INTRODUCTIONThe Tony Mazzocchi Center for Health,Safety and Environmental Education(TMC), established in 2005, is a project of theUnited Steelworkers, the Communications Workers ofAmerica and the Labor Institute. We can help assessyour training needs and provide quality classes foryour members and your employer.

The long-term goal of the TMC is to prevent work-related injuries and illness by provid-ing union based health, safety and environment training to local union officers, unionhealth and safety activists, workers and their management counterparts. With the knowl-edge that they have gained from actively participating in the training, individuals willhave the capability to return to the worksite and take part in meaningful participation,identifying hazards and bringing about corrective actions that create a safer work envi-ronment.

Our training sessions are facilitated by our experienced worker-trainers using worker-centered and Popular Adult Education teaching methods which utilize the participant’sknowledge and experience in order to solve real-life problems. Our method centersaround three significant yet distinct learning exchanges: worker to worker, worker totrainer and trainer to worker. This training method ensures that every individual, regard-less of background, education or learning style, even those with limited English profi-ciency, benefits from the training and retains the key components.

The TMC also provides training assessments. If you are unsure which programs are rightfor your local union or workplace, simply contact us and our staff members will assistyou in selecting the right training programs for you, your members or your employer.These training sessions range from comprehensive to basic, week-long to day-long, andcover a variety of topics to provide the most relevant and up to date information. Ourinteractive training sessions can be conducted on site or at various locations. We offertraining on a variety of health, safety and environment issues, and we want each partici-pant to get the most out of the training. Therefore, we require a minimum class size of15 people to ensure that the learning exchange is most beneficial to the workers in thetraining. Much of the funding for these training programs is provided by grants from theNational Institute of Environmental Health (NIEHS), NIH, the Department of Energy(DOE) and the OSHA Susan Harwood Program, while employers provide funding formany joint union-management training programs.

HAZWOPER

HAZWOPER 40-hourTarget Audience: Workers at facilities and sites that handle, store, recover and processhazardous materials including, but not limited to, toxic chemicals, gases and hazardousoperations. This course is especially important if participation is required in any emer-gency response situation. This training is REQUIRED for workers at uncontrolled haz-ardous waste operations and clean-up sites; for example, paper facilities that use chlorineor other hazardous chemicals, steel mills/foundries that use toxic chemicals in theirprocesses or tire manufacturing that use and store hazardous chemicals.

Course Description: This course is specifically designed for workers who are involved inclean-up operations, voluntary clean-up operations, emergency response operations andstorage, disposal or treatment of hazardous substances or uncontrolled hazardous wastesites. Topics include protection against hazardous chemicals, elimination of hazardouschemicals, safety of workers and the environment and OSHA regulations. This coursecovers topics included in 29 CFR 1910.120. A certificate of completion and a card willbe issued as a result of the successful completion of this class.

Note: OSHA requires additional employer provided, site specific training before a work-er can be assigned to the workplace.

HAZWOPER 24-hourTarget Audience: Workers at facilities and sites that handle, store and process hazardousmaterials including, but not limited to, toxic chemicals, gases and hazardous operations.This training is especially important if participation in emergency response is required. Itis REQUIRED training for workers visiting an uncontrolled hazardous waste operationsite or working at a treatment, storage and disposal site (TSD).

Course Description: This course covers broad issues pertaining to hazard recognition atwork sites. OSHA has developed the HAZWOPER requirements to provide workersimportant information they need to work at and around the hazardous sites and hasdevised extensive regulations to ensure their safety and health. While identifying differ-ent types of hazards, the course also suggests possible precautions and protective meas-ures to reduce or eliminate hazards at the workplace. This course covers topics includedin 29 CFR 1910.120. A certificate of completion and a card will be issued as a result ofthe successful completion of this class.

HAZWOPER

HAZWOPER RefresherTarget Audience: General site workers who remove hazardous waste or who are exposed orpotentially exposed to hazardous substances or health hazards. It is a REQUIRED annualrefresher for all workers to maintain HAZWOPER 40-hour and 24-hour authorization.

