Located at the southernmost tip of Peninsular Malaysia, Iskandar Malaysia (within the state of Johor) is strategically positioned on the world’s busiest shipping routes, and its rich endowment of natural and human resources has both underpinned Johor’s past successes and underscores Johor’s future potential. Johor’s relative prosperity has been anchored by a celebrated history of uninterrupted and mutually reinforcing combination of political stability and continuity, a progressive and deeply revered Sultanate, as well as the social and cultural cohesion among its multi-ethnic population that has been a constant source of strength, innovation and renewal.

Malaysia’s world class national connectivity infrastructure allows easy access to the domestic economy, opportunities and resources within the country. Being at the heart of the Asian region and at the cross-roads of the East-West trade routes creates lucrative opportunities from growing economies such as Indonesia, China and India. Also with its proximity to an international hub and the large economy of Singapore, and having two road connections and railway links provides seamless accessibility to its market. Iskandar Malaysia’s global reach is also supported by an international airport and two world-class ports.

Covering an area of 2,217 square kilometres, approximately three times the size of Singapore, Iskandar Malaysia offers significant supply of land which is priced competitively. The region has ready infrastructure such as power utilities, transportation networks and services, and broad based telecommunications. The economy is well diversified with successful clusters emerging around the electronics, logistics, food and agriculture, tourism and oil and petrochemical industries. Iskandar Malaysia is populated with a multi-lingual (including English) and educated workforce, providing skilled people ranging from the services, technical to the professional sectors. Investors and business operators venturing into Iskandar Malaysia are able to take advantage of the competitive cost structures of doing business here.

Being an initiative of Malaysian Federal Government, along with the Johor State Government, Iskandar Malaysia’s vision to be a strong and sustainable metropolis of international standing has the continued commitment, support and sponsorship of the Governments of this country and state.

The attainment of the above-stated targets is possible only through an Iskandar Malaysia GDP growth of 8.0% annually until 2025. In turn, this would require a total investment of RM382.0 billion for the entire 20-year period. The investment targets are divided as follows:

As at 31 December 2008, Iskandar Malaysia has received in aggregate, domestic and foreign direct investments of RM41.8 billion (uSD12.0 billion) or 88.8% of the target investment of RM47.0 billion (uSD13.6 billion) by 2010, signaling that Iskandar Malaysia is well on track to achieve its five-year target.

I’m pleased to report the excellent progress for Iskandar Malaysia in 2008 towards its goal of attracting investment and accelerating development within the region. It is especially encouraging to note that Iskandar Malaysia’s investment proposition continues to be real and sustainably strong. In 2008, an additional RM16.0 billion investment commitment has been secured into Iskandar Malaysia from both private investors and the Government. And as of 31 December 2008, investment commitments from both national and international investors reached a cumulative total of RM41.8 billion equivalent to 88.8% of its 2006-2010 target of RM47.0 billion.

With this assurance in hand, and with the support from local business and the community, Iskandar Malaysia is poised to meet its vision as a strong and sustainable metropolis of international standing by the year 2025.

The current global economic downturn has posed huge challenges and pressure on many countries to sustain marketplace productivity and to remain competitive. Nevertheless, Malaysia was able to record a strong GDP growth of 4.6% through various Government led fiscal and non-fiscal measures, and private sector confidence. Additionally, Malaysia’s financial system fundamentals have proven to be resilient in weathering the impact to the commercial segment and social environments of our Nation. The Government would continue to be proactive in ensuring the country’s economy moves in a positive direction.

With this confidence, we have seen significant Iskandar Malaysia ventures in 2008 including RM750 million to establish the world renowned LegoLand theme park, setting up of a medical campus by the prestigious UniversityofNewcastle(UK)andAcerinox&NisshinSteel investing RM5.9 billion for a large scale steel manufacturing plant. These and many other privately led investments provide stimulus to the region and creates further opportunities for investors and the community at large.

To strengthen Iskandar Malaysia’s international standing, the Federal Government has made an initial commitment of RM6.8 billion for extensive infrastructural works under the Ninth Malaysia Plan (9MP). In 2008, many of these projects havecommenced in particular roads and highways to improve connectivity and safety, drainage and sewage enhancements, and river cleaning to protect the eco-environment. IRDA and the related Government agencies are spearheading these initiatives not only to ensure rapid completion but to ensure that international standards are achieved and made sustainable.

One area I am personally passionate to improve and sustain is the social well-being of the community in terms of life-style improvements and skills development.

IRDA and relevant Government agencies have commenced activities in developing public housing initiatives based on world’s best practices, providing skills development opportunities for local contractors and business as well as graduates from local universities, and long-term action plans to enhance the entire workforce capabilities. All of these activities are aimed for the community to have full opportunity to participate and take advantage of Iskandar Malaysia’s benefits, and make Iskandar Malaysia more attractive to investors.

Let me close by expressing my highest appreciation to myCo-Chairman,YABDato’HajiAbdulGhaniOthman,Chief Minister of the state of Johor Darul Takzim. My gratitude must also be recorded to all the Authority Members, CEo, Management and Staff of the IRDA for their collaboration and support during the last year. I am optimistic that the relentless efforts of every single member of IRDA, Federal, State and Local Governments and the continuous support from investors and the community will bring Iskandar Malaysia to the pinnacle of its success.

The past year has seen the development of Iskandar Malaysia continue at a vigorous rate. Even though the current economic crisis poses formidable challenges for all, it is encouraging that Iskandar Malaysia continues to attract investments way above that planned. I truly believe a primary success factor for Iskandar Malaysia is due to IRDA’s efforts to create seamless collaboration and innovation amongst stakeholders, them being the Investors, the Federal, State and Local Governments, local businesses and contractors and the local community.

I am determined to continue fostering this environment to ensure Iskandar Malaysia remains an engine of growth with benefits to the johor people, our fellow Malaysians and to those who we welcome to venture into the region.

Johor has had a long history of relative prosperity largely due to its strategic location, cohesive social environment and willingness to venture. And this has seen Johor continuously re-invent itself to meet the needs and demands for it to remain relevant in the Asian region and globally. Iskandar Malaysia is essentially about taking advantage of this foundation, with competitive priced land, established industrial base, able local workforce and connectivity to the region and the world. And to be relevant, IRDA and other Government agencies are focused on creating the physical, business and social setting that would be regarded as international standard. That means Iskandar Malaysia becomes a destination of “first choice to invest, live, work and play”, which is IRDA’s vision.

To that extent and for 2008, IRDA has been successful in progressing several crucial initiatives. Foremost is in the promotion effort, in conjunction withdevelopment partners, which showcased Iskandar Malaysia’s attributes and features to the world. This has generated a further RM16.0 billion in investments in 2008 and we have seen an increase

in study visits to Iskandar Malaysia from investors locally and from abroad. Public infrastructure works have commenced with an initial investment of RM6.8 billion from the Federal Government to improve road and highways, drainage and sewage and the environment that surrounds our rivers. Public housing programmes, which are a key priority for Iskandar Malaysia, will provide affordable housing in amenities that meet international standards.

The Iskandar Service Centre (ISC), Iskandar Malaysia’s one-stop license, permits and incentives processing centre, has supported the submission and processing requirements which has been valued by investors and developers. The ISC, and with relentless support from other agencies, has been able to complete the approval process within expected target times.

