FG Upliſts Teacher Quality to Revamp Education - Shekarau at EWF T he Honourable Minister of Education, Mallam Ibrahim Shekarau, CON, has said that the Federal Government of Nigeria was not resting on its oars in en- hancing the quality of teaching and learning aimed at revamping the education sector in Nigeria. Speaking at the Education World Forum, held in London, on 19 January, 2015, Mallam Sheka- rau stated that education was critical to the long-term future of Nigeria, noting that the cur- rent Administration had made funds available to tertiary insti- tutions across all levels to cater for the needed infrastructure and facilities that would enhance teaching and learning process. He, however, said that there were challenges relating to ac- cess, especially with the Basic Education and Quality Outcome. e Minister said that Access and Quality were identified as key goals of the sector and national development, stressing that it was in the light of this that the Transfor- mation Agenda of the Government had education as its core. FG Uplifts Teacher Quality to Revamp Education - Shekarau at EWF

The Honourable Minister of Education, Mallam Ibrahim

Shekarau, CON, has said that the Federal Government of Nigeria was not resting on its oars in en-hancing the quality of teaching and learning aimed at revamping the education sector in Nigeria.

Speaking at the Education World Forum, held in London, on 19 January, 2015, Mallam Sheka-rau stated that education was critical to the long-term future of Nigeria, noting that the cur-rent Administration had made funds available to tertiary insti-tutions across all levels to cater for the needed infrastructure and facilities that would enhance teaching and learning process. He, however, said that there were challenges relating to ac-cess, especially with the Basic Education and Quality Outcome.

The Minister said that Access and Quality were identified as key goals of the sector and national

development, stressing that it was in the light of this that the Transfor-mation Agenda of the Government had education as its core. He said that teachers were also critical to the success of the education system, even as the quality of teachers had fallen in the past years as a result of the challenges of attracting the

best brains into the profession, adding that most teachers at the Basic Education level, took the profession as transit points while awaiting better opportunities.

Mallam Shekarau disclosed that the Federal Government was ad-dressing the challenges of low quality of teachers by reversing the neglect of the profession and initiating engagement with stake-holders to facilitate the devel-opment of strategies to address the challenges. He added that a National Summit for Teachers had been scheduled for the 1st quarter of 2015 and was aimed at providing a coordinated policy to address the challenges of teach-ers development, recruitment and retention as well as re-posi-tioning the teaching profession for quality education outcome.

The Minister added that the at-tention paid to education since 2010 had seen tremendous growth in the sector, noting that

it had led to increased enrolment in the Basic and Tertiary Institu-tions, thereby ensuring that more children were provided with an opportunity to prepare for the future. He stated that the efforts of the Federal Government in the

development of new infrastruc-ture and the rehabilitation of ex-isting ones, had transformed the nation’s educational institutions for quality, stressing that attention had also been given to the provi-sion of teaching and learning ma-terials to ensure quality outcome.

The Minister attributed the es-tablishment of 127 ‘Tsangaya’, known as Al-Majiri Schools, in the North to the present ad-ministration’s determination to provide citizens access to basic education across the country.

Prof. Okojie Charges NDA on Quality Teaching, Research

The Executive Secretary, Na-tional Universities Commis-

sion (NUC), Professor Julius A. Okojie, OON, has admonished the new Provost of the Nigerian Defence Academy (NDA), Pro-fessor A. S. Nwankwo, to ensure that the quality of teaching and research in the Academy con-formed with the set standards in the NUC’s Benchmark Minimum Academic Standards (BMAS).

The Executive Secretary stat-ed this on Thursday, 12 Febru-ary, 2015, when both the out-going and incoming Provosts of the Academy paid him a fa-miliarisation visit in his office.

The NUC Scribe noted that the ac-tivities of the NDA were complex, considering its military peculi-arities, noting that the Academy was saddled with the responsibil-ity of training students with both military and academic skills, un-like conventional universities.

The Executive Secretary advised the new Provost to always consult with the Nigerian Military be-fore taking decisions on the pro-grammes to run in the Academy and also, the NUC, saying that these programmes, which might be uniquely designed to impart military and academic knowledge, should be communicated to the Commission, so that the NUC

would consider drawing-up a new BMAS for such programmes.