Course Description: This course is designed to meet the requirements in OSHA 29 CFR1910.120 for eight hours of annual refresher training for workers at hazardous wastesites. Topics include HAZWOPER regulations, safety and health plans, hazardous chem-icals, safety hazards, air monitoring, medical surveillance, site control, decontamination,personal protective equipment and respiratory equipment.

Throughout the course, the participants will review the basic OSHA requirements andhow to handle hazardous materials on a waste site or a treatment, storage and disposalsite (TSD). After the course completion, they will have practiced their expertise in identi-fying hazards and their characteristics. Participants will be able to suggest steps to betaken to minimize hazards. Decontamination and emergency procedures will bereviewed. A certificate of completion and a card will be issued as a result of the success-ful completion of this class.

Emergency ResponseTarget Audience: Hazardous waste workers from all USW industries that are required toparticipate in an Emergency Response beyond sounding an alarm and evacuating thearea.

Course Description: This course provides training for basic awareness and operationslevel responders as required under 29 CFR 1910.120. Topics that may be covered areemergency response, emergency roles, toxic myths and chemical protective clothing.Topics can vary as we are able to construct the training to be specific to your site. Thistraining is an awareness level course and does not qualify the participant to handle,recover or process hazardous materials.

OSHA 10-hour General IndustryTarget Audience: All workers covered under OSHA’s general industry standards.

Course Description: This course is ideal for providing basic safety and health awarenessfor all workers. Participants will be introduced to OSHA policies, procedures and stan-dards, as well as general industry safety and health principles covered in OSHA’s generalindustry standards. Using OSHA standards as a guide, special emphasis will be placedon the most hazardous topics. Upon successful completion of the course, participantswill receive an OSHA general industry safety and health 10-hour course completion cardfrom the Department of Labor.

OSHA 30-hour General IndustryTarget Audience: Any worker that must perform in a hazardous environment covered byOSHA’s general industry standards.

Course Description: This course is a higher technical level safety training program.OSHA recommends outreach training programs as an orientation to occupational safetyand health for workers. The program provides extensive information on OSHA compli-ance issues. Upon successful completion of the course, participants will receive anOSHA general industry safety and health 30-hour course completion card from theDepartment of Labor.

OSHA 511 General IndustryTarget Audience: Local leaders, Health and Safety Representatives and Committee mem-bers who will be doing audits of facilities and are actively involved in the health andsafety program at their site. (PREREQUISTE for OSHA 501)

Course Description: This course covers OSHA policies, procedures and standards, aswell as general industry safety and health principles in greater detail than the awarenesslevel. Emphasis on the application of the OSHA standards will enable attendees to betterunderstand how to measure safe conditions and seek correction of violations. Studentswill receive an OSHA general industry safety and health 511 course completion certifi-cate from the Department of Labor.

HAZARD RECOGNITION

Hazard Mapping Target Audience: Workers in all industries.

Course Description: This 8-hour training program allows participants to develop a hazardmap to identify and locate hazards which can then be targeted for elimination through acooperative group effort. Systems of safety are used to analyze the effectiveness of pro-posed fixes for identified hazards. Workers in all industries can benefit from specific haz-ard identification techniques and learn strategies to encourage elimination or chemicalsubstitution of known hazards and substances.

Note: This training is available in Spanish.

Process Safety ManagmentTarget Audience: For all workers in industries covered by OSHA’s Process SafetyManagement Standard.

Course Description: This 8-hour training acquaints participants with the basic elements ofthe OSHA’s 29 CFR 1910.119 Process Safety Management (PSM) Standard and teachesthem why each regulated workplace needs to establish a PSM organizational structure tooversee its program implementation. The course introduces the concept of systems of safe-ty and accident prevention, allows the trainees to become familiar with the OSHA perform-ance-based requirements for a workplace “mechanical integrity” program and examines thecauses and solutions of “breakdown” maintenance. It also touches on conducting accident,incident and near-miss investigations, focusing on root causes.