IRDA, in collaboration with other Government agencies, has also completed several development blueprints which have been modelled to bring world’s best practices to Iskandar Malaysia.

one of which is the Safety and Security Framework which identifies initiatives that will address the root-cause areas that need to be enhanced further, and implementation will commence early 2009.

WhatIhavementionedisjustaflavourofthemanytypes of activities being implemented towards the betterment of Iskandar Malaysia. As Chief Minister of Johor and Co-Chairman of IRDA, I am pleased by the momentum that has been established and excited as I see the future prospects will benefit all in Johor.

I believe that IRDA has matured into a productive service delivery agency having synergistic and seamless relationships with other Government agencies to provide clients and stakeholders with superior services. We also have partnered with several established developers and investors to successfully promote Iskandar Malaysia’s unique offering to the world. And we are focused to ensure an environment equal to international standards conducive to conduct business and to live.

To that extent I have confidence, which is backed by the investment commitments to date and the continued support from Government that the Iskandar Malaysia journeyiswellonitsway.Wehaveseenmuchheadwayin a short span of time, however, there are still many opportunities to be exploited. Therefore moving into the next phase of Iskandar Malaysia is to strengthen its advantages and grow in terms of greater innovation and diversity.

As we move past another year, I would like to say how honored I am to have served Iskandar Malaysia and for 2008 I am pleased that IRDA turned in a strong performance in a challenging economic environment. We responded to the challenges by relentlessly focusing on clients and stakeholder needs, on the priorities for Iskandar Malaysia development and operating IRDA with discipline. Instrumental to Iskandar Malaysia’s progress has been the collaboration between Federal, State and Local Government agencies to help our clients who have ventured into the region achieve and develop their opportunities with ease. This past year we continued to strive towards our common vision of making Iskandar Malaysia into a strong and sustainable metropolis of international standing by the year 2025.

The key objective is to continue enhancing this region into a vibrant and sustainable economy with an attractive social environment for the community to enjoy for generations to come.

In summary, the highlights for the year have included:

• Our promotional activities, including expositions with our partner investors and developers and with key Government agencies (such as MIDA), have generated much interest and awareness locally and globally. As a result, IRDA hosted more than 140 site visits from potential investors.

• Tothatextent,bytheyearend, IskandarMalaysia secured investment commitments totalling RM41.8 billion, equivalent to 88.8% of its 2006-2010 target of RM47.0 billion, indeed a great achievement for the region.

• Centraltoourpromotionalactivitywasthelaunchof the Iskandar Malaysia brand early in the year. The brand allowed us to create a distinct identity through the promotional messages associating

Iskandar Malaysia as the first choice to invest, live, work and play. We, at IRDA, continue to live the brand in every activity we do, with the aim that our community and stakeholders will embrace the Iskandar Malaysia vision with us. We take assurance from the independent brand audit that Iskandar Malaysia’s brand recognition is growing strong and our promotion investment is reaching the intended target groups.

• Tobeametropolisofinternationalstandingrequires a certain expected standard in physical and social infrastructure, not only to attract people and investors into the region but more importantly enhancing the social standard of living of the community. IRDA is working with related Government agencies to define and ensure that the developments, eco-environment and services infrastructures within Iskandar Malaysia provide the community with best practices of international standing. Priority best practice blueprints have been completed in 2008 and implementation has commenced on the Safety and Security Framework, Public housing Standards and Mixed use Development.

• The ISC (Iskandar Service Centre) is certainly a vital cog for Iskandar Malaysia, and has achieved success in supporting strategic clients in fast- tracking development and incentive approvals. I envisage the ISC and call-centre to evolve further and with collaboration from relevant agencies, to become a best practice capability with respect to Government service delivery.

• We must not forget and give due recognition for the enabling functions of IRDA such as hR, ICT and Finance, that provide the back-bone role in ensuring our business runs like clock-work.

• TheIRDAfamilyincreasedby49.3%from69strong to 103 and I am glad to note that our level of teamwork and engagement are above industry standards as reflected in our recently concluded employee engagement survey. This survey indicated that the IRDA staff were focused and motivated with a high employee engagement level of 78.0% compared to the national norm of 76.0%.

I believe IRDA’s performance was largely driven by instituting the Balance Score Card (BSC) framework which identified key performance indicators (kPI) for business activity.

The Iskandar Regional Development Authoritywas established by an Act of Parliament, Iskandar Regional Development Authority Act 2007. Section 4 of the Act states that the objectiveofIRDAis“todevelopthe Iskandar Development Region into a strong and sustainable metropolis of international standing”.

As stipulated by Part II of the IRDA Act 2007, IRDA is governed by a board officially known as the Authority. The primary responsibility of the Authority includes but is not limited to the setting of strategies, directions and policies relating to the development within IRDA and other functions in connection therewith.

The Authority is co-chaired by the Prime Minister of Malaysia and the Chief Minister of the State of Johor. The other six members of the authority comprise of two representatives each from the federal government, state government and private sector. The Members are to hold office for a term not exceeding two years and are eligible for reappointment for a maximum period of three consecutive terms.

The Authority is assisted by an Executive Committee (EXCo) which consists of five Members appointed by the Authority. The day-to-day administration of IRDA is entrusted to the Chief Executive officer. The Authority met twice, in May and December in the year under review, 2008. There are eight members in total.

DATO’ SERI ABDULLAH HAjI AHMAD BADAWIDato’ Seri Abdullah Haji Ahmad Badawi is the Prime Ministerof Malaysia, Minister of Finance (2004 - September 2008) and Minister of Defence (September 2008 - March 2009). Prior to the premiership, Dato’ Seri Abdullah was the Deputy Prime Minister and Minister of home Affairs since 1999. Dato’ Seri Abdullah held several senior cabinet ministerial posts, namely Minister of Education (1984-1986), Minister of Defence (1986-1987) and Minister of Foreign Affairs (1991-1999).

Dato’ Seri Abdullah Haji Ahmad Badawi pursued his tertiaryeducation at university Malaya where he graduated with B.A. (hons) in Islamic Studies in 1964.

TAN SRI DR. WAN ABDUL AZIZ WAN ABDULLAHTan Sri Dr. Wan Abdul Aziz is the Secretary-General, Treasury, Ministry of Finance, a post he assumed in February, 2007. he served various divisions in the Prime Minister’s Department and Ministry of Finance since 1975. he was appointed the alternate Executive Director, World Bank Group, Washington DC, uSA (on secondment from the Government of Malaysia) representing Brunei Darussalam, Fiji, Indonesia, Laos PDR, Malaysia, Nepal, Singapore, Thailand,Tonga and vietnam.

TAN SRI DR. SULAIMAN MAHBOBTan Sri Dr. Sulaiman has been the Director-General of Economic

Planning unit (EPu) of the Prime Minister’s Department since

December, 2006. Prior to this, Tan Sri Dr. Sulaiman was the Executive

Director of National Implementation Directorate from April 2006,

which was given the task of monitoring the implementation of the

Ninth Malaysia Plan. In July, 2004, he was made the first president of

the Malaysian Institute of Integrity (IIM), an agency promoting good

governance, ethics and a culture of zero corruption. he was awarded

the Tun Dzaiddin Ethics Award in May, 2006.

Tan Sri Dr. Sulaiman holds an honours Degree in Economics from

university Malaya in 1971, M.Sc. Degree in Agricultural Economics

from Wye College, university of London, united kingdom, in 1977 and

Ph.D from Syracuse university, uSA, in 1986. he attended a course on

World Currency Reform at harvard university, uSA in 1999.

