About West Valley Water DistrictThe District is based in the City of Rialto in the heart of California’s Inland Empire. It serves a diverse and growing population of nearly 90,000 in Rialto, Colton, Fontana, Bloomington, nearby portions of unincorporated San Bernardino County and the Jurupa Valley in Riverside County with over 23,000 water connections. The District’s mission is to provide customers with safe, high quality and reliable water service at a reasonable rate and in a sustainable manner.

The West Valley Water District is governed by a five-member Board of Directors, elected by district for four-year staggered terms. The Board selects a President and Vice President from among its members to serve two-year terms. They establish the policies that govern the District.

A General Manager is appointed by the Board of Directors to oversee the daily operations of the District in accordance with the policies and procedures established by the Board. The District budget included $30 million in operating revenues for FY 2019-20 and $23 million for capital improvement projects. The District has approximately 87 employees.

Organizational TransformationThe District has a history of meeting challenges with change and innovation. In 1996 perchlorate was discovered in the Rialto-Colton Water Basin. The District mitigated the problem by shutting down wells to ensure safe water for its custom-ers. District leaders understood this was not a long-term solution for a community with a history of drought and an expanding residential customer base and pursued state approval for the world’s first treatment process for perchlorate using a natural bioremediation process. Two treatment facilities are now online, ensuring safe water for the community.

In 2018, the District opened its own hydroelectric power generation plant. The electricity produced from the plant is designed to offset the electric costs of the water filtra-tion facility while reducing carbon emissions.

District leaders are now focused inward as they seek to modernize processes and procedures, personnel, and work culture. District leaders are driving the change towards increased professionalism, transparency, and efficiency. As a result of these efforts, the District recently received the District Transparency Certificate of Excel-lence from the Special District Leadership Foundation (SDLF) in recognition of its efforts to promote transparency and good governance.

The Position The Human Resource/Risk Manager reports to the Chief Financial and Administrative Officer and is responsible for a comprehensive Human Resources and Risk Management Program.

The program encompasses all human resources-related activities including compensation and classification analysis; benefits administration; workers’ compensation; training and development; employee and labor relations; and the recruitment and selection of employees. The position takes the lead in developing, modifying, and implementing policies and procedures needed to meet the District’s commitment to professional standards, good governance, and operational excellence. The position will identify areas of operational risk, make recommendations for improvement, and monitor effectiveness of risk reduction efforts. Growing organizational trust and strengthening communications will be core responsibilities of this position.

The HR/Risk Manager supports District leaders by reviewing and coordinating the settlement of a variety of liability claims against the District including workers’ compensation and general liability claims. The successful candidate will conduct or oversee external investigations in conjunction with the legal department on behalf of the District.

A bachelor’s degree is required, preferably in human resource management, business administration, public administration, or a closely related field. Completion of a human resources certificate program, advanced education or a law program is highly desirable.

Experience

A minimum of five years of progressively responsible positions in human resources management in the public sector is required. While experience in all aspects of human resources and risk management is desired, direct experience in employee and labor relations, including claims management and investigations, is most important. Private sector experience is beneficial, but only if matched with prior public sector human resources and risk management work.

Up to ten years of additional experience may be substituted for the required education.

Compensation

West Valley Water District offers an attractive benefits package including participation in CalPERS, 100% medical and dental coverage for employees and dependents, vacation and administrative leaves (including cash out options), and forgivable educational loans up to $5,000 per year. The salary range is $101,067 to $165,818, depending on qualifications.
