This Manual Style Replaces the Guidelines for Export Goods Conformity Assessment with
Document Number D/106/35 Approved in 12/12/1999 and Is Regarded as Extra-
Organizational Document and Is Controlled; Any Reproduction, Copying and Distribution
Without the Necessary Licenses Is Prohibited.

1. Objectives
The purpose of developing this manual style is determining the methods of exported goods
conformity assessment that need to comply with technical regulations.
2. Scope of application
This manual style can be applied to all exported goods subject to technical regulations.
3. Implementation responsibility
The implementation of this manual style shall be carried out by the export and import
commodities quality assessment bureau, provincial general standard offices and approved
commodity inspection companies. The quality assessment deputy is also responsible to supervise
the good performance of the provisions.
4. The relevant laws and regulations
4.1. The Law on strengthening and development of the standard system adopted in 2017.
4.2. The law of amending the laws and regulations of Institute of Standards and Industrial
Research of Iran approved in 1992 and its subsequent amendments.
4.3. Export and Import Regulations and its executive by-laws.
4.4. Customs affairs law and its executive by-laws.
4.5. Law on Combating smuggling of goods and currencies and its executive by-laws.
4.6. Standard supreme council approvals.
5. Definitions
The terms or expression in this manual imply the following definitions:
5.1. Institute
It implies the Institute of Standards and Industrial Research of Iran.
5.2. Exported goods subject to technical regulations
Exported commodities which are subject to technical regulations pursuant to the approvals of the
High Council of Standards; they are hereinafter referred to as included commodities for the sake

of brevity. The list of standard exported commodities is available on the portal of national
standard organization at www.isiri.gov.ir (Exports and imports section).
5.3. Agricultural Commodities
Six agricultural commodities including pistachio and pistachio seed, raisin, caraway, saffron,
dates and a variety of apricot (Gheysi) are subject to technical regulations.
4.5. Executive Units
It implies the quality assessment office of export and import goods, the general standard offices
of provinces and the authorized commodity inspection companies (subject to paragraph 10 of
Article 7 of the Standard System Reinforcement and Development Act approved in 2017).
5.5. Exporter
It implies natural or legal person who holds a valid business card and other persons who export
goods with legal authorization.
5.6. Top Exporters
Exporters who manage to obtain a Certificate of Top Exporter from the National Standard
Organization with a validity period.
5.7. Exemplary Exporters
Exporters who manage to obtain a Certificate of Appreciation on National Export Day from the
Trade Promotion Organization of Iran.
5.8. Applicant
It means a natural or legal person who applies for a Certificate of Conformity for exporting the
goods in question, either in person or as the legal representative of the exporter (with notarial
power of attorney).
5.9. Application Form
Written request for conformity assessment provided by the applicant to export the consignment
which is submitted to the Executive Unit.
5.10. Consignments declared for export

It includes all packages of goods that correspond to one declaration of shipment and must be of a
specified type and of similar and specific quality.
5.11. Consignment control and marking
Fastening and marking the declared consignment for export which is carried out after sampling,
with special signs and with appropriate marking tools to identify the consignment packages and
preventing any unauthorized interference.
5.12. Samples
The quantity of goods that is removed from an evaluated consignment, in accordance with the
relevant standard or sampling instruction, for the purpose of testing and determining the
characteristics of the whole consignment.
5.13. Sampling
Preparing a sample of the evaluated consignment in accordance with the relevant standard or
sampling instructions.
5.14. Inspection
Inspecting the design of a product, process or facility and determining their conformity with the
specified or general requirements based on professional judgment (expert opinion).
5.15. Conformity Assessment
Proving that the specified requirements for a product, process, system, person or entity are met.
5.16. Certificate of Conformity
A document certifying that a product conforms to standards or technical specifications based on
one of the conformity assessment procedures and related regulations.
5.17. Technical Specifications
A document containing the technical requirements of the goods, which is approved by the legal
or competent authorities of the target country and is approved by the Ministry of Foreign Affairs
of Iran after being accredited by the Chamber of Commerce of the target country and the
Embassy of the Islamic Republic of Iran in that country.

