Linton Panel MeetingTuesday 18th June 2013

1. IntroductionThe aim of the neighbourhood profile update is to inform quarterly consultation meetings between police and public to identify and prioritise issues of concern to local communities. The profile document includes police crime and incident information to help identify ongoing and emerging crime and anti-social behaviour issues, along with feedback provided by individuals and groups within each area gathered by a variety of means by the local policing team.

Based on the data within this document and contributions at the meeting, the chair will identify a number of priorities for the local policing team to progress and report back on.

2. Previous Priorities

ObjectiveDealing with Anti Social Behaviour on Green Spaces Across the neighbourhood

Action Taken

At the previous panel meeting concerns were raised about young people breaking into the MUGA in Fulbourn, some minor vandalism that had occurred in Church Lane and nearby in Balsham, graffiti along the footpath between the Nisa store in Capuchin Court and the enclosed children’s play area on the Foxglove Estate in Teversham. Added to this some of the young people who had responded to the questionnaire sent out via Linton Village College had indicated they did not always feel safe on the recreation ground in Linton.

We have concentrated on these areas with regular patrols by the PCSOs and their police officer colleagues when they are able. On the whole these patrols have been uneventful. Incidents worthy of note are recorded below:

Linton area

On the 5th of April we received a report of graffiti on the bus stop in High Street, Linton. PCSO Pulley went to examine this and found a smiley face painted on. There was no other damage. PCSO Pulley has been liaising with the Parish Council regarding this.

On the 20th of April 3 local males were found late at night in a car down Woodhall Lane in Balsham. There was a strong smell of cannabis in the vehicle so it was searched and herbal cannabis which had been concealed in the vehicle was found. One male took responsibility for the

cannabis and was cautioned for the offence.

On the 28th of April 2 PCs were patrolling late at night and came across a vehicle parked in the car park of Castle Camps Village Hall with a young male occupant. This is another location where we have had complaints about anti social behaviour in the past. Again there was a strong smell of cannabis and a search of the male was carried out. He had a small amount of cannabis on him and he too received a caution for this offence.

On the 2nd of June we received a call from a local resident on the High Street in Linton who was reporting a youth trying to damage his chain metal fence. He had chased the youth off before any damage was caused but thought the same youth had been swinging on tree branches on his property in October last year. He has described the youth and we have arranged to carry out regular visits to see if there are any further issues.

Fulbourn area

On the 29th of April we received 2 reports of youths throwing logs at rowers in the area of The Plough Pub in Fen Ditton. The youths were the City side of the river and it is suspected they were from the nearby travellers’ site. None were still present when police attended but PCSOs Hajredini and Coppard have been liaising with the local City PCSOs and are planning some joint patrols with the increased activity on the river in the next couple of weeks.

Whilst on an evening patrol PCSOs Hajredini and Coppard came across a vehicle parked up in High Ditch Road, Fen Ditton with 3 males and a female inside. There had been a theft nearby a few days before so they were spoken to and police officers attended and searched them and the vehicle. Cannabis was found on one of them who was issued a PND.

On the 5th of June we received a complaint of a 12 year old local boy being abusive to other youngsters in the park off Fulbourn Old Drift. PCSOs Hajredini and Coppard followed this up and visited the boy concerned at his home address and spoke to him about his behaviour in front of his guardian.

On the 9th of June we had a report of a fire being set in the Nature Reserve in Fulbourn. The report came from the occupant of a house in the location and the occupant suspected some youths confronted for wandering into her garden. She was not able to identify the youths and there was no damage to her property. PCSOs Hajredini and Coppard will monitor this location for any further issues.

Current Situation

Perhaps because the glorious summer weather is yet to begin in earnest the reports of ASB in open spaces have been low. The next 3 months encompasses the school summer holiday so we will continue to monitor the areas where young people congregate.

Objective Identifying new methods of communicating crime safety and activity messages.