In his remarks, the Director, Ac-ademic Standard, Dr. Gidado Kumo, stated that in the last five years, the NUC had enjoyed a cor-dial relationship with the Institu-tion. He urged the new Provost to tap from the wealth of experi-ence of the former Provost, Pro-fessor Okeniyi, so that he could fine-tune the programmes of the NDA, especially the mode of entry into the Institution’s Post-graduate programmes which he advised, should be looked into critically and redirected to fit into NUC’s standards such that what-ever degree a cadet officer ac-quired while in the NDA would be both beneficial to both the military and the society at large, either in service or out of service.

Responding, the incoming Aca-demic Provost of the NDA, Profes-sor A.S Nwankwo, reaffirmed that the job of NDA was enormous, since it entailed grooming stu-dents for both academic and mili-tary background. He promised to bridge the gap between these two. He said that the NDA was restruc-turing its Post-graduate school, which had made it not to admit students this session and to make

refunds to students who fell un-der the programmes that were no longer being offered in the insti-tution. He added that there was a new faculty which the institution was putting in place and would let the Commission know in due course, promising his commit-

ment to the development of the Institution. He mentioned that the visit was aimed at seeking more of NUC’s support so that the NDA could be one of the best degree awarding Institutions in Nigeria.

In his remarks, Professor Okeniyi pledged his continued support to the new Provost, stating that at the moment, the only pro-gramme awaiting accreditation in the Institution was Psychology, which, he said, would soon be vis-ited by the NUC for accreditation.

mission (NUC), Professor Julius A. Okojie, OON, has assured

the Governing Council of the Obong University, Ntang, Cross River State, that the Commission would do everything within its powers to guide the Institution.

Professor Okojie gave the assur-ance while receiving members of the University’s Governing Council, who paid him a cour-tesy call on Tuesday, 10 Febru-ary, 2015, in his office. He stated that NUC was working assidu-ously for the survival of the Nige-rian University System (NUS), through constant monitoring of its activities and enhancing qual-ity output of graduates with req-

uisite skills and knowledge to transform the nation’s economy.

The NUC Scribe told the visitors that the University had contra-vened some of the Commission’s operational guidelines and proce-dures, especially in its recruitment processes, stressing that the Insti-tution employed some unquali-fied personnel, including a fake professor. The offence, he said, made NUC to step in to correct the anomalies. He added that poor governance structure was another major challenge of the Univer-sity, expressing the hope that the University would do better, if it adhered strictly to the Com-mission’s rules and regulations.

In his remarks, NUC’s Director, Quality Assurance, Dr. Noel Saliu, recalled that after the Commis-

sion had conducted a forensic au-dit of some universities, including Obong, the report of the University highlighted some gray areas which needed urgent attention to include lack of internet bandwidth, lack of visibility (no sign posts), in-sufficient safety measures, lack of currency in the library holdings as well as inbalance in staff mix.

Dr. Saliu added that the Univer-sity also contravened the Com-mission’s directive by continuing to admit students into its Com-puter Science Department which had been denied Accreditation in the Programme. He advised mem-bers of the University’s Council to work on the recommendations of the forensic audit report in order to revamp the University.

Responding, the Council Chair-

man, Professor Joseph Andy, thanked the Executive Secre-tary and the NUC Management for the leadership role and ad-ministrative guidance provided them, promising that the Uni-versity would heed the advice received with the aim of putting its house in order in the over-all interest of all its stakeholders.

the institutions and industry.The NUC Scribe, who made the call when a delegation from the NSE paid him a courtesy call in his office, assured the Society that the Commission had ensured that Nigerian universities had a level playing ground and the right envi-ronment to succeed like their coun-terparts in developed countries.

Professor Okojie noted, particu-larly, that the quality of engineers produced in some Nigerian uni-versities was not good enough, adding that the quality of engi-neering graduates had a direct impact on the quality of infra-structure in the country. He added that the Federal Government had provided and embarked on mas-sive infrastructure development throughout the nation, saying that Nigerian graduates had more op-portunities, than ever before, to be part of these developments.

The Executive Secretary informed the delegation that the Commis-sion had recently introduced new

programmes in the Nigerian Uni-versity System (NUS) to better prepare the nation for the chal-lenges of globalisation and for the citizenry to be competitive. He ad-monished the NSE to always en-sure that sanctions were applied on defaulters in the sector to check-mate unprofessional practices.