5.18. Certificate of Export Commodity Registration
A document showing the registration of an export item under the name of the exporter, the target
country and the specific trademark in the organization.
5.19. Returned exports
Standard export consignments that are not accepted by the target country due to prohibition, non-
compliance with the relevant standard or standards, non-compliance with the relevant licenses
and non-authentication of the conditions by the target country and are declared in the customs of
the country after being returned.
5.20. Returned Exports
Exported consignments subject to the standard which are returned to the customs due to reasons
other than those specified in paragraph 5.18 and are declared in the customs of the country.
5.21. Acceptable Laboratories
There are laboratories whose test results are invoked in assessing the conformity of exported
goods. These laboratories include:
5.21.1. Reference laboratories in the Institute’s research center or general offices of the
provinces.
5.21.2. Laboratories holding ISO 17025 and ISO/IEC 17025 approved by one of the institutes of
Accreditation Body.
5.21.3. Laboratories designated by the Institute in accordance with the Executive Procedure of
approving the colleague labs and supervising their performance with doc. No. R/111/208.
5.22. Laboratories Accepted by the Target Country
It refers to laboratories approved by the competent authority of the target country.
5.23. Commodities without national standard mark of Iran
Export goods that are subject to the standard but do not have the national standard logo of Iran.
6. Description of Measures
The exported goods are evaluated in terms of conformity in one of the following ways:

6.1. Conformity Assessment Based on National Iranian Standard
6.1.1. Conformity assessment of the of exported goods based on the national standard of Iran
with the logo of national standard of Iran.
For the export of goods subject of Article 5.2. which hold valid standard logo, there is no need to
obtain an export conformity certificate from the provincial headquarters.
Note: for checking the authenticity of standard logo licenses, the customs may apply through the
database of the institute at WWW.ISIRI.GOV.IR or inquiry from the general office of standard
of the goods exporting location or SMS system 10001517.
Upon the request of the applicant to receive export conformity certification for these goods, the
general offices may issue a certificate of conformity after reviewing the validity and originality
of the standard logo application.
Note: If the exporter wishes to export the goods holding standard logo under a different trade
name (other than the trade name mentioned in the application), they must raise the issue in the
general office of the production site and obtain the relevant license after performing the
commercial registering in the related organization inside the country.
6.1.2. Conformity Assessment of the of exported goods based on the national standards of
Iran without the national standard logo
Production of goods subject to standard with no standard logo (other than agricultural
commodities) must be carried out under the supervision of the General Directorate of
Standardization of the province of production or one of the inspection companies authorized by
the Standard General Office of the province of production.
6.1.2.1. The general standard office of provinces of the exporting place shall take actions to
assess the conformity of the consignment after receiving the applicant’s request based on the
Iranian national standard.
6.1.2.2. If the conformity of exported goods is approved by the general standard office of
provinces and the consignment is sealed and fastened, the general standard office of the
exporting province shall issue the certificate of conformity after receiving the approval of the
province in which application has been made.

6.1.2.3. The general standard office of provinces can issue a certificate of conformity for every
export consignment upon receipt of a certificate of inspection issued by the goods inspection
company (approved by the institute).
Note 1: The general standard office of provinces may issue a certificate of conformity with the
technical specifications (features listed in the relevant national standard) for consignments in
which the specifications of goods are in accordance with the relevant national standard, but the
buyer has requested a packaging other than the one specified in the relevant national standard, or
lack of standard logo or lack of Made in Iran Emblem on the products.
Note 2: For exporting pistachio, aflatoxin measurement test shall be carried out at the exporter's
request (according to Appendix 4). The results should not exceed the limit set by the buyer
country.
6.2. Conformity assessment of export goods according to the standard set by the target
country, international standards accepted by the parties, technical specifications stated by
the legal authorities or competent authorities of the target country.
Production of goods subject to standard and without national standard logo (excluding
agricultural commodities) must be carried out under the supervision of the general standard
office of province of production or any of the inspection companies approved by the license of
the general standard office of province in which the commodities have been produced.
6.2.1. Conformity Assessment of the export goods according to the standards set by the
target country
To export included commodities according to the target country’s standard, the exporter must,
according to the buyer's written request, supply the goods in compliance with the required
standard and the general standard offices of the province shall issue export conformity
certificates as follows:
6.2.1.1. The general standard office of the province exporting the goods shall, upon receipt of the
applicant's request, proceed with the conformity assessment of the consignment according to the
standard set by the target country (listed in the written request of the buyer).
6.2.1.2. If the conformity of export goods is approved according to the standard determined by
the target country by the General Office of the intended province and the consignment is sealed
and fastened, the general standard office of the province exporting the goods may, after receiving
the approval of the origin province, issue a Certificate of Conformity.

