SECTION-II Instruction for Submission of Tender document SUBMISSION OF TENDERS-

1. The tender document duly completed should be submitted in two separate parts.

The first part should be sealed in the a separate envelope duly superscripted as

"Technical Bid".

2. The second part will consist of "Financial Bid" respectively and both sealed cover are

to be put in a big envelope which should be sealed and duly superscripted as 11

SECTION-Ill

TERMS & CONDITIONS GOVERNING THE TENDER

1. The contract shall be valid for a period of two years f rom the date of commencement of

Contract. However contract period may be extended for further one year or t i ll the new

contract is finalized whichever is earlier.

2. The Delivery Period: The successful bidder w ill have to supply the items to this office on the

same day from the date of issue of purchase ord er.

3. PAYMENT TERMS: All work shall be done on CREDIT BASIS. Bills wi ll be submitted on ly after

the completion of work/job order, du ly verified by the branch heads/ officials. Pa yment of

these submitted bills will be made after minim um period of 30 to 45 days

4. EARNEST MONEY DEPOSIT: Rs. 5,000/- (Rs. Five thousand only) towards Earnest Money

Deposit in form of " Demand Draft in favour of Managing Director, PUNGRAIN payable at

Chandigarh.

5. If the successful bidder fai ls to fulfill his ob ligat ions under the present RC i.e., non­

adherence to terms & Condition s, Department may blacklist the firm. In such events, the

contract will stand terminated and EMD of such firm shall be forfe ited to Department.

6. The tendering firms are requested to enclose a copy of their val id certificate of GST No.,

Permanent Account Number, and complete address w ith their tender. In the absence of

these documents, the tender shall be summarily rejected.

7. All the f irms participating in t he tender must submit a list of their owner(s)/Partn ers name

along with t heir contact numbers and a certif icate/ undertaking to the effect that t he firm is

neither blacklisted by any Government Department nor any crimina l case is registered

against the fi rm.

8. MD PUNGRAIN reserves all the righ t to terminate the Contract at any t ime without assigning

any reason/ not ice.

9. In the event of any dispute related to the interpretation or rights or liabilit ies arising out of

this Agreement, the same shall, at first instance, be amicab ly settled between the pa rties. If

any dispute is not settled amicably, t he same shall be referred to the so le Arbitrator i.e.

Managing Director, PUNGRAIN or any other person appointed by him.The award given by

the Arbit ra tor shall be fina l and binding upon both t he parties.

11. FINANCIAL BID:

The Schedule of Rates given at Annexure V duly filled in and signed by the tenderer, sha ll be

submitted in the " Financial Bid". A bidder is required to quote for all the items in full as given

in SOR.

12. EVALUATION CRITERIA:

a) Contract shall be awarded to the firm(s) offering the lowest/net bundled price (schedule

wise) and not w ith reference to the lowest prices quoted for the sub-items.

b) In case two f irms of fering the lowest evaluated prices (Category wise), then only item­

wise rate will be evaluated for those firms and the contract wi ll be awarded to the two

firms item wise on L1 basis.
