From the Director’s Desk

Projects tend to throw up unforeseen chal-lenges during execution. In spite of meticulous planning, with sharp attention to the smallest detail and virtual runs, unforeseen aspects do surface, es-pecially in large projects. One such example would be of the recent Lander in Chandrayaan-2. The project was aborted or the objectives were not real-ized. The agony and frustration of the sponsoring agency and the executing agency defy expression. Risk analysis in project management is a process of identifying the potential challenge components and preparing to meet it through a mitigative mea-sure, or to keep ready an alternative course in such contingency. Experts say that risk analysis in project manage-ment enables the analysis and management of risks associated with a project and increases the proba-bility of successful achievement of cost, time and performance objectives of the project. The pro-cess, simply stated, ivolves identification of possi-ble risks and their sources, analysing them to as-sess their qualitative and quantitative impact on the project outcome, and initiate appropriate course of action to minimise, or altogether avoid the negative impact. In other words, it is a proactive way of an-ticipating the remotest obstacles that may arise in the course of project execution and dilute or nullify the project’s main objective. The application of risk analysis and management techniques are beneficent to not only to the project but also to the stakeholders, say the experts. They also help in deciding to discard weak or unsound projects.

Risk analysis is done in two ways: qualitative and quantitative. The former is essential. In this process, the identified risk is analysed and assessed for its impact, and rated on a rating matrix constructed for the purpose, using a scale of zero to one (0 - 1). Then the risks are grouped and responses planned according to the rate of their impact and urgency. The quantitative method numerically analyses the risk and its impact, and involves analysis of sensitiv-ity, probability, monetary values, etc. Risk analysis in project management is a spe-cialised area and requires expert guidance. Risk re-sponse may reduce, avoid, or transfer the risk, or it may altogether remove the risk. It may also prompt acceptance of risk, on astute balancing of the gains against the penalties. While the process appears to be, and is, expen-sive - because of the various factors involved in it - it makes the project planning nearly foolproof, so that the uncertainties during the execution stage are minimised to the lowest; and in case of a deter-rent cropping up, a contingency measure is ready at hand. Therefore it is important to subject any proj-ect to the process of risk analysis. The process is, however, ongoing and continuous. MSMEs, especially those operating in sensitive and sophisticated domains, need to employ the pro-cess of risk analysis and management in their proj-ects. It will help avoid uncertainties during execu-tion stage. ni-msme includes input modules on the subject in most of its training programmes, and facilitates interface with experts.
