IRAQ SITUATION UNHCR FLASH UPDATE 23 March 2017
POPULATION MOVEMENTS
Cumulatively, 350,142 persons have been displaced as a result of the Mosul military operation that commenced on 17 October 2016. Of these, 76,422 persons have returned to their areas of origin, while 273,720 persons remain internally displaced. According to IOM, since 19 February, 167,004 out of the persons currently displaced have fled west Mosul and arrived at the Hammam al-Alil screening site. Absorption capacity of camps south and east of Mosul are stretched to the limit. After going through screening at Hammam al-Alil, 214 families were transferred to Qayyarah airstrip emergency site, and another 189 families to Haj Ali camp between 21 and 22 March. More than 1,400 families transferred over the last week to the Qayyarah airstrip emergency site because there are no more slots available at other camps. The airstrip is close to reach its capacity. Newly-displaced families from west Mosul continue to show reluctance to move to the Nargizlia camps, where space is available. Between 21 and 22 March, 440 individuals displaced from west Mosul arrived in Nargizlia. Some newly displaced families in Hammam al-Alil reception centre reported preferring to remain close to their homes so they could return as soon as security conditions permit. Iraqi Security Forces intensified offensive to retake areas in the vicinity of Al-Qa’im, in Anbar Governorate. As a result of the intensification of operations, up to 40 families are arriving daily to Kilo 18 transit camp near Ramadi. According to authorities, 2,223 families have been displaced from Al-Qa’im and surround areas since the military offensive began on 5 December 2016.
SITUATION UPDATE
Ninewa Operations Command announced on 22 March the liberation of Al Yassin and Arhila villages, north of Badush. In the Old City, the Iraqi Federal Police are still facing fierce resistance from armed groups. Prime Minister Abadi stated that armed groups will not be defeated solely through military methods. He added he would welcome an independent investigation into atrocities committed by armed groups in Iraq and shared that he is in discussions with the UK Government about setting up a tribunal. The EU is ready to support stabilization efforts in Iraq, as well as demining and training activities for the security forces. The High Representative of the European Union for Foreign Affairs and Security Policy, Federica Mogherini, expressed the EU’s willingness to provide support to Prime Minister Abadi during a meeting in Washington on 22 March.
RESPONSE UPDATE
UNHCR-built camp Hammam al-Alil 2 is nearing completion, following delays caused by several consecutive days of rain. Government and IOM sites in the south will offer a combined capacity of over 21,943 plots once completed. Hammam al-Alil 2 will provide 5,000 additional plots south of Mosul, and UNHCR is planning for another camp with a capacity of 10,000 in Salamyiah.
UNHCR will distribute radios to IDPs in Nargizlia 1 and 2 camps to help them stay abreast of any developments in their areas of origin. UNHCR has already distributed radios to IDPs in Qaymawa camp.