DATO’ HAMSAN SARINGATDato’ hamsan has been the Director of Economic Planning

unit, State of Johor since 2006. Prior to this appointment,

he was the District Officer for Pontian (2005–2006) and

Batu Pahat (February – December 2006). Dato’ Hamsan

also served as the Deputy Financial officer of Johor (January

–December2004).Dato’Hamsanbeganhis service inthe

Johor Civil Service in 1976 and has been serving the Johor

State Government for 30 years.

Dato’ hamsan holds a Bachelor of Economics Degree with

honours from university of Malaya.

DATO’ ABDUL LATIFF YUSOFDato’ Abdul Latiff has been the State Secretary of Johor since october,

2006. Prior to his appointment as State Secretary, he was the Mayor

of Johor Bahru. he also held various positions including District officer

for the districts of Mersing, kluang and Muar, respectively. he also

served as Secretary of the Johor City Council. In the year 2000, Dato’

Abdul Latiff was appointed Chairman (yang Dipertua) of Batu Pahat

Town Council. he has previously served as Private Secretary to the

Chief Minister of Johor.

Dato’ Abdul Latiff holds a Bachelor of Arts Degree from university

of Malaya.

TAN SRI DATO’ AZMAN MOKHTARTan Sri Dato’ Azman is the Managing Director of khazanah Nasional Berhad (khazanah), the strategic investment arm of the Government of Malaysia. Prior to his appointment in June, 2004, he was Managing Director and co-founder of BinaFikir Sdn Bhd, a financial consultancy; Director, head of Country Research, Salomon Smith Barney Malaysia and Director, head of Research, union Bank of Switzerland, Malaysia. Before that, he held various positions in Tenaga Nasional Berhad (TNB, formerly known as National Electricity Board, LLN).

Tan Sri Dato’ Azman is the Chairman of Iskandar Investment Berhad, Axiata Group Berhad (formerly known as TM International Berhad), valuecap Sdn Bhd and holds various board memberships including uEM Berhad. he serves on various public service bodies including the Advisory Board for Cluster of Excellence Schools, the Board of Governors of the Malay College, kuala kangsar, the Malaysian Directors Academy, yayasan khazanah and the Executive Committee of Malaysia International Islamic Financial Centre (MIFC). he is also a member of the kuala Lumpur Business Club, the Asia Business Council and the INSEAD East Asia Council.

DATO’ IKMAL HIjAZ HASHIMDato’ Ikmal was appointed as the Chief Executive officer of Iskandar

Regional Development Authority (IRDA) on 23 February, 2007. Prior to

his appointment to IRDA, Dato’ Ikmal was seconded from the uEM Group

toPosMalaysia&ServicesHoldingsBerhadandPosMalaysiaBerhadin

2003, and his last position there was Group Managing Director/Chief

Executive officer.

Dato’ Ikmal has extensive exposure in the property and development

sector. he has spent more than a decade of his career with the uEM

Group (since 1991), as the President of uEM Group Property Division,

where he concurrently held the position of Managing Director, Renong

Berhad (currently known as uEM Land Berhad) and its subsidiary,

Prolink Development Sdn Bhd (currently known as Bandar Nusajaya

Development Sdn Bhd). Prior to that, he also held the position of

Managing Director of PLuS Berhad, the concessioner of the North-

South Expressway (1993-1999).

Dato’ Ikmal served in the Administrative and Diplomatic Service of the

Federal Government (1976-1991) in various positions in the District

office, Regional Development Authority, Training Management and

Administration, as well as other Ministry units.

he holds a Master of Philosophy Degree in Land Management from the

university of Reading, united kingdom.

TAN SRI DATO’ TAN KAY HOCKTan Sri Dato’ Tan kay hock is a lawyer by training, having been

called to the Bar by Lincoln’s Inn, united kingdom in 1971. In 1972,

he was admitted as an advocate and solicitor to the Supreme

Court of Malaysia. he is the Chairman and Chief Executive of Johan

holdings Berhad and a Non-Executive Chairman of George kent

(Malaysia) Berhad, both listed on Malaysian Bourse (Bursa Malaysia)

as well as a Non-Executive Chairman of Jacks International Ltd,

a public company listed on the Singapore Exchange Trading

Limited. he also sits on the Malaysian-Philippines Business Council

and the Steering Committee of ASEAN-Japan Business Meeting.

In addition to that, he is a trustee of the Malaysian humanitarian

Foundation.MEMBERS OF THE ADVISORY COUNCIL

The Advisory Council was established by resolution at the First Authority Meeting, February, 2007.

The Council consists of eminent Malaysians and foreign nationals who are, in the view of the Prime Minister with the concurrence of the Chief Minister of Johor, in the position to provide advice and guidance to promote the aspirations of Iskandar Malaysia as a metropolis of international standing. The Council met once in December for the year under review. There are presently five members in total.

TUN MUSA HITAMBefore becoming Malaysia’s fifth Deputy Prime Minister and Minister of home Affairs (1981-1986), Tun Musa hitam held a number of key government posts, including Chairman of Federal Land Development Authority(FELDA),DeputyMinisterofTrade&Industry,MinistryofPrimaryIndustries and Minister of Education. Between 1990 and 1991, he was Malaysia’s Special Envoy to the united Nations and from 1995 to 2002, the Prime Minister’s Special Envoy to the Commonwealth Ministerial Action Group (CMAG). he led Malaysia’s delegation to the uN Commission on human Rights from 1993 to 1998 and Chairman of the 52nd Session of the Commission in 1995.

Tun Musa hitam has held posts at the international level at various times. These included Chairman of the Commonwealth Parliamentary Association, member of the Board of united Nations Educational, Scientific and Cultural organization (uNESCo) and leader of various Commonwealth Missions. Tun Musa is currently Chairman of three public-listed companies, i.e. Lion Industries Berhad, uM Land Berhad and Sime Darby Berhad. he is also a Joint Chairman of Malaysia-China Business Council, Chairman of the World Islamic Economic Forum, Chairman of the Eminent Persons Group on the ASEAN Charter and Special Envoy of the Commonwealth Secretary-General to the Maldives. TAN SRI SAMSUDIN OSMANTan Sri Samsudin is presently the Chairman, Employee Provident

FundandPresident,PutrajayaCorporation.TanSriSamsudinhas

over 37 years of experience in the public sector. From Febuary,

2001 until September, 2006, he served as the Chief Secretary to the

Government of Malaysia. Prior to that, Tan Sri Samsudin was the

Director-General of Public Services Department. other positions

held were Secretary-General, Ministry of home Affairs; Secretary-

General, Ministry of Domestic Trade and Consumer Affairs; Federal

Secretary of Sabah (1990); Deputy Secretary-General, Ministry of

Transport (1978); Deputy Director (Academic), National Public

Administration Institute (INTAN) (1986-1987); Deputy Director

(Administration), INTAN (1985-1986); head of Finance and

Account Management Centre, INTAN (1982); Special officer to

the Chief Secretary to the Government of Malaysia (1977) and

Assistant Secretary/Principal Assistant Secretary, Public Service

Department (1969).

Tan Sri Samsudin has a B.A. (hons) and Diploma in Public

TAN SRI KISHU TIRATHAITan Sri kishu is currently a Court Fellow with the Malaysian Institute

he has served as Director of Bank Negara Malaysia, the National

Between 1989 and 1993, he was Senior Manager, Financial Sector Development Department, World Bank. From 1976 to 1989, he held various positions with Bank Negara Malaysia (Malaysia’s central bank), including Chief Economist and Assistant Governor in charge of Bank and Insurance Regulations.

