Meridian Oklahoma City, Oklahoma 73120 Gentlemen: This refers to the routine, unannounced radiation safety inspection conducted by Ms. V. H. Campbell and Mr. A. D. Gaines of this office at your facilities on March 7,1989, of activities authorized by NRC Byproduct Material License 35-23160-01 and to the discussion of our findings with your staff at the conclusion of the inspection. The enclosed NRC Inspection Report 30-20325/89-01 documents this inspection. \ The inspection was an examination of activities conducted under the license as they relate to radiation safety and to compliance with the Commission's rules and regulations and the conditions of the license. The inspection consisted of selective examinations of procedures and representative records, interviews of personnel, independent measurements, and observations by the NRC inspector. During the inspection, certain of your activities appeared to be in violation of NRC requirements. We are releasing this report at this time for your information. You are encouraged to review our findings and take corrective action as you believe appropriate. You will be notified by separate correspondence of our decision regarding enforcement action based on the findings of this inspection. No written response is required at this time; however, you may, if you wish, provide a response that describes any corrective actions taken. This letter also confirms the telephone conversation between Dr. D. A. Powers of my staff and yourself on April 18, 1989, concerning our request to conduct a telephonic enforcement conference. The date agreed upon was April 28, 1989, at 11:00 a.m. for this telephonic enforcement conference, which will address the findings of the NRC inspection referenced above and your response to these findings. The NRC inspection identified an apparent weakness in your program involving the training of personnel performing NRC licensed activities. It is imperative that your responsible personnel understand all license requirements and commitments made in t'he supporting documents of the license. Most of the NRC inspection findings indicate that, while your technologist appears to be knowledgeable in key procedures, she was not aware of many of the commitments made in your license application. facility. employs the services of a consultant physicist who performs.the majorportion of the program, including an informal review, 'It appears that theduties of the radiation. safety officer have been relegated to both the:consultant physicist and the technologist. Please be prepared to respond tothese two separate issues in the April- 28,~ 1989, enforcement conference.
