Some Considerations from AR5

• Anthropogenic greenhouse gas emissions have increased since the pre-industrial era, driven largely by economic and population growth, and are now higher than ever.

• In recent decades, changes in climate have caused impacts on natural and human systems on all continents and across the oceans. Impacts are due to observed climate change, irrespective of its cause, indicating the sensitivity of natural and human systems to changing climate.

Some Considerations from AR5

• Changes in many extreme weather and climate events have been observed since about 1950

• Continued emission of greenhouse gases will cause further warming and long-lasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts for people and ecosystems.

• Limiting climate change would require substantial and sustained reductions in greenhouse gas emissions which, together with adaptation, can limit climate change risks

Some Considerations from AR5• Key Driver of future Climate: population size,

economic activity, lifestyle, energy use, land use patterns, technology and climate policy.

• Future Pathways for Adaptation, Mitigation and Sustainable Development

• Adaptation and mitigation are complementary strategies for reducing and managing the risks of climate change

• Comprehensive strategies in response to climate change that are consistent with sustainable development take into account the co-benefits, adverse side effects and risks that may arise from both adaptation and mitigation options

LCCAP Adaptation & Mitigation Actions

• CC Actions depend on the competence and capacity of local governments and locally rooted iterative process of learning about risks and opportunities, identifying and evaluating options, making decisions, and revising strategies with a range of actors.

Step 1: Getting Started

Tasksü 1.1 Orientation and drawing

commitments ü 1.2 Organizing the LCCAP Core

Team ü 1.3 Initiating the planning process

Step 2: Stakeholders’ Participation

Tasksü 2.1 Identification of stakeholders,

and analysis and mapping of their interests;

ü 2.2 Training of the LCCAP Core Team

Activitiesü Coordinationü Stakeholder Mappingü Communications and coordination

with stakeholdersü Mobilizing PAGASA and other key

agencies in the region

Outputs:

qList of stakeholders that will be involved in the planning and implementation of the LCCAP. They will be categorized by:

a. Direct contribution to the success of LCCAP planning,

b. Implementation and advocacy,

c. Potential challenges they can pose to the process

qDocumentation of trainings, meetings, sessions

Step 3a: Climate Change Vulnerability and Risks Assessment

Tasksü 3a.1 Collect and Analyze climate and

hazard informationü 3a.2 Analyze Impactsü 3a.3 Develop Exposure Database

(Vulnerability and Risk Analysis) ü 3a.4 Summarize CCVA and DRA ü 3a.5 Determine Decision Areas (Mapping

and Technical Findings) by ecosystemü 3a.6 Identify Key Issues, Challenges, and

Opportunities

Activitiesü Research and data collectionü Organizing and/or facilitating Meetings and

Workshops (sectoral and multi-sectoral)ü Writeshops and drafting (cleaning up

results)ü Maps development (visual/spatial

presentations)

Outputs:

q Updated climate change projections

q Impact Chain analysis/results

q Chronological account/records of previous disasters and cost of impact of hazards

q Inventory/summary of the hazards affecting each barangay (by ecosystem)

q Exposure database of each barangay, per hazard,

q Map showing the location of the elements at risk and their vulnerabilities,

q A compilation of consolidated technical findings with corresponding implications and identified key decision areas

Step 3b: GHG Inventory and Mitigation Actions ReviewTasks

ü 3b.1 Conduct of GHG inventoryü 3b.2 Review current mitigation

activities (with or without GHGI)

Activitiesü Coordination with CCCü Support to data collection of LGUü Document review (for task 2)ü Creative sessions to introduce

mitigationü Organizing and/or facilitating Meetings

Step 4: Review of Development Goals and Setting Objectives and Strategies for Climate Change Actions

Tasksü 4.1 Review current goals and objectives (from

the CDP, ELA, CLUP and NCCAP) using as reference the key issues, challenges and opportunities analysed in Step 3 and check how climate change impacts can affect their achievement.
