Natural Disasters Update: Drought IDP Overview:

Herat:

During the month of May, as per the initial reports obtained from ANDMA and DoRR, over 3,000 families were reportedly displaced from Ghor and Badghis provinces to Herat province. A joint assessment team consisting of IOM, WFP, IRC, ANDMA and DRC initiated assessment on 30 April that concluded on 08 May. 2,600 families were verified in need of humanitarian assistance that were assisted by IOM, WFP and UNICEF with provision of NFIs, tents and hygiene kits. Following the distribution, additional families started arriving to the IDP location. As per the decision of the PDMC and request from Badghis DoRR, the assessment was paused due influx of IDPs who were coming from the provinces after they got aware of the assistance in Herat.

Following the assessment by ERM in July, approx. 12,000 families were identified that included 2,600 families assisted in May 2018. ERM partners distributed cash assistance (AFN6,000) that was meant to cover the most immediate needs (food). Since the assessment was specific to cash assistance and multi-cluster needs and especially ES/NFI clus-ter specific needs were not identified; an assessment led by IOM was initiated on 01 August.

The assessment concluded on 02 August and identified 9,202 families (excluding 2,600 assisted in May) in need of NFIs, emergency shelter, food, WASH, sanitation, and health. A response coordination meeting was held on 07 August and humanitarian agencies committed to initiate distributions. IOM committed to distribute NFIs and tents to 3,200 families, IRC and DRC committed to cover the needs of 320 families, UNICEF to cover NFI needs of 3,000 families, IFRC/ARCS and UNHCR committed to distribute tents and NFIs to 1,200 families.

Following formation of the site management WG in September, DRC, NRC, UNHCR and IOM was assigned as focal point agencies in specific settlements that were tasked to conduct profiling and mapping in designated settlements. The focal agencies have concluded verification in the settlements and have shared the latest data on the number of families and and the needs in each settlement. Following is the updated figure of the displaced families in 10 settlements;

• 21,086 families verified in 10 settlements

• 8,127 families have received NFIs and 4,092 families have received emergency shelter from IOM, UNHCR, IFRC, DRC, IRC and NRC

• 3,431 NFIs and 4,250 ES is committed to be distributed by UNICEF, NRC, CRDSA, DRC, MoRRD, UNICEF distribution will be commenced by ANDMA as of next week

• Following the distribution of committed relief items by agencies, there will be gap of 9,528 NFIs and 11,997 Emergency Shelter

With the verification conducted by site management focal point agencies and agreement of the cluster members in Herat, the revised figures will serve as the basis for plan-ning the ES and NFI response.

IOM Afghanistan's Displacement Tracking Matrix (DTM) team initiated monitoring and registering inflows of newly arriving IDPs in Herat as of 09 September to 26 October.

Some of the most important findings of DTM flow monitoring and registration include:

- 19,990 IDPs were recorded, 18,094 (91%) of which are drought-induced.— 16,836 of those arriving IDPs (84%) intended to settle in Injil district, mainly in informal

settlements in Shedaye.— 14,588 of those recorded intend to live in tents or in the open air (73%) - 12,181 arriving IDPs are from Badghis province (61%). - 13,541 arriving IDPs do not intend to return home (68%)

Badghis:

As reported by ANDMA; 8,500 families were displaced by drought from various location to center of the province. An initial assessment conducted indicated 18,579 families verified in Kharistan, Jar e Khosk, Feristan, Chakara, Senjitak and Ab Kamari area of Qalae Naw.

The ES/NFI cluster partners (IOM, NRC, IRC, WVI, CRDSA, CAID/AHDAA) initiated verification of the reported families on 27 October to verify the actual number of families and their NFIs and ES needs. Following is brief of the findings of the joint verification

• Total IDP households in the 9 Collective Sites = 13,683, Total IDPs (individuals) = 70,038

• Total IDP households eligible for ESNFI assistance = 9,178 (according to criteria set at ESNFI Sub-Cluster level in Badghis) – 67% of total population

• Total IDP households non eligible for ESNFI assistance = 4,505 (according to criteria set at ESNFI Sub-Cluster level in Badghis) - 33% of total population

• Tents/Makeshift tents Occupation Rate = 75%

• 214 families have received NFIs and 939 families have received emergency shelter from IOM, NRC, IFRC and IRC

• 4,227 NFIs and 5,135 ES is committed to be distributed by IOM, UNICEF, NRC, IRC, CRDSA, WVI, CAID/AHDAA

• Following the distribution of committed relief items by agencies, there will be gap for 4,737 NFIs and 3,105 Emergency Shelter

Natural Disasters Update:

Ghor:

Reported 700 families were displacement by drought from various location to provincial center. A joint team consisting of ACF, ANDMA, DORR, UNICEF, WFP, ARAA and AFGHANA-

ID initiated household assessment on 14 October, 25 displaced families were identified in need of humanitarian assistance. UNICEF distributed NFIs and ACF covered food needs of the displaced families.

Helmand:

ANDMA Reported displacement of 160 families due drought from various location to provincial center. A joint team consisting of IOM,IRC, ACF,HAPA, APA, WFP, UNHCR and

ANDMA initiated household assessment on 16 October, 29 families were identified in need of humanitarian assistance, ES and NFI were will be distributed by IOM, UNHCR,

ACF and UNICEF.

Uruzgan:

As reported by ANDMA, 320 families were displacement by drought from various location to provincial center. A joint team consisting of IOM, ANDMA, UNHCR, NRC, HAPA

initiated household assessment on 28 October. The assessment is on-going however no drought IDP is verified by the team.

Conflict IDPs Update:

Nangarhar:

DoRR received petition, 286 families were displaced from various districts to Behsod, Surkhrod and Rodat districts A joint team initiated the assessment of the displaced fami-

lies to verify the needs. 11 families identified for humanitarian assistance. DRC will distribute humanitarian assistance to these families.

Laghman:

As reported by DoRR, 55 families were displaced from various districts to provincial center. A joint team initiated the assessment of the displaced families to verify the needs.

10 families identified for humanitarian assistance. NRC will distribute humanitarian assistance for the displaced families.

Nooristan:

Reportedly 90 families were displaced due to conflict from various districts to provincial centre. A joint assessment team initiated the assessment of the displaced families to

verify the needs. So far; Nine families were identified for humanitarian assistance while the assessment is on-going.

Baghlan:

392 petition claiming to have been displaced by conflict were submitted to DoRR. The families are displaced from Baghlan Jadid to Puli Khumri centre of the province. The

screening of the petition is completed by the committee and the assessment is initiated. 972 families were assessed of which 296 families were identified in need of humanitar-

ian assistance.

Community Based Disaster Risk Management Training Workshop progress:

The first round of the community based disaster risk management (CBDRM) training workshop initiated in a communities of Paktia province. The training workshop commenced on 28 Oct 2018 for five days in district#2, Balada village. 75 members of the community (40 male and 35 female) including a staff from ANDMA participated in the training.