Industrial Process Safety ManagementTarget Audience: Committee members, auditors and maintenance personnel at facilitiescovered by the OSHA’s PSM Standard.

Course Description: This training gives participants a more in-depth look at the elementsof the OSHA’s 29 CFR 1910.119 Process Safety Management (PSM) Standard.Elements such as incident investigation, process hazard analysis, emergency response,compliance audits, management of change and mechanical integrity are all furtherexplored and discussed.

HAZARD RECOGNITION

Achieving Chemical Security throughPrevention Target Audience: Workers at sites which house chemicals that could pose as potentialtargets for intentional acts of terrorism.

Course Description: This 8-hour course is designed to use the Systems of Safetyapproach to eliminate or reduce hazards that may be targets for intentional acts of terror-ism. The course will use hazard mapping to examine if a workplace is at risk and deter-mine its preparedness. It will use a systems approach to examine ways to lessen vulnera-bility to acts of terrorism by applying the PSM Standard to these hazards. Participantswill practice using the OSHA PSM Standard to prevent and/or mitigateincidents caused by intentional acts.

Pre-Startup Safety Review-HurricaneTarget Audience: USW industry workers in hurricane-affected areas.

Course Description: This 8-hour course uses hazard mapping to allow the trainees toidentify and list the hazards present in a normal startup and to identify and examineadditional hazards created by a total emergency hurricane shutdown. The trainees identi-fy the need for new startup procedures to address the unique hazards of total shutdowncaused by a hurricane and review a hurricane plan to determine if their facility is meet-ing its emergency response plan. They then determine if the plan itself is sufficient andwho is the proper authority to make a facility shutdown call. During the course thetrainees will determine possible ways to organize around this issue.

Pre-Startup Safety Review-Earthquake Target Audience: USW industry workers in earthquake-affected areas.

Course Description: This 8-hour course uses hazard mapping to allow the trainees toidentify and list the hazards present in a normal startup and identify and examine addi-tional hazards created by a total emergency earthquake shutdown. Pre-Startup Safety Review-Tornado Target Audience: USW industry workers in tornado-affected areas.

Course Description: This 8-hour course uses hazard mapping to allow the trainees toidentify and list the hazards present in a normal startup and identify and examine addi-tional hazards created by a total emergency tornado shutdown. The trainees identify theneed for new startup procedures to address the unique hazards of total shutdown causedby a tornado and review a tornado plan to determine if their facility is meeting its emer-gency response plan. They then determine if the plan itself is sufficient and who is theproper authority to make facility shutdown call. During the course the trainees will deter-mine possible ways to organize around this issue.

10 CFR 851 Final Rule ATarget Audience: For all workers at DOE covered facilities.

Course Description: This curriculum provides workers the opportunity to examine thelaw that codifies all the previous DOE regulations, orders and other health and safetypractices into one regulation. The purpose of this regulation is to enhance health andsafety at DOE facilities. 851 incorporates previous Order 440.1 and the ISMS initiative.The worker participation section of the rule is one of its most important provisions.Workers are protected from reprisals for exercising their rights under the law, and therule requires contractors to provide training in order for workers to fully participate inhealth and safety programs. Worker participation in the development and implementationis a requirement of the rule and provides for serious civil penalties for violations of thislaw.

HAZARD CONTROL

Incident Investigation Target Audience: For Committee members and workers involved in incident and near-miss investigations at their facilities.

Course Description: This 32-hour course uses activities to introduce and demonstratesystems of safety as a vehicle to apply fixes to root causes. Class activities allow partici-pants to be a part of an investigation team in identifying root causes using logic treeanalysis. Participants will use sample incidents and/or near-miss incidents from theirworkplace, practice their skills as they learn to identify root causes of incidents and rec-ommend solutions to control the hazards.

Increasing the Effectiveness of Joint Healthand Safety Committees Target Audience: (PREREQUISTITE: Understanding a Union Approach to Health and Safety)For Health and Safety Representatives, Health and Safety Committee members andlocal union leadership.

