THE COUNTY

Located in northern California, Contra Costa County covers approximately 733 square miles extending from the northeastern shore of San Francisco Bay east to

the San Joaquin River. With a population numbering just over 1 million, Contra Costa is among the top ten most populous counties in California and home to one of the State’s most ethnically, culturally, and socioeconomically diverse populations. It has one of the fastest growing work forces among Bay Area counties, with growth in its employment base being driven by the need to provide services to an increasing local population and the presence of relatively high-wage skilled jobs. The County contains 19 incorporated cities and includes a variety of urban, suburban, industrial, agricultural, and port areas. Substantial portions of the County are served by the San Francisco Bay Area Rapid Transit (BART), which

has contributed to significant residential and commercial development. Contra Costa is home to numerous attractions, including wildlife refuges, state parks, historic sites, and a variety of museums. Mount Diablo, a 3,849-foot peak at the north end of the Diablo Hills, is popular with outdoor enthusiasts, as are hiking, biking, horseback riding, boating, and other activities. The wine country of Napa and Sonoma Counties, picturesque seaside communities such as Carmel and Monterey, and the Sierra Lake Tahoe region are all within easy driving distance of Contra Costa. Several prestigious public and private academic institutions are also located nearby, including Stanford University, University of California at Berkeley,

COUNTY GOVERNMENT

Contra Costa County was created in 1850 as one of 27 counties formed at the time of California’s statehood. The County Seat and County’s Administrative Offices are located in the City of Martinez. Contra Costa is governed by an elected five-member Board of Supervisors and includes a variety of citizen commissions, committees, and other entities that advise the Board and County staff on issues and policy. The County Administrator is responsible for the day-to-day operations of the County, including overseeing implementation of Board directives; planning, monitoring, and overseeing County operations; supervising appointed Department Heads; and preparing the annual budget, among other tasks.

The County provides a full range of services through 25 County Departments divided into the service areas of Public Protection, General Government/Municipal Services, Health and Human Services, and Special Districts and Authorities. It has just shy of 10,000 employees and a total FY 2019-20 budget

of $3.7 billion with a General Fund budget of $1.7 billion.

PROCUREMENT SERVICES MANAGER—EXEMPT

The Procurement Services Manager—Exempt works with County departments, special districts and other public agencies to develop effective procedures to process requisitions and contracts; establishes and supervises a contract administration system designed to ensure contractors are performing in accordance with the terms and conditions of their contracts; oversees and assists in the management of the County’s Small Business Enterprise (SBE) program reporting: prepares and issues a variety of reports; supervises and evaluates subordinate staff; and performs other related work as required.

THE IDEAL CANDIDATE The Public Works Department is seeking an enthusiastic, systematic, and solution-oriented manager to serve as a key member of its team. The ideal candidate will possess a solid background in local government contracting and procurement regulations and administration. A candidate who exercises a high level of ethics and integrity and has the ability to effectively lead the Purchasing Division, coach, mentor, train and provide feedback to staff is being sought. The ideal candidate will have a positive attitude, a strong orientation towards customer service, and a strong work ethic. The successful candidate will possess strong interpersonal skills and be adept at building and maintaining strong working relationships throughout the organization including the Public Works Department, the County Administrator’s Office, the Auditor-Controller’s Office, the Office of County Counsel, other departments, special districts and the public. A progressive manager who seeks to identify opportunities to improve, streamline and innovate purchasing processes is essential. Thriving in a fast-paced and dynamic environment, managing a variety of work projects simultaneously and carrying them through successful completion as well as proficiently operating computerized purchasing and financial systems for bidding, tracking and managing procurements is ideal. The successful candidate will possess excellent oral and written communication skills which will be used to prepare clear, concise and effective written reports, correspondence and other materials.

QUALIFICATIONS License: Possession of a valid California Motor Vehicle Operator's

License. Out of state Motor Vehicle operator’s license will be accepted during the application process.

Education: Possession of a bachelor's degree from an accredited college or university with a major in business administration, public administration, purchasing, marketing or a closely related field.

Experience: Four (4) years of progressively responsible experience in purchasing a variety of supplies, materials, services and equipment, with at least two (2) years in a supervisory position.

Certification:

Possession of one of the following professional certifications or equivalent—Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), Certified Professional in Supply Management (CPSM).

Education Substitution: Additional qualifying experience of the type noted above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years; no substitution for the two (2) years in a supervisory position or the certification requirement.

