Victoria produces over 30 per cent of Australia’s food, and its manufacturing utilises state-of-the-art technological advancements, high quality food safety systems, and a skilled workforce. Victoria has a proven track record of success in attracting international investors, such as Mondelez, to establish themselves in the Victorian food processing sector.

Agriculture has been a major contributor to the Victorian economy since the 1800’s. Victoria currently accounts for approximately one quarter of Australia’s value of agriculture and its agriculture and food product exports. The State produces a diverse range of produce including meat, grains, fruit & vegetables and dairy products.

Well-connected to domestic and international markets

Australia has preferential access to Asia’s largest markets and has Free Trade Agreements (FTAs) with China, Japan, Korea, Malaysia, Chile, New Zealand, the United States, Singapore and Thailand. World-class infrastructure

Victoria is a compact state, meaning production areas are accessible to freight, processing and export infrastructure. The Government is continually investing in new infrastructure and improved technology. Average annual infrastructure investment over the next four years will be 50 per cent higher than the previous decade.

Cutting edge research

Victoria leads Australian research, development and extension (RD&E) in agriculture and food processing. Victoria’s capital city, Melbourne, has the lowest location costs for RD&E in Australia. The state has a critical mass of cutting-edge facilities, such as the Centre for AgriBioScience, DairyBio, the Grains Innovation Park, and CSIRO’s Food Innovation Centre. Victoria accounts for approximately 40 per cent of Australia’s food processing RD&E, and there is extensive collaboration between government and industry. The Victorian Government is a major investor in RD&E for agriculture and food processing.

Great talent

Victoria has more students graduating from agricultural and environmental studies than any other Australian state. This provides a strong suite of skills and talent for the state’s agriculture and food processing sector. Victoria also has the highest ranked university (University of Melbourne) and the largest university (Monash University).

Victoria is a strong performer in agriculture and food processing.Victoria’s agricultural industries cover a land area of over 10.6 million hectares. The state’s agriculture industry generates over $13.08 billion in gross value, as of 2016. This is approximately one-quarter of Australia’s total gross value of agricultural production. Victoria also has Australia’s largest food manufacturing industry, with a gross value of $38.1 billion per year.

World-class research, development and extension capabilitiesThe state’s capital city, Melbourne, has the most attractive location costs for RD&E in Australia. Victoria accounts for approximately 40 per cent of Australia’s agriculture processing research, development and extension (RD&E). The Victorian Government is a major investor in agricultural RD&E and innovation. Victoria accounts for almost one-third of national private sector agricultural RD&E spend, valued at $170 million. These factors drive Victoria’s internationally-recognised research and innovation organisations, such as CSIRO’s Agriculture, Food and Health Sciences Division and DairyBio.

Excellent connections to local and international marketsVictoria is home to Australia’s fastest- growing capital city, Melbourne, and has quality freight and logistics infrastructure to move produce to other states and internationally. Victoria accounts for 35 per cent of the national freight task and is home to Australia’s largest curfew-free airport and container port. Farming regions and freight hubs are accessible to markets and export infrastructure. As a well-connected state, with preferential access to Asia’s largest markets through its FTAs with China, Japan and elsewhere, Victoria’s competitive advantage in supplying the world is assured.

A reputation for excellenceVictoria is internationally recognised for its quality, safety and clean and green production. Stringent regulatory procedures and a focus on environmental sustainability ensure high quality produce. For business, Victoria has a reputation for a world-class agricultural sector, solid government and industry partnerships and a leading financial and professional services sector. As such, Victoria has attracted investments from world leading global food companies such as Nestle (Switzerland), Unilever (UK) and Heinz (USA). The State has very competitive business costs, with lower costs than NSW and QLD and Australia’s second lowest payroll tax.

A great climate and environmentVictoria has a moderate yet diverse climate ideal for many different agricultural sectors. The state records Australia’s second highest average annual rainfall, has diverse soil types and quality pastures for livestock. Victoria’s agricultural industries have secure access to clean water and a low incidence of pests and disease, underpinned by world-renowned biosecurity controls.

Strong technology growthVictoria has a high performing technology sector, estimated to be worth $34.8 billion.2 Industry and universities are engaged in technology related collaboration and businesses are adopting cutting edge agricultural technologies. Investment in new technologies is supported by Government investment and a growing network of angel and seed investors.

