Local Economic development was the conceern of our administration from my election as Mayor. Further, it is

expected that agricultural business shall be sustainable particularly in rural areas.

On the next years shall be prioritized the promotion of foreign and local investment on local and international markets to generate a critical amount of investments and business opportunities focused on small and medium size enterprises (SMEs). Such initiatives are designed to create new jobs that fi nally would contribute for an improved living standard in the municipality in general and in rural areas in particular.

We will also support redrafting midterm development plans and the action plan aligned with the economic development in the central level, that refl ect policies that need to be followed for sustainable economic development.

Based on the action plan of the administration, we shall be commited on the following:

1. Create employment opportunities

2. Enhance growth of SMEs

3. Undertake actions to support extension and modernization

4. Provide support to villlages

5. Enhance productivity in agriculture through modernization

6. Support Information and Communication Technology

7. Draf the plan on effi cient management of environment

8. Extend markets

9. Reduce the high cost of doing busines and of living etc.

We will also support drafting a list of priority areas for investment aimed to meet the needs of the business community to adequately face the objectives of the new world market. Some areas have an extended coverage in order to respond to the challenges of globalization within the multiparty market system dominated by free competition and investors shall feel safe to make benefi tial invesment for their country and business.

Foreword by the Mayor

Kosovo Southeast Europe, in the heart of the Balkans, time zone GMT+1.

Part of the Central Europe agreement on free trade (CEFTA).

Geostrategic position: in the crossroads of European corridors 7 and 10 – main route between Europe and Asia.

Four neighboring countries: Albania, Macedonia, Montenegro and Serbia.

Territory: 10,887 km2 – encircled by mountains and divided into two sub-regions with similar size, population and terrain.

Soft continental climate, with average temperatures in January of -5oC and 24oC in June with favorable downfall.

Kosovo has favorable business conditions in the region. Based on the business report indicators of the World Bank, the government of Kosovo has undertaken fundamental reform initiatives for the improvement of the business environment, specifi cally the government has:

Removed the business license requirement;

Has reduced the required documentation for export-import;

Has removed the tax for all business registrations;

Has removed the requirement for depositing the foundation capital for companies with limited liability;

Has increased investor protection;

The territory of the municipality of Malishevë is known as Llapushë. The antiquity of Malishevë is proven by the Illyrian

tomb that is found in the center of Malishevë, evidence that leads one to understand that it was an early Illyrian settlement as well as Banja which is located along the Mirusha River.

The municipality of Malishevë is situated on the central part of Kosovo and is encircled by the Berisha Mountains in the eastern part and the Zatriq Peak in the Western part, while the territory

of Malishevë Municipality has a surface area of 306 m2, with a population density of 212 inhabitants per 1 km2, and boarders with the following municipalities, Drenas in the east, Suhareka in the south, Rahovec in the West and Skenderaj and Klina in the north.

The municipality of Malishevë has 16 territorial community units and 46 settlements [villages] and 8,600 houses. The number of inhabitants according to the recent census of 2011 is 70,000, including those that have emigrated, while the number of those residing is 57,000 inhabitants. The main settlement is Malisheva with around 5,000 inhabitants, followed by Banja, Kijeva, etc.

Its position in the center of Kosovo and its suitable terrain confi guration enables Malishevë to have communication with all the other small and large centers, as the center of Malishevë is at the crossroadz that lead to all other centers like Prishtina, Prizren, Peja, Gjakova, Ferizaj, etc.

The land surface of Malisheva municipality is very favorable for Agriculture as it has quite fertile land categorized in all the classes. The land area of Malishevë municipality has the following approximate ratios, arable land with a surface area of about 11,600 ha and about 14,800 of mountains and meadows, while the majority of these surfaces related to agricultural land are in private ownership, about 85%, whilst 7,200ha of forest are public property and another 7,800 belong to the private sector.

7Transport and Public Services

Malishevë has now access to the Durrës-Prishitina Highway, as this Highway passes through the northern part of Malishevë,

2-3 km from the center of Malishevë.

Malishevë is at the crossroads of regional roads, as the ‘magistral’ (regional) roads pass through the center of Malisheve, namely Prishtina-Rahovec-Gjakova – Magistral Road Peja-Kijeve-Malisheve-Duhel-Suhareke-Prizren, whilst the distance to these centers is around 25-40 km.

Malishevë has access to the Prishtina airport at a distance of about 35 km, and to the Tirana airport at a distance of about 220 km.

In railroads aspect Malisheve has access in Xërxë at a distance of 17km.

On seaports it has access to the Port of Durres and that of Shengjin, where the construction of the Highway Prishtina-Durrës has reduced the travel time to these sea ports from 9-10 hours as was the required time to reach the Port, to now only 2-3 hours, meaning that conditions have been created for the development of business in all the aspects of life.

By comparing the roads of Malishevë to the conditions immediately after the war, there was only 30-40 km of asphalted roads, specifi cally the regional roads, whilst in settlements there were only few or none. Today Malishevë has made a lot of progress in this regard as about 75% of the settlements are now

connected with asphalted roads, sewage networks and modern water supply systems which have improved the quality of life of the citizens of Malishevë in general.

Malishevë immediately after its establishment as a Municipality has created Enterprises that deal with collection and management of solid waste and maintenance of the water supply and sewage systems. Today the regional company “Ekoregjioni” operates here with its unit “Lumi” in Malishevë, which has expanded its system of maintenance and collection of solid waste in 65% of the villages.

8 Municipal Administration

The local government in Malishevë is comprised of two bodies: the Municipal Assembly (legislative body) which is the highest

local government institution comprised of plenary and permanent commissions, and the Municipality, the executive body, comprised of the Mayor, municipal directors and staff.

The Mayor of the Municipality is the highest executive authority in the municipality and is elected directly by votes of the population for a four-year mandate, which means that the local elections are organized every four years according to the legislative framework.

The Municipal Administration is organized quite well in Malishevë, where all the necessary services for the citizens of Malishevë and for others are provided. Previously these were spread out into the larger center [territorial community units], but now they are concentrated in one place and have better conditions, like information offi ces, etc. In a word we take full responsibility for services for our citizens.

One of the most important institutions which operate in our municipality is the economic development offi ce. The offi ce is equipped with trained and proactive staff, which provides full support for business and economic development in the

municipality, starting from business registration services and up to full support for investors.

The administration pays particular attention to effi ciency. All the requests of the business community are processed swiftly and with particular attention in order to fulfi ll all of their needs. By seeing the need to create an improved business environment, the municipality has undertaken an initiative to provide particular attention to attracting investment through the provision of different opportunities, in other words by reducing taxes, with incentives and other preferential benefi ts for investment.

With the review of the law on awarding municipal real-estate for utilization, the Municipality has the right to award the property it owns in order to stimulate economic growth. In this context, the Municipality has recently identifi ed 1,526 parcels of municipal property with an average size of 1.12 ha which it could award for utilization for a period of 99 years. In line with this opportunity, the process of awarding municipal property has been simplifi ed through organizing an auction. These elements create a favorable environment for the attraction and implementation of investments – by having the Municipality as a trusted partner throughout the whole process and in your business activities..

9Business registration procedures

I t is considered that 878 businesses operate profi tmaking activities in the municipality of Malishevë. Businesses have been

provided with many administrative reliefs in our municipalities in order to initiate business, as since June of 2011 all the procedures related to business registration are carried out in the municipal Offi ce for Business Registration. This work was done earlier by the MTI in Prishtina, while since October of last year businesses are exempt from being required to have a business license which had to be obtained every year. Additionally, also the municipal taxes for operating the business are not high, where the minimum business operation tax is 50 Euro and the highest is 1,200 Euro. The largest businesses in our Municipality are:

AgricultureBased on the arable land area, climate conditions and other elements that are related to agriculture production and the structure of the population, our Municipality has potential and tradition in development of agriculture. Agriculture is the main business activity of inhabitants in our municipality, while the main sectors of production of this branch are white cereals like wheat which covers the majority of the arable land with above 3,800ha, corn with 2500ha, barley, oat, etc.

Animal farmingIs one of the sectors of this branch which is developing signifi cantly, as today the animal farmers of Malishevë have passed the emergency phase in which they bred primitive breeds with low production capacity, with 3-4 liters of milk a day, while today Malishevë has more than 5,000 cows of superior breeds with a production capacity of milk from 15-25 liters a day. This fi eld of agriculture in Malishevë municipality has had an effect on reducing unemployment. Already in the municipality of Malishevë there are more than 30-35 cow farms running with 2-4 employees, while the number of cows per farm is from 18 to 45, whilst another activity is also the breeding of goats. Additionally, in the municipality of Malishevë there about 3,200 milk sheep and 2,500 goats.

Plantation farmingDuring the recent years there has been an interest in Malishevë also to grow the areas with fruit plantations of mainly apples and plums. Various subsides from the MAFRD have had a considerable effect in the growth of these areas. Only in the two recent years there were about 20ha area with apples developed, which considered per year represents a satisfactory level of growth.

Vineyard farmingBefore 1990 Malishevë was proud of the areas cultivating grapes and table wine, as it had the NTP “Mirusha” company operating an area of 1320 ha with more than 700 workers. Today the socially owned sector has not got a single hectare, whilst the private sector has 52 hectares in Bellanice, Astrazub, Goriq, Carralluk, etc.

11Quality of life

Malishevë is a center for economics, education, and culture and is a sports center. The Municipality has

invested considerably in the improvement of the quality of life of its citizens. Therefore, there are more opportunities for recreational activities and entertainment in the city and the surrounding areas. Additionally, there are many annual activities

which the Municipality organizes or is an active participant. In the municipality of Malishevë the quality of life has improved signifi cantly since the end of the war. Such an improvement in the quality of life has been affected from the improved infrastructure and roads, quality of public services, and the improved environment in the villages.
