Raw material base (1/3)

Rajasthan has a wide range of climate varying from extremely arid to humid.

Its nine10 agro-climatic zones11 are suitable for wide variety of cereals, fruits, vegetables and a large number of livestock. Major districts falling under each of the nine agro-climatic zone are as follows:

Wheat, Bajra (pearl millet), and Maize are the major crops produced in Rajasthan. It produces a large variety of

spices and is the largest producer of Psyllium, Cluster bean, Fenugreek, cumin, mustard, pearl millet, moth

bean and Coriander. Rajasthan has 10% of the total livestock in India and is the second largest producer of milk

in India.

Rajasthan’s economy is primarily agricultural and rural. Agriculture contributes 26% of gross value added in the state. The diversity of land, soil and climate makes the State distinctly different in India.

Rajasthan accounts for 70% of the total arid and semi-arid zone in India and these arid zones are concentrated mostly in the western part of the state. Animal husbandry is the major economic activity contributing about 11% of the State's net Gross Domestic Product.

The predominantly arid and semi-arid climate make its agriculture and horticulture profile unique in composition of produces and an attractive base for food processing industry.

Agricultural marketing (1/2)

Rajasthan has the following marketing infrastructure in the state: Agri-Export Zones: Total of 2 Agri Export Zones, with focus on spices, have been

identified by the State Government, five districts for coriander (Kota, Baran, Jhalawar,

Bundi and Chittorgarh) and five for cumin (Barmer, Jalore, Jodhpur, Nagaur and Pali)

141 main market yards and 315 sub market yards, 4 big pack houses, 5 small pack

houses and 7 cold storages are in operation and one walk-in cooling chamber at Jaipur

Airport.

Kisan Bhawan (Farmer's Facilitation House) at 7 divisional headquarters and all district

headquarters. These are operational as lodging facilities for farmers to stay while coming

to the market.

Mustard Research Centre, Bharatpur

8 AGMARK (a certification mark embossed on agricultural products in India) laboratories

for grading of the produce.

Food Processing Units: About 10,000 units are operational in the micro and small scale

sector and approximately 75 units in the medium and large scale sector.

Agricultural marketing (2/2)

Status of Logistics and warehousing facilities in the State: Rajasthan State Warehousing Corporation (RSWC) is operating 89 warehouses

with a total storage capacity of 7.88 Lakh* MT Central Warehousing Corporation (CWC) has a current storage capacity of

approximately 4.29 Lakh* MT in the state The total storage capacity under Food Corporation of India (owned and hired) in

Rajasthan is 25.89 Lakh* MT - out of this 3.00 Lakh* MT was hired from CWCand 6.45 Lakh* MT from RSWC

Cold Storages: The state has approximately 150-160 cold storages with a totalcapacity of 2.55 Lakh* MT. .

Marketing Reforms in Rajasthan to ease procurement of raw materials14:

Contract Farming: Allow contract farming for fruits, vegetables, medicine plants,barley, maize and aromatic plants.

E-Commerce: Permit the setting up of private sub e-markets. Direct Purchase: The state has allowed to remove all restrictions on direct purchase

of agriculture and horticulture products produced in the State by the agro-processingenterprises

Market Fee: The market fee on fruits and vegetables has been exempted and tradeoutside yard is free.

Private Market Yard: Private sector can establish market yards to enhance suppliesto industries.

RAJASTHAN STATE INDUSTRIAL POLICY, 2017

Rajasthan Agro-Processing and Agri-Marketing Promotion Policy – 2015

Food Processing sector has been accorded the status of a Thrust Sectorunder the Rajasthan Investment Promotion Scheme, 2014 (RIPS 2014) andhigher incentives and exemptions will now be available under RIPS 2014 tothe units in this sector.

Rajasthan.

New industries in focus districts of Rajasthan have been exempted from income tax. New Industries in Category "A" will get cent per cent exemption for the first five assessment years; and for the next five assessment years, 25 per cent exemption. It will be 30 per cent in the case of companies. While the new industries in Category "B" districts will get a cent per cent exemption for three assessment years; and for the next five assessment years 25 per cent exemption; but 30 per cent in case of companies.

Package On Incentives For

Projects Set Up At Growth

Centres • Interest rebate on land allotment: The present rate of interest of

allotment of land on deferred payment basis is 15% p.a.• Production Incentive: Production incentive to units located in the

growth centres• Increase in Moratorium Period: The moratorium period on payment

of principal amount may be increased from one and a half years totwo years for the projects in growth centre area.

• Equity Participation: For projects having total cost of Rs.5.00 croresand above, RIICO may consider equity participation of 10% limited toRs.1.00 crore, depending upon the merit of the project.

Single Window Clearances The State Government having amended the ‘Rules of Business’ has created three empowered committees to provide all desired clearances in one go. Single application form has been designed for availing the clearances.

Land Conversion Simplified Provision has been made for automatic conversion of land in rural areas upto 5 hectares. If nothing has been heard within 30 days of filing the application complete in all respects from Authority competent for land conversion, the land shall be deemed to have been converted and concerned GM, D.I.C. shall issue a certificate to this effect. Accordingly Tehsildar/Gram Panchayats shall make necessary entries in the land record within 7 days.

Investments

Foreign Direct and NRI Investments will continue to be welcomed in high-technology areas and infrastructure. Priority in allotment of residential houses in new schemes to NRIs by Rajasthan Housing Board, Jaipur Development Authority and Urban Improvement Trusts, in case they set up industrial projects in the State.

Power New industrial units having connected load not more than 300 KVA, are exempted from power cut to the extent feasible.

100% EOUs the investment of which is more than Rs.10 crores are 100% exempted from power cuts.

Units set up in EPIP/Export Zone/IT Park are exempted from power cuts.

Interest Rebate/Subsidy The ceiling of subsidy amount increased from the present INR15 lacs.to INR20 lacs. Thus subsidy will now be paid at the rate of 20% of eligible fixed capital investment, subject to a maximum of INR20 lacs