6.2.1.3. The general standard office of the province for each export consignment can issue a
certificate of conformity upon receipt of the inspection certificate issued by the goods inspection
companies (approved and authorized by the Institute).
6.2.2. Assessment of conformity of exported goods according to international standards
accepted by the parties
Upon receipt of the applicant's request, the general standard office of the province exporting the
goods, proceeds to perform the conformity assessments according to the international standards
accepted by the parties.
6.2.2.2. If the export commodity conforms to the international standards accepted by the parties
and it is approved, sealed and fastened by the general standard office of the province, the general
standard office of the province exporting the goods can take actions to issue the certificate of
conformity after receiving the approval of the origin province.
6.2.2.3. The general standard office of the province can issue a certificate of conformity for each
exported cargo upon receipt of an inspection certificate issued by the goods inspection company
(approved by the institute).
Note: The applicant is required to provide the full image of the standard if requested by the
General Office.
6.2.3. Conformity assessment of the exported goods based on the technical specifications
stated by the legal authorities or competent authority of target country
In this method, the general standard office of the province can issue Certificate of Conformity
after receiving the following documents and actions, in accordance with the technical
specifications stated by the legal authorities or competent authority of the target country (the
technical specifications can be confirmed by the parties of the contract or approved by the legal
authorities or competent authorities of the target country).
6.2.3.1. Exporter request regarding the issuance of export conformity certificate based on
technical specifications of the goods
6.2.3.2. A valid contract with a reputable foreign buyer accredited by the Chamber of Commerce
of the target country, the Embassy of the Islamic Republic of Iran in that country, and the
Ministry of Foreign Affairs of Iran, which shall include at least the following information:
1. In Persian or English,

2. Information and addresses of the buyer and seller,
3. Name of the product, model (if necessary), the trade name of the goods and their acceptable
range by the buyer,
4. The quantity and volume of the goods and the period of execution of contract for gradual
dispatch (if necessary) to the target country,
5. Signature of the contract’s parties,
6.2.3.3. Post-production inspection certificate issued by commodity inspection company
- Certified commodity inspection companies approved by the institute can issue an inspection
certificate to be presented to the general office in case of receiving application and after
examining the documents and performing the inspections.
6.2.3.4. Inspection, Sampling and Random Testing
The General office may randomly take sample from the goods and test them to evaluate the
performance of inspection companies.
6.2.3.5. Conformity of appearance specifications and marking with technical specifications
6.2.3.6. Ability to identify and differentiate export goods with domestic production and the
obligation not to supply the manufactured goods to the domestic market according to technical
specifications.
6.2.3.7. If conformity approved, issuance of conformity certificate
Note: If the conformity assessment process is fully carried out by the general standard office of
the province, no inspection certificate is required.
6.3. Assessment of conformity of exported goods based on export goods registration
certificate
Exporters who have managed to obtain an export registration certificate can obtain a Certificate
of Conformity by submitting the original certificate to the general standard office of the
province. Obviously, the general standard office of the province can take samples from the
export goods randomly and test them and insert their results exporter’s records; in case of
mismatch, the certificate will be null and void or taken from them and the certificate will not be
extendable anymore. In addition, cases of rejection are reported to the quality assessment bureau
of export and import goods of the institute.

