A.2 Describe the strategy, ambitions, Objectives and work in the community in regard to safety. It Must Be a higher level of safety than average for a community in the Country or region. (200)

The main objective in this work is that Hallstahammar municipality should be a safe community to live, reside and work in. The safety promotion and injury prevention is an important part of the long-term public health work as practiced in Hallstahammar municipality in order to create the favorable conditions for safety and quality of life for locals. Primarily, it is of course to reduce the human suffering caused by accidents, but an important part is also the great social costs of accidents that comes with it.

Accident prevention in the municipality based on the indicators for a safe community. Among other things, an infrastructure based on the participation of citizens led by an interdepartmental group is required. This group consists of Hallstahammars case of the

Council for Safe and secure municipality. The same cross-sector solution is also the case in all the working groups linked to this work. Some examples of councils and groups working to achieve enhanced safety and security of Hallstahammar municipality;

• The Council for the safe community• Steering Group for Safe Community• Workinggroup for children and young people• Workinggroup for the elderly• Workinggroup on employment and livelihoods• Workinggroup for safety and preparedness• Youthcoaches• Localteams in schools• Local crime prevention councils • POSOM• Parentcouncils in schools and kindergartens• Safetyteams in scholls• The Fixers – free fix services for the elderly in their homes. for example, help with putting up curtain rails to prevent falls in the elderly.• Womencoordinator- to support abused women. • Municipal Pensioners – the municipalities all organisations representing the elderly take part.

The strategy is to focus on identifying and restricting different risk factors in the community, but at the same time promoting various protective factors in both society and for the individual. The focus is on preventive measures that will lead to (target):

• that the number of accidents and incidents decreasing• that the social cost of accidents is reduced• all employees to feel secure in their profession• that safety be considered in any planning (LSO) program.

As part of this established the council in 2012 a coordinated organizational structure for safety and security in the municipality. The aim is to promote collaboration between stakeholders in a broad range of security and safety. A central part of the organizational structure is the priority target groups of children and young people, the elderly and the disabled.

A.3 How are Mayor (or similar function of the community) and the Executive Committee Involved? (50)The Council for Safe and secure in municipality is in charge of the strategy and the overall direction in which the work should be conducted. The Council consists of the municipal executive committee and all board chairmen under the leadership of Mayor. Representatives from the County Council Västmanland, Mälardalen Fire and Rescue Association, Hallstahem AB (housing) and the Police Authority in Västmanland are also part of this cross-sector group.

All issues and matters to be considered by the Council for the safe and secure are processed and prepared by the Working Committee which are linked to the Council. This

working committee is composed of the Municipal Working Committee (3 people), a representative from the county council (at least 1 person), the police, housing association and emergency services. This decided the issues to be addressed, monitoring and decisions.

A.4 Describe the Injury Risk panorama in the community. (200)

The accident and injury prevention for Hallstahammars municipality part is focused on risk groups of children and young people and the elderly and disabled. Accidents that result in the most injuries are falls and traffic accidents.

The accident and injury prevention in Hallstahammar municipality specifically target risk groups are children and young people, the elderly and the disabled. Hallstahammar are however, aware of several particularly vulnerable groups (at-risk) in thepopulation that is also monitored continuously:

• Group 65 and older• Women 18-64• Children and adolescents• Newly arrived• Groups with vulnerable socio-economic position• Unemployed

Many accidents occur in the home or during play and sports activities. The home is where the accidents for the most number of incidents followed by crushing injuries, burns and poisonings.

Top three types of accidents in Hallstahammar municipality

• Fall Accidents• Traffic accidents• Fire Accidents

The types of accidents leading to death or alternatively to severe injuries in Hallstahammar municipality are falls and traffic accidents. Fall accidents are the accident leading to most deaths, the highest number of serious injuries, hospital admissions and visits to health care. Nearly 630 people were hospitalized due to falls in the period 2008-2012. 63 % of these were from the age group 65 years and older. Nine people have died as a result of cases during the above period. All of them were 70 years or older. Women tend to fall more often than men in this age category.

The number of injured in road accidents amount to 375 persons during the period 2008-2012. The number of fatalities in traffic accidents amounts to three people during the same period. During the period, one can see an increase among the slightly injured, while the number of serious injuries and fatalities is at a relatively constant level. Minor injuries are mainly in the category of vulnerable road users such as pedestrians and cyclists. Traffic accidents affecting all age categories quite evenly. Up to 70 % of all traffic accidents with children and young people involved takes place in the urban area.

The number of residents in the municipality have since 2004/2005 increased slightly. The positive population development in the City of Västerås also benefits Hallstahammar municipality. Hallstahammar has, like Sweden a significant aging population. How will this affect the injury rate in general in the municipality? We know today that the elderly 65 years and older are overrepresented in accident registers. The costs for injuries, will likely increase to name one example. The dependency ratio change radically until 2030 when the working population will have to support an ever-growing group of needy elderly. The municipality must manage to attract more families with children and people of working age 18-64 years. The ethnic composition of the municipality is also changing over time, which will affect the municipality. The proportion of foreign-born increases over time. A consequence of labor migration in the 1960s and 1970s is that Hallstahammar municipality has a particularly large group of Finns. Almost 23 % of the population has a connection to Finland. Hallstahammar

municipality is since 2010 a so-called Finnish administrative area. This means that this minority group have rights to Finnish preschool and elderly care in Finnish.

B.2 Describe the SC / IP at present and the plans for the future. (300)

Today's organization regarding Safe and Secure looks as follows. Both the Council and the working groups are cross-sector collaboration between the various municipal administrations as well as between different social actors in Hallstahammar, Västmanland County Council, Mälardalen Fire and Rescue Association, Hallstahem AB, and the Police Authority in Västmanland is beyond Hallstahammars municipality represented in the Council to obtain broad support from the local community. See Picture 2 – Organization “Safe and Secure”

The Council for the safe communityThe Council consists of the city council executive committee and board chairmen respectively. The Council is headed by the mayor. Co-opted are the municipal administration management (KLG) and coordinators. The Council may also co-opt other stakeholders in society, such as county councils, emergency services, police and job placement. The Council meets once per quarter.