Action Taken

At the last panel meeting there was general discussion about how new or relevant crime safety or activity information could be circulated as widely as possible. E-Cops is a successful way of reaching a lot of people but not everyone has access to a computer. We have identified the mobile library as a suitable location to put out copies of E-Cops messages, dates of surgeries and any other up to date information. Both teams of PCSOs have the timetable for when the library is due to visit their villages and the plan is to try and be with the library in the next few weeks to promote this as a method of communicating information.We have also continued our regular contact with the editors of local Parish magazines to ensure they are using the information in E-Cops for police articles in the monthly magazine.PCSOs Pulley and Fisher have been visiting an establishment in Linton with elderly residents where there have been a number of crimes over recent months. They have spoken with the residents and provided reassurance as well as crime prevention advice.They also plan to contact the organiser of ACE who provide talks and outings for elderly residents in the Linton area to arrange dates for visits and possibly a talk.All the local PCSOs were trained to be Community Navigators. This is a scheme set up by a local charity, Care Network, with the aim of providing local volunteers to help signpost elderly and vulnerable residents to local activities and services that may benefit them. The training has extended our knowledge of available services and contacts and we are also keen to promote the service to other individuals who would make ideal Navigators.

Speeding and parking offences are of general concern not only to panel attendees but also to respondents to our questionnaire and people who contact us direct via E-Mail or phone.We have carried out 27 speed checks in the area this period. These have

resulted in 73 fixed penalty notices being issued, 21 drivers being given a verbal warning and 41 letters being sent out. Details of where these checks have been carried out are set out below:Fulbourn1 check in Babraham Road where 27 vehicles went passed and no speeding observed1 check in Teversham Road where 38 vehicles went past and no speeding observed1 check in Balsham Road where 112 vehicles were checked and 22 were speeding

Six Mile Bottom1 check in London Road where 73 vehicles went past and 4 were speeding

Great Wilbraham1 check in Station Road where 34 vehicles went past and 3 were speeding1 check in Church Road where 35 vehicles went past and no speeding observed

Stow Cum Quy 1 check in Stow Road where 175 vehicles went past and no speeding observed

Fen Ditton4 checks in Horningsea Road where a total of 155 vehicles were checked and 15 drivers were issued with FPNs for speeding and 4 were given verbal warnings.

Horningsea2 checks carried out in High Street where 112 vehicles went through and 12 letters were sent out.

Teversham2 checks carried out in The High Street where a total of 68 vehicles were checked and 4 drivers were issued with FPNs.

Linton7 checks carried out on Hadstock Road where a total of 379 vehicles were checked and 50 FPNs were issued to drivers and 14 received verbal warnings.1 check carried out on the 1307 in the 40mph area. 59 vehicles were checked 1 driver was given a verbal warning.

Balsham2 checks carried out in The High Street where a total of 81 vehicles were checked and 4 drivers received FPNs and 2 were given verbal warnings.

Horseheath1 check in Haverhill road where 16 vehicles were checked and no speeding observed

Castle Camps1 check in Bartlow Road where 5 vehicles were checked and no speeding observed.

Sadly there have been 2 fatal accidents on Common Road, West Wratting on or close to the crossroads since the last panel meeting . This road has been highlighted to us by panel attendees as one of concern and I had liaised with a traffic sergeant to see if any checks could be done due to the speed on the road. Unfortunately it was not deemed suitable for health and safety reasons for speed checks. I have however following the second fatal accident asked the officer in charge of the investigation to consider any recommendations regarding the road layout which may improve driver safety at that location.

We have had 4 speed surveys carried out, in High Street, Teversham, Back Road, Linton, Balsham Road, Linton and Horseheath Road, Linton.The results of the High Street check were that just over 21% of drivers going towards Fulbourn were speeding and just over 12% in the opposite direction. As a result of this we have carried out 2 speed checks as noted above and will continue to give this road some attention.In Back Road, Linton the number of speeding drivers was even higher. 70% travelling north west and 61% travelling south east were speeding. Likewise in Balsham Road 60% travelling north east and 45% travelling south west. We will look to do some checks on these 2 roads over the next few months.The results of the Horseheath Road survey were more encouraging with just 13% of drivers speeding in both directions.Further speed surveys have been requested in West Wratting and Balsham.

We have also issued 12 fixed penalty notices to drivers seen using their mobile phones whilst driving and 3 to drivers not wearing their seat belts. These offences have been on main routes such as the 1307 and the A11 and on Horningsea Road, Fen Ditton. Another driver going to collect her child from the school in Fen Ditton was reported for careless driving as she manoeuvred her vehicle with one hand whilst talking into her mobile phone.

