Section 1 - General 1.1 Likehrs

� Number of hours that the person would like to work in total � This variable should include the number of hours actually worked in all

jobs: - plus the extra hours wished for those who want to work more hours in the reference week - minus the number of hours that the person would like to work less for those who would like to work less hours in the reference week.

� It is to be asked of all respondents - worked in reference week for pay or - have a job but were absent from it in the reference week or - worked in business owned by another family member

� This question appears after the SATISHRS question and the various other questions that feed off it.

� The filter for Q2 2002 (the introductory quarter) will be: If dir=1,2 AND satishrs ne 2 AND paidwork=1 OR jobabs=1 OR unpaidwk=1 THEN ASK

Education

The Education section of the questionnaire has changed considerably for this quarter. In an effort to reduce the response burden on direct respondents, proxy respondents are not asked the full range of questions about their highest educational level. Previously 17 educational response formats were presented to respondents whereas now there are just 12. Information from proxy respondents is just collected on these 12 options, but for direct respondents an additional more specific question is asked of those who indicate that their highest educational level was secondary (lower or upper), technical/vocational or higher education. 1.2 Educat

� The filter for EDUCAT has been altered. It is to be asked of all new respondents or those for whom no Education information was collected in the previous quarter, aged 15 or older. If dir=1,2 AND Xeducat is empty THEN ASK

� The text of the question has also changed from ‘May I ask what is the highest level of education or training you have successfully completed?’ to ‘What is the highest level of education (full-time or part-time) you have attained?’

� Level is coded according to the International Standard Classification of Education 1997.

� Persons with no formal education should be coded 1. � Even though the text of this question has been changed, the

expression ‘highest level attained’ must be associated with obtaining a certificate or a diploma, when there is a certification available. In cases where there is no certification, successful completion must be associated with full attendance.

� When determining the highest level, both general and vocational education/training should be taken into consideration.

� Persons who have not completed their studies should be coded according to the highest level they have completed and should not be coded with a blank. Courses being undertaken at the time of the survey will be gathered later in the questionnaire

� UK A levels and O levels are to be entered as Secondary 1 and 2 respectively. In the case of qualifications obtained in a foreign country, these should be coded 12 (other).

� The notes for EDUCAT also apply to this variable. Interviewers should be careful to ensure that the highest level of education now completed is actually higher than the previous level of education indicated for the respondent.

Education and Training in past 4 weeks

The following five questions have been added to the educational section. They concern the respondents education and training in the previous four weeks. These variables had originally been included on the LFS and are re-introduced in Q2 2002 for the first time to the QNHS. The value of these variables, is that they allow us to make up the difference between the highest level of education that people have attained and their current educational activity. The data collected from these variables will be particularly useful for our users in making statements about early school-leaving and adult participation in education.

Note: These variables refer to the entirety of the course being

taken and not just that aspect of it taken during the previous four

weeks

These questions are to be asked of all respondents, aged 15 or over, every quarter for all waves. These questions come after the EDWHEN question on the survey. 1.12 EDP4W

� This question refers to any education or training that the respondent may have participated in during the previous four weeks. Education or training should include initial education, further education, continuing or further training, training within the company, apprenticeship, on-the-job training, seminars, distance learning, evening classes, self-learning etc. It should also include courses followed for general interest and may cover all forms of education and training as language, data-processing, management, art/culture, health/medicine courses.

If the respondent has taken part in several courses of education or training over the past four weeks, the one considered most useful for his or her current or future employment should be recorded; in case of doubt, record the longest course in terms of hours."

� This question is classed as a structural indicator by EUROSTAT � This question is to be asked of all respondents every quarter for all

waves. IF dir=1 OR 2 THEN ASK 1.13 EDTYP � Code 1: refers to face to face instruction usually involving a teacher

and one or several pupils taking place in a class-room type environment regardless of the actual establishment (establishments within or outside the national education system including private training centres in the employer’s premises).

� Code 2 includes conferences, seminar, workshop. � Code 3 : For this code to be the appropriate one, both work

experience and classroom instruction must be explicitly integrated into a single system.

� This code (3) should be chosen even if during the past four weeks, the training took place exclusively in a working environment or as classroom instruction (for instance ‘sandwich courses’).

� Codes 2 to 11 should be used for those programmes that either belong to the regular education system or are equivalent in terms of qualifications aspired to.

� Code 12 should be used for programmes that neither belong to the regular education system nor are equivalent in terms of qualifications aspired to (language courses, computer courses, seminars etc.).

� “Special needs education programs” are also covered in ISCED 1997. They have to be allocated according to their similarity in terms of contents with other education programs. There is not a unique code foreseen for special needs education programs.

1.15 Edpurp � This question is aimed at determining whether they consider their

course to be directly related to a job that they will do in the future or one that they are currently doing.

� This is a self-perception question and aims to determine respondent’s own thoughts about the courses they are taking. The answer does not depend on the characteristics of a programme but on the perception the individual has about his/her current training. This perception would usually depend on whether the person has had a previous main job before. 1. Initial education or training aimed at learning job-related skills (usually school and college courses - unless these are taken for general interest only) 2. Continuing vocational training (i.e. courses aimed at enhancing existing job-skills) 3. Training programme aimed at specific job placement (e.g. FÁS employment training courses) 4. General interest (i.e. courses that are not intended to form the basis for any future employment)

� First of all, this question aims at collecting information on participation in training under a specific employment measure such as might be provided by FÁS (code 5 ).

� Secondly, the question aims at collecting individual perception of purpose. The answer does not depend on the characteristics of a programme but on the perception the individual has about his current training. This perception would usually depend on whether the person has had a previous main job before.

finish, regardless of whether it has actually been finished at the time of the interview. All programmes at second level are to be considered ‘two years or longer’ (see response options for this question). This also includes the Transition Year which is considered to form part of the Senior Cycle.