Currently the Council focuses on areas such as integration of immigrants, new cooperation agreements with the police, less exclusion in society, and monitoring and evaluation of accident prevention action program.

CommitteesCouncil committees constituted by the city council executive committee headed by the mayor. The committee meets twice per quarter.

Steering committeeThe steering committee consists of the municipal administration management (KLG) under the auspices of the Municipality Director. Co-opted are coordinators of each working group. The Steering Committee may, if necessary, co-opt other stakeholders in society, such as county councils, emergency services, police and job placement. The Committee has meetings 1-2 times per month.

Working groups: Children and Youth, Elderly and disabled, Integration, Safety and Preparedness. The working groups made up of middle managers or others who steering committee decides under the leadership of the respective coordinators. Depending on the area functions from other organizations or civil society can be included in the groups. The working groups meets at least monthly.

The group for children and youth are working with a plan for developing the organization of youth coaches who work towards the group of young people to reduce the abuse of alcohol and drugs. The group for the elderly and disabled are planning for a elderly exhibition where particular focus, among other things, will be the fall prevention

and fire safety. Within the group for safety and preparedness work is ongoing with the development of a new risk - and vulnerability analysis and preparing material for the Council to follow up the accident prevention action program.

ImplementationActivities decided by the steering group is carried out in the ordinary municipal operations. In some activities, other organizations, associations participate.

Future During 2015-2016, extensive work relating to Hallstahammars municipality Vision will be implemented where safety and security are obvious foundations. This means that the new objectives and measures will be adopted to further strengthen the work as a safe community. Furthermore our ambition is to strengthen the systematic work regarding safety and security by annual plans that are decided by the Committee.

B.3 Describe the support for sustained injury prevention of the local politicians in the community, and Which parts of the program havebeen under the roofs and / or supported by the regional government? (150)

Hallstahammar municipality and the county council in Västmanland has signed a letter of intent for a safe community in 2011. The premise is that collaboration and cooperation between the parties reinforce each other's efforts, and promoting public health will also reduce injuries. Both parties have in their planning documents made visible health promotion and injury prevention activities. Hallstahammar have in the Objectives and budget document prioritized activities that promote a safe and secure living environment. The County Council has in its councilplan in particular highlighted the work of lifestyle issues as a strategic important contribution to improved public health and reduced injuries.

The letter of intent is operationalized in a common action plan which focuses on certain activities and indicators regarding injury prevention for example fall prevention amongst elderly.

The County Strategy for Public HealthVästmanland County Council initiated a collaboration with the county's municipalities, the County Board and Västmanland local governments (VKL) to work out a strategy for the County public health work in Västmanland.

The strategy aims to develop a strong collaboration and expertise in the areas:• Knowledge base on the health status of children and young people.• Mental health of children and young people. Especially promote the health of vulnerable groups and persons with disabilities.

B.4 Describe the Strategic Programs Concerning the safety promotion and injury prevention work, Which HAS BEEN Formulated! (200)

2011 Hallstahammars municipality and Västmanland County Council signed a letter of intent with the goal of creating a pilot project to apply to become certified as a Safe Community. An action plan was also created for the following purpose.• to stimulate and develop forms of cooperation that facilitate reaching the objectives, which are described in the municipality's mission statement, and• to contribute to the overall additional efforts to increase awareness of a safe community and provide a better outcome of the health of the population.

The basic idea of this certification is to collect all initiatives for a safe community within a common structure. Previously, different parts of the organization worked individually with security and safety based on individual subject areas. Whit Safe Community, by Council and related working groups, platforms for continuous improvements are created in a participatory manner.

* Collaboration agreement with the police / Actionplan Police Department in Västmanland and Hallstahammar municipality has through the identification and problem analysis agreed to cooperate against the following two focus areas which both primarily affects young audience:

• Focus Area 1: Children and young people at riskThe focus should be directed towards promoting the development of various protective factors and reduce the prevalence of risk factors in the young person's immediate environment.• Focus Area 2: Vandalism and illegal graffitiThe area is aimed at preventing the occurrence of vandalism and illegal graffiti in the municipality. The focus should be directed toward both selective interventions but also widespread dissemination of information and knowledge-building measures among the target group of children and young people.

* Accident prevention programsWithin Hallstahammars municipality an accident prevention program has been established illustrating risks, objectives, as well as preventative measures against accidents. The program includes the following areas/programs:• Flooding• Fallprevention• Traffic safety• Chemical accidents• Watersecurity• Fire preventionEach area/program includes a risk analysis and objectives and activities that aims to promote safety and security in different areas.

B.5 Who is Responsible for the management of the SP / IP program and where are they based in the local political and administrative organization?

The City parliament has overall responsibility for a safe community. The collaboration has been established an intersectoral Council (Council for Safe and Secure) and working groups from different areas.

Municipal Director has overall responsibility for ensuring that work is carried out in line with the Council decisions. Five administrative managers, finance manager and HR manager are assisting the Municipal Director.

The respective manager has operational responsibility for security in their administrations. This work is organized differently within each administration.

The Municiapal goverment has the overall responsibility for coordination of security and safety.. In the municipal government administration there is a function for coordinating security organization and a function coordinating the work with Safe and Secure community. As support for the coordinating function is a safety and preparedness group appointed with representatives from all departments, police and emergency services.

B.6 Which is the lead unit for the SP / IP program? (25)

To be a safe community is an onging process that should characterize all municipal activities and be a natural part of the work.

B.8 Are the Objectives Decided by the local politicians covering the whole community? Which are they? (150)

The City Parliament indicates orientation of the work to be done. This orientation is presentated as common goals. Continuous monitoring of the goals are measured to visualise the steps that bring us closer to our vision of “the good life nearby the big city”. The City parliament's priority objectives are divided into four areas• The good accommodation• The favorable environment• The good service

• The successful business (successful business create more jobs and lower unemployment and prevent exclusion)

In the field "The good accommodation", the City Parliament has decided the following priorities for 2012-2015. "Hallstahammars municipality will 2014 apply for the certification of the municipality as a safe community according to WHO standards"

The boards in the municipality have established goals based on the City Parliament's common goals. Among these there are a number of areas identified as having a bearing on the law on protection against accidents and accident prevention.