Note: The conditions for obtaining an export registration certificate, how to validate the stated
technical specifications and export registration certificate form are attached in Appendix 8.
6.4. Conformity assessment of exported goods bearing standard logo of export
Exporters who have obtained an export goods registration certificate and have been authorized to
mark Special Export Sign on their commodities can receive the conformity certificate by
submitting the original certificate to the general standard office. Obviously, the general standard
office of the province can take samples from the export goods randomly and test them and insert
their results exporter’s records; in case of mismatch, the certificate will be null and void or taken
from them and the certificate will not be extendable anymore. In addition, cases of rejection are
reported to the quality assessment bureau of export and import goods of the institute.
Note: Requirements for obtaining the Export Special Standard Sing are as set out in Annex 8.
6.5. Conformity assessment based on the top exporters certificate
A. Exporters who have manage to obtain top exporters certificate from the import/export
commodities quality assessment office or general standard offices of provinces can receive the
conformity certificate by submitting the original certificate to the general standard office.
Obviously, the general standard office of the province can take samples from the export goods
randomly and test them and insert their results exporter’s records; in case of mismatch, the
certificate will be null and void or taken from them and the certificate will not be extendable
anymore. In addition, cases of rejection are reported to the quality assessment bureau of export
and import goods of the institute to prevent the extension of the documents.
B. As the annual export limit is mentioned in the said Certificate, according to the approval of
Trade Promotion Organization of Iran, the documents on each consignment shall be sent by the
customs and the Institute shall approve it so that the general standard office of the province can
take measures regarding the grant of facilities after controlling and registering the output and
applicant’s export limits.
Note: The conditions for obtaining top exporters are based on Appendix 7.
6.6. Exports by Sample and Exemplary Exporters
Exemplary exporters do not need to obtain a certificate of conformity to export products
approved by the Trade Promotion Organization of Iran.
6.7. Returned Exports

Regarding export consignments returned to the country for any reason and declared at customs,
the general standard offices of provinces shall take actions based on the following terms:
6.7.1. Receiving primary export certificate documents (for leaving the country)
6.7.2. Completion of checklists on returned export commodities (Appendix 6)
6.7.3. In the case of perishable returned export goods, entry is permitted after the test and in
accordance with national standards.
6.7.4. In the case of non-perishable returned export goods, entry is permitted if they have the
standard mark and are observing the conditions at the time of exporting.
6.7.5. In the case of returned export goods which do not have the mark of non-perishable
standard, after the test and in case of compliance with national standard or standards accepted by
the institute, they are permitted to enter.
6.7.6. If the returned export items do not meet the national standard, they are not permitted to
enter the country.
6.7.7. Regarding the goods that are not subject to technical regulations for export but are subject
to standards for imports, they will be treated as goods requiring technical regulations when
being returned to the country.
6.7.8. Perishable goods without standard logos are not permitted to enter the country (shall be
removed or re-exported).
6.8. Re-export of imported goods
Regarding the export of consignments with an import conformity certificate, the general standard
office of the province can issue the export conformity certificate if the previous specifications of
the goods are maintained at the time of entrance and approved by the province’s experts or
inspection companies approved and authorized and according to the conformity certificate of the
imported goods.
Note: Standard national organization has no responsibility for the export of returned imported
goods (non-conformity with the relevant standard) to other countries.
6.9. Temporary Export commodities
In the case of return by the customs, to assess the conformity of the export commodity subject to
temporary exist standard, actions should be taken according to this manual.

6.10. Export of goods resulted by temporary import
In the case of return by the customs, to assess the conformity of the commodity subject to
temporary import standard, actions should be taken according to this manual.
6.11. Export of Vehicles
With regard to type-approved car exports, after review and verification of conformity of the
declared particulars of the vehicles with the specifications on the list of type-approved vehicles,
the general offices can issue the certificate of conformity.
6.12. The validity of agricultural commodity certificates is as set out in table 5 in the attachments
and is one month for other commodities. At the end of the validity period, upon request for
extension, appropriate action shall be taken upon the approval of general standard office of the
province.
6.13. Exports via Air Borders
Goods subject to standard exported through the air borders (excluding saffron and precious metal
products) do not need to have a certificate of compliance with the relevant national standard.
- For the export of gold artifacts, determining the grade based on the national standard of Iran or
the standard of the target country is sufficient and there is no need to marking and stamping.
6.14. Export through Documentary Credit (excluding engine oil)
Export goods subject to standard which take place through documentary credit (excluding engine
oil) do not need to present certificate of conformity with the relevant national standard.
6.15. Exports with the purpose of marketing and participating in overseas exhibitions
Goods subject to standard which are exported with the purpose of marketing or participating in
overseas exhibitions with the approval of the Iranian Trade Promotion Organization do not need
to obtain a certificate of conformity with the relevant national standard.
6.16. Others
- Acceptance of request to change the destination of issued certificates during their validity is
subject to eligibility based on the relevant terms and conditions.