Course Description: Joint Health and Safety Committees can be one of the most effectivetools we have to identify and control workplace hazards. Committees need to have trainingand guidelines to lead them in this important role. There are many successful models andtools in workplaces that can assist committees establish effective methods of operation. Thiscourse will explore the tools available to both new and experienced committees.

Lessons Learned (Writing) Target Audience: For Health and Safety Representatives, Health and Safety Committeemembers and Incident Investigators.

Course Description: This 40-hour course is designed for workers who will be writinglessons learned from incidents, accidents and near misses from their workplaces.Participants in this course will create curricula from lessons learned based upon the sys-tems of safety such that workers and management personnel can apply lessons to theirwork environment.

HAZARD CONTROL

Mold Remediation Target Audience: For all workers in general industry and construction that have been,currently are or may be exposed to mold through the removal process.

Course Description: This 24-hour course first explores mold as a serious public andoccupational health issue and then prepares workers to be able to do a mold remediationproject. This course includes a final field activity to use skills and knowledge from theclass.

Near-Miss Project Target Audience: For all workers in all industries.

Course Description: This course prepares workers to lead and/or play an important role in aworker-developed and led Near-Miss Program. This is achieved through the use of incidentinvestigation techniques, which produce important fixes to hazards identified during theinvestigation of a particular incident. The goal is to prevent incidents and near-miss actionsin the future.

Union Approach to Health and Safety

Target Audience: For local union officers, union health and safety reps and committeemembers, bargaining committee, grievers/stewards and other union leaders and activists.

Course Description: This course provides tools to help local unions create safer, healthierworkplaces, involve members in the union’s health and safety activities, develop creativestrategies to get tough problems addressed and build local union strength. Classes can betailored to specific needs of local unions and can range from a half-day to several days.Below are some sample topic areas. Contact the TMC to discuss these and other topicsand design a course that will meet particular needs.

• Understanding and Developing a Union Approach to Health and Safety• Establishing and Strengthening Health and Safety Committees• Confronting “Blame-the-Worker” Safety Programs: Ending or Preventing

Behavior-Based Safety (including employer practices that discourage workersfrom reporting injuries/illnesses, behavioral observation programs and more)

• Identifying and Addressing Health and Safety Impacts of Work Restructuringand Workplace Change

• “Continuous Bargaining” Over Health and Safety: Developing StrategicCampaigns to Get Tough Health and Safety Problems Addressed

The Triangle of Prevention (TOP) Program is based on a commitment by the union andmanagement to work together to find and address the hazards, unsafe conditions andfailed safety systems that cause injuries and illnesses in workplaces. Both parties agreethat blaming workers for their injuries does not improve safety and health, but sweepsthe evidence and underlying concerns under the rug. By entering into this program, TOPSite local union and management commit to providing the resources necessary to makethe program successful.

The TOP Program is a systems approach to health and safety that focuses on an incidentinvestigation model. TOP employs a fact-based analysis designed to uncover hazardsinvolved in an incident or near-miss and identify their underlying root causes. The con-trolling of those hazards lie in the union-management health and safety process model.This model promotes recommendations from the union to management, and managementaccepts the responsibility to implement the recommendations to correct unsafe condi-tions.

The cost of the program is $185/site employee (hourly and salaried) the first year and$40/site employee thereafter.

TOP Awareness Training Target Audience: REQUIRED initial training for all employees (hourly and salaried atany USW TOP site).

Course Description: This training introduces students to USW Systems of Safety and tothe USW Triangle of Protection (TOP) Program. It provides a basic understanding ofTOP for non-investigators. This training is a part of a site’s initial USW TOP Programcontract and is performed early in the contract year by site TOP worker-trainers.

TOP 16-Hour Investigation Training Target Audience: REQUIRED initial training for all new TOP incident investigators atany USW TOP site.