THE DEPARTMENT The Public Works Mission is to deliver cost effective, safe, reliable and sustainable projects, programs and quality services with a focus on our communities and to provide support services that are competitive, attentive, responsive, efficient and safe to enable County Departments to provide high quality services to the public. The Public Works Department is organized to provide both external services directly to the public and internal County services that ensure other County departments have the necessary facilities, workspaces, services and vehicles to accomplish their business objectives. Public Services The Public Works Department Transportation Program includes traffic operations, maintenance and a capital improvement and preservation program for 666 miles of roads, 90 signalized intersections and 115 bridges. The Flood Control and Water Conservation District is managed under the Public Works Department. The District is responsible for 75 miles of stream channels and 30 detention basins. The District develops and implements necessary drainage systems and plans for regional drainage improvements. The Land Development Program reviews development applications and improvement plans and ensures development conditions of approval are met. The Department manages several special districts including landscaping, lighting, recreation and park districts and one small water district. The Special District’s Program coordinates and administers infrastructure improvements specific to each district. The Public Works Department oversees the operations of two airports, Buchanan Field and Byron Airport. They are used for corporate, business, and recreation travel. The airports operate as an enterprise system and generate revenues to support the operations through rents and fees. Internal County Services The Public Works Department is responsible for the County’s real estate assets and provides: Architectural services and project management for County departments in minor and major remodels as well as the development of new buildings; Facilities maintenance, security, energy management, grounds and custodial services for County buildings; and Real estate services in property management, leasing and acquisition to support the business and operational needs of County departments and the capital improvement program. The Department provides for the maintenance, repair and fueling of an inventory of 1600 county vehicles and equipment including alternative-fueled vehicles. The Department conducts procurement for goods and services required for County departments and special districts. The Department coordinates the disposal of surplus items and provides recycling services for all County departments. Public Works has a full service print shop and provides printing, graphic design, fast copy, messenger transfer of inter-office mail, U.S. mail pick-up and metering, post office delivery and envelope inserting for large mailings. The Department is an accredited public works agency by the American Public Works Association (APWA). THE POSITION Reporting to a Deputy Public Works Director, the Procurement Services Manager—Exempt is responsible for the planning, organization, development, management, evaluation and coordination of the County’s centralized purchasing activities. Serving as the principal public purchasing official of County supplies, equipment and services, formulates and executes strategic procurement plans; develops and implements cost effective purchasing programs; prepares orders for Board of Supervisors’ approval; prepares and revises complex contracts, contract amendments, bid documents and purchase orders; continuously generates, reviews, and makes necessary modifications to polices and procedures governing procurement; administers lease purchase contracts for equipment including securing third-party funding; prepares specifications for bid packages, analyzes responses and makes awards to bidders for County and special district purchases; and develops and implements ongoing training for professional and clerical staff in the Division and user training for departments.

THE COMPENSATION The annual base salary for this position is from $98,148—$119,299 with a scheduled 3% COLA in July, 2020. Appointment will be made depending on the qualifications of the selected candidate.

In addition to the base salary, the County offers a comprehensive benefits package that includes but is not limited to:

Retirement – The County pays the employer contribution to CCCERA, a 1937 Act defined benefit retirement plan, which is

reciprocal with other 1937 Act county retirement systems, CalPERS and systems with CalPERS reciprocity. Employee

contributions are based on age at date of hire with the County or another employer with a reciprocal retirement system.

Social Security – the County participates in Social Security and Medicare.

Medical Insurance – A variety of medical and dental plans are offered.

Life Insurance – County program is provided, employee may subscribe to a voluntary supplemental program.

Long Term Disability – County paid program available.

Vacation Leave – Initial monthly accrual rate is 10 hours, up to maximum accumulation of 240 hours.

Sick Leave – Monthly accrual is 8 hours.

Annual Management Administrative Leave – 94 non-accruable leave hours are credited each January 1st (prorated for

those hired after January 1st).

Personal Holiday Credit – Accrual of 2 hours each month, up to 40 hours.

Holidays—10 holidays per year.

Professional Development Reimbursement – Eligible for reimbursement of $625 each 2-year period for qualifying

expenses.

Deferred Compensation Plan – County contributes $85, plus an additional $150, per month upon qualifying employee

contributions.

This position is exempt from the Contra Costa County Merit System.