We have carried out a number of patrols outside schools to try and improve parking and driving at these locations during drop off and collection times. This has resulted in words of advice being given to several parents at Fulbourn, Balsham, and Castle Camps schools. Hopefully our presence is having a positive effect.

The PCSOs have continued to patrol the other parking hotspots. In Linton 6 drivers have been issued warnings re parking outside the Coop and 2 have been issued with fixed penalty notices. PCSOs Fisher and Pulley have liaised regularly with the manager who is very aware of the problem and is trying to do what he can to ensure the road does not get blocked by delivery lorries. We received a call in March from a local resident complaining of a vehicle

regularly parking half on the pavement outside their address in High Street. When checked the vehicle was not taxed so this was dealt with, however there was plenty of room for pedestrians to get by so no ticket was issued for obstruction.We also received a complaint about parking in Back Road heading out of the village. A lady was struggling to get passed vehicles half on the pavement with her double buggy. Letters were delivered to all households asking them to ensure clear access is left for pedestrians when parking. A letter was also given to the building contractor of the site opposite the houses as some of the parked vehicles belonged to their workers.Letters have also been distributed to businesses on The Grip asking them to ensure their customers/clients park considerately for the sake of all users of the area.Recently there has been an issue around parking outside the Post Office. The Post Master is trying to restrict parking to his customers and we have had to advise him that he needs to seek authorisation for official restrictions to be approved before challenging drivers who currently are parking legally.In Fulbourn area 1 FPN has been issued to a vehicle parked illegally in The High Street. Following the school parking patrols PCSO Hajredini has spoken to the Parish Clerk and asked for the issue of double yellow lines at the junction of St Vigor’s Road and School Lane and St Vigor’s road and Hollman’s Close to be discussed at the next Parish Council meeting.

At the end of April we received a complaint from a resident of obstructive parking along Station Road, in Great Wilbraham. PCSO Coppard has patrolled the area and although there were no problems when he visited he has spoken to the owner of a local garage to make them aware of the issue and put letters through the doors of all residents along the road. No further complaints have been received.

Current Situation

We will continue to deal with parking problems and aim to carry out speed checks on a regular basis.

3. Police crime and incident data

A full table of crime and incident data for March 2013 to May 2013 is included at the end of the document. There is also data from the previous 3 months and the same period last year. Overall crime is down compared to both periods, 142 crimes reported this period compared to 160 the previous 3 months and 193 for the same period last year.

Balsham Villages (Balsham, Carlton, Castle Camps, Horseheath, Shudy Camps, West Wickham, Weston Colville, West Wrattling)

18 crimes were reported for these villages over the last 3 months, compared to 27 crimes reported in each of the other 2 periods covered in the table below. The only crime area that saw a slight increase was dwelling burglary where there were 5 offences. 4 of these occurred over a 2 week period between the end of March and the middle of April. 3 out of the 4 seem to be linked because of similar points of entry, items stolen etc. In the first one which occurred in Carlton there was a good eye witness but unfortunately they were unable to identify anyone from our photographs. However there were 2 Romanian nationals arrested and charged by Suffolk police in May and the intention is to interview them in prison about these and other offences.

2 vehicles were stolen during the 3 months, 1 from Castle Camps sometime between the 8th and the 11th of March. This vehicle has not yet been recovered but the 2nd vehicle, stolen from an address in West Wratting overnight on the 15th to the 16th of March was recovered burnt out the next day at another location in the village..

ASB:There were 10 incidents recorded as ASB for this period. 5 were classified as neighbour disputes but in 3 of the cases no formal action was requested. The other 2 are currently being monitored by the PCSOs who are working with South Cambridgeshire ASB officers to try and resolve the conflict. There have been a couple of rowdy nuisance incidents in Balsham in May. One involved children on the school bus, one of whom threw a coke bottle out of the bus. This matter is being dealt with by the school. The other incident was when a party for a local 15 year old was gate crashed by youths from Saffron Walden. They were asked to leave which they did without further incident.