Datuk Seri Andrew chaired the Financial Stability Forum’s Task Force on Implementation of Standards in 1999. From october, 2003 to September, 2005, he chaired the Technical Committee of the International organisation of Securities Commissions (IoSCo). he currently chairs the annual oECD/ADBI Roundtable on Capital Market Reform in Asia.

KUOK HOCK NIEN (ROBERT KUOK)Mr. kuok is the Chairman of kerry Group Ltd. he retired from most

of his businesses in 2000.

The kuok Group of Companies are active in commodity trading,

development of sugar and palm-oil plantations, property

development including hotels and their management, logistics,

shipping, insurance and general investments. The Group consists of

a few private companies and a number of public-listed companies

in Malaysia, Singapore, hong kong, China PRC, Thailand and the

Philippines.

NOTABLE ACHIEVEMENTS IN 2008The JMC reviewed the progress made so far by the four Joint Work Groups on Immigration, Transportation, Tourism and Environment. The JMC noted the efforts and initiatives to facilitate operational management of cross border traffic, changes in transportation regulations and increased reciprocal acceptance of local vehicle regulations.

Progress has also beenmade in terms of joint tourism promotion efforts, and thedevelopment of a river cleaning action plan.

Nor hisham is responsible for the main support functions of IRDA, namely finance, human resources, information and communication technology, procurement and general administration. As the head of Corporates Services, he plays a crucial role as the intermediary between IRDA and a number of key Federal Government ministries in matters relating to financial allocation and performance reporting, in particular the Ministry of Finance and the Economic Planning unit under the Prime Minister’s office.

he has 17 years of professional experience holding executive positions in the areas of finance, audit and corporate matters with a number of Government-linked companies and multinationals. hisham also spent four years in London, united kingdom with Morison Stoneham, Chartered Accountants before returning to Malaysia in 1995.

Ismail is responsible for liaising with and coordinating all relevant ministries, federal departments, or other bodies of the Federal Government in order to expedite the issuance or grant of all approvals for trade, investment or development that are available under the federal laws.

Ismail is a Government town planner registered with the Board of Town Planners Malaysia. He joined the civil service in 1983 as a town planning officer with the Federal Department of Town and Country Planning, Ministry of housing and Local Government. In 2003, he was appointed as the Penang State Director of Town and Country Planning. Ismail was seconded to khazanah Nasional Berhad as Senior vice PresidentforSpecialProjectstotakeontheSouthJohorEconomicRegion(IskandarMalaysia) initiative in 2006. he contributed significantly to the formulation and subsequent approval of the Town Planners Act 1995, Town and Country Planning (Amendment) Acts of 1995 and 2001, and most recently the Iskandar Regional Development Authority (IRDA) Act 2007.

To deliver successfully on these strategies, IRDA business operating model was developed with the structure and processes for seamless collaboration relationships with Federal, State and Local Governments to provide superior services to clients and the community.

The following pages are summary overview of IRDA’s achievements for 2008.

IRDA’s strategic direction is referenced from the Comprehensive Development Plan 2006-2025 and the IRDA Act 664 (2007). The Comprehensive Development Plan provides the vision and holistic development blueprint for Iskandar Malaysia, whilst the IRDA Act statestheobjectives,functionsandpowersoftheAuthority.Additionally,wisdomandguidance from the Members of the Authority has been integral to ensure the strategies remain relevant and focus is placed on the right priorities.

IRDA’s strategic roadmap is divided into three (3) key transformation phases to realise its vision.

For 2008, IRDA’s focus was two fold, firstly in Planning and Foundation Building to develop the required operating model that would shape and steer the path for Iskandar Malaysia’s development.And secondly, support the investors launch their large-scale projects byfast-tracking the approval process. This initial phase is crucial to the potential success of the following stages of development for Iskandar Malaysia, as it creates the platform for the required transformation of Iskandar Malaysia into a metropolis of international standing.

To that extent, IRDA’s 2008 business plan strategies have focused on driving and delivering outcomes, not only for the longer term but also incorporate action to achieve early benefits. To operationalise these strategies IRDA utilised the proven balance scorecard framework and all activities were kPI (key performance indicator) driven.

RM 41.8 billion commitment in investments achieved from theprivate and public sectors

From November 2006 to December 2008, Iskandar Malaysia attracted investment commitments totalling RM41.8 billion (uSD12.1 billion). This is equivalent to 88.8% of its 2006-2010 target of RM47.0 billion (uSD13.6 billion). In 2008 alone, Iskandar Malaysia investment commitments amounted to RM16.0 billion (uSD4.6 billion) from both private and public sectors. This track-record is encouraging as it reinforces the Iskandar Malaysia offerings and investors view the growth potential to be positive for their business.

It must be noted that the investment performance is attributed to the collaborative efforts of the Federal, State and Local Government agencies, industry bodies and developers and investors. IRDAcontinuestoworkactivelywiththesestakeholderstoensureproject implementationis inaccordance to the plans.

Over 140 site visits by potential international and local private investors

IRDA continued its efforts to create awareness and to attract investments by actively participating in various promotional activities inMalaysia and around theworld – viadirect promotion andmedia relations.

IRDA participated in international trade missions targeting industries aligned to the investment objectives of Iskandar Malaysia. Leveraging on the proven approach by Malaysian IndustrialDevelopment Authority (MIDA) and MATRADE, IRDA engaged with private investors and foreign Government to promote Iskandar Malaysia’s offerings and understand the requirements of the investors.

IRDA is also actively promoting Iskandar Malaysia domestically by holding the Iskandar Malaysia Info Day, Seminar Peluang-Peluang Perniagaan : Iskandar Malaysia and MIDA-Business opportunities in Malaysia.

Local stakeholder’s collaboration provides valuable insights

IRDA organized Roundtable Dialogues sessions with key industry and Government stakeholders to enhance development and investment opportunities for all, by gaining detailed understanding of areas for enhancement. The participants comprised of companies from both manufacturing andservicessectortogetherwiththelandownersineachFlagshipZone.Thesesessionshavebeenproven productive not only by creating operating networks amongst stakeholders, but in identifying implementable initiatives to improve the value offerings and transforming Iskandar Malaysia into a place to do business with ease. The Roundtable Dialogues received positive response from the various stakeholders and IRDA will continue to engage these stakeholders.

The Flagship Booklet publication provides easy access to facts and information

IRDA produced the inaugural “Flagship Booklet” comprising detailed information on the five flagship zones in Iskandar Malaysia for investor’s ease of reference targeting potential investors, developers and business operators. The Flagship Booklets have been distributed to investors both locally and internationally, and also made available of the www.Iskandarmalaysia.com.my internet home page.

Infusing best practices of international standing in Iskandar Malaysia’s development

The successful development of Iskandar Malaysia into a strong and sustainable metropolis of international standing hinges on the foundation of its planning framework. The framework, in the form of planning blueprints, are a set of standards to guide the implementationofIskandarMalaysiapoliciesandstrategiesonspecificsubjects,suchasLand use, Environment and Infrastructure. IRDA has made significant progress in producing blueprints for Iskandar Malaysia. A total of 32 blueprints have been planned, 12 for urban planning, 7 for infrastructure, 4 for environment, 4 for utilities and 5 covering other areas. As at 31 December 2008, 8 blueprints have been completed with the remaining 26 in various stages of work. The 8 blueprints that have been completed are as follows:

Efficient Integrated Public Transportation for accessibility and convenience

The transportation blueprint places emphasis on key principles such as future development and growth of Iskandar Malaysia public transport accessibility and existing regulatory framework. The essential aim is to create accessible, convenient and safer publictransportationtobeenjoyedbythecommunity.