Five-accident areas have been identified in the law on protection against accidents program which is flooding and high flows, falls, water accidents, chemical respect of dangerous goods by water sources and fire. To these accidentfields impact goals and performance targets are established.

B.9 Who definatley adopted These Objectives? (50)

Accident prevention program is decided by the City Parliamnet and specific objectives from the boards are decided by the respective board. All councils such as the SC Council have to adopt these objectives and see to that they are achieved and pursued.

B.10 How are the Safe Community Objectives Evaluated and To Whom Are The results reported? (150)

The municipality's overall objectives and associated indicators that are based on the municipality's vision is monitored twice a year. The goals can often not be measured in exact numbers but indicates orientation. Monitoring is performed by so-called performance indicators (metrics, indicators). Performance indicators can be exact, for example, sickness absence, but in other cases consist of assessments and evaluations. In some cases external values and rankings of municipal work is used. It is of great importance that control figures are tracked over time, to provide continuity in monitoring, and the ability to see development. Follow-up of the City Parliament's goals and targets is made of municipal administration. The municipal targets are monitored in conjunction with the interim report and the financial statements.

Follow-up of the municipality's program of the Accident prevention program is conducted twice a year. Each responsible management accounts for goal achievement of its performance targets for the responsible board and Municipal goverment. The achievement are also reported to the Council for a safe community. Based on the achievements the Council can initiate activities to improve certain results/areas. Working group for Security and Preparedness is responsible for being coordinating the follow-up and development of a monitoring directory that will aim to facilitate the monitoring of the respective management.

B.11 Are economic incentives in Order to Increase Safety distressed? (50)

The municipality has allocated funds for a social investment fund. The purpose of the Social Investment Fund is through preventive programs for groups of local residents break negative events in the early stages, for example, to avoid the cost of drastic interventions in school, and high costs for placement of children and adolescents.

In Hallstahammars municipality an internal insurance fund has been established. The main objective of the Fund is to enable actions that lead to the total municipal security increases and that the injury rate in the municipality decreases.

Reducing injuries can also reduce economic burden of injuries.

B.12 Are there local regulations for Improved safety? If so, describe them (50)

*Local regulations are established within the municipality that are enacted by the City Parliament. These regulations have referral rate to the police and various municipal councils. The regulations govern what you can do in public places in certain areas such as consumption of alcohol, bathing bans in certain areas and regulations regarding fireworks or explosives. The local regime regulations are a supplement to the Public Order Act.

*Local traffic regulations for Hallstahammars municipality are published on the Transport Administration's website. These are updated regularly by the technical management and decisions about changes made by the technical board.

*Designated parking areas for dangerous goods and references for hazardous goods transport within the municipality are made of technical management and submitted to the County Board.

Section Cindicator 11.1 Describe the cross-Sector Group Responsible for managing, coordinating, and planning of the SP / IP applications. (200)

An overall picture of the organization is obtained under paragraph B2. The mission for these crosscutting groups are reported as below.

1.2 Describe how the local government and the health sector are collaborating in the SC / IP work. (100)

Hallstahammars municipality and the county council in Västmanland has signed a letter of intent for a safe community in 2011/2012. The premise is that collaboration and cooperation between the parties reinforce each other's efforts.

In addition, different types of activities in collaboration between Hallstahammars municipality and Västmanland County Council is performed. "Keep on your feet" is an example of collaboration that aims to reduce the number of falls. Within Hallstahammars municipality, based on statistics available, about 20 people each winter is injured so badly that they seek emergency care due to a slipping accident. The average age of the injuries is approximately 59 years. The use of slip resistance is an important preventive measure as a complement to other community prevention efforts. That's why Hallstahammar Municipality in collaboration with the Västmanland County Council and Hallstahem adopted a common anti-slip campaign and offer free anti-slip protection to persons 55 and older in Hallstahammars municipality.

1.3 How are NGOs: Red Cross, retirement Organizations, Sports Organizations, parent and school Organizations Involved in the SC / IP work? (200)

Whitin specific projects associations are invited in dialogue. The municipality has established a steering committee for dialogue with citizens who are actively working for the empowerment of local communities. Both individuals and associations is given the opportunity to influence the development of the municipality. Below are specific groups where cooperation is established.

A service group is established in the municipality whose purpose is to review the traffic situation in the municipality in terms of road safety, for example physical road safety measures and signage. This group meets usually once a month. The group is a cooperative between Hallstahammars municipality (technical management), the Police, the NTF and Traffic Consultant.

Within the municipality there is a Municipal Disability Council(Indicator 3.5) established. The Municipal Disability Council is a body for cooperation and mutual information between municipal councils and representatives of disability organizations in the municipality. The Council consists of representatives from five different disabilities and of politically elected members.

Voluntary Resource Group (FRG) is a collaboration between Hallstahammars municipality and Hallstahammars Civil Defence Association. FRG is a resource that can be used at moments of crisis. FRG is called in at the request of the Municipal Director when something extraordinary happened, for example to assist with evacuations, information, administrative and other practical information. Even charitable support to affected is an important task for an FRG member. A voluntary resource group consists of people from various NGOs. They have been recruited for their experience, education and personal capacities to cope with the tasks that the group may face.

1.4 Are there any system for Ordinary Citizens to inform about risk environments and risk situational They have found in the community? (50)

Through the municipal website there is possible to provide comments on the municipal activity via a web form. All comments received are reported back to the respective board. A summary is then made to the City council.

Fault report may also be made via the municipality website. Registered service request is then sent to the responsible supervisor for action.

For urgent measures refer to the municipality's switchboard and outside office hours to a hotline. This information is also posted on the municipality's website.

1.5 Describe how the work is Organized in a Sustainable Manner. (50)

An organization has been established, paragraph B.2, in which the parties interact. Letters of intent has been signed with the County Council and local agreements have been signed with the Police. A long-term commitment offered by all parties and agreements are continuously updated.

Section Dindicator 22.1 Describe The Sustainable work in regard to the SC / IP, the Following areas and how The Different Sectors Including specified NGOs are Involved in the workplace. (900)

1. Safe TrafficHallstahammars municipality's road safety work is based on Vision Zero. It also means that the levels which are set up in effect targets should at least correspond to the national level.

The Technical Committee has adopted a document called "The right speed in Hallstahammar." The purpose of this document is to provide a basis for a rate plan of the municipality. The starting point for this work has been SKLs and the Swedish Transport Administration Handbook "Right off in the city". Consideration is given to the five urban qualities; character of the city, availability, security, traffic safety and the environment. The document reports divergent points and distances that need to be addressed. Planning of traffic safety measures are then implemented annually in conjunction with the establishment of the work program for the production department.

Another measure taken is continuous traffic measurements. This is implemented in priority areas, which in turn is the basis for future priorities for action.

A bicycle plan 2014-2018 has been approved by the City Parliament. This plan aims to increase the opportunity for cyclists to get around in the city in a safe and environmentally way. Three overarching objectives have been formulated for bicycle plan: 1. To increase residents' bicycle use to promote health and sustainable travel. 2. To improve safety for cyclists and pedestrians in the municipality. 3. The bicycle plan is used as a basis for planning future action on the bike network. In connection with the preparation of the plan has an inventory conducted by the municipal cycling network. In addition to this the road safety situation and security is measured. A separate inventory was made of all bicycle parking facilities at important destinations in the municipality. Points of conflict between car and pedestrian / cyclist has previously been surveyed in the report "The right speed in Hallstahammar".

2. Safe Home and Leisure Times

Health Walk is a concept that is present in over 100 locations in the country and is a well-marked trail accessible to everyone regardless of age or fitness level. The section aims to be both safe and secure through good lighting, proper signage and proximity to settlements. The route can be used all seasons as it during the winter months both is cleard of snow and sanded. You can start anywhere on the 4.5 km long route. Health Walk is developed in collaboration with the Heart and Lung Association and local associations. In connection with Health Walk is also an outdoor fitness park established.

2007 initiated Hallstahammars municipality a work called dwell with us. The idea was to gradually bring the municipal housing company, Hallstahems apartments for increased accessibility and security. An inventory was carried out in 2007-2008 of all dwellings in the housing stock in terms of accessibility. This inventory revealed a number of points for improvement for availability. Examples of action are to remove leveldifferences in the bathrooms, doors have been widened and the relocation of the toilet sink and shower room to improve accessibility. Another important aspect was to change the accessibility into the house and in stairwells. Actions taken are improved lighting, extended handrails that covers the whole staircase, etc. Since the project started 531 bathroom accessibility has been adapted. 3. Safe Children

Municipality TeamMunicipality teams is a collaboration between the school and social services with a purpose to best be able to collaborate on a child. Collaboration is based on the consent of parents to find the most appropriate solutions that will help the child. Preschool-team is a interaction between pre-school and social services in the same manner as municipality team. Each team meets once a month.

Youth CoachesYouth Coaches is a link between social services, schools, recreation centers, leisure activities and police. The mission is to conduct outreach activities among young people, identify problems and propose measures. Youth coaches should also be motivating for young people who are at risk. Collaboration with the police can take place both in individual cases and in outreach activities.

The introduction of the ICDP in preschool in Hallstahammar Municipality is in progress (Read more under 4.1)

4. Safe Elderly

Senior AlertHallstahammars municipality has high ambitions regarding quality of health of the elderly. Through a web-based tool the municipality is reporting various parameters regarding the health of the elderly in residential care. This is collected in a so-called “national quality register”. State compensation is obtained based on performance.

Fall preventionFalls are the type of accident or injury mechanism leading to most deaths, the highest number of hospital admissions and the highest number of emergency department visits. The Council for Safe and secure has clearly indicated that the prevention of falls is a priority issue. The municipality has conducted a "Vision Zero" according to fall accidents regarding to deaths and severly injured.

In 2012, a revision was made of the checklist used in the outreach activities at the home visits to people aged 75 years. The checklist has now increased focus on injury prevention, and not least the section aimed towards prevention of falls has been developed based on current research and the recommendations of the Swedish Civil Contingencies Agency (MSB) and the National Board.

5. Safe Work

A systematic work environment work is ongoing within Hallstahammars municipality under current legislation. Health and safety issues should be apart of normal operations and also include psychological and social conditions in the workplace.The goal is to work proactively with various safety issues, so that it does not happen occupational injuries or incidents in the workplace. Despite a systematic and preventive work, it can still happen that work-related incidents occurs.

All injuries and incidents must be reported and serious injuries and incidents should also be reported to the Swedish Work Environment Authority. Injuries and incidents is reported in the municipal internal system for injuries and incidents. For municipal staff training is offered in Child CPR and Adult CPR through an arrangement with the local Civil Defence Association.

6. Violence PreventionNeighbourhood Watch is actively supported by the municipality and the police. Today there are about 220 representative. Neighborhood watch has, through research found to be one of the most effective crime prevention methods available.Police volunteers is an activity in which people voluntarily helping police with different missions to help reduce crime and increase safety in the community. Examples of assignments is different types of information assignments, night tours and helping police at various events.

* Local Crime Prevention Council / CommitteeHallstahammars Municipality has a close association with the police in the municipality. Collaboration is largely informal, but in some parts formalized. A common approach is that early intervention are important of preventing alienation and juvenile delinquency. Agreement of cooperation is established and a joint action plan is developed. Organizationally, the committee for the safe community uniting in crime prevention. The committee consists of the municipal goverment executive committee headed by the mayor and municipal director, safety coordinator and local police chief. The committee meets four times a year.

7. Suicide Prevention

POSOM stands for psychological and social care in major accidents and disasters. The municipality POSOM group has an important role to support local residents in crisis situations. POSOM is part of the municipality's overall preparedness and consists of a management team where emergency services, police, church, county and major

administrations are represented. POSOM group is responsible for planning and coordination with regard to the psychological and social care of people affected by the accident, disaster or similar. The aim is to try and ease in emergency situations and thus prevent mental illness in the long term. POSOM group has at its disposal a number of support people. There are people with knowledge of how people react in crisis and that can work under pressure.

8. Disaster Preparedness and Response

The municipality has a crisis management plan adopted by the City Parliament. This plan should be used when Hallstahammars municipality is at risk or affected by an extraordinary event. An extraordinary event referred to in the law is "an event that deviates from the norm, present a serious disorder or an imminent risk of a serious disturbance in important social functions and requires urgent action by a municipality or a county."

The primary target audience for the plan is politicians and officials but the plan must also be used as information for collaborating organizations and the general public.Hallstahammars municipality's crisis management is based on the interaction between municipal operations, corporations, unions and other stakeholders in society. The starting point is three guiding principles: Responsibility Principle, Principle of Equality and the Principle of Proximity

9. Safe public places

An inventory of public properties owned by the municipality was conducted in 2011. The inventory reviewed a number of parts which later resulted in a report. A lot of measures have been implemented on the basis of the inventory and some remain. Current points in the program is monitored continuously.

The municipality has established and approved a snow removal policy. This policy governs when clearing snow is to be made and priorities. Snow removal is done both in-house and by procuring contractors.

10. Safe HospitalsVästmanland County Council is part of Hallstahammars Municipality's work with a safe community. Through representation in the Council and working groups, they bring knowledge, particularly in prevention. Close interaction is primarily with the function Competence Centre for Health. Competence Centre for Health (KCH) has a county-wide mission.

All health centers in Västmanland County Council can receive slightly damaged and provide crisis support during business hours. A health center in every municipality has a mandate to also be able open up behalf of the County Council's regional healthcare management or TiB.

The ambulance service in Västmanland County Council is responsible for organizing medical aid / medical teams at a serious event. Medical Support / medical team should not be used in everyday situations, but only when there is a need and based on predetermined criteria.

11. Safe SportsAssociations are a very important part in the prevention of alcohol and drugs. Research shows that an important part of prevention is that young people have good organized leisure time. In Hallstahammar Municipality, the youth organizations which receive grants from the municipality have a policy for how they work preventively against alcohol and drugs.

The association shall also comply with the Swedish Sports rules for children's sports, ie, the mission statement and the policies that are designed in the paper "Sport wants" The basic values and guidelines contained in the "Sport wants" is to be followed by all associations who have children and youth in order to be eligible.

12. Safe WaterIn Hallstahammars municipality swimming lessons is available on both the municipal and private sector.

The school includes swimming classes as well as lifesaving as part of physical education. Starting in year 2013/2014 extra investments in new arrivals swimming ability has been conducted, which yielded very good results.

In Hallstahammar there are two temperate baths that are operated by the municipality. Swimguards are available at both these facilities who are trained in lifesaving and CPR.

In addition, there is an outdoor bath with jetties called Sotebobadet in Borgåsund. Responsibility for the bath is the Cultural and Recreational department but the bath is run by an association during the bathing season.

In addition to the public bathing areas are also bathing activities in Kolbäcksån and Strömsholms channel. Bathing prohibition applies in the lock chamber according to local regulations.

One objective of policy is to work for a waterproof municipality in 2018 under the SLS criteria.

13. Safe schools

The school is continually working with qualityissues. The work results in a qualityreport per school which is reported in the autumn. Part of this work is to carry out annual security surveys designed to follow up on students' perceived security. Furthermore a quality measurement is performed in grades 5 and 8 based on SKLs issues. School implements an active equal work on the units resulting in equal treatment plans. Systematic follow-up of the units' plans against discrimination and other degrading treatment takes place in May and November. Matters relating to abusive treatment are documented and compiled once per semester and presented the Board. Equal treatment plans is anchored in student council and parents council.

Safe trafficTo improve road safety around the school, information is made when pupils start school and at parent meetings to draw attention to the traffic situation at the school and to prevent any accidents. Sometimes there is a need to contact the police to control the rate at our schools at irregular times.

The school is working systematically on the basis of policy documents, but also act during acute events. The school regular receives support materials and publications from the National Agency regarding traffic. The schools cooperate with the Technical management to continuously improve road safety in schools, it may be by physical measures such as stripping of bushes and set of signs.

Safe Home and Leisure TimeThe municipality has invested in several defibrillators at a number of places in the municipality. Currently, there are 19 defibrillators deployed. An update is ongoing through www.hjartstartarregistret.se.

Safe ChildrenThe school is actively working with the preventive work such as values, human rights, etc. The school uses, for example Society Friends materials. If a student is identified with suicidal characteristics school's student health is contacted which in turn has a close collaboration with the social service individual and family.Activities within the school's responsibility to provide greater security include “Break Guards” available during the day. Safety Team are available at all elementary schools in the municipality which aims to create both a secure physical and psychosocial environment. Schools are also a mentor system for pupils in pre-school where students in grade 5 are called sponsors. If students feel themselves aggrieved, there are procedures for handling this. These incidents are reported to the children's and education board.

Regarding the physical safety, fire drills are carried out once per academic year. Furthermore, there is a political objective that the MBR / Fire Protection Association

shall conduct an education at secondary schools regarding arson. For the smaller children a so-called fire theater is carried out by MBR.

Safe ElderlyOne area that has received growing attention are the cases of fall accidents that occur in the external environment. Of the statistics available, it appears that the majority of these accidents are slipping in the traffic environment. The average age of those affected is about 59 years. In the winter of 2013/2014 municipality in collaboration with the Västmanland County Council and Hallstahem AB conducted a non-skid campaign where slip resistance were distributed to residents over 55 years of Hallstahammars municipality. The campaign kick-off on the Senior Fair on October 5 and then there was the opportunity to collect the slip covers on several locations in the municipality. During the season acknowledged's 1500 anti slip was handed out. The campaign was enormously popular and was very appreciated. The campaign has thus continued during the season 2014/2015

To prevent fall injuries among the elderly and the disabled Hallstahammars municipality have hired “fixes”. The assignments must be of simple character such as changing lightning-bulb, putting up curtains, change the batteries in smoke alarms or to move occasional furniture or carpets in the home. It may also involve hanging up pictures, attach the loose wires or non-slip mats.

Quick Service is a simplified form of home care specifically for the elderly over 75 years. Quick service is for those who can handle themself at home but need help with cleaning, washing and / or purchases once a month. The person can also easily order security alarm, companion (to be accompanied and supported when doing various things) and / or food distribution through the same way. Food distribution means that the municipality drive home finished lunch boxes. When ordering Quick service, the municipality don´t do any aid examination.