Fulbourn (Fulbourn)

Crime:There were 43 crimes recorded for Fulbourn this period, the same number as the previous 3 months and notably less than the same period last year when there were 67.There were 4 burglary other crimes, 3 of which were shed burglaries. 2 of these occurred on the same night, the 26th to 27th of March and a lawnmower was stolen at each location. A further offence occurred between the 20th and 27th of March where again a lawnmower was stolen. Unfortunately no one has been identified as responsible for any of these offences. The PCSOs have alerted E-Cops subscribers to the offences and sent out security advice.There were 8 crimes at Tesco’s, Fulbourn, only 3 of which were shoplifting offences. The other 5 offences were theft of money; vehicle interference; a racially aggravated public order offence; theft of a pedal cycle and theft of a moped. All the shoplifting offences were detected but none of the others as there was no CCTV evidence and no other suitable lines of enquiry.There was only 1 dwelling burglary which occurred on the 16th of May in Doggett Lane. The same 2 Romanian nationals mentioned above are possible suspects for this offence.5 of the crimes relate to incidents at Fulbourn or Ida Darwin Hospital. 2 of these were assaults by patients on a member of staff.7 crimes relate to drugs offences, 6 of which are as the result of proactive work by police officers.ASB:

There were 31 incidents resulted as ASB for Fulbourn during this period. This compares to 30 the previous 3 months and 42 the same period last year. 10 of the incidents occurred at Fulbourn hospital premises and most of these relate to problems with patients. 2 incidents relate to an ongoing neighbour dispute which PCSO Hajredini is working with the housing provider to resolve. Another 2 were calls form an individual who was recently arrested for persistent misuse of the telecommunications system, having called police and ambulance numerous times for spurious reasons.In April we received calls on the morning of the 7th in relation to a small rave that had taken place the night before at the nature reserve. No calls were received overnight so there appears to have been minimal community impact. The farmer has ensured a gate that had been left open is now locked to try and prevent any reoccurrence..Linton (Bartlow, Hildersham, Linton)

Crime: There were 32 crimes recorded for Linton this period compared to 34 the previous 3 months and 40 the same time last year. The dwelling burglaries include 2 at a complex for elderly residents where there have been a total of five offences over the past 3 months. Investigations into all these incidents are still ongoing. In 2 of the other 3 burglaries no property was stolen. The other offence where items of jewellery and electrical goods were stolen is possibly linked to the burglaries mentioned in the other villages already covered. This is due to a similar means of gaining entry to the premises and the time period when the offence occurred.A suspect has been charged and convicted of the burglary at the village hall. He was identified from blood left at the scene. He was from Haverhill and was not known to local officers.There was a spate of theft from vehicle offences overnight the 16 th to the 17th of April, 3 in Hillway. A witness saw 2 males carrying toolboxes and another witness saw a male in an old style green Lexus. Unfortunately no one has been identified as responsible though the officer in the case is still awaiting the results of forensic evidence from one vehicle. The offenders were hampered by the presence of witnesses and left behind most of the items they intended to steal.Of the 5 violent crimes 3 were domestic related assaults all of which have been investigated and detected. There was a non domestic related assault in one of the pubs between 2 males, one of whom received cuts from a broken glass. The suspect was arrested but gave an explanation of self defence which could not be disproved. There were no independent witnesses so the crime was filed with no further action.The other violent crime was a public order offence for which a local man has been charged. He is due to attend court for this and 2 other similar offences.

ASB:There were 20 incidents recorded as ASB for Linton, the same number as the previous 3 months and less than the 25 recorded the same time last year. 10 of these incidents were called in by the same male who is the one due to go to court for public order offences mentioned above. None of his calls were for valid reasons.5 calls related to apparently abandoned vehicles, all of which had a local registered keeper and were taxed and therefore legitimately parked.1 call related to someone riding a motor cross bike at speed up and down the road in Chalklands. The rider was identified by a local PCSO and given strong words of advice.

The only other call about anti social behaviour in the street was a call about youths climbing on a fence at Flint Court in Cambridge Road. The caller was reporting it for information only in case it became a reoccurring problem but there have been no further calls.

Teversham (Teversham)

Crime: There were only 7 crimes in Teversham area this last 3 months. This compares to 17 the previous 3 months and 26 the same period last year. 2 offences were for stolen cycles which had been left locked up outside the apartment block where the owner lived, one in Newmarket Road and the other in Loris Court. 2 offences were for possession of drugs, both the result of proactive work by police officers. A male has been summonsed following an investigation into the use of credit cards belonging to someone he house sat for, and there is an ongoing investigation into the uttering of a forged £20 note at The Nisa store in May. There was a dwelling burglary reported at the end of May where the offenders were disturbed by neighbours. This occurred in High Street, Teversham and the offenders had gained entry to the house and were filling the occupier’s vehicle with property they intended to steal when they were disturbed. This was during the night. Unfortunately the offenders did make their escape but without the vehicle and most of the property.