- Acceptance of request to change the exporter's name in the export licenses is subject to having
a valid business card and formal request of the parties and action in accordance with other
regulations.
6.17. Performing conformity assessment process in export and import system of the
Institute
The conformity assessment process in export and import system of the Institute is performed as
follows:
6.17.1. Conformity assessment before declaration of goods at customs
6.17.1.1. Conformity assessment before declaration of goods at customs by General Office
In this method, at the request of the applicant and prior to the declaration at customs office, the
consignment is examined by the General Office and evaluated on the basis of one of the
conformity assessment methods. A certificate of conformity is issued to the applicant based on
the application number after registration of the process in the system.
After declaration of the goods at the customs office and identifying the consignment declaration
number, the general office will call the declaration information by linking the assessment process
to the application number (performed assessment) and will take actions to complete the process
and, if approved, the result will be reflected to the electronic customs system.
6.17.1.2. Conformity assessment before declaration of goods at customs by one of the
export goods inspection companies
In this method, before the goods are declared at customs and upon the request of the applicant,
one of the authorized inspection companies shall examine the consignment and assess the
process based on one of the conformity assessment methods and the consignment inspection
certificate will be issued and uploaded in the system.
After declaration of the goods at the customs office and identifying the consignment declaration
number, the general office will call the declaration information by linking the assessment process
to the application number and will take actions to complete the process and, if approved, the
result will be reflected to the electronic customs system.
6.17.2. Conformity assessment after declaration of goods at customs:

In this method, after the export cargo has been declared by the applicant, the declaration
information in the system is called and assessment is performed based on one of the conformity
assessment methods and if confirmed, the result is reflected in the Customs Electronic System.
7. Records Archive
All documents related to this manual style are archived in the Export and Import Quality
Assessment Office as well as the general standard offices of the provinces.
8. Recipients of manuscripts
Chairman of the institute, deputies and all managers of the headquarters and provincial general
offices of the organization.

With the ratification of this document, all the contrary directives, the manual style No. 5/106/35
approved in December 2000 and its first revision shall be repealed and this document replaces
them.

Terms of Export and Extension of Top
Exporters
Issuance of Top Exporter Certificate
Top export certificate is granted to export goods that are not subject to technical regulations for
domestic production and do not have the standard trademark license. These commodities,
especially six dried nuts (pistachio, caraway, raisin, saffron, a variety of apricot (Gheysi) and
date), have been recognized as strategic products of the country and are subject to technical
regulations for export, as approved by the Supreme Council of Standards.
The top exporter certificate is granted to natural or legal persons who have been, for at least three
years, exporting the product in question without any negative records or complaint or return of
products; their current three-year export report will be inserted in the certificates as approved by
the Trade Promotion Organization.
This is in order to prevent export of non-certified low-quality products by agreements and
cooperation between exporter who do not have license and exporters who hold valid licenses.
The top exporters are only permitted to export goods under their own brand. The holders of the
said certificates are exempt from inspection of and testing each and every cargo for every export
declaration; meanwhile, the general standard offices of the provinces have the right to do random
sampling and testing upon their own discretion.
Requirements for issuing top exporter certificate
A) Conditions and Documents Required for Filing the Applicant's Case:
- An introduction letter from the headquarters of the Iranian Trade and Development
Organization or the relevant central union or trade union (the relevant offices are located in
Tehran).

- Image of two export customs declaration forms for each year separately for each
commodity (3 years of continuous export activity in the field export of one commodity is
essential. In the absence of a continuous record, the facilities will not belong to the applicant).
- No record of complaint or return of exported goods
- Copy of business card and national ID card
- Copy of the establishment gazette of the company (with CEO name inserted)
- Copy of trademark of the company image, trademark and name are required for
certification.

