FOREWORD
This Indian Standard was adopted by the Bureau of Indian Standards, after the draft finalized by the Audio-Video and Multimedia Systems and Equipment Sectional Committee had been approved by the Electronicsand Information Technology Division Council.
There is no ISO/IEC Standard on this subject.
The concerned Committee responsible for the formulation of this standard has reviewed the provisions of thefollowing International Standards and has decided that they are acceptable for use in conjunction with thisstandard till Indian Standard on these are published:

SERVICES — SPECIFICATION
1 SCOPE
This standard specifies the requirements for a digitalset top box (STB) for MPEG-4 compression forDVB-S transmission used by subscribers to receivemultichannel television programmes transmittedusing a satellite system direct to subscriber premiseswithout passing through an intermediary such as acable operator.
2 REFERENCES
The standards listed in Annex A contain provisionswhich through reference in this text, constituteprovisions of this standard. At the t ime ofpublication, the editions indicated were valid. Allstandards are subject to revision and partiesto agreement based on this standard are encouragedto investigate the possibility of applying themost recent editions of the standards indicated inAnnex A.
3 REQUIREMENTS
3.1 General Requirements
3.1.1 The STB shall be based on an openarchitecture (non proprietary) and shall ensuretechnical compatibility and effective interoperabilityamongst different DTH service providers in thecountry. The interoperability shall be achieved byusing common interface conforming to EN 50221‘Common interface specification for conditionalaccess and other digital video broadcast decoderapplications’ including ‘TS 101699 Extensions’ toDVB-CI specification and via software downloadwhere the software download mechanism shall betransparent, interoperable and available in the publicdomain complying with ETSI TS 102006. The STBshall have at least one common interface slotcomplying to EN 50221.
3.1.2 The manufacturer shall ensure compatibility/interfacing with consumer electronic equipmentssuch as televisions, audio and video systems andVCRs, etc, in the country.

3.2 Performance Requirements
The requirements for various performanceparameters for the STB shall be as given in Table 1.
3.3 Safety Requirements
The safety requirements of receiver shall conform toIS 13252.
3.4 Electromagnetic Compatibility (EMC)Requirements
The EMC requirements of the STB shall conform toIS 6873 (Part 3).
4 MARKING
4.1 Each STB shall be legibly and indelibly markedwith at least the following information:
a) Manufacturer’s name or trade-mark (if any);b) Model designation and serial No.;c) Country of manufacture;d) Input supply voltage and frequency;e) Power consumption;f) Satellite input terminal and satellite output
terminal, if applicable; andg) All connectors.

4.2 BIS Certification Marking
The STB may also be marked with the Standard Mark.
4.2.1 The use of the Standard Mark is governed bythe provisions of the Bureau of Indian StandardsAct, 1986 and the Rules and Regulation madethereunder. The details of conditions under which alicense for the use of the Standard Mark may begranted to manufacturers and/or producers may beobtained from the Bureau of Indian Standards.
5 ENVIRONMENTAL TESTS
5.1 Bump Test
The STB shall be subjected to bump test carried outin accordance with IS 9000 (Part 7/Sec 2), the numberof bumps being 500 + 10 and acceleration being400 m/s2. After this test the receiver shall conform tothe performance requirements specified in 5.6. Thistest shall be carried out under packed condition.
5.2 Drop Test
The STB shall withstand drop test as given inIS 13252. After this test the STB shall conform to theperformance requirements given in 5.6.
5.3 Dry Heat Test
The STB shall be subjected to dry heat test ofseverity + 55oC for 16 h, carried out in accordancewith IS 9000 (Part 3/Sec 5). After recovery, the STBshall conform to the performance requirements givenin 5.6. The duration of the recovery shall be 2 h.
5.4 Damp Heat Test
The STB shall be subjected to damp heat cyclic testin accordance with IS 9000 (Part 5/Sec 1). Afterrecovery the STB shall conform to the performance
requirements given in 5.6. The duration of therecovery shall be 24 h.
5.5 Cold Test
The STB shall withstand, a cold test of severity– 10oC for 2 h carried out in accordance withIS 9000 (Part 2/Sec 4). After recovery, the receivershall conform to the performance requirements givenin 5.6. The duration of the recovery shall be 2 h.
5.6 Post Measurement After Each EnvironmentalTest
After each environmental test (see 5.1 to 5.5), theSTB shall meet the safety requirements of 3.3 andthe requirements given in Table 1 for the followingparameters:
a) RF output level (if applicable) [see S1 No. v(c) of Table 1];
b) Carrier to noise ratio (if applicable) [see S1No. v (d) of Table 1];
c) Reception of service; andd) For STBs where the RF output option is not
available, tests in items (a) and (b) aboveshould be replaced by the testing of the videooutput for compliance to the InternationalStandard ITU-R BT 470-7 ‘Conventionalanalogue television systems’.
6 OPERATING LIFE TEST
The STB shall be subjected to operating life testconsisting of 5 h operation and 1 h rest period for atotal operating period of 1 000 h at rated voltageand at ambient temperature. At the end of theoperating life duration, the requirements given in 3.3and Table 1 shall be met with.