Course Description: This training includes all information in the 8-hour awareness trainingcurriculum as well as an additional 8 hours of experience working with logic trees andinvestigation techniques. This training is a part of a site’s initial USW TOP Program con-tract and is performed early in the contract year by site TOP worker-trainers.

TOP REP Leadership Training Target Audience: New USW TOP Reps and Alternates.

Course Description: This training is to prepare the TOP Rep for their duties in adminis-tering the TOP Program at their site. It explains the values of the TOP Program andhelps the TOP Rep to assume the leadership role necessary for the success of the pro-gram. This training is a part of a site’s initial USW TOP Program contract and is per-formed at the start of the contract year by certified USW worker-trainers.

Management of Change Target Audience: All employees and investigators at facilities covered by the OSHAPSM Standard.

Course Description: This training module focuses on the Management of Change as definedby the OSHA PSM Standard. Students learn how proper management of change is vital tothe safety of their worksite. Application of MOC is explored at non-PSM covered sites aswell. This training is presented in two sections: a 4-hour session for the plant population andan 8-hour session for TOP Investigators. The training is performed at the plant site by TOPsite worker-trainers.

Maintenance and InspectionTarget Audience: All employees and investigators.

Course Description: This training module focuses on the Maintenance and InspectionSystem of Safety and its role in a safe workplace. Students learn about maintenance andinspection issues and their role in creating a safe workplace. This training is presented intwo sections: a 4-hour session for the plant population and an 8-hour session for TOPInvestigators. The training is performed at the plant site by TOP site worker-trainers.

Worker-Centered Training Target Audience: Workers who have the approval of the district director and local unionand the commitment necessary to becoming a certified TMC worker-trainer.

Course Description: This course is a fast-paced, interactive training on the worker cen-tered method of training and specific workbook materials. The new trainers will practicefacilitating classes with their peers using the training values of the Tony MazzocchiCenter. They learn how to show respect for participant knowledge and make it a basis ofthe learning experience. Trainers will also learn how to help their brothers and sistersovercome apathy by sharing the power and help them to work collectively to identifyand eliminate hazards in the workplace. This course gives union activists an opportunityto train and involve the entire workforce in health and safety.

OSHA 501 General Industry Target Audience: (PREREQUISTE: OSHA 511 Course and five (5) years of generalindustry safety experience). For USW members and site management who have theresponsibility for and opportunity to deliver OSHA Outreach Training Programs.

Course Description: In this four-day train the trainer class, participants will acquire theknowledge and skill to present OSHA regulatory topics presented in OSHA 10-hour and30-hour classes as well as adult learning methodologies to assist them in facilitatingthese programs. Participants who pass this class will receive an OSHA 501 authorizationcard and certificate from the U.S. Department of Labor and be authorized to teachOSHA 10-hour and 30-hour classes for four (4) years.

OSHA 500 Construction Target Audience: (Prerequisite: OSHA 510 Course and five (5) years of constructionsafety experience) For USW members and site management who have the responsibilityfor and opportunity to deliver OSHA Outreach Training Programs.

Course Description: In this five-day train the trainer class, participants will acquire theknowledge and skill to present OSHA regulatory topics to be presented in OSHA 10-hour and 30-hour construction classes as well as adult learning methodologies to assistyou in facilitating these programs. Participants who pass this class will receive an OSHA500 authorization card and certificate from the U.S. Department of Labor and be author-ized to teach OSHA 10-hour and 30-hour Construction classes for four (4) years.

Popular Adult Education Target Audience: Workers who have the approval of the district director and local unionand the commitment necessary to becoming a certified TMC worker-trainer.

Course Description: This course gives participants the opportunity to gain a better under-standing of the popular adult education teaching method, which our worker-trainers uti-lize in conducting training sessions. Stressing the importance of worker action in theeducational process, participants will come to understand how workers’ experiences formthe foundation for learning. Opportunity for practice, analysis of the barriers to changeand the application of new information all help form an interactive teaching atmosphere.Additionally, the three routes of learning exchanges and the role that they play will beidentified.