The blueprint proposes rail base transportation systems, supported by conventional busesandfeederbuses.Thealignmentoftherailswillfocustoservemajorcatchmentareas within Iskandar Malaysia and cover four key hubs in Johor Bahru.

The blueprint also establishes a comprehensive implementation plan, including establishing funding needs and regulatory changes as required to ensure success and commitment in the execution of public transportation in Iskandar Malaysia.

Iskandar Malaysia’s Brand is growing in recognitionlocally and globally

The Iskandar Malaysia brand was officially launched by the Prime Minister of Malaysia in early April 2008. With its unique logo that symbolises elements of Johor and its offerings, creates an identity that would be easily recognisable by the public. The logo and its associated value proposition is now represented in all promotional material in various mediums, collaterals and formats.

At the end of 2008, IRDA appointed an independent branding consultant to conduct a brand audit where it was established that the Iskandar Malaysia brand positioning has propagated successfully in the market place and recognised by the intended target audience. More adaptation and continuous effort would be required to ensure the proposition messages are reinforced and a wider audience group is reached.

Strategic promotional campaigns reaching investorslocally and globally

IRDA continued with its concerted international promotional campaign to build the Iskandar Malaysia proposition in 2008 with more active and aggressive print and electronic media activities. Apart from engaging with the local and international media to ensure positive and sustained coverage of the latest developments in Iskandar Malaysia, IRDA also produced special advertising supplements which were featured in Forbes and the International herald Tribune. The Chief Executive officer of IRDA was interviewed live by Bloomberg Tv in Asia and Europe allowing Iskandar Malaysia to be highlighted to global viewership of over 73 million. Special Tv programming which was broadcast on CNBC and Channel News Asia were also developed to highlight the progress of development in Iskandar Malaysia. These half hour specials highlight in depth the various aspects of Iskandar Malaysia and feature interviews with Malaysian national and state level leaders, investors, analysts and non-government organizations. Two specials episodes were produced in 2008, entitled Sustainable Growth and Global Investor. Both episodes were broadcast on international satellite channels such as CNBC Europe, CNBC Asia and Channnel News Asia.

Safety and Security at the core of Iskandar Malaysia

IRDA delivered a safety and security blueprint in recognition of the importance of safety and security as a precondition to stability, growth, and sustainability. The Blueprint establishes a vision for Safety and Security in Iskandar Malaysia that shares responsibility for achieving key goals, commencing with an intensive effort at coordination and integration amongst vested stakeholders, and implementation of early enhancements in 2009. The Blueprint then proposes a period of incremental safety and security capability enhancement over the period of the Tenth Malaysia Plan to 2015, a focus on capability extension over the Eleventh Malaysia Plan to 2020, and a focus on capability sustainment over the Twelfth Malaysia Plan to 2025.

To provide explicit guidance to all stakeholders, the blueprint incorporates a set of forty-six Development Programmes mapped to each Strategy. Each Development Programme addresses a specific safety and security capability enhancement, recaps international proven practice, and outlines a way ahead for Iskandar Malaysia. In aggregate, the Development Programmes will drive a significant body of activity over the period to 2025

Mixed use Development for Innovative Planning and Design

This blueprint is designed to allow developers and designers to creatively design and build mixed use developments. The document translates existing policy on Mixed use Development as outlined in the existing National Physical Plan (NPP), National urbanization Policy and Iskandar Comprehensive Development Plan and provides strategies for planning and implementation guidelines to be used by the local authorities to develop and maintain sustainable initiatives on land use planning in Iskandar Malaysia.

In addition, one minute promotional videos were produced and broadcasted on selected international Tv news channels to support IRDA’s participation in international events and exhibitions such as Cityscape Dubai.

Iskandar Malaysia also features on a globally syndicated Tv Business show, World Business, which has a global reach of 300 million households. World Business is a weekly, half-hour television programme reaching C-Suite executives, senior managers, government officials and leading global opinion formers. Among the global channels that carry World Business include PBS in the uSA, CNBC Asia, CNBC Europe and Sky News Business Channel which covers the oceania region.

In support of the Iskandar Johor open Golf tournament, IRDA also placed airtime on the program Business of Sport which is featured on 17 leading airlines inflight entertainment reaching 4 million passengers per month on selected airlines including Malaysia Airlines, Singapore Airlines, Qantas and Alitalia.

In addition to promoting Iskandar Malaysia to the business and investment community, efforts were also made to reach out to the local community and to inform the public on Iskandar Malaysia. IRDA officers in collaboration with local community leaders gave face to face briefing to update and inform the community on the latest developments taking shape in Iskandar Malaysia.

Electronic media was also utilised as a communication medium to reach out to the community. This took the form of Special Johor FM radio programs to keep locals informed on current developments and issues. Also as part of IRDA’s efforts to promote a safe and secure Iskandar Malaysia, IRDA collaborated with the Royal Malaysian Police and The Star newspaper in their safe home campaign during the festive and holiday seasons. All homes which participated in the safe home campaign recorded 0% break-ins. IRDA also participated in many local exhibitions such as career fairs and trade shows. These activities allow for the local community to find out more about business and employment opportunities in Iskandar Malaysia while interacting with IRDA staff.

This was where the new Iskandar Malaysia brand was unveiled to the international community. IRDA collaborated with uEM Land, Danga Bay and Iskandar Investment to set up an Iskandar Malaysia pavilion which attracted significant attention from visitors as well as the media.

• IskandarMalaysiacreatesapresenceinCityscape Dubai 2008

Cityscape Dubai is the regions premier networking exhibition and conference focusing on all aspects of the property and metropolis development cycle. The event attracts regional and international investors, property developers, government and development authorities, leading architects, designers, consultants and all other professionals involved in the property industry. Although this was the first time Iskandar Malaysia was featured in Cityscape Dubai, it generated significant interest from the media as well as the investment community. More than RM 200 million in Iskandar Malaysia real estate transactions were conducted.

The exhibition and conference was held over a four-day period from 6 to 9 october 2008. A collaborated activity, the Iskandar Malaysia booth housed four organisations namely IRDA, uEM Land, Danga Bay and Iskandar Investment. IRDA was among over 400 exhibitors from all over the world that participated in Cityscape Dubai.

Iskandar Johor open 2008 brings the stars of golf toIskandar Malaysia

Following up from the success of the 1st Iskandar Johor open (IJo) in 2007, the Iskandar Johor open 2008,presentedbyIRDAandNusajayawasheldattheRoyalJohorCountryClubfrom30Octoberto 2 November 2008.

The star player for the event was Retief Goosen from South Africa. other players of note included Niclas Fasth from Sweden, Thongchai Jaidee and Thaworn Wiratchant from Thailand, local Malaysian talents Airil Rizman and Ben Leong as well as defending champion Artemio Murakami from the Philippines.

A key benefit of organising the IJo 2008 was the extensive television coverage on all 4 days of the tournament with 4 hours of live coverage across 5 regions which totaled 299 hours of live international coverage on the satellite channel ESPN.

After 4 gruelling days, Retief Goosen emerged from the pack as winner of the second edition of this tournament.