ASB: There were 16 incidents written off as ASB for the Teversham area. This is comparable to previous months, 19 the 3 months before and 13 this period last year. Only 2 of the calls relate to the same incident and involve a dispute between parents at a local primary school. This matter is now hopefully resolved with the intervention of a local police officer.4 of the other reports relate to noise complaints. All were given advice to contact Environmental Health but none have come back with further issues. 2 of the calls relate to vehicles where the caller believed there may be drug dealing going on. In neither case was the vehicle still in situ when police arrived. 2 incidents may relate to anti social behaviour by young people. 1 is where eggs were thrown at a door in Tamarin Gardens. The occupier did not feel they had been specifically targeted as they have not had any similar incidents before or since. The other situation is where ornaments at a child’s grave at St Andrews Church Centre, in Fulbourn Old Drift have been disrupted for the 3rd time. This enquiry has been passed to the local officer for Cherry Hinton who has good knowledge of local youngsters.

The Wilbrahams (Fen Ditton, Great Wilbraham, Little Wilbraham, Horningsea, Stow Cum Quy)

Crime: There were 42 crimes recorded for The Wibrahams area this period, compared to 34 the previous 3 months and 33 this time last year. However 11 of the offences were as the result of police proactive stops, 10 for drugs offences and 1 for possession of a bladed article (a knife). As well as the 11 detections for these offences, 1 dwelling burglary, 2 assaults and 2 of the criminal damage offences have been detected. None of these offences are connected.Two of the thefts from vehicles were catalytic convertors stolen from vehicles parked at Newmarket Park and Ride. There have been a number of thefts of catalytic convertors

across South Cambridgeshire and a recent operation run between local officers and BTP have hopefully identified the offender.Of the 5 burglary other offences 3 were shed burglaries 2 in Fen Ditton, 1 in March where a lawnmower was stolen, the other in May where a child’s cycle was taken. A 3 rd offence occurred in April in Manor Close, Little Wilbraham where a motorcycle was stolen. The other 2 premises burgled were business premises, 1 in High Ditch Road, Fen Ditton where nothing was taken. The other was a dog breeder in Quy who had 5 puppies stolen. We have provided detailed crime prevention advice to try and prevent further offences at this location.

ASB: There were 9 incidents recorded as ASB. This is a slight increase on the 5 recorded the previous 3 months and the 6 this time last year. 3 of the 9 relate to problems with children from the Traveller Site throwing things at rowers on the river. 1 of these incidents was in March and then there was a further occurrence at the end of April where we received 2 calls. As the “offenders” are City side of the river PCSO Coppard has been liaising with the local PCSO and they are planning to carry out some joint patrols. All of the other calls have been one off occurrences that have not required police investigation.

4. Community consultation and feedbackA survey was sent out on E-Cops 3 weeks prior to the panel meeting to ask for respondents to identify which issue they would like us to prioritise in the next 3 months. The chart below shows which villages the respondents live in and below that are the issues those that answered the second question put forward.

The junction with High Street/Cambridge Road/Church Road in Teversham. Cars turning right out of High Street into Church Road consistently pull out in front of cars driving along Church Road to Cherryhinton Road (and therefore not turning left into High Street). Also drivers, particularly van drivers and 4 wheel drive vehicles that can straddle the road humps, go so fast along Church Road it makes it dangerous for us pulling out and turning right into Church Road in the morning. Clearly E-cops was going to be 100% of respondents because that was our means of circulating the survey but it was encouraging to see that articles in the parish magazines were also a successful means of communication and one we hope to develop further in an effort to reach those residents who do not have access to computers. The down side of this means of communication however is that publication is on a monthly basis which does not allow for “hot off the press” crime information.

Surveys have also been carried out by our Corporate Performance Team in relation to perceptions of ASB in both Linton and Fulbourn and the general perception was that there had been no change in the levels of ASB. In Fulbourn no particular issues were highlighted. In Linton the main area of concern was dog fouling and litter.
