Mr. Chitrakar thanked all participants toattend in the Board Meeting. He showed hisconfidence that this meeting would provide aplatform to members to exchange ideas andnetwork among the SAFA member bodies.He stated that all the member bodies of SAFAare not equal in size but the spirit of SAFA isequal which makes every meeting successful.He also said as the mission of SAFA is tokeep all the member bodies together so we allshould stand together. He welcomed the newpresident and vice president and hoped thatthey will also help to remain SAFA united

forever and assured them for all kind of helpfrom him. The 30th Annual General Meetingof Dhaka Regional Committee(DRC) of the Institute of

Chartered Accountants of Bangladesh(ICAB) was held on April 24, 2010 at 4:00p.m. at the Auditorium of the Institute. Themeeting has approved and adoptedfinancial statements of DRC for the year2008-2009. In the meeting Mr. MostafaKamal FCA and Mr. AKM Saif UllahKowchar FCA were elected Chairman &Secretary respectively of DRC for the year2010. Outgoing Chairman Mr. Md. Harun-Or-Rashid FCA introduced the newChairman & Secretary of DRC. The meeting approved the minutes of the29th AGM held on 31 March 2009. Theannual reports and financial statements2008-2009 were discussed and adopted inthe meeting. The meeting also discussedthe Annual Report placed by the outgoingChairman which after thorough discussionwas adopted after necessary correction. They appointed two auditors for the year2009-2010 and fixed their remuneration. Speaking at the meeting Mr. Md. Abdus

Salam FCA, Vice President, ICAB thankedthe outgoing Chairman of DRC-ICAB andhis committee for their outstandingcontribution during the year 2009. The ICAB Vice President welcomed thenewly elected members of DRC andassured them of all out support from theInstitute. New Chairman and Secretary of DRC Mr.Mostafa Kamal FCA and Mr. AKM SaifUllah Kowchar FCA also spoke at the

meeting. The full committee of DRC-ICAB for the year 2010 is as follows:Mr. Md Atikur Rahman FCA, Mr. Md.Akbar Hossain FCA, Mr. Md. Outgoing Chairman Mr. Md. Harun-Or-Rashid FCA introduced the new Chairman& Secretary of DRC. Mr. Mostafa Kamal FCA was born atShariatpur District and obtained B. Com(Hons.) & M. Com from University ofDhaka. He qualified as a CharteredAccountant in 2003. He has gathered along experience in various organizationslike Rahman Rahman Huq, IPDC ofBangladesh Limited, where he has givenhis efficient working performance indifferent positions. Presently Mr. Kamal isworking as Vice President & CompanySecretary in Lanka Bangla Finance Ltd. Mr. AKM Saif Ullah Kowchar FCA wasborn at Noakhali District and obtainedB.Com degree from Dhaka City College.He qualified as a Chartered Accountant in2003. He has gathered a long experience invarious organizations like KPMG Qatar,Rahman Rahman Huq, where he has givenhis efficient working performance in

different positions. Presently Mr. Kowcharis working as General Manager (Finance)in Pacific Bangladesh Telecom Ltd. Other members of DRC are Mr. Md. AtikurRahman FCA, Mr. Md. We are shocked to inform you that Mr. Md.Raquibul Husain FCA (Enrol-241) a seniormember of the Institute of Chartered Accountants ofBangladesh (ICAB) expired on 25 April 2010.(Innah Lillahe …………Rajeun). Late Md. Raquibul Husain served as ChiefAccountant, American International School, Dhaka.He was a renowned social worker and was alwaysappreciated for his works. The members of theInstitute expressed deep sorrow at the demise of Md.Raquibul and prayed to Almighty Allah, the mercifulfor salvation of his departed soul and give thebereaved family the strength and courage to bear theirreparable loss.

John Donne summed it up appropriatelymany years ago and I indeed feel verydiminished at the passing away of Mr. Md.Raquibul Husain. The bell tolled very earlyfor this fine gentleman as he left us withouteven getting the time to say goodbye.My first memory of meeting him goes wayback to the mid eighties when I had juststarted practice and one of my firstassignments was the audit of the PalliBidyut Samities under the RuralElectrification Board (REB). I was sent todiscuss the draft audit report. I still recallthe warm and hospitable manner in whichRaquib Bhai greeted us, even though wehad never met before, and led us to theconference room. The discussions, as suchdiscussions usually go, went off reasonablysmoothly but there were disagreements incertain areas. Instead of trying to imposeanything on us, he went to great lengths todig out REB’s policies and explain thebasis. The only noticeable sign of discordwas a deep sigh perhaps born out ofexasperation but he never let us feeluncomfortable. I was indeed veryimpressed with his politeness, hisknowledge and above all his humility. Since then our paths have crossed manytimes, the most recent being when hejoined the American International School,although it was my sister and fellowPartner, Sanjida, who dealt with him moreoften than I did. Nevertheless, his e-mailsfrom time to time on various professionaland Institute matters would always inspire

and encourage me. In 2004 when I wasserving the Institute he made many usefulsuggestions, many of which I tried toimplement. However, it was not all oneway appreciation. He was very quick topoint out that we were inviting nonChartered Accountants to take upmanagement positions within the Institutewhich he thought could easily be handledby our members. I shall remember him as aloyal friend and a caring elder brother,besides being extremely courteous andprofessional.

The day he brought his daughter, Rafia, toour firm to study Chartered Accountancywas perhaps one of the proudest momentsof his life. He gushed over the tremendouslove and respect he had for this professionand exhorted his daughter to attain thisvery noble qualification. Soon thereafter, came the setback and thefirst signs of his illness. He was admitted toShikder General Hospital aroundSeptember 2009 with a severe heart attack.I rushed there in the evening soon after Iheard the news and found him veryemotional but even in that condition, hewarmly welcomed me and spoke highlyabout me to his family – embarrassinglyso. He recovered from that attack but had

to leave his official commitments ondoctor’s advice. He gradually made thetransition arrangements and I wonder ifthis did not weigh on him somewhat.My last meeting took place with him in ouroffice in early April 2010 when he came toinvite us to the wedding of his very lovelydaughter, Rafia, to one of our seniormanagement team, Imtiaz, also a fineyoung man who completed his ACCA inthe UK. I felt very sad to have to tell himthat I was going on an overseas trip andwouldn’t be around for the wedding. Littledid I know that would be our last meeting.I received the news of his passing awaywhile I was abroad through my sister. Foran hour or so I just sat there in shock andstunned disbelief, as tears welled up in myeyes and the ultimate final words in ourreligion, Inna lillahi wa inna ilayhiraji'un -- 'Surely we belong to Allah and toHim shall we return', passed my lips. Notin a long time have I felt so much pain andsorrow on hearing the death news ofanyone. Rafia’s wedding had taken placejust 2 days before and what should havebeen a happy and joyous household wassuddenly transformed into one of gloom.Was it Fate or Providence that had allowedhim to stay on and at least see his lovingdaughter’s wedding. Who knows?What I do know is that he will be mournednot just by his family but by all of us whohad come into contact with him and had theprivilege of learning from him. The oftrepeated clichés like irreparable loss, willbe sadly missed by us, etc. will bementioned, but to me his smiling face andfriendship will always be there to inspireand guide me in my moments of adversity.May he be happy in his new home whereall of us will have to go one day.

DRC-ICAB Celebrates Borsha Boran

Rabindranath Tagore pioneered the idea of celebrating Bangla NewYear’s Festival in his Shantiniketanschool to create a feeling ofunity in the diversity of human existence. The celebration of Bengali New Year is known as “PahelaBaishakh” or 1st Baishakh. The traditional way of celebrating it iscalled ‘Haal Khata’, which means New Ledger. All the storeownerswould hold a special celebration on this day.Dhaka Regional Committee (DRC), ICAB organized a BorshoBoron programme for Pohela Baishakh in a grand manner on 24April 2010 at Bangabandhu International Conference Centre,Agargoan, Dhaka.Every participant coming from diverse religion-culturalbackground takes a feeling that the festival is his or hers own. DrJamaluddin Ahmed FCA, President, ICAB was the Chief Guest ofthe programme. He said that According to the Bengali calendarBaishakh is, the first month, when thick smoky clouds cover the skyand strong gusts of wind shake the trees, blow them away, uprootthem, rip off fruits from the trees, massacre houses. This is a veryfamous culture among Bangladeshi to celebrate this PahelaBaishakh when all kind of religions enjoy themselves with eachother.The main attraction was the cultural programme in front of thepeople participated there. In the cultural programme several artistnamed Konokchapa, Shokh, Sohel, Quddus Boati etc came to addfragrance in the cultural programme. They have performed numberof songs and dances with Tagore’s famous song “Esho he Baishakh,esho, esho…”, which means ‘Come Baishakh, come, come, withyour hot airy breath, take away all our pain, blow away the trash oflast year’ to amuse the participants.