In his remarks, the Chairman, NSE Abuja, Engineer Israel Abraham, informed the Executive Secretary that the NSE was in the Commis-sion to seek ways in which it could collaborate with the NUC, particu-larly, regarding the harmonisation of the Higher National Diploma (HND) awarded by polytechnics and university degrees so that engineering graduates could eas-ily gain employment, regardless of the type of the higher degree.

The Chairman disclosed that the NSE usually organised seminars and workshops annually for pro-fessional development in order to improve the skills and knowledge of members and for better pro-ductivity from younger engineers. He gave the information that the

Society had an upcoming Confer-ence in Akure and would expect some of the Commission’s engi-neers to attend the Conference.

The National Universities Commission, cognizant of the need to streamline the

operations of Part Time and Sandwich programmes in Nigerian universities, had through a publication in the print media, including the Guardian and Sun Newspapers of Monday, 19th March, 2012, placed a moratorium on admission into part-time programmes in Nigerian universities. In the publication, the universities were requested to fully disclose all Part-Time and Sandwich programmes, with respect to enrolment and staffing profile, within four weeks of the publication, and to conduct in-house staff and student audit and forward same to the Commission. As a follow up to this, the Commission vide a letter dated 14 January, 2013, sent a reminder to the universities requesting those that were yet to provide information on their Part-Time and Sandwich programmes as well as affiliation arrangements to do so on or before15 February, 2013.

Up to date, a total of thirty six (36) universities forwarded their completed documents, based on the approved format. Following the analysis of the submissions by the Department of Academic Standards and having satisfied the laid down guidelines for running Part – Time programme and Sandwich courses in Nigerian universities, all the thirty six (36) institutions were recommended to the Executive Secretary for approval. GUIDELINES ON PART-TIME AND SANDWICH PROGRAMMES IN NIGERIAN UNIVERSITIES

Below are guidelines for conducting Part-time and Sandwich programmes in Nigerian universities. All universities currently operating Part-time programmes are expected to comply with the guidelines on programme by programme basis.

Consequently, universities still interested in running Part-time programmes are advised to forward fresh applications to the NUC on programme by programme basis.

This is, however, subject to the readiness of the university to comply with the following extant guidelines on part-time programmes:

1. The admission and graduation requirements, Staffing, Library and physical facilities requirements must be in line with the Benchmark Minimum Academic Standards (BMAS) for the various full-time academic programmes;

2. For a programme to be eligible to run on part-time basis, the approved full-time equivalent must be available in the university, must have earned full accreditation and must be run within approved campuses;

3. The enrolment into part-time programmes must not exceed 20% of total students’ population in the programme;

4. The minimum duration of the part-time programmes must be 150% of the approved duration of the Full-Time equivalent;

5. Approval shall not be granted for part-time programmes in Environmental Sciences, Engineering/Technology, Law, Medicine/Medical Sciences, Pharmacy/Pharmaceutical Sciences, Dentistry; and Veterinary Science;

6. All admissions into part-time programmes must be through the Joint Admissions and Matriculation Board (JAMB). Part-time programmes must be run within approved campuses of universities where the human and material resources for the teaching of the programmes are domiciled, i.e. on the main campus of the university;

7. Part-time programmes shall be subjected to the NUC accreditation assessment upon maturity of the programme;

8. For any programme to be eligible for part-time mode, it must have produced two (2) sets of graduates and satisfied the Resource Verification Requirements.

9. Commencement of a part-time programme MUST be subject to NUC’s approval. Approval of commencement of all part-time programmes must be obtained.

The National Universities Commission shall not hesitate to apply appropriate sanctions on any university which violates any of the stipulated Guidelines on Part-Time and Sandwich Programmes.

The National Universities Commission (NUC) has observed with great concern that some Nigerian universities are running unapproved postgraduate programmes, leading to the award of Masters and PhD degrees. The Commission has also observed that some Parastatals and Institutes are awarding these same Postgraduate degrees, either on their own or through unapproved affiliations with Nigerian and foreign Universities. Such practices are not only unethical, but also antithetical to time-tested quality assurance best practices. The qualifications/awards resulting therefrom are not recognized.