Violence preventionTo create interest and commitment to security issues police and the municipality have offered the citizens to be involved through a so-called SMS network. As a recipient of the SMS information you get updated on different events. In early 2011 there were about 1,000 recipients. At the same time, we have added approximately 475 recipients of the mailinglist. The police and municipality sends out newsletters with current safety and security issues. Mail and SMS “mailings” have been ongoing since 2009 and helped us to recruit 220 people Neighbourhood Watch Officer. Hallstahammars Homeowners Association and Tenants Association are both important partners for the networks to be sustainable and also help with the recruitment of neighborhood representatives.

Safe public placesThe municipality has an online service where it is possible for the public to report different types of defects in the external environment. When deficiencies is registered they are sent to the supervisor for action. The actions are stored in a computer system to ensure proper management.

Three times a year, a continuous monitoring is performed of all street lighting in the municipality. An inspection carried out by the illumination function and if necessary the light is replaced / repaired.

Section Eindicator 33.1 Identify all high risk groups and describe what is being done to Increase Their Safety. Groups at Risk are thwart: (600)

1. Low-income groups

Individual assessments are always made regarding the right to livelihood support. The child perspective should be considered especially so that the child's situation also is noticed when adults seek financial assistance. People with low incomes specially with children get extra support for christmas-for gifts, free swimming at the amusement park, extra economic support for sports activities and extra economic support to buy winter clothes, shoes and so on.In Hallstahammar all families with low income under 17000 sek a month get free kindergarden for there children, which is very unusual in Sweden.

Job Centre is part of the Labour Department. Job Centre's mission is to work in close collaboration with various authorities and other actors to promote increased employment, education, improved integration and reduced welfare dependency among Hallstahammars municipality's inhabitants. Job Centre will strengthen, support and motivate the individual to work / studies based on individual and market needs. This is done by a systems theory approach, a solution-focused approach, group activities - adapted for the target groups, internship with frequent follow-ups and individual investigation and motivational talks. In business, we have about 70-80 participants who are continuously enrolled and enrollment time is about 1 year. Furthermore, the goal is to increase the proportion of self-supporting and reduce the need for income support in Hallstahammars Municipality

2. Minority groups within the community, Including WorkplacesA large minority group in Hallstahammar are Finland-Swedes. Hallstahammar is a municipality's administrative area for Finnish. This means that Finland-Swedes are entitled to childcare and elderly care wholly or partly in Finnish and to receive written and verbal information from the municipality in Finnish. Examples of activities that are carried out is CPR in Finnish in connection with the senior fair. Different types of writings such as "Safety in everyday life" is available in Finnish.

Together DayThe churches in Hallstahammar, together with Westerqwarn Pub & Restaurant, Hallstahammar Municipality (Culture and Leisure) will organize a day to inspirerera old and new residents to meet and have fun together. This means an annual meeting place for inhabitants with roots here and in other parts of the world. People of all ages are invited to a day of activities that unite us in the earth, play, dance, sports, nature, food, music, song and spirituality. By meeting and do more together, our municipality become a nicer and safer place for all to live in.

3. Those at Risk for intentional injuries, Including Victims of Crime and self-harm

For the group Victim of Crimes offered mediation under certain conditions. Read more under point 4.2.

4. Abused women, men and children (hallstahammar.se)

* WomenHallstahammars municipality has a Coordinator of Women in the social services administration who work with domestic violence. A coolaboration group are established in the municipality where several players including the police, the church, employment centre, school, RSMH, Strömsholms animal clinic and others.Furthermore, there are women's groups that meet once a week. Staff from social services is holding the group for women who live in or have moved out from destructive relationships. An action plan on domestic violence has been prepared which aims to provide better support to women and children.

Hallstahammars municipality has an agreement with the women's shelter Frida in Fagersta. The agreement means that abused women can turn to Frida for advice and support in their situation. The staff provides counseling in Fagersta or Hallstahammar. They can also help with practical support so as to get the attention of a physician for care or documentation of injuries, support during police interrogation or trial.

* ChildrenThe notification obligation is continuous informed to schools and pre-schools. Furthermore organized ongoing meetings with antenatal clinic / Child care center in order to increase collaboration and notifications when concerns about children present. A safety evaluation should be done immediately when a notification is received to social services. A preliminary assessment must be made within two weeks.

In case of police report on violence / child abuse the the municipality collaborates with Children's Houses in Västerås. At Children's Houses in Västerås there is a cooperation between social services, police, prosecutors, Department of Pediatrics, Child and Adolescent Psychiatry.

Some employees within the social services are trained in "The Ladder" that can hold conversations with children who have witnessed and / or experienced violence. Furthermore, there are employees in the social services who are trained in "Way out- Skaraborg" which is a group activity for children who have witnessed / experienced violence.

5. People with Mental Illness, Developmental Delays or Other Disabilities

In 2000, the Technical Committee established an actionplan for improved accessibility. The action plan was established to provide a basis for the administrations work on accessibility issues in close collaboration with disability associations.

8. HomelessIn Hallstahammar people who can not get their own leases is offered opportunity to get sublet by the municipality, combined with efforts to increase opportunities for independent living. This is done in collaboration with the municipal housing company Hallstahem.

10. People living or working near high-risk environments (for example, a Particular road or intersection, a water hazard, etc.)

E-18 that runs through the municipality is Sweden's busiest point on the transport of dangerous goods. Along with transport routes for hazardous goods, the municipality water protection areas is founded and a road accident involving dangerous goods could cause substantial impacts on drinking water supply. Along with the E-18 is residential and business operations. Any dangerous goods accident may involve evacuation of residents or workplaces.

Designated parking areas for dangerous goods and references for hazardous goods transport within the municipality are made of technical management and submitted to the County Board. A review of the designated trails is made at least once a year according to the accident prevention program.

Hallstahammars municipality in the light of their risk and vulnerability has developed a specially aidwaterplan as a contingency for any disruption of supply of drinking water. The goal of the aidwaterplan is to effectively manage a water shortage or disruption. The plan regulates the responsibilities, roles, crisis management, logistics, socially important users as well as the action plan during an emergency.

An industrial plant in the municipality has an extensive chemical handling and scope of the Seveso legislation which means that they have specific action plans to deal with chemical accidents. The operation manages chromic acid.

Hallstahammars municipality has a total of about 180 establishments engaged in some form of environmentally hazardous activities. The facilities are classified as A-, B-, C- and U-object in principle after descending order where A object has the greatest environmental impact and U-item minimum environmental impact. Accidents at these plants are rare but smaller incidents occur.

11. People at risk due to religion, ethnicity or sexual preferencesThe project "Love Affair" is a collaboration between social services, schools, police, Save the Children, girl's shelter and others. The aim is to counteract honor-related violence and oppression and to inform children and young people about their rights based on the Convention on the Rights of the Child. It is implemented in the form of "Love is free-

weeks" at the municipal secondary schools where all stakeholders are included in the school premises as well as lectures and debates

The SC Committee are closely following the progress and status of these high risk groups. Most of the decisions about actions around these high-risk groups are med by the SC Committee. The SC Council have these high risk groups on there agenda throughout the year and evaluates the need for new initiatives and changes.

3.2 Give examples of high-risk environments (200)

Under the Act on the Prevention of Accidents (2003: 778), the municipality must have a program for working with protection against accidents. The action program shall be adopted for each new term. The legislation is aimed at taking into account the local conditions, prepare human life, health and property / environment and a satisfactory, equivalent protection against accidents. The legislature hereby want to see concrete results in terms of:• reducing fatalities• reduce the number of people injured as a result of accidents and if people still damaged, reducing the impact of these• reduce the environmental and property damage due to accidents.The Law on the Prevention of Accidents also aims to clarify the responsibilities and obligations and to put the accident prevention work in focus. Based on these accident areas there is in-depth analyzes showing which areas are prioritized.

MBR is responsible for developing the program in the “Fire” area, but the work is done in close collaboration with the municipality and the working group on security and emergency preparedness.

Section Findicator 44.1 Describe the evidence-based strategies / programs thathave been Implemented for Different AGE groups and environments. (250)

Prepared parent is a comprehensive program in collaboration between preschools, schools and social services in order to replenish parents with tools to be competent parents in supporting their children / youth in their development. The activities must be based on evidence and based on the best knowledge available.

Parental support and public health is intimately related. Relationships with their parents is what has been affecting children's health and welfare most. The relationships also affect the interaction with other people in adulthood. It also has important implications for health in adulthood.The overall objective is: "All parents with children aged 0-17 years shall be offered general support in their parenting." The support shall be voluntary and provided based on the parents' wishes and needs.

By building on existing structures, promote interaction and create opportunities for parents to meet, the municipality creates a universal parental support for the child's entire childhood in Hallstahammar- Child Care Center / Antenatal Clinic- establish health arenas for parents- Family centers and open pre-school as meeting places- Preschool and School in collaboration with parents- Virtual meeting places- Structured parent groups as complementary component

The introduction of the ICDP in preschool in Hallstahammar MunicipalityAn important part of the universal support is the introduction of the ICDP. Guiding interaction ICDP is an interaction program designed to create and maintain good relationships between caregivers and children. The program aims to promote adult psychosocial competence in interaction with the child. An important starting point is about the adult's attitude towards the child. The program is rooted in the Convention on the Rights of the Child.

The program is based on each one's abilities and potential for development. Guiding interaction emphasizes the importance of close and trusting relationships and intends to broaden the sensitivity and empathy of thought and action. The program is tailored to the group guided or trained so that participants' own practice and experience are utilized. Training is underway for staff in preschool.

Mediation

Mediation is a voluntary meeting between a young person who committed the crime and the victim of the crime. The meeting takes place together with an impartial mediator. The purpose of mediation is to reduce the negative consequences of a crime. The victim will be able to process their experiences and ask questions to the offender. The offender may, in turn, get the opportunity to increase awareness of the consequences of the crime. It is primarily the police, social services or probation that suggests when it may be appropriate to mediate. The request may also come from victim support, school, parents or by the parties themselves. Municipalities offer mediation in the first place when the offender is 12-21 years. The crime must be reported to the police and the offender should have admitted involvement in the offense. Mediation presupposes that both parties voluntarily wish to participate in mediation. The mediator first meet the offender and the victim separately for detailed review how the meeting goes on, and to find out how the parties' approach to meeting. After the first meeting with the mediator, the parties can decide whether they want to implement a mediation or not. When both parties decided that they want to meet, the time for a meeting is set. The mediator also has contact with police and prosecutors so that the mediation meeting takes place at the appropriate time, given the legal process. Mediation does not replace the legal process.

Close cooperation has been established with Mälardalen University. Hallstahammars municipality was granted in 2012 funds from the National Crime Prevention Council of 250 000 for the project "Improved collaboration police - municipality to prevent alienation of young people". The project's main focus is to evaluate parts of the activities that take place in collaboration with the police within the framework of the cooperation agreement between the municipality and police-related action plan. Mälardalen University began in autumn 2013 evaluation where the focus is directed towards evaluating the interaction that takes place between the police, social services and schools regarding work with youth coaches, contact the police in the schools and Kronoberg model. The project will run during 2013/2014 and reported during January 2015.

Our ambition is to establish a closer cooperation in the future with actors such as the Support centre for WHO CCCSP.

Hallstahammars Municipality uses a variety of sources and databases to monitor the current statistics in the field of safety and security. Mainly, the following sources is used.

• The MSB's statistical database (IDA Indicators / Data / Analysis) is monitored for accidents.• The Transport Agency's database STRADA is monitored by traffic accidents.• Emergency response operations within the municipality reported from Mälardalen Fire and Rescue Association.• Using the National Council for Crime Prevention (BRÅ) database regarding crimes reported.• Systems for internal incident and accident reporting• A model for monitoring of local injury statistics are planned along with the health center in Hallstahammar. From the statistics it shall be possible to monitor different types of accidents, geographic distribution, distribution by sex, etc.