It should be noted that the validity of the Top Exporter Certificate issued so far at the Bureau of
Export and Import Commodities Assessment remains in force; from now on, if an exporter
presents their application to any of the Bureaus of Export and Import Commodities Assessment
or general standard offices of the provinces, it is possible to take actions to issue top exporter
certificate.
The general standard offices of the provinces, after receiving the documents from the applicant
and performing the relevant inquiries from the said organizations, should determine the
maximum amount of goods exported by the applicant in one of three consecutive years and
determine the export limit, and finally send the required documents to the bureau of Export and
Import Goods Quality Assessment.
After discussing the matter in the committee of organization and approval of the
documents, certificate number will be assigned to it and it will be referred to the relevant
standard office.
After receiving bank receipt of certificate issuance, the general standard office of the province
will issue the certificate according to attachment number ..... and will deliver the original version
to the applicant or their accredited representative after obtaining receipt.
The image of the issued certificate shall be sent and declared to the Bureau of Export and Import
Goods Quality Assessment and all the four-customs mentioned in the certificate’s text which is
at the request of the applicant.
Extending the Certificate:
The exporter is required to submit the original version to general standard office of the
organization in every use so that the amount of facilities used and the random sampling are
mentioned in it.
The certificate is valid for one year from the date of issuance and is limited to the annual export
limits stated in the text.

Certificate renewal is subject to confirmation of test results conformity of at least two random
sampling in the year by the general standard office of provinces stated in the license.

Process of issuing export goods registration certificate and obtaining special export
standard logo (COER)
In accordance with Paragraph 12 of the Provisions of One hundred and seventh Standard
Supreme Council Meeting, export goods subject to s shall be evaluated in one of the following
ways:
According to the national standard of Iran
According to the standard set by the target country
According to international standards accepted by the parties
According to the technical specifications stated by the legal authorities or
competent authorities of the target country
For the sake of effective implementation by the Standard Supreme Council, ensuring the
conformity of the quality of export goods with standard or technical specifications accepted by
the buyer country (export destination), facilitating export of commodities subject to technical
regulations and avoiding unnecessary controls and reducing costs, the process of issuing
registration certificate for exporting commodities which do not have Iran standard logo license or
the buyer has asked for not inserting the standard logo on the commodities which have standard
license (excluding six agricultural commodities: pistachio and pistachio nuts, raisins, caraway,
saffron, dates and a variety of apricot (Gheysi)) is as described below:
A. Process of issuing export commodities registration certificate according to Iranian National
Standard (without national standard badge on the commodity), the standard assigned by the
target country, international standards accepted by the parties and technical specifications
declared by the legal authorities of the target country.

1. Presenting the application for export goods registration certificate by the applicant to general
standard of the province which is the origin of the commodities
2. Introducing the applicant to one of the qualified inspection companies
3. Submitting documents (listed in the checklist) to the qualified inspection company by the
applicant
4.The goods are produced according to the standard or technical specifications accepted by the
buyer country (export destination) with the permission of the permission of the general standard
office of province and under the supervision of the competent inspection company.
Note: If the export product is manufactured with specifications different from the national
standard of Iran, the marking shall be distinct from the products which are according to the
standard (export specification).
5. After production and testing, the product conformity inspection certificate is issued if the
product conforms to the relevant standard or technical specifications.
6. The inspection certificate along with the scanned file of all documents (including standard
text, test results, etc.) will be sent to the general standard office of the province.
7. The manufacturer shall commit (in a written report) not to distribute and sell such goods
within the country and shall insert “ONLY FOR EXPORT” on the packages.
8. The general office issues a Certificate of Registration after verification and acceptance of the
documents submitted by the inspection company.
9. After issuing the certificate, the information along of the issued certificate along its copy shall
be sent to the Bureau of Export and Import Commodity Quality Assessment for being uploaded
on the Organization Portal.
10. At the time of departure of the goods, the general standard offices should issue the export
goods’ conformity certificate at the exits.
11. The general standard office of the province may randomly take samples from the goods and
test them before exporting the goods, and record the results in the exporter’s record and can
annul the license in the event of any contravention.