A skilled metropolitan and regional workforceVictoria has a highly-skilled workforce with deep specialisations and an industry focus. The capital city, Melbourne, produces more graduates in agricultural science, environmental science and life science than any other Australian city. Employment in agriculture and food processing already accounts for over 5 per cent of total employment in Victoria, more than half of which is located in regional and rural communities, where agriculture and food processing accounts for approximately one in six jobs.

Food processing• Victoria is Australia’s major food processor,

producing around 30 per cent of Australia’s processed food and exporting nearly a third of the country’s food.

• Victoria produces around $38.1 billion worth of processed food per year.

• According to IBM, Victoria is the best quality location in the Asia Pacific for advanced food and beverage processing.

• The state boasts the country’s most efficient container port and high food safety standards and quality.

Dairy• Victoria is Australia’s largest dairy producing

and exporting state (by volume and value).

• Victoria produces 62 per cent of Australia’s milk equal to over $2.6 billion (2015-2016).

• The Victorian sector’s dairy exports account for 80 per cent of Australia’s dairy exports, worth around $1.8 billion (2016-17).

• Processed dairy products account for around $7.7 billion of the Victorian food processing sector.

Sheep and beef • The beef industry is Victoria’s second largest

agricultural industry behind dairy, with a gross value of agricultural production of around $2.2 billion.

• Sheep and beef are two of Victoria’s most valuable export commodities, valued at around $2.3 billion.

• The sheep industry (meat and wool) has a gross value of agricultural production of around $2.0 billion.

• Combined the two industries make up one third of Victoria’s gross value of agricultural products.

• Processed beef and sheep products account for around $3.1 billion of Victoria’s food processing.

Victoria is Australia’s largest producer of processed foods, and accounts for almost a third of Australia’s food and fibre exports.

Other livestock• The total value of other livestock in Victoria,

including pig, goat, poultry and eggs, is approximately $1.3 billion.

• Victoria is the world’s largest exporter of goat meat, mostly to the United States.

• Poultry and egg production is mostly for domestic consumption, representing around 25-30 per cent of the national egg chicken flock.

• Processed other livestock products account for around $2.3 billion of Victoria’s food processing.

barley, canola, oats and lentils.

Horticulture• The horticulture industry produces a gross value

of $3.1 billion dollars.

• Victoria is Australia’s second largest vegetable producer by value and accounts for around 50 per cent of Australia’s horticulture exports.

• Victoria is a major producer of many Australian fruit and nuts, as well as grapes for wine production and table grapes. The combined value equals around $1.7 billion (2015-16).

• The industry is composed of around 3500 businesses and exports to large markets such as the United States and India.

• The gross value of horticulture processing in Victoria was $5.5 billion in 2015-16.

Victoria is a major exporter

• Victoria’s largest food and fibre export is meat, including sheep meat and beef, valued at just over $2.45 billion.

• Victoria’s second largest food and fibre export is animal fibre, with wool exports accounting for over 98% of this total, at $1.84 billion. Excellent seasonal conditions along with high wool prices contributed to the increase in export values.

• Victoria’s third largest food and fibre export is grain. Victoria has experienced significant growth in grain exports over the last year, growing 87% to export $1.81 billion in 2016-17. The majority of this increase can be attributed to wheat exports growing 54% to $802 million.

Victoria exported $12.8 billion worth of food and fibre exports in 2016-17.

A strong outlook for Victoria exports• Victoria continues to be Australia’s largest food

and fibre exporter, accounting for 25% of Australian food and fibre exports, increasing 6% in value since 2015-16. The strength of exports in this industry underpins Victoria’s export sector in general.

• Key export regions, such as North Asia and South-East Asia, continue to grow strongly for food and fibre.

• Other highlights include record purchases of sheep meat by the USA, UAE and China and continued horticulture export growth, with table grapes and almond exports making up 63% of all horticultural exports from Victoria.

Victoria’s future growth opportunities

There is a range of growth sectors• Victoria’s agricultural industries with high growth

potential include dairy, beef, pigs, poultry and sheep meat, eggs and oilseeds.2 These are the sectors where global demand growth is best met by Victoria’s competitive advantage. In other words, these are the agriculture sectors where the world most wants what Victoria is good at producing.

• The chart below highlights the current size of each agriculture sector (by the size of the bubble), the level of competitive advantage for each sector in Victoria (horizontal axis), and the opportunity for future growth based on long-term trends impacting domestic and global demand (vertical axis).

• Victoria has ideal climate, skilled workforce and a reputation for high quality products. These factors contribute to the region’s strong competitive advantages in the production of grains and dairy, and provide the region with a strong platform to consolidate its presence in these sectors (horizontal axis).

• The sectors with the strongest growth prospects (vertical axis) are aquaculture, beef, sheep meat, pigs and poultry, because they are well placed to meet key domestic and global demand factors, including demand for protein-rich foods, for quality-assured and secure supply, and for an increased aggregate demand for food and fibre.

• The existing super sectors (the largest bubbles) reflect historical and existing factors of advantage, and will inevitably continue to offer investment opportunities in the region.

environmental and social considerations, demanding more quality assured, green, ethical and traceable food. Victoria’s primary processors are well positioned to meet this growing demand.

Examples of major companies in Victoria

KagomeA Japanese tomato grower and processor with operations across the globe including offices and processing facilities in regional Victoria. Kagome Group bought a large tomato processor in 2010 and has since become Australia’s largest tomato processor. The company processes about 200,000 tonnes of locally grown tomatoes at its Echuca headquarters each year, supplying 45 per cent of the processed tomatoes consumed in Australia. It also exports to Asia, primarily Japan, Thailand and Indonesia.

Tyrrells In 2015, Tyrrells Crisps purchased Yarra Valley Snack Foods, Lilydale, Victoria to establish a manufacturing base for the domestic and Asian markets. The company has a strong share in the Australian snack food processing market and its decision is an endorsement of Victoria’s credentials as a clean, green and safe manufacturer, and exporter of premium quality food and beverages.

ChobaniThe Chobani brand is one of the fastest growing yoghurt brands in Australia, with over 20 percent market share in the Australian yoghurt retail category. To bring operations to Australia, in 2011 Chobani invested more than $40 million in a production facility in Dandenong South, Victoria. Chobani also produces the Gippsland Dairy brand, and industrial cream products.

Ararat Meat ExportsArarat Meat Exports is a Victorian-based meat exporter that sells high quality sheep and lamb products to countries including Russia, Algeria, Saudi Arabia, Libya, Iraq, Kuwait, the United Arab Emirates, Mexico, the Caribbean, South Africa, Malaysia, China, Taiwan, Korea and Singapore. The company processes around one million sheep per annum, and is Halal accredited to ensure its access to the Middle East and other export destinations with large Muslim populations.

GrainCorp LimitedGrainCorp is an international company with operations in Australia, USA, UK, Canada, Germany, China, Singapore and New Zealand. Within Victoria, the company operates six edible oil facilities, two malt facilities, and around 50 grain storage and logistics facilities. GrainCorp is now one of the largest malt producers in the world.

Government – committed to agriculture and food processing in Victoria

Digital agricultureThe Victorian Government will spend $45 million enhancing the state’s digital connectivity and developing digital agriculture. The Federal Government is spending over $45 billion developing Australia’s broadband network, including satellite, fixed wireless and fixed line services for regional areas.

Road and RailThe Victorian Government has committed over $40 billion to road and rail projects statewide. The latest commitments include $941 million for regional roads and over $850 million for regional rail, including $220 million for the Murray Basin freight rail project. Federal Government commitments include $8.4 billion to build an inland railway linking Melbourne and Brisbane.

WaterAustralian governments have invested over $13 billion to improve water management in the Murray Darling Basin. Major irrigation projects in Victoria include the $2 billion Goulburn Murray Connections Project; $120 million Sunraysia Modernisation Project; and $60 million Macalister Irrigation District Phase 1b, plus $15 million for Bacchus Marsh and Werribee. Commitments for stock and domestic water include $40 million for South West Loddon; $32 million for East Grampians, and $10 million for the Mitiamo district.

Agriculture and Infrastructure Jobs Fund The $200 million Agriculture Infrastructure and Jobs Fund invests in enabling economic infrastructure along agriculture supply chains and on-farm programs to boost productivity, increase exports and reduce costs, so Victorian farmers, businesses and industries can stay competitive. It also supports them to better position their businesses to capture market opportunities and manage risk.