1.17 Disability Module In this quarter the Eurostat Module is on Disability. This was piloted in Q4 2001. This module is collected under the Commission Regulation implementing Council Regulation N°577/98 on the organisation of a labour force sample survey in the Community concerning the specification of the 2002 ad hoc module on employment of disabled people. 1. Background and purpose The rationale behind the inclusion of an ad hoc module on disability in the Labour Force Survey is to meet the need for a comprehensive and cohesive dataset on the labour market situation of disabled people among Member States. The relevance of disability data in the context of work across all Member States has been clearly stated. “An examination of the National Action Plans shows that disability is clearly on the agenda in almost all of the Member States. A great deal of activity and a willingness to seek out and attempt new ways of reducing unemployment among people with disabilities can be observed. Member States are generally firmly committed to raising employment levels for people with disabilities by making the move from welfare to work and by eliminating various obstacles to their full participation” “The available data on the labour market situation of people with disabilities do not provide a basis for policy development or an evaluation of strategies and programmes”

Therefore, the data collected in a disability module would give a clearer picture of the employment situation of disabled people both in terms of what has been achieved and what improvements are required. i.e. highlighting the policies which have been successful and suggesting policies which need to be developed. 2. Focus of the module The content of the module has been influenced by theoretical, methodological and policy-driven perspectives. The ongoing review of the International Classification of Impairments, Disabilities and Handicaps (ICIDH2) defines disability as activity limitations in performing daily tasks, which include working, and such activities may be limited in their nature, duration and quality. In this context the module on disability focuses on restriction of activities rather than functional limitations. Disabilities are no longer seen as something which an individual has but rather as the result of an interaction between the individual and the environment and as such is a dynamic rather than a static characteristic. One of the consequences of looking at disability as an interaction between the person and the environment is that its measurement and classification can no longer be described in terms of loss of structure or function. In some countries, work capacity is measured by objective criteria, in other countries, work capacity and its consequences are assessed in surveys by asking respondents to rate their own capabilities. The choice of the Labour Force Survey as a vehicle for a disability module permits the analysis of disability data with the whole range of employment data collected as a matter of course in the LFS. The module is relevant for working and non-working, disabled people in that it covers the tasks that they can do. The module is designed to examine the prevalence of disability in the Irish population aged 16 and over and younger than 65. Points to note in this module are (1) There is a separate distinct permission question asked for Proxy

interviews. (2) The TOWORK question is only asked of respondents who are in

employment or who had been in employment up to 1999 or later.

Rent questions

� Due to the introduction of the EURO the rental amount can be accepted in EURO or Irish pounds for this quarter only. If the respondent in a new household does not know the EURO amount of rent for the household tab through to the next field and enter an Irish amount instead. This value will be converted to a EURO amount by Blaise.

� When the weekly rent is calculated it is checked to see if it is

between €318 (IR£250) and €3 (IR£2) per week. � In the cases where we are getting updates of rents from existing

renters blaise checks to see if the difference between the new and old rent is more or less than 30% of the old rent. If it is the interviewer will be prompted to confirm the rent values i.e. as happens presently for the €318 (IR£250) and €3 (IR£2) band. Values will be compared in one currency only.

What people can do at work is often dependent on their health. Note: By longstanding we mean anything that has affected respondent over the past 6 months, or that is likely to affect respondent for at least 6 months.

Rationale The first variable introduces the topic of a health problem and it is this variable along with its impact, which are used as the statistic for setting clear goals and targets for the employment of disabled people. Thus one can look at the distribution of disabled people according to their economic activity by age, sex and, where appropriate, type of employment. Interviewing Instructions Longstanding The key word is longstanding, as it is important to distinguish between long term and short term health problems. As a general rule, longstanding should refer to 6 months or more. The two scenarios which are acceptable are (a) at the time of interview the problem had already existed for 6 months or more, and (b) at the time of interview the problem had been present for less than 6 months but is likely to continue for a time such that it is expected to have a least a 6 month duration. The six-month period should be seen as a guide to understanding the term longstanding, rather than defining an absolute period of time. The purpose of using the term, longstanding, is to distinguish between chronic conditions such as diabetes, epilepsy, schizophrenia and acute conditions such as a sprained ankle, a broken leg, appendicitis or a respiratory tract infection. Coverage of health problems Many people think of health problems as referring solely to physical health problems whereas they cover sensory problems as well, i.e. sight and hearing problems, and mental health problems. Therefore, the list of conditions listed for Variable 2 should be used as an aide memoire at this variable.

Recurrent or episodic conditions Some conditions are recurrent (e.g. back pain), where there is an acute period followed by remission; other conditions are episodic in nature (e.g. epilepsy). Both of these examples should be coded, “Yes”, as they are continual or continuous problems. Rationale This variable has been included so that the relationship between economic activity and type of health problem can be investigated. For example, one can look at the extent to which people with particular physical health problems, mental health problems, or seeing or hearing difficulties are involved in the labour market. At a more detailed level, it is also possible to examine the relationship between specific health problems and their impact on participation in particular occupations. This would highlight those occupations which do not create a barrier to people with certain disabilities, i.e. enabling people with particular heath problems to work, as distinct from occupations for which a greater effort is needed to accommodate people with activity restrictions. Interviewing Instructions Identify "main" problem The list of health problems represent those which are commonly reported in health surveys. They represent a mixture of problems associated with anatomical, physiological and psychological structures and functions. One health problem may be covered by more than one code (e.g. arthritis in arms, legs and back) and some respondents may have multiple problems, a sight problem, a stomach problem and depression.