The new Iskandar Malaysia Website was launched in April 2008 after the announcement

of the new Iskandar Malaysia brand by the Prime Minister. The new website featured

the new Iskandar Malaysia logo and additional content such as streaming

video of Iskandar Malaysia news, interviews and special news features. The

website also included downloadable versions of Iskandar Malaysia marketing

collaterals and an interactive map of the committed developments within the

5 flagship zones in Iskandar Malaysia.

RM200millionhasbeensecuredforPublicHousingprojects

on 11 April 2008, the Prime Minister, who is also IRDA Co-chairman, announced an allocation of RM200.0milliontoimplementpublichousinginIskandarMalaysia.Theprojectwhichisapprovedunder the Mid-Term Review of the Ninth Malaysia Plan (9MP) period, is envisaged to become ashowcasetothenew implementationofpublichousing. Theobjective istobuildbetterandimproved quality rental housing in Iskandar Malaysia with improved public facilities in a conducive living environment.

Toensuretheobjectiveisachieved,IRDAhasdevelopedtheAffordablePublicHousingGuidelines,followedbythedesignbriefwhichwasconcludedinSeptember2008.Thefirstphaseofthisprojectwould involve the construction of approximately 1,500 units of houses, each with the minimum area of 900 square feet, in 3½ to 4 storey apartment blocks. other prominent features of this project design are the elements of Crime PreventionThrough Environmental Design (CPTED),utilization of IBS system, eco-friendly and promote interaction amongst the community.

Maintenanceandmanagementaspectofthishousing isalsovitalasthisprojectshouldsetthebenchmarkforfuturepublichousingprojects inthecountry. Hence, IRDA initiateda studyon“Five (5) years Strategic Business Plan for Iskandar housing Management Company (IhMC)”. Also undertaken is the development of the housing database and profiling target group for appropriate selection of tenants and beneficiaries.

IskandarMalaysiaprovideslocalgraduateswithon-the-job experience

The Iskandar Malaysia Graduates Employability Enhancement Programme (GREEN), a collaboration with khazanah Nasional Berhad is designed to serve as a template for future initiatives in training MalaysiansforjobswithinIskandarMalaysia.Theprogrammeisfocusedonprovidingparticipantswith opportunities to improve their skills and assist them in gaining work experience towards finding suitable employment.

After its launch in September 2008, 250 graduates were selected to be pioneers in the programme from 19 october to 24 December 2008 and the participants are provided with communication trainingandprojectmanagementskills.Theparticipantswerefreshgraduateswhowerejobseekingorwithjobsnotrelatedtotheirareasofstudy.

upon completion, they were sent for a 10-month attachment with organisations such as Government Linked Companies (GLCs) and other private companies commencing January 2009. More than 30 companies signed up to support this initiative, mostly operating within Iskandar Malaysia.

Most participants claimed that the programme provided them with communication skills, brushed them up on English proficiency and fluency, enhanced one’s confidence in facing the working world and the importance of teamwork. IRDA oversees the overall programme and acts as the coordinator between graduates and companies.

Enhancing the skill standards in the local construction industry

Iskandar Malaysia-Construction Industry Development Board (CIDB) Collaboration Programme,isajointinitiativebetweenIRDA,CIDBandIskandarInvestmentBerhad,theinvestment arm of khazanah for Iskandar Malaysia.

It focuses on generating experienced skilled workers to meet the anticipated demand for construction workers in Iskandar Malaysia. It is open to a wide group, including secondary school-leavers, those already in the construction industry but aiming to polish existing skills, and those who wish to pursue careers in construction site supervision and other related professional fields.

In 2008, 350 participants enrolled in this programme to be trained in 13 different courses offered. The first batch completed their courses in February 2009 and all trainees have beenrecruitedthroughjob-matchingdonebyaco-ordinationeffortbetweenIRDAandIskandar Investment Berhad. Moving forward, IRDA will work with the contractors to identify the recruitment needs and relevant courses for the trainees. This is to ensure a continuous high success rate in employability and sufficient supply of skilled workforce for this industry to support the development in Iskandar Malaysia.

Programme to develop a talented and skilled work forcefor Iskandar Malaysia

IskandarMalaysia is a long-term projectwith a vision to be a sustainablemetropolisof an international standing. hence, it is important that we have the right strategies to develop the talent and skilled workforce amongst the locals to support targeted economic activities.

Realising this challenge, Iskandar Malaysia human Capital Steering Committee (IMhCSC) was formed on 26 June 2008 to ensure more co-ordinated and integrated initiatives are undertaken. The Iskandar Malaysia human Capital Blueprint was developed in the fourth quarter of 2008. The scope of the blueprint is to :

i. Determine the human capital demand in nine targeted economic clusters for IMii. Identify talent gaps based on related blueprints and IM talent studiesiii. Study and benchmark strategies / best practices with other countries / economic hubs to reflect IM’s aim of becoming an economic hub of international standingiv. Formulate suitable strategies and plans to ensure ready and sustainable supply of talent for IM’s employment demandsv. Recommend a comprehensive and actionable project plan to be executed by the Implementation Committee to ensure sustainable talent for IM’s development purposes.

Iskandar Service Centre provides one-stop convenience for customers

The Iskandar Service Centre (ISC) was set up in 2007 to provide comprehensive facilitation and processing services that is one of the critical components in determining the overall speed of development in Iskandar Malaysia.

In 2008, the ISC continued to expand in both size and capacity through the formation of several new units, namely, the Immigration, Incentive Management and Processing units. The Immigration unit was set up to facilitate visa and work permit applications by foreign professionals as the volume of foreign investments continue to grow. The Incentive Management unit provides incentives advisory services as well as facilitates IRDA’s clients in their applications for incentives while the Processing unit provides processing and facilitation services for various planning and licensing applications for its clients.

The ISC also acts as the Secretary for the Approval and Implementation Committee (AIC) whose main role is to endorse as well as monitor proposed strategic developments and investments in IskandarMalaysia.TheAICreviewedandendorsed4majorstrategicinvestmentsin2008worthatotal of RM 17.6 billion.

IRDA and Local Authorities collaborate to enhance Government service delivery

one of the key achievements of the ISC in 2008 was the signing of Service Level Agreements (SLA) with all five (5) approving Local Authorities in Iskandar Malaysia. The Local Authorities (Pihak Berkuasa Tempatan - PBT) play a significant role in the effective and efficient processing and approval of various developments and licences within Iskandar Malaysia. As an example, the following table details the main service levels agreed with the Local Authorities:

As a result, the ISC team has not only met the above targets but also exceeded investor’s expectations in terms of service levels provided. The ISC team in collaboration with Government agencies facilitated planning permission approvals as well as building &infrastructureplanapprovalsfor5majorinvestorsinashortertimeframethanagreedinthe SLAs.

Therewerealso3major landtransactionsthatwereexecuted inanexpeditedmannerwhichexceededthestandardtimelinespractisedbytheLandandMineralsOffice(PejabatTanahdanGalian)andDistrictLandOffice(PejabatTanahDaerah).

The ISC team had also successfully designed and documented workflow processes with the completion of 10 ISC process manuals, 7 Industry Manuals and 7 Client Information Booklets. The manuals are updated twice a year to ensure they are further streamlined and remain relevant.

Call centre provides an avenue for customer enquiries

The ISC Call Centre received over 1,000 enquiries in 2008. The number of enquiries related to investment in Iskandar Malaysia had increased to 27% in 2008 which is encouraging. Enquiries from vendors and contractors that are keen to participate in the development of Iskandar Malaysia also rose to almost 5% in 2008 from the previous year.