12. At the request of the applicant and upon the verification of continuity when doing the initial
export goods registration certificate and positive records in the random controls, the issued
certificates will be renewed in the following years with a period of one year.
Note: If there is no inspection company in a province or at the discretion of general standard
office of the province, all of the above steps can be done by the general standard office of the
province.
- For other consignments that the exporter does not intend to register the export commodity, the
conformity assessment of each consignment shall be carried out individually in accordance with
the standards accepted by the target country or the technical specification stated by the
competent authorities of the target country, and finally certificate of conformity (COC) or Non-
Conformity Report (NCR) will be issued.
B. How to validate the technical specifications stated by legal or competent authorities of
the target country
Presenting a valid contract with a foreign buyer in which the technical specifications of the
goods are mentioned and the provisions are approved by the Chamber of Commerce of the
parties’ countries and include at least the following information:
1. The contract must be in Persian or its translation by official centers shall be
presented.
2. Buyer and seller information and addresses,
3. The product name, model (if necessary), trade name of product, the technical
specification of the product and their acceptable range for the buyer,
4. The quantity and volume of the goods and the execution period of the contract for
gradual dispatch (if necessary) to the target country,
5. Signature of the parties,
6. Providing the necessary obligations to verify the conformity of goods with the
technical specifications and to accept its responsibilities

Export Special Standard Logo
According to paragraph 11 of the provisions of one hundred and tenth meeting of
supreme standard council dated 10/9/2018 for the production of export goods according to
international standards or standards accepted by the National Iranian Standards Organization or
the national standard acceptable to the intended target country or technical specifications
requested by the buyer, the export special standard logo can be inserted on the exported goods.
Therefore, if the holder of the Export Commodity Registration Certificate has requested for the
insertion of “export special standard logo” on their own goods, they can mark the export special
standard logo, with the following specifications, on their own export goods:
The Iranian Standard Logo in which the “COC” (Certificate of Conformity) is inserted.
Also the expressions “Certification Number” and “Conformity With” and “Only For Export” are
inserted.

Title: Acceptance of regulations and terms of receiving export good registration certificate
1. National standards organization of Iran has the right to evaluate the goods at any time
during registration or afterwards to ensure that the registered goods are constantly in
conformity with the accepted standards and the cost of such evaluation shall be borne by
the applicant.
2. The National Iranian Standards Organization has the right to revise its opinions basewd
on the new findings and the applicant is obliged to accept them.
3. All responsibilities of the registered goods in relation to the loss of buyers, consumers
and ... shall be borne by the applicant of registering goods in the National Iranian
Standard Organization and the applicant is obliged to compensate for the damages.
4. The National Iranian Standards Organization will not publish the received information or
the results of their examinations without receiving a written license from the applicant.
5. The validity of the Goods Registration Certificate is one year from the date of issuance
and the applicant is required to renew the certificate two months prior to the expiry date.
6. In case of non-conformity of the registered goods with the stated standard or technical
specifications, the National Standards Organization of Iran is entitled to suspend or
revoke the export registration certificate.

List of export commodities subject to technical
regulations
List of export commodities subject to technical regulations in 2018
In the implementation of the provisions of paragraph 15, note 2 of Article 7 of the Standard
System Reinforcement and Development Act of 2017 approved by the Supreme Council of
Standard, the goods in this set shall be subject to export technical regulations. Therefore,
exporters are required to comply with the relevant regulations and exports of such goods that do
not conform with the organization's accepted standards or technical specifications registered in
the organization are prohibited.
According to the executive bylaws and regulations of the Export and Import Law of Iran, the
Customs of Iran will prevent the export of goods subject to technical regulations and lack
certificate of conformity from the national standard organization of Iran.
According to the executive bylaws and regulations of the Export and Import Law of Iran, the
Customs of Iran will allow the export of goods subject to technical regulations according to the
following conditions:
Commodities evaluated based on the national standard organization of Iran should have “export
goods certificate of conformity” or the standard logo application certificate from the general
standard offices of the provinces.
Goods that are evaluated according to accepted standards (excluding the national standard of
Iran) must have a " Export Commodity’s Certificate of Conformity” from the general standard
offices of province or inspection companies approved by the organization.
