49 CFR requires an organized and documented work flow plan which should be driven down to individual devices or tags for the greatest clarity and contextualization. Field personnel are an important part of any operator’s program of safety and maintenance. But with personnel miles away from control centers, remote telemetry and standardized instructions across the organization are almost mandatory to ensure the security required in 49 CFR. Our embedded training system provides operators with the ability to review setups that are “periodically, but infrequently used, providing an opportunity for controllers to review relevant procedures in advance of their applications.”

LIQUID AND GAS PIPELINE SCADA COMPONENTS49 CFR parts 195.446 and 192.631 call out very specific requirements for each operator of a pipeline monitoring and controlling all or part of a pipeline facility through a SCADA system:

SCADAOur Invensys Liquid and Gas SCADA Pipeline System is built within a singular environment we call Wonderware System Platform. The base application within System Platform is our Wonderware SCADA software system. Wonderware SCADA software consists of engineering tools, HMI and a centralized database. But in addition to these fundamental requirements Invensys has added features to our award winning system to create a fit-for-purpose SCADA system. Alarm banners, faceplates, specialized control tools, customized application objects and more have been embedded to create an environment that SCADA engineers and Control Room Operators will find to be the most efficient in the world. Invensys has succeeded in creating a real-time business environment within System Platform to support users who need to meet every element of 49 CFR 195.446, 49 CFR 192.631, API 1165 and API 1168.

SCADA USER INTERFACEThe SCADA user interface must be designed for contextualization and must have specific features for ease of operator use. Hierarchical display is a critical element and Wonderware SCADA meets the requirements for navigating back and forth through the model: Pipeline overview map; Operational overview of single pipeline; Station displays and Detail displays. Advanced graphic attribute manipulation enables extremely powerful and precise control hot spots and poke points via built-in animation or scripting of an incredible range of graphic attributes including transparency, smooth shading, fill style, line style, orientation, size, position and visibility, enabling engineers to exercise their imagination and creativity to represent automation environments with style, utility and efficiency.

The SCADA user interface portion of the Invensys Pipeline Solution is based on the award winning Wonderware InTouch product which extends client support for capabilities such as: • Multiple client interfaces [i.e., Thick Client, Terminal Services Edition (TSE) or Web Client] • Information Analysis and Reporting • Automatic data retrieval calculations • Reduction and aggregation methods • Security access across firewalls

Visualization can extend between one and typically four heads on a single workstation, depending on the graphic card chosen for the workstation. The cursor automatically moves from screen to screen, and windows can easily be dragged across screens as desired.

To maximize value and simplify the configuration and training, local panel computers extend the automation system to the remote stations. In essence, the remote station becomes a separate node with the security needed to enforce local activities. The savings and benefits of this kind of configuration are huge and affordable.

With today’s 2.3 million miles of pipeline network across North America it is expected that there will be multiple RTU devices, PLCs, historians, flow meters and many more devices. Invensys designed ArchestrA to be the most open control and enterprise system technology on the market today. Our software and device connectivity includes: • Easy information integration – With a global unified namespace, Wonderware System Platform provides a clear separation of application code from device communications management so that both can be easily managed and updated. It takes individual communication paths and makes them available globally for any application to use, allowing communications and device naming to be different for the same application and allowing re-use on any machine or application.

ALARM MANAGEMENTSystem Platform provides the common engineering and HMI environment to manage alarms and our specialized software provides the alarm management tools to develop a comprehensive alarm strategy. The re-design/re-engineering of alarm systems in Control Rooms is a responsible first step in responding to the increasing frequency of industrial incidents and addressing the billions of dollars these incidents cost annually. We work with customers to develop their philosophical strategy then apply our software to meet that strategy and conform to 49 CFR. Our alarm management software provides users with a closed loop solution for continual evaluation and modification of alarming strategies. Pipeline operators must adhere to the following:

49 CFR 195.4461 and 49 CFR 192.6312 (e) Alarm management. Each operator using a SCADA system must have a written alarm management plan to provide for effective controller response to alarms. An operator’s plan must include provisions to:

(1) Review SCADA safety-related alarm operations using a process that ensures alarms are accurate and support safe pipeline operations;

(2) Identify at least once each calendar month points affecting safety that have been taken off scan in the SCADA host, have had alarms inhibited, generated false alarms, or that have had forced or manual values for periods of time exceeding that required for associated maintenance or operating activities;

(3) Verify the correct safety-related alarm set-point values and alarm descriptions when associated field instruments are calibrated or changed and at least once each calendar year, but at intervals not to exceed 15 months;

(4) Review the alarm management plan required by this paragraph at least once each calendar year, but at intervals not exceeding 15 months, to determine the effectiveness of the plan;

(5) Monitor the content and volume of general activity being directed to and required of each controller at least once each calendar year, but at intervals not exceeding 15 months, that will assure controllers have sufficient time to analyze and react to incoming alarms; and

(6) Address deficiencies identified through the implementation of paragraphs (e)(1) through (e)(5) of this section.

BUSINESS PROCESS MANAGEMENTIn order to ensure quality and safe operations of a pipeline and any life-critical activities, consistent workflow procedures must be in place. What makes the job even harder is when those critical activities take place 24 hours a day. Shifts handover of the previous hour’s activities can make transfer of that information even more important. 49 CFR clearly recognizes the need to create strict processes to handle all control room activities and field activities funneled back to the control room. One section from the regulation defines the mandate to create those processes in a written and clear fashion.