7. STRENGTHEN INTERNAL CAPABILITIES AND CAPACITY

IRDA’s new office in Danga Bay provides conveniencefor customers and stakeholders

IRDA had its start-up temporary office located on the eighth floor of the MSC Cyberport building. This provided suitable accommodation and readily available infrastructure for immediate operations, and gave IRDA an instant foot print location in Iskandar Malaysia.

IRDA relocated its headquarters in october 2008 to the Danga Bay area, driven primarily by the need to create higher visibility for IRDA and Iskandar Malaysia, and to provide easy access for customers, stakeholders and the community. The office has since improved public access to IRDA and features a designated area for our customers, stakeholders and community to engage IRDA staff and access Iskandar Malaysia materials.

The kuala Lumpur Satellite office in Plaza Sentral in the heart of kL Sentral, was established to provide convenience for interaction with relevant Federal Government ministries such as MIDA and Immigrations, and provide a proximity venue for investors arriving in kuala Lumpur as well as those whom are located in kuala Lumpur. The kuala Lumpur office is well connected to the main operations in Johor Bahru to ensure high standards of customer engagement carried out in kuala Lumpur with sufficient touch points to service the needs of investors and stakeholders.

The office has also been designed to encourage team work and seamless collaboration, with open plan work-stations, wireless LAN access, many meeting rooms and areas for discussions, video conferencing facilities etc.

IRDA’s staff are engaged and focused with attributes ofa productive organisation

By the year end IRDA’s head count was approximately 103 strong, with staff employed from various

industries and with relevant skills. key to ensuring IRDA achieves results successfully requires a

high performance organisation that is disciplined, motivated and has leadership traits within its

fabric. The IRDA Business Plan for 2008 clearly articulated the organisations strategy, mission and

core values to ensure clarity in direction and required organisation culture. The core values of IRDA

were developed to institutionalise these attributes into the organisation’s day to day activities.

To continuously improve staff capabilities IRDA commissioned an Employee Engagement Survey

that indicated that IRDA’s staff commitment is slightly higher than the industrial norm and have

traits of a productive organisation.

Managing and applying knowledge is instrumental for IRDA’sbusiness success

The knowledge Management system for IRDA provides a platform for sharing vital information

and knowledge of its staff to be captured, stored and shared using specific programs. The program

comprises of technological tools for document and information sharing in a secured environment.

The outcome of this initiative is an increase in organization productivity due to time saving arising

from reduction in extracting information, better and consistent services to clients, informed decision

makingandenablingcollaborativeeffortonprojects.Plansarecurrentlybeingformulatedtoallow

interaction within and outside the organization and to create innovative service components as

part of the customer relationship management process.

The Programme Management office (PMo) established projectdeliverymethodsanddiscipline

IRDA notonly has anoperational role but also hasmany implementation projects to

complete and deliver. The PMo provides the organisation with a capability to monitor and

driveprojectstoensuretimelydelivery.In2008,thePMOmanagedover30keyprojects

ensuringprojectmanagementdisciplineandstandardswereadoptedandadherenceto

necessaryprojectgovernanceprocesses.

IRDA ICT infrastructure increases efficiency and lowerssupport requirements

IRDA activities require a reliable, mobile and robust ICT infrastructure with utmost

security. This requirement commences with a solid server and network system. In 2008,

IRDA installed a much improved network capability to maximise resource efficiency

and improve system reliability, whilst reducing cost for capacity enhancement and

maintenance. The infrastructure deployed now supports the use of email, GIS (Geographic

Information System) application, internal applications such as Financial, human Resource

systems and knowledge database. Additionally, the LAN/WAN supports the IRDA internal

voice network and video conferencing facilities between the Danga Bay and kL offices - all

of which provides for savings in operational cost.

The Statement of Corporate Governance sets out the framework and process through which the Authority and the Management of Iskandar Regional Development Authority (IRDA) ensures the integrity and sound operational policies and procedures in accordance with prevailing laws, rules, regulations, best practices and ethical business conduct. These policies and procedures remain under constant review as the corporate governance environment and good practice evolve.

The AuthorityThe Authority is the highest decision-making body in IRDA. There are in total eight Members of theAuthority.TheAuthorityisco-chairedbyTunAbdullahHajiAhmadBadawi,thePrimeMinisterofMalaysiaandDato’HajiAbdulGhaniOthman,theChiefMinisterofJohor.OtherMembersofthe Authority are eminent members from the public and private sectors, whom are appointed by virtue of Section 8(1) of the Iskandar Regional Development Authority Act 2007. The Authority is committed to ensure IRDA practices the highest standards of corporate governance, in keeping with the Malaysian Code of Corporate Governance. The Authority provides strategic directions, reviews and approves policies and decisions for the development and promotion of Iskandar Malaysia, ensures proper financial administration and human capital management and oversees the overall management of IRDA.

Authority MeetingsDuring the financial year under consideration ending 31 December, 2008, two Authority Meetings were convened. The agenda and a full set of papers for deliberation were distributed in a timely manner before each Meeting. This ensured that the Members had sufficient notice and thus, were well prepared for each Meeting. All issues were deliberated and the decisions made were minuted accordingly.

Accounting And AuditFinancial ReportingThe Authority is committed to ensure that it provides a clear, comprehensive, true and fair view of IRDA’s financial management and performance at the financial year-end, primarily through the financial statement in the Annual Report. The financial statement was prepared by an independent external auditor appointed by the National Audit Department (Jabatan Audit Negara). In April 2008, the Authority resolved to establish an Audit Committee to assist the Authority in overseeing and ensuring that the financial management of IRDA provides a fair assessment of IRDA’s financial position and that the financial reporting processes are in accordance with approved accounting standards and as stipulated by relevant Government circulars.

STATEMENT OF CORPORATEGOVERNANCE

The internal control system of IRDA is designed to safeguard the organisation from fraud, loss or failure in internal processes as well as protecting IRDA’s resources, both physical and intangible. The system covers organisational, financial, operational and compliance controls. The internal control system also defines the lines of responsibility and delegation of authority, documents internal policies and procedural manuals, and formulates corporate action plans and the operational budget of IRDA.

The key elements of the internal control system of IRDA are as follows:

• Clearly defines division and delegation of responsibilities to the members of the senior management including a robust organisation structure and the appropriate levels of authority for expenditure approval limits.

• Clearlydocumentsinternalpoliciesandproceduresthattakeintoaccountthechanging environment, risks and enhancement to processes.

• Establishmentofcommitteestoreviewandrecommendonkeyareassuchasevaluation oftenders,capitalandoperationalexpenditure,projects,humanresourceissuesand other pertinent matters.

• PeriodicalreportingbytheManagementtotheAuthorityand/ortheAuditCommittee on financial and performance indicators as well as key risk issues.

• Adetailedbudgetingprocessthatincorporatestheinputofalloperationalfunctionsof IRDA for the preparation of the annual budget that is approved by the Authority, as well as the Economic Planning unit of the Prime Minister’s Department and the Treasury, Ministry of Finance, Malaysia.

• ExternalauditsconductedonthefinancialstatementsoftheAuthorityareunderthe statutory purview of the National Audit Department (Jabatan Audit Negara).

To enhance the standard of Governance within the Authority, IRDA has formed an internal audit department that will report independently to the Audit Committee and appraise the system of controls and risk management of the Authority. IRDA is also embarking on the formulation of a Risk Management Framework culminating into a Business Continuity Plan (BCP) and Disaster Recovery Plan (DRP) to improve the Authority’s risk mitigation initiatives. The internal controls of IRDA have been adequate to the extent that no material events had occurred that would significantly impact IRDA’s operational and financial standing in any adverse manner in the year under review.

For the year ended 31 December 2008, IRDA expended an amount of RM51.9 million, primarily on staff cost and promotional expenses. The key financial highlights for the year ended 31 December 2008 are as follows:-

i) IRDA relied solely on administrative grants from the Treasury, Ministry of Finance, Malaysia to fund all of its financial requirements. For the year ended 31 December 2008, RM67.0 million was allocated by the Federal Government for IRDA to finance its operations.

ii) For the year under review, setting the grant income of RM67.0 million against total expenditure of RM51.9 million, a surplus amounted to RM15.4 million inclusive of other income of RM0.3 million was achieved.

iii) The main operating costs for 2008 were RM21.9 million and RM13.8 million for promotional and personnel expenditures, respectively. The relatively high promotional expenses reflect the necessity for IRDA to position and promote the region actively both domestically and internationally. During the year, the personnel expenditure has increased due to the increase from 70 personnel in 2007 to 103 personnel in 2008. The significantly higher ratio between the amount spent on personnel expenditures as compared to the number of new personnel hired were due to the fact that IRDA strives to recruit talents of the right skills, experience, dynamic and high calibre individuals sourced domestically from private and public organisations as well as overseas.

iv) During the year, capital expenditure on motor vehicles, computers and office equipment of RM0.2 million, RM1.6 million and RM2.5 million, respectively, were incurred. These expenses were necessary due to IRDA’s operational expansion in its endeavours to achieve Iskandar Malaysia’s vision.

v) other payables and accrued expenses at 31 December 2008 of RM7.8 million were mainly contractual obligations that have been duly settled after the year end.

vi) At 31 December 2008, IRDA had operational cash balances of RM20.1 million which were mainly reserved for future operational expenditures. The development expenditure cash balance is at RM187.0 million essentially held in reserve for payment of land acquisition andcontractcostunderNinthMalaysianPlan(9MP).ThecashbalanceforSocialProjectFund at year end is at RM50.7 million.

vii) IRDA has a balance of Development Fund of RM186.9 million arising from grant received of RM301.5 million, interest income generated of RM2.6 million and expenditure of RM117.2 million. viii)TheSocialProjectFundbalance is atRM50.8millionarisingfromcontribution receivedof RM50.0 million and interest income generated of RM0.8 million.

ix) The Authority did not have any outstanding capital commitments as at 31 December 2008.

1. GENERAL INFORMATIONISkANDAR REGIoNAL DEvELoPMENT AuThoRITy (“IRDA”) was established on 12th February 2007. The main activity of IRDA is to act as the authority empowered to plan, promote, process, stimulate, facilitate and undertake the development of Iskandar Malaysia.

The total number of employees of IRDA at year end was 103 (2007: 70).

The principal place of operation of IRDA is located at #G-ol, Block 8, Danga Bay, Jalan Skudai, 80200 Johor Bahru, Malaysia.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES The following accounting policies are adopted by IRDA and are consistent with applicable approved accounting standards for private entities issued by the Malaysian Accounting Standards Board (“MASB”).

a. Basis of AccountingThe financial statements of IRDA are prepared on the historical cost basis except as disclosed in the notes to the financial statements and in compliance with the provisions of the Iskandar Regional Development Authority Act, 2007 and applicable approved accounting standards for private entities in Malaysia.

b. Income RecognitionGovernment Grantsoperating and development grants are recognized in the income statement when the rights to receive the grants are approved and the grants will be received during the financial year.

Development grants are recognized in the income statement over the financial period necessary to match them with the costs they are intended to compensate. The grants that do not match with the costs are presented in the balance sheet as deferred grants.

Deferred grants are amortised in the income statement over the life of the assets by an amount equal to the depreciation charge.

Taxation and Deferred Taxation Current tax is the expected amount of income taxes payable in respect of dividend income pursuant to the tax exemption obtained from the Ministry of Finance as mentioned in note 13. It is measured using the tax rate that have been enacted by the Inland Revenue Board at the balance sheet date.

No deferred taxation is recognised for the financial year due to the tax exemption.

g. Provision for LiabilitiesProvision for liabilities is recognised when the Authority has a present legal and contractual obligation as a result of past event, when it is probable that an outflow of resources embodying economic benefits will be required to settle the obligation, and when a reliable estimate can be made of the amount of the obligation. Provisions are reviewed at each balance sheet date and adjusted to reflect the current best estimate.Where the effect of the time valueofmoney ismaterial, the amount of a provision is the present value of the expenditure expected to be required to settle the obligation.

h. Cash and Cash EquivalentsCash and cash equivalents consist of cash and bank balances which are readily convertible to known amountofcashandwhicharesubjectedtoandinsignificantriskofchangeinvalue.

i. Impairment of AssetsAt each balance sheet date, the Authority reviews the carrying amounts of its assets to determine whether there is any indication of impairment. If any such indication exists, the impairment is measured by comparing the recoverable amount with the carrying amount of an asset and when the latter amount is higher, the asset is written down to the recoverable amount. The recoverable amount of an asset is the higher of its net selling price and its value in use, which is measured by reference to discounted future cash flows.

An impairment loss is charged to the income statement immediately, unless the asset is carried at revalued amount. Any impairment loss of a revalued asset is treated as a revaluation decrease to the extent of previously recognised revaluation surplus for the same asset. Should the impairment loss of an asset exceeds its revaluation surplus, the surplus impairment loss is charges to the income statement.

Subsequent increase in the recoverable amount of an asset if carried at cost, is treated as a reversal of the accumulated impairment loss previously recognised in the income statement but the reversal is limited to the accumulated impairment loss previously recognised, and if carried at revalued amount, is credited directly to revaluation surplus.

l. Foreign Currency Transactions in foreign currencies are recorded in Malaysia Ringgit at rates of exchange ruling at the time of the transactions.

Assets and liabilities in foreign currencies are translated into Ringgit Malaysia at the approximate rates of exchange ruling at the balance sheet date. Assets and liabilities not in foreign currencies are determined on fair value which translated into Ringgit Malaysia at the approximate rates of exchange ruling at the balance sheet date. Exchange differences arising from foreign currency are recognised in the income statement.

m. Employee Benefits

Short Term Benefits

Wages, salaries, bonuses and social security contributions are recognized as an expense in the

year in which the associated sevices are rendered by employees of IRDA. Short term accumulating

compensated absences such as paid annual leave are recognized when services are rendered by

employees that increase their entitlement to future compensated absences. Short term non-

accumulating compensated absences such as sick leave are recognized when the absences occur.

Defined Contribution Plan

IRDA is required by law to make monthly contributions to Employees Provident Fund (“EPF”), a

statutory defined contribution plan for all its eligible employees based on certain prescribed rates

of the employees’ salaries. IRDA contributions to EPF are disclosed separately. The employee’s

contribution to EPF are included in salaries and wages.

n. Cash Flow Statement

IRDA adopts the indirect method in the preparation of the cash flow statement. Cash equivalents

comprise short-term, highly liquid investments with maturities of less than three months from the

dateofacquisitionandthatarereadilyconvertibletoknownamountofcashandwhicharesubject

to an insignificant risk of changes in value.