The statistics are monitored in a variety of forums and contexts. The statistics presents, based on availability, in different shapes and comparisons. Comparisons can for example be related to the outcome for the country or the region andnbetween years. In connection with the presentations various possible causes of outcomes and suggest measures to reduce damage in the municipality is discussed.

Monitoring takes place annually in the context of the accident prevention program on statistics from the IDA and STRADA. Regarding the IDA statistics is followed up in the fields of traffic accidents, falls, drowning, chemical accidents in traffic. Each responsible management accounts for the effectiveness of its performance targets for the responsible board and the municipal goverment on two occasions during the year. An account is also done for the Council for a safe community and the working groups. Working group for Security and Preparedness is responsible for coordinating the follow-up and development of a monitoring directory that will aim to facilitate the monitoring of the respective management.

Statistics from the crime prevention counsil is used in the monitoring of the police-community program.

The SC Committee periodically asses and evaluate the data. Some data comes several times a year, while other data are reported less frequently. When new data is available on any high-risk group this information is discussed on the next SC Council meeting. The SC Council then also decides what the next step to further improve the situation for this group should be, or if more information is needed.

5.3 Describe how the community Documents and uses knowledge about causes of injuries, groups at risk and risky environments. How does the community document progress overtime? (150)

In connection with the presentations various possible causes of outcomes and suggested measures to reduce damage in the municipality is discussed. The various political

boards are responsible for their respective areas and to analys and take action when necessary.

The cross-functional working groups have a particular responsibility in the work to follow up, analyze and propose measures within the organization. Furthermore, the working groups is responsible for planning and coordinating decided efforts.

The municipality has for several years been working to reduce the number of fall injuries among elderly at home and in our homes for the elderly. Through the work with the Senior alert the knowledge of causes of falls among the elderly has increased. By following the number of medicins and reducing them we have been able to reduce fall injuries. Many old people fall in there homes due to fall from chairs when they change the curtains, fall on sliding carpets etc. Hallstahammar have through our home visitis (to all 75 years and older) och the Fixerservice reduced these cases through information, practical free help and new constructions in their home (also Free).

Section Hindicator 66.1 How does your community, analyze results from the injury data to track trends and results from the program? What is working well and the HAS given you good results. What are the plans to continue? What Needs to be changed? (200)

Working group for Security and Preparedness coordinates the monitoring and evaluation of accident and injury development in the municipality. Monitoring is done both considering intervals specified in various policy documents but also based on a more daily basis. At the working group's monthly meetings the participants present recent events from there area. For example, the police decribes if they have noticed any particular trends on crime. Similarly, MBR reports alarms and call-outs the latest month.

No statistical source gives a sufficiently comprehensive picture of the injury panorama of the municipality. From the MSB's statistical database IDA data is collected on injuries and deaths resulting from accidents and is often a good base to start from. Then various accident areas are complemented with injury data from other databases or local sources. When it comes to cases of accidents, for example, statistics is used from STRADA to catch falling accidents in the external environment, as well as figures from the eldercare operations.

Traffic accidents are analyzed using statistics from STRADA supplemented with the rescue internal systems and documentation from the municipality's technical administration.

Even in the case of fires the rescue statistics is completed with input from municipal operations. Everything in order to obtain as complete picture as possible.

In the near future the municipality is planning to establish a local injury registration togheter with the medical center that captures the injuries for those who are not visiting an emergency room.

Senior Alert is a web based tool where various parameters relating to older people's health are recorded and monitored. Reports are presented to the system. Reconciliation takes place twice a year to Inspectorate for Health Care (IVO). Through the work of Senior Alert the number of wrong medications have decreased, the number of cases of fall injuries have decreased, the number of bedsore injuries have decreased, the dental status among the elderly have been improved and the cases of malnutrition among the elderly have been reduced.

additional study and data are required to determine the locations (even more exactly) in which these injuries occur-are they taking place on the jobs, in the homes, or outside, in nature or in the traffic environment?

The differences between the genders and injuries have to be investigated further. The gender gap is particularly noticeable among children and adults. but like many municipalities Hallstahammar have achieved a good reduction in injuries over the past decade, and more recent injury data tends to follow national patterns. Within the

municipality´s special focus areas some extra favorable development have been seen. Some of these are described above.

6.2 Describe how the results from the program evaluations are distressed (200)

The follow-ups are used as a basis for traffic measures, fire prevention, preventative measures concerning cases of fallaccidents and as support in establishing the municipality's overall risk and vulnerabilityanalysis. It is also used for identifying the training needs within the municipal administrations.

6.3 Describe the changes in pattern of injuries, attitudes, behavior and knowledge of the Risks for injuries as a result of the program. (200)

Most injuries in Hallstahammar and in Sweden occurs nowadays in home and leisure environments. partly for the reason that traffic and work has become safer than before. this is especially accurate among the elderly that are more vulnerable to falls in their living environment, but also children and adults are often damaged in playing, recreation and work at home and leisure environments. Existing data shows that the number if injuries decreases over time but that certain groups in society requires special measures and actions. With an aging population there will also come an increased frequency of injurys due to fall accidents, fires in homes and slipping accidents outside.

Social Services conducts an annual follow-ups of fall reports within the municipal accommodation and homeservices activities based on the task of Senior Alert. The social service's annual report shows that there is a decline in the number of fall reports over time. Likewise, the number of fractures as a result of a fall decreases.

Possible reasons highlighted by the Social Services Department is that the work with Senior Alert has begun to gain momentum, with various forms of action to prevent falls and fall injuries. For example, the physiotherapists and occupational therapists are ordinating more hip pants and staff are more aware of "traps" such as carpets, bad shoes and poor lighting.

Symptoms prior falls such as anxiety, confusion, and dizziness / balance problems are still problems causes many falls. Most people who´s slipping on the floor, is slipping in daytime. The damage caused is bruising, scratching, small wounds, sprains, as well as fear and anxiety of falling again.

Hallstahammars municipality already has some experience with Ludvika. Initial contacts have been made with Smedjebacken.

We have not found any international conference or seminar that fits for a certification ceremony. The ceremony is scheduled to be held in late spring or alternatively the autumn of 2015 in Hallstahammars municipality.