Each operator must provide its controllers with the information, tools, processes and procedures necessary for the controllers to carry out the roles and responsibilities the operator has defined by performing each of the following:

An owner’s job can be made much simpler if those processes can be tied to specific devices in the field or specific actions inter-related to other processes or applications. Imagine if there were a tool that was embedded in the base level SCADA system that not only allowed owners and controllers to visualize those processes and activities but allowed the engineers designing those processes to create them just as easily as they create the logic for manual and automatic control functions.

ArchestrA Workflow can be embedded within the engineering tool set of Wonderware InTouch HMI.That means that ArchestrA Workflow is ready for immediate execution and like all of our other pipeline SCADA solutions it is integrated with our Historian, Web Server and Application Server in System Platform. And to preserve your capital investment it is version controlled in step with the primary Wonderware SCADA system, which ensures that as you manipulate your system over the years everything will continue to work together.

FIELD OPERATOR WORKFLOW TOOLSField personnel are key members of the owner and operator’s team and the regulation. 49 CFR mandates the following:

49 CFR 195.4461 and 49 CFR 192.6312 (f) Change management. Each operator must assure that changes that could affect control room operations are coordinated with the control room personnel by performing each of the following: (2) Require its field personnel to contact the control room when emergency conditions exist and when making field changes that affect control room operations.

IntelaTrac accelerates and sustains operational process improvements and is a key component of an effective Operations Management system. IntelaTrac is a suite of tools to assist operators, field engineers and supervisors to create inspection and regulatory procedures, assign, schedule and execute rounds and report back findings with assigned levels of criticality and severity.

49 CFR 192 also spells out many requirements for Operations, Integrity Management and Maintenance. IntelaTrac’s intelligent work process management capabilities offer significant productivity gains to operating companies by providing a system that empowers field workers with best practices while on their task routes, scheduling (including work load balancing), reporting and event recognition, alert handling and action validation to address this critical element of pipeline and terminal safety. IntelaTrac is the “gold standard” for executing and validating the execution of procedural best practices in the process industries.

As with all of the other solutions, for 49 CFR compliance our Wonderware IntelaTrac Mobile Solution can exchange data with Wonderware System Platform and deliver stranded asset data to a System Platform application or receive historical data for field viewable trends.

TRAINING SIMULATORS49 CFR mandates a training system for controllers that allows them to operate the system in all sorts of conditions and train their operators on communicating to other areas during emergency response conditions. 49 CFR requires:

49 CFR 195.4461 and 49 CFR 192.6312 (h) Training. Each operator must establish a controller training program and review the training program content to identify potential improvements at least once each calendar year, but at intervals not to exceed 15 months. An operator’s program must provide for training each controller to carry out the roles and responsibilities defined by the operator. In addition, the training program must include the following elements: (2) Use of a computerized simulator or non-computerized (tabletop) method for training controllers to recognize abnormal operating conditions;

Our simulator systems provide the required level of automated computerized training that operators have come to expect from our SimSci-Esscor and ESI offering. The training environment is conducted within the System Platform environment, offering yet another element of our completely cohesive and integrated system. Numerous applications can be simulated from simple tie-back control to more complex simulation activities. The trainee works directly on the SCADA system in the form of a console dedicated for training purposes. This offers the most realistic training environment since it includes all the SCADA specific features and alarm handling in the most realistic manner. PipelineManager is interfaced directly to this console typically via MODBUS interface which allows the instructor to set up pre-defined training scenarios or introduce changes and upsets on the fly and then observe the operator actions from behind the scenes. Our systems also provide simulation of the most complex batch, capacity optimization, leak detection simulation and tank management applications.

SHIFT HANDOVER, DOCUMENTATION AND AUDIT TRAILSThe integrated Web Application Framework, designed by our Houston oil and gas group, provides a specialized Web Portal that allows role-based collaboration among authorized users on a company’s intranet to add, change, or view information related to your actual operation or manage the audit trail of changes made to the SCADA system. It could be accessed using Internet Explorer and integrated directly into your Wonderware SCADA HMI. This Web Portal can be used by the authorized operator to immediately capture the lessons learned that will help with the operation of certain equipment according to 49 CFR 195.446 and 49 CFR 192.631 (g).

It also provides visibility of near-real-time operational data, online documentation tools, and processes that facilitate compliance with the Control Room Management rules. The system has an integrated Operations Logbook with a Shift Log per 49 CFR 195.446 and 49 CFR 192.631 (b)(4), and can be configured to email log entries and preconfigured reports.

The integrated Web Application Framework for our 49 CFR Control Room Management system allows users to manage numerous operations requirements:

• Online system documentation and field procedures managed at the station level: 49 CFR 195.446 and 49 CFR 192.631 (c)

• Field Equipment modifications and Point-To-Point verification between SCADA displays and field equipment • Storage of the SCADA HMI displays for audit-trail management: 49 CFR 195.446 and 49 CFR 192.631 (c)(2) • Manual operations plan. The Web Portal can maintain a local copy of an up-to-date plant. This is a useful tool in case of a network/communications failure: 49 CFR 195.446 and 49 CFR 192.631 (c)(3)

• Backup SCADA systems testing documentation and audit-trail: 49 CFR 195.446 and 49 CFR 192.631 (c)(4)

The Invensys SCADA Operation Management system includes the following tools in a Microsoft Windows secure web-based environment:
